Having proven his critics wrong and demonstrated the capability of Russia’s military (and its new weapons – a splendid advert to any buyers of Russian arms), Putin can now concentrate on the diplomatic aspect of the peace process, something at which Moscow usually excels.

Este estudio de caso tiene como finalidad evidenciar los intereses políticos detrás de la mediación de Burkina Faso en el Conflicto de Costa de Marfil en el año 2007. En ese orden de ideas, este trabajo de grado analiza cómo la situación interna y externa de Burkina Faso, incidió en su decisión de mediar en el conflicto marfileño. Para lograr esto, en esta investigación se recurre a los conceptos de Interés Nacional y Poder Político propios de la Teoría del Realismo Político de Relaciones Internacionales, desarrollada por Hans Morgenthau, y al concepto de Seguridad del Régimen expuesto por John Clark. Además de las fuentes teóricas mencionadas anteriormente, se emplearon artículos y publicaciones de diversa índole sobre el fenómeno a estudiar.

O presente ensaio tem por objetivo a construção de uma linha de pensamento sobre as teorias e a realidade das Relações Internacionais baseada na pluralidade de valores e na justaposição de ideias que designam e afetam as relações entre os atores internacionais, assim como, entender os reflexos que estes fatores têm nos desfechos destas interações resultantes em cooperação e conflito. Por meio de uma revisão bibliográfica são visitados alguns pensamentos sobre a formação dos estados nacionais e sobre as interações destes, produzindo conceitos relativos à ordem e ao equilíbrio em uma sociedade internacional, e aos fatores que afetam e são variáveis a existência dos estados. A designação teórica da realidade internacional desprovida de prescrições ou distorções ideológicas edifica neste ensaio valiosas linhas de pensamento, que podem contribuir significativamente para o desenvolvimento de proposições mais fidedignas a realidade do que a anseios específicos no campo das Ciências Políticas e das Relações Internacionais. ABSTRACT: The aim of this study is to construct of a way of thinking about the theories and the reality of International Relations based on the plurality of values and juxtaposition of ideas that mark and affect the relationships between international players. A further objective is understanding the influences of these factors in creating outcomes of cooperation or conflict within international interactions. Various thoughts and reflections on the formation of national states and their interactions have been examined by way of an intensive literature review, thus producing concepts concerning the order and equilibrium of an international society as well as the factors that affect and vary depending on the existence of states. Through the theoretical portrayal of the reality of international relations devoid of ideological prescriptions or distortions this study creates a number of lines of thinking, that could significantly contribute to the development of propositions more true to reality than specific aspirations within the field of Political Science and International Relations.

Questions of identity have become increasingly central to the study of foreign policy and security, particularly in constructivist debates. But very few of the resulting insights have been applied to the Korean situation, where discussions about security and inter-Korean relations remain dominated by strategic and geopolitical issues. The main task of this article is to address this shortcoming by examining the experience of North Korean defectors in South Korea and the precedent of German unification. Both of these domains of inquiry reveal that identity differences between North and South persist far beyond the ideological and political structures that created them in the first place. Born out of death, fear, and longing for revenge, these identity patterns lie at the heart of Korea's security dilemmas. Unless taken seriously by scholars and decision makers, the respective tensions between identity and difference will continue to cause major political problems. The MDG deadline is fast approaching and the climate within the United Nations remains positive but skeptical. A common feeling is that a great deal of work and headway has been made, but the MDG goals will not be achieved in full by 2015. The largest problem facing the success of the MDGs is, and unless mitigated may remain, mismanaged governance. This argument is confirmed by a strong line of publications stemming from the United Nations and targeting methods (depending on a region or country context) such as improving governance via combating corruption, instituting accountability, peace and stability, as well as transparency. Furthermore, a logical assessment of the framework which MDGs operate in (i.e. international pressure and local civil socio-economic and/or political initiatives pushing governments to progress with MDGs) identifies the State's governing apparatus as the key to the success of MDGs. It is argued that a new analytic framework and grounded theory of democracy (the Element of Democracy) is needed in order to improve governance and enhance democracy. By looking beyond the confines of the MDGs and focusing on properly rectifying poor governance, the progress of MDGs can be accelerated as societies and their governments will be - at minimum - held more accountable to the success of programs in their respective countries. The paper demonstrates the logic of this argument - especially highlighting a new way of viewing democracy - and certain early practices which can accelerate MDGs in the short to medium term.

Founded in 1963 by two prominent Austrians living in exile – the sociologist Paul F. Lazarsfeld and the economist Oskar Morgenstern – with the financial support from the Ford Foundation, the Austrian Federal Ministry of Education, and the City of Vienna, the Institute for Advanced Studies (IHS) is the first institution for postgraduate education and research in economics and the social sciences in Austria. The Political Science Series presents research done at the Department of Political Science and aims to share “work in progress” before formal publication. It includes papers by the Department’s teaching and research staff, visiting professors, graduate students, visiting fellows, and invited participants in seminars, workshops, and conferences. As usual, authors bear full responsibility for the content of their contributions.

It is commonly assumed that processes associated with globalisation are affecting the sovereignty of states. While the extent and implications of such processes may be debatable, globalisation presents even the most powerful states with new challenges to their autonomy and authority. In Southeast Asia, where the principle of sovereignty has been a crucial and jealously guarded part of regional governance structures, globalisation is an especially acute challenge for national governments. This paper examines the theoretical and policy implications of globalisation in Southeast Asia and argues that not only is globalisation threatening to unravel existing governmental practices in Southeast Asia, but that as a consequence we also need to re-think the way we understand core theoretical principles like sovereignty.
