This brief essay reviews the macro framework of oil and economy in Mexicoin the early days of the oil industry, from 1900 to 1938. The first sectiondisplays the figures of production at the world level and shows how Mexicobecome a major oil producer in the 1920s. The second section look at theMexican economy of the first third of the century followed by a thirdsection on the importance of the oil sector in terms of trade and fiscalincome. The last section reviews the literature and the outlooks of thecontemporaries over the development of the oil industry in the early partof the 20th century. The paper will be of use for those producing in depthanalyses of the Mexican oil industry in this period.

A new species of soft scale insect from Mexico, Toumeyella fontanai Kondo & Pellizzari sp. nov. is des-cribed and illustrated. A taxonomic key to the species of scale insects of the genus Toumeyella Cockerell known in Mexico is provided.

Callistethus tlapanecus, a new species collected in pine forest located at 2160 meters of altitude in eastern mountains of the state of Guerrero, Mexico is described. The morphological characters that distinguish it from other Mexican and Central American species are discussed. The diagnostic characters are illustrated, and a key to Mexican species of Callistethus is also included.

In 1921 Mexico produced a quarter of world s petroleum, making the country the secondlargest producer in the world, but by 1930 it only accounted for 3 per cent of world sproduction. To date the discussion has mostly relied on events taking place in Mexico forexplaining the decline of the industry. Very little attention has been placed todevelopments in petroleum industry elsewhere, except Venezuela. Practically noattention has been paid to the reasons for the rise of oil output in Mexico. This neglectsthe massive changes taking place in the petroleum industry worldwide during the GreatWar years and its aftermath, and overall ignores the shortage of oil that occurred in theworld s markets between 1918-1921. These are crucial events in order to understand theearly rise of the Mexican oil industry and set the basis for a better understanding of thesubsequent sudden decline.

Description of the third instar larvae of five species of Cyclocephala (Coleoptera, Melolonthidae, Dynastinae) from Mexico. Larvae of four species of Cyclocephala are described for the first time based on specimens collected in Mexican localities: C. barrerai Martínez, 1969 from Puebla, C. sinaloae Howden & Endrödi, 1966 from Sinaloa, C. fasciolata Bates, 1888 from Veracruz, and C. jalapensis Casey, 1915 from Hidalgo. Larva of C. lunulata Burmeister, 1847, is redescribed based on specimens from the Mexican states of Morelos, Puebla, and Veracruz. Diagnostic structures are illustrated and the differences and similarities of each species with other previously described larvae of the genus are commented.

An unusual food plant for Cydia pomonella (Linnaeus) (Lepidoptera, Tortricidae) in Mexico. Larvae of Cydia pomonella (Linnaeus, 1758) were discovered on floral cones of Magnolia schiedeana (Schltdl, 1864) near the natural reserve of La Martinica, Veracruz, México. Magnolia represents an unusual host for this moth species, which is known throughout the world as the "codling moth", a serious pest of fruits of Rosaceae, especially apples. The larvae were identified using taxonomic keys, and identification was corroborated using molecular markers. Further sampling resulted in no additional larvae, hence, the observation was probably that of an ovipositional error by the female, and M. schiedeana is not at risk of attack by this important moth pest.

Entre els dies 13 i 17 de novembre de 2002 va tenir lloc a la ciutat de Sevilla el III Congrés Ibèric sobre Gestió i Planificació de l’Aigua, que, en aquesta ocasió, portava per títol «La Directiva Marc de l’Aigua: realitats i futurs». El congrés fou organitzat per la Fundación Nueva Cultura del Agua, amb la col•laboració de la Universidad de Sevilla i d’una àmplia sèrie d’institucions relacionades amb la investigació o gestió d’aquest recurs. Considerant l’anàlisi i la diagnosi de la situació actual contingudes a les edicions anteriors (Saragossa 1998 i Porto 2000) i l’ampli debat dels últims anys, el III Congrés Ibèric es caracteritza per un plantejament d’avenç i propostes i per incloure alguns dels aspectes de la política de l’aigua menys atesos fins aleshores

El quart EOCONSID (Encuentro de Organización del Conocimiento en Sistemas de Información y Documentación), organitzat per ISKO-España (Capítulo Español de la International Society for Knowledge Organization), ha suposat «situar en el mapa» un congrés i una entitat que fins ara havien tingut poca projecció. Tot i organitzar les trobades regularment ¿cada dos anys¿ des del 1993, el poc coneixement de l'entitat i dels seus objectius comportava una assistència escassa de professionals a les trobades, limitada, es podria dir, als membres de l'entitat i als alumnes de la Universidad Carlos III, ¿entitat que havia acollit les segones i terceres trobades. Igualment, les actes publicades tenien poc ressò, tot i incloure contribucions d'un bon nivell de qualitat. El canvi en els òrgans de govern d'ISKO-España, el 1998, va replantejar la manera d'organitzar el congrés: es va decidir formar un equip independent de la junta directiva que s'hi pogués dedicar plenament i que garantís un major grau de professionalitat.

Accreted terranes, comprising a wide variety of Late Jurassic and Early Cretaceous igneous and sedimentary rocks are an important feature of Cuban geology. Their characterization is helpful for understanding Caribbean paleogeography. The Guaniguanico terrane (western Cuba) is formed by upper Jurassic platform sediments intruded by microgranular dolerite dykes. The geochemical characteristics of the dolerite whole rock samples and their minerals (augitic clinopyroxene, labradorite and andesine) are consistent with a tholeiitic affinity. Major and trace element concentrations as well as Nd, Sr and Pb isotopes show that these rocks also have a continental affinity. Sample chemistry indicates that these lavas are similar to a low Ti-P2O5 (LTi) variety of continental flood basalts (CFB) similar to the dolerites of Ferrar (Tasmania). They derived from mixing of a lithospheric mantle Source and an asthenopheric component similar to E-MORB with minor markers of crustal contamination and sediment assimilation. However, the small quantity of Cuban magmatic rocks, similarly to Tasmania, Antarctica and Siberia differs from other volumetrically important CFB occurrences Such as Parana and Deccan. These dolerites are dated as 165-150 Ma and were emplaced during the separation of the Yucatan block from South America. They could in fact be part of the Yucatan-South America margin through which the intrusive system was emplaced and which was later accreted to the Cretaceous arc of central Cuba and to the Palaeogene arc of eastern Cuba. These samples could therefore reflect the pre-rift stage between North and South America and the opening of the gulf of Mexico.

This paper investigates the contribution of public investment to the reduction of regional inqualities, with a specific application to Mexico. We use quantile regressions to examine the impact of public investment on regional disparities according to the position of each region in the conditional distribution of regional income. Results confirm the hypothesis that regional inequalities can indeed be atrributed to the regional distribution of public investment, where the observed pattern shows that public investment mainly helped to reduce regional inequalities between the richest regions
