Deviations from the average can provide valuable insights about the organization of natural systems. The present article extends this important principle to the systematic identification and analysis of singular motifs in complex networks. Six measurements quantifying different and complementary features of the connectivity around each node of a network were calculated, and multivariate statistical methods applied to identify singular nodes. The potential of the presented concepts and methodology was illustrated with respect to different types of complex real-world networks, namely the US air transportation network, the protein-protein interactions of the yeast Saccharomyces cerevisiae and the Roget thesaurus networks. The obtained singular motifs possessed unique functional roles in the networks. Three classic theoretical network models were also investigated, with the Barabasi-Albert model resulting in singular motifs corresponding to hubs, confirming the potential of the approach. Interestingly, the number of different types of singular node motifs as well as the number of their instances were found to be considerably higher in the real-world networks than in any of the benchmark networks. Compared to other volatile carbonylic compounds present in outdoor air, formaldehyde (CH2O) is the most toxic, deserving more attention in terms of indoor and outdoor air quality legislation and control. The analytical determination of CH2O in air still presents challenges due to the low-level concentration (in the sub-ppb range) and its variation with sampling site and time. Of the many available analytical methods for carbonylic compounds, the most widespread one is the time consuming collection in cartridges impregnated with 2,4-dinitrophenylhydrazine followed by the analysis of the formed hydrazones by HPLC. The present work proposes the use of polypropylene hollow porous capillary fibers to achieve efficient CH2O collection. The Oxyphan (R) fiber (designed for blood oxygenation) was chosen for this purpose because it presents good mechanical resistance, high density of very fine pores and high ratio of collection area to volume of the acceptor fluid in the tube, all favorable for the development of air sampling apparatus. The collector device consists of a Teflon pipe inside of which a bundle of polypropylene microporous capillary membranes was introduced. While the acceptor passes at a low flow rate through the capillaries, the sampled air circulates around the fibers, impelled by a low flow membrane pump (of the type used for aquariums ventilation). The coupling of this sampling technique with the selective and quantitative determination of CH2O, in the form of hydroxymethanesulfonate (HMS) after derivatization with HSO3-, by capillary electrophoresis with capacitively coupled contactless conductivity detection (CE-(CD)-D-4) enabled the development of a complete analytical protocol for the CH2O evaluation in air. A partir de um estudo de caso nas unidades básicas de saúde da Secretaria Municipal de saúde de Angra dos Reis, procuramos compreender a dinâmica gerencial das unidades após a implantação de um curso de capacitação gerencial denominado Projeto Gerus. Fundamentados no conceitos de anarquia organizada que March, Cohen e Olsen (1976) formularam para explicar as organizações educacionais, trabalhamos comhipótese de que, paralelamente, ao modelo gerencial preconizado pelo projeto, a realidade das unidades básicas de saúde vem sendo construída a partir da reinterpretação dos objetivos formalmente definidos e dos acordos que se estabelecem. Como categorias de análise utilizamos as coligações internas, a representação institucional e os conflitos, questões críticas que contribuem para a caracterização de anarquias organizadas. Levando algumas informações por intermédio de entrevistas nas unidades básicas de saúde e na secretária de saúde, foi possível tecer alguns comentários do ponto de vista gerencial e organizacional, com ênfase no processo interativo e nos conflitos, concluímos o trabalho identificando alguns desafios a serem enfrentado pelos gerentes e, possíveis estratégias para enfrentá-los no contexto da secretaria municipal de saúde.

O presente tabalho apresenta um modelo destinado à análise do mercado doméstico de transporte aéreo de passageiros. O modelo analisado permite acompanhar as escolhas ótimas das companhias aéreas quanto ao número de vôos ofertados e passageiros transportados diante das alterações no valor das tarifas promovidas pelo reguldor, tanto em equilibrio competitvo quanto monopolista e, alternativamente, caso a indústria atue como um oligopólio. Neste último caso, o modelo analisado permite que o equilíbrio da indústria seja mensurado em conjunto com parâmetros conjecturais de comportamento das firmas.

Este estudo descreve as características da Era do Conhecimento e como estas impactam a sociedade e as organizações empresariais. Na Era do Conhecimento, o que representa a riqueza é a informação e o conhecimento, o intangível prevalece sobre o tangível. Neste cenário, os trabalhadores, detentores do conhecimento, assumem a posição de ativo mais valioso dentro das organizações, exigindo uma nova forma de gestão de pessoas. O capital humano precisa ser gerido de forma que integre as vantagens competitivas de uma organização. Neste momento, a função de Recursos Humanos se depara com desafios que representam necessidade de mudanças na gestão de pessoas, tais como, atuar estrategicamente, fazendo face a questões críticas no atual cenário, como a retenção de talentos. Considerando a questão crítica de retenção de talentos, foi desenvolvido estudo de caso com pesquisa descritiva em uma empresa brasileira do setor de óleo e gás, com o objetivo de identificar o grau de influência de fatores de gestão de pessoas para a intenção de permanência como empregado na empresa. Os resultados revelam que os fatores apontados como influentes para a intenção de permanência como empregado na empresa estão alinhados com as características do trabalhador do conhecimento, que priorizam o trabalho em equipe e a atuação em atividades desafiadoras e que tenham real significado para a organização.

O objetivo fundamental deste trabalho foi investigar e entender quais são os desafios para que o modelo de franquias possa crescer ainda mais e adquirir maior representatividade enquanto modelo de distribuição no setor de perfumaria e cosméticos brasileiro. Para isto, utilizou-se, além de uma revisão bibliográfica a partir do referencial teórico disponível, uma abordagem qualitativa, segundo a qual foram realizadas vinte e duas entrevistas com franqueados e franqueadores, no período compreendido entre setembro e novembro de 2010. As empresas representadas por estes entrevistados foram: Água de Cheiro, Antídoto, Contém 1g, Mahogany e O Boticário. A realização destas entrevistas revelou que, embora o modelo de franquias seja visto por franqueados e franqueadores como uma boa alternativa para a distribuição de produtos e para o aumento da capilaridade da marca, o modelo de franquias apresenta alguns desafios a serem alcançados, tais como maior participação ativa da rede franqueadora, melhoria no modelo de avaliação e seleção de franqueados, melhor suporte financeiro aos franqueados nos primeiros anos após a abertura da loja, melhor modelo para escolha da localização das lojas e, por fim, melhor modelo para definição de taxas de royalties.

O Brasil possui uma rigorosa legislação no que consiste ao controle das relações de consumo. No entanto, ainda não parece possível perceber que a vulnerabilidade natural do consumidor, em relação ao fornecedor, conseguiu ser efetivamente minimizada. No entanto, alguns instrumentos, como a Ação Civil Pública, o Inquérito Civil e o Compromisso de Ajustamente de Conduta, da forma como foram constituídos, teoricamente, podem contribuir significativamente para o alcance de uma maior eficácia jurídica da legislação consumerista e, consequentemente, para a efetividade social dos direitos dos consumidores, ainda que, na prática, alguns desafios precisem ser enfrentados.

O enfoque do presente Trabalho de Conclusão de Curso repousa sobre tendência de flexibilização da Imunidade de Jurisdição Estatal em casos de graves violações a Direitos Humanos, tendo em vista o teor das decisões de cortes nacionais e internacionais. A problemática reside no fato de que, em algumas situações, a Imunidade de Jurisdição Estatal, norma utilizada para preservação da soberania estatal, contrapõe-se a direitos fundamentais do cidadão, sujeito de Direito Internacional Público. Nesse sentido, o presente trabalho traz à baila a discussão sobre a tendência de flexibilização dessas normas consoante a observância de normas imperativas relativas à proteção de graves violações de Direitos Humanos. A hipótese do presente trabalho consiste em averiguar a tendência de flexibilização da Imunidade de Jurisdição Estatal quando contraposta a graves violações de Direitos Humanos. Observar-se-á, para tanto, o comportamento das cortes nacionais e internacionais, amparados pelos ensinamentos jurídico-doutrinários a respeito da normatização dos direitos em conflito. O intuito dessa explanação consiste não só em um (i) argumento de hierarquia, o qual enseja o questionamento da supremacia jurídica das normas de jus cogens sobre as demais, não se limitando ao Direito dos Tratados, mas também a (ii) no argumento de que a própria imunidade de jurisdição que nasceu de um costume internacional, i.e., prática reiterada uniforme e constante, pode estar-se diante de nova tendência de flexibilização da norma porquanto o surgimento de novo costume internacional, qual seja, a proteção legítima de graves violações de Direitos Humanos.

Although formal methods can dramatically increase the quality of software systems, they have not widely been adopted in software industry. Many software companies have the perception that formal methods are not cost-effective cause they are plenty of mathematical symbols that are difficult for non-experts to assimilate. The Java Modelling Language (short for JML) Section 3.3 is an academic initiative towards the development of a common formal specification language for Java programs, and the implementation of tools to check program correctness. This master thesis work shows how JML based formal methods can be used to formally develop a privacy sensitive Java application. This is a smart card application for managing medical appointments. The application is named HealthCard. We follow the software development strategy introduced by João Pestana, presented in Section 3.4. Our work influenced the development of this strategy by providing hands-on insight on challenges related to development of a privacy sensitive application in Java. Pestana’s strategy is based on a three-step evolution strategy of software specifications, from informal ones, through semiformal ones, to JML formal specifications. We further prove that this strategy can be automated by implementing a tool that generates JML formal specifications from a welldefined subset of informal software specifications. Hence, our work proves that JML-based formal methods techniques are cost-effective, and that they can be made popular in software industry. Although formal methods are not popular in many software development companies, we endeavour to integrate formal methods to general software practices. We hope our work can contribute to a better acceptance of mathematical based formalisms and tools used by software engineers. The structure of this document is as follows. In Section 2, we describe the preliminaries of this thesis work. We make an introduction to the application for managing medical applications we have implemented. We also describe the technologies used in the development of the application. This section further illustrates the Java Card Remote Method Invocation communication model used in the medical application for the client and server applications. Section 3 introduces software correctness, including the design by contract and the concept of contract in JML. Section 4 presents the design structure of the application. Section 5 shows the implementation of the HealthCard. Section 6 describes how the HealthCard is verified and validated using JML formal methods tools. Section 7 includes some metrics of the HealthCard implementation and specification. Section 8 presents a short example of how a client-side of a smart card application can be implemented while respecting formal specifications. Section 9 describes a prototype tools to generate JML formal specifications from informal specifications automatically. Section 10 describes some challenges and main ideas came acrorss during the development of the HealthCard. INTRODUCTION With the advent of Web 2.0, social networking websites like Facebook, MySpace and LinkedIn have become hugely popular. According to (Nilsen, 2009), social networking websites have global1 figures of almost 250 millions unique users among the top five2, with the time people spend on those networks increasing 63% between 2007 and 2008. Facebook alone saw a massive growth of 566% in number of minutes in the same period of time. Furthermore their appeal is clear, they enable users to easily form persistent networks of friends with whom they can interact and share content. Users then use those networks to keep in touch with their current friends and to reconnect with old friends. However, online social network services have rapidly evolved into highly complex systems which contain a large amount of personally salient information derived from large networks of friends. Since that information varies from simple links to music, photos and videos, users not only have to deal with the huge amount of data generated by them and their friends but also with the fact that it‟s composed of many different media forms. Users are presented with increasing challenges, especially as the number of friends on Facebook rises. An example of a problem is when a user performs a simple task like finding a specific friend in a group of 100 or more friends. In that case he would most likely have to go through several pages and make several clicks till he finds the one he is looking for. Another example is a user with more than 100 friends in which his friends make a status update or another action per day, resulting in 10 updates per hour to keep up. That is plausible, especially since the change in direction of Facebook to rival with Twitter, by encouraging users to update their status as they do on Twitter. As a result, to better present the web of information connected to a user the use of better visualizations is essential. The visualizations used nowadays on social networking sites haven‟t gone through major changes during their lifetimes. They have added more functionality and gave more tools to their users, but still the core of their visualization hasn‟t changed. The information is still presented in a flat way in lists/groups of text and images which can‟t show the extra connections pieces of information. Those extra connections can give new meaning and insights to the user, allowing him to more easily see if that content is important to him and the information related to it. However showing extra connections of information but still allowing the user to easily navigate through it and get the needed information with a quick glance is difficult. The use of color coding, clusters and shapes becomes then essential to attain that objective. But taking into consideration the advances in computer hardware in the last decade and the software platforms available today, there is the opportunity to take advantage of 3D. That opportunity comes in because we are at a phase were the hardware and the software available is ready for the use of 3D in the web. With the use of the extra dimension brought by 3D, visualizations can be constructed to show the content and its related information to the user at the same screen and in a clear way. Also it would allow a great deal of interactivity. Another opportunity to create better information‟s visualization presents itself in the form of the open APIs, specifically the ones made available by the social networking sites. Those APIs allow any developers to create their own applications or sites taking advantage of the huge amount of information there is on those networks. Specifically to this case, they open the door for the creation of new social network visualizations. Nevertheless, the third dimension is by itself not enough to create a better interface for a social networking website, there are some challenges to overcome. One of those challenges is to make the user understand what the system is doing during the interaction with the user. Even though that is important in 2D visualizations, it becomes essential in 3D due to the extra dimension. To overcome that challenge it‟s necessary the use of the principles of animations defined by the artists at Walt Disney Studios (Johnston, et al., 1995). By applying those principles in the development of the interface, the actions of the system in response to the user inputs became clear and understandable. Furthermore, a user study needs to be performed so the users‟ main goals and motivations, while navigating the social network, are revealed. Their goals and motivations are important in the construction of an interface that reflects the user expectations for the interface, but also helps in the development of appropriate metaphors. Those metaphors have an important role in the interface, because if correctly chosen they help the user understand the elements of the interface instead of making him memorize it. The last challenge is the use of 3D visualization on the web, since there have been several attempts to bring 3D into it, mainly with the various versions of VRML which were destined to failure due to the hardware limitations at the time. However, in the last couple of years there has been a movement to make the necessary tools to finally allow developers to use 3D in a useful way, using X3D or OpenGL but especially flash. This thesis argues that there is a need for a better social network visualization that shows all the dimensions of the information connected to the user and that allows him to move through it. But there are several characteristics the new visualization has to possess in order for it to present a real gain in usability to Facebook‟s users. The first quality is to have the friends at the core of its design, and the second to make use of the metaphor of circles of friends to separate users in groups taking into consideration the order of friendship. To achieve that several methods have to be used, from the use of 3D to get an extra dimension for presenting relevant information, to the use of direct manipulation to make the interface comprehensible, predictable and controllable. Moreover animation has to be use to make all the action on the screen perceptible to the user. Additionally, with the opportunity given by the 3D enabled hardware, the flash platform, through the use of the flash engine Papervision3D and the Facebook platform, all is in place to make the visualization possible. But even though it‟s all in place, there are challenges to overcome like making the system actions in 3D understandable to the user and creating correct metaphors that would allow the user to understand the information and options available to him. This thesis document is divided in six chapters, with Chapter 2 reviewing the literature relevant to the work described in this thesis. In Chapter 3 the design stage that resulted in the application presented in this thesis is described. In Chapter 4, the development stage, describing the architecture and the components that compose the application. In Chapter 5 the usability test process is explained and the results obtained through it are presented and analyzed. To finish, Chapter 6 presents the conclusions that were arrived in this thesis.

The present study deals with the caution measure in the direct action of inconstitutionality. The treatment given to the approach is through the principle of access to justice. For this, a construction of the juridical content in the principle of access to justice is proposed, without losing the focus of its characteristic as a metajuridical principle, which is presented in the constitutional field as a fundamental right, generator of a new universality, destined to guarantee the prevalence of an adequate juridical tutelage. Some challenges of the concretizing hermeutics are still shown to give way to principle of access to justice, dealing with certain limitations and proposals. The direct action of inconstitutionality in face of the dissertation, begins to focus on the presentation of the tutelage of urgency, differentiating it from the other brief tutelage and elevating it to the condition of instrument which is indispensable to the principle of access to justice. In the most specific field of the abstract control of constitutionality, the characteristics of the objective process are defined, their sources, amongst which the regimental norms of the Federal Supreme Court and their role in the new constitutional reality. Finally, the caution measure in the direct action of inconstitutionality is presented by the perspective of principle of access to justice, identifying some points: the interpretations of the principle of the natural judge to adapt him to the aspect of continuous and temporarily adequate juridical account, especially when concerned to emergency; the analysis of facts in the direct action; the bonding objective effects and the erga omnes; the effect over the factual and normative plan; the effect of the caution measure over other processes and over the prescriptional course; the polemic of the possibility of caution measure in direct action of inconstitutionality through omission

Sistemas Integrados de Gestão ou Enterprise Resources Planning - ERP possibilitam o processamento das informações necessárias em uma empresa usando um único banco de dados. Muito tem se escrito sobre este tipo de software, abordando questões como o alto custo da aquisição de licenças, e a dependência de consultoria para a sua adaptação e implantação nas empresas. Atualmente vem crescendo o desenvolvimento e uso de ERP Livre de Código Aberto (FOS-ERP). Porém verifica-se que este tipo de sistema ainda não é suficientemente explorado, mesmo no meio acadêmico. Este artigo relata alguns trabalhos publicados sobre o assunto e levanta questões que devem ser tratadas por pesquisadores e demais interessados para adequar e viabilizar o uso desses sistemas conforme a realidade nacional. Assim, após uma introdução ao tema, são apresentadas algumas diferenças entre o FOS-ERP e seus equivalentes proprietários (Proprietary ERP ou P-ERP) em termos de modelos de negócios, seleção, customização e evolução. em seguida são elencados alguns desafios e oportunidades que o FOS-ERP pode oferecer a usuários, fornecedores, pesquisadores e colaboradores individuais. Concluindo, este artigo busca ampliar a discussão sobre FOS-ERP, destacando fatores tais como seu potencial de inovação tecnológica e estratégias de negócios.

OBJETIVO: Avaliar os serviços do Sistema Único de Saúde brasileiro de assistência ambulatorial a adultos vivendo com aids em 2007 e comparar com a avaliação de 2001. MÉTODOS: Os 636 serviços cadastrados no Ministério da Saúde em 2007 foram convidados a responder a um questionário previamente validado (Questionário Qualiaids) com 107 questões de múltipla escolha sobre a organização da assistência prestada. Analisaram-se as frequências das respostas de 2007 comparando-as com as obtidas em 2001 na forma de variação percentual (VP). RESULTADOS: Responderam o questionário 504 (79,2%) serviços. Cerca de 100,0% dos respondentes relataram ter pelo menos um médico, suprimento sem falhas de antirretrovirais e de exames CD4 e carga viral. Vários aspectos mostraram melhor desempenho em 2007 comparados a 2001: registro de número de faltas à consulta médica (de 18,3 para 27,0%, VP: 47,5%), agendamento de consulta em menos de 15 dias no início da terapia antirretroviral (de 55,3 para 66,2%, VP: 19,7%) e participação organizada do usuário (de 5,9 para 16,7%, VP: 183,1%). Houve manutenção de dificuldades: pequena variação na disponibilidade de exames especializados em até 15 dias, como endoscopia (31,9 para 34,5%, VP: 8,1%), e a piora de indicadores como tempo ideal de acesso a consultas especializadas (55,9 para 34,5% em cardiologia, VP negativa de 38,3%). O tempo médio despendido nas consultas médicas de seguimento manteve-se baixo: 15 minutos ou menos (52,5 para 49,5%, VP negativa de 5,8%). CONCLUSÕES: A avaliação de 2007 mostrou que os serviços contam com os recursos essenciais para a assistência ambulatorial. Houve melhoras em muitos aspectos em relação a 2001, mas persistem desafios. Pouco tempo dedicado à consulta médica pode estar vinculado ao número insuficiente de médicos e/ou à baixa capacidade de escuta e diálogo. A acessibilidade prejudicada a consultas especializadas mostra a dificuldade das infraestruturas locais do Sistema Único de Saúde.

Globalization of dairy cattle breeding has created a need for international sire proofs. Some early methods for converting proofs from one population to another are based on simple linear regression. An alternative robust regression method based on the t-distribution is presented, and maximum likelihood and Bayesian techniques for analysis are described, including the situation in which some proofs are missing. Procedures were used to investigate the relationship between Holstein sire proofs obtained by two Uruguayan genetic evaluation programs. The results suggest that conversion equations developed from data including only sires having proofs in both populations can lead to distorted results, relative to estimates obtained using techniques for incomplete data. There was evidence of non-normality of regression residuals, which constitutes an additional source of bias. A robust estimator may not solve all problems, but can provide simple conversion equations that are less sensitive to outlying proofs and to departures from assumptions.
