In this paper we simulate and analyse the economic impact that sectorial productivity gains have on two regional Spanish economies (Catalonia and Extremadura). In particular we study the quantitative effect that each sector’s productivity gain has on household welfare (real disposable income and equivalent variation), on the consumption price indices and factor relative prices, on real production (GDP) and on the government’s net income (net taxation revenues of social transfers to households). The analytical approach consists of a computable general equilibrium model, in which we assume perfect competition and cleared markets, including factor markets. All the parameters and exogenous variables of the model are calibrated by means of two social accounting matrices, one for each region under study. The results allow us to identify those sectors with the greatest impact on consumer welfare as the key sectors in the regional economies. The two main alternative methods used to identify key sectors within the input-output approach, the Classical Multiplier method (CMM) and the Hypothetical Extraction method (HEM), are formally and empirically compared in this paper. Our findings indicate that the main distinction between the two approaches stems from the role of the internal effects. These internal effects are quantified under the CMM while under the HEM only external impacts are considered. In our comparison, we find, however that CMM backward measures are more influenced by within-block effects than the proposed forward indices under this approach. The conclusions of this comparison allow us to develop a hybrid proposal that combines these two existing approaches. This hybrid model has the advantage of making it possible to distinguish and disaggregate external effects from those that a purely internal. This proposal has also an additional interest in terms of policy implications. Indeed, the hybrid approach may provide useful information for the design of ''second best'' stimulus policies that aim at a more balanced perspective between overall economy-wide impacts and their sectoral distribution.

This article seeks to explain the pattern of delegation to independent regulatory agencies in Western Europe. Two types of arguments are advanced to explain variations in the formal independence of regulators. Firstly, the need for governments to increase their credible commitment capacity may lead them to delegate regulation to an agency that is partly beyond their direct control. Secondly, delegation may be a response to the political uncertainty problem, which arises when governments are afraid of being replaced by another coalition with different preferences, which could decide to change existing policy choices. In addition, veto players may constitute a functional equivalent of delegation, since they influence policy stability and therefore tend to mitigate both the credibility and the political uncertainty problems. These arguments are consistent with the results of the empirical analysis of the formal independence of regulators in seventeen countries and seven sectors.

Knowledge on the patterns of repetition amongst individuals who develop language deficits in association with right hemisphere lesions (crossed aphasia) is very limited. Available data indicate that repetition in some crossed aphasics experiencing phonological processing deficits is not heavily influenced by lexical-semantic variables (lexicality, imageability, and frequency) as is regularly reported in phonologically-impaired cases with left hemisphere damage. Moreover, in view of the fact that crossed aphasia is rare, information on the role of right cortical areas and white matter tracts underpinning language repetition deficits is scarce. In this study, repetition performance was assessed in two patients with crossed conduction aphasia and striatal/capsular vascular lesions encompassing the right arcuate fasciculus (AF) and inferior frontal-occipital fasciculus (IFOF), the temporal stem and the white matter underneath the supramarginal gyrus. Both patients showed lexicality effects repeating better words than non-words, but manipulation of other lexical-semantic variables exerted less influence on repetition performance. Imageability and frequency effects, production of meaning-based paraphrases during sentence repetition, or better performance on repeating novel sentences than overlearned clichés were hardly ever observed in these two patients. In one patient, diffusion tensor imaging disclosed damage to the right long direct segment of the AF and IFOF with relative sparing of the anterior indirect and posterior segments of the AF, together with fully developed left perisylvian white matter pathways. These findings suggest that striatal/capsular lesions extending into the right AF and IFOF in some individuals with right hemisphere language dominance are associated with atypical repetition patterns which might reflect reduced interactions between phonological and lexical-semantic processes.

In this article we review first some of the possibilities in which the notions of Fo lner sequences and quasidiagonality have been applied to spectral approximation problems. We construct then a canonical Fo lner sequence for the crossed product of a concrete C* -algebra and a discrete amenable group. We apply our results to the rotation algebra (which contains interesting operators like almost Mathieu operators or periodic magnetic Schrödinger operators on graphs) and the C* -algebra generated by bounded Jacobi operators.

This paper identifies the key sectors in greenhouse gas emissions of the Uruguayan economy through input-output analysis. This allows to precisely determine the role played by the different productive sectors and their relationship with other sectors in the relation between the Uruguayan productive structure and atmospheric pollution. In order to guide policy design for GHG reduction, we decompose sectors liability between the pollution generated through their own production processes and the pollution indirectly generated in the production processes of other sectors. The results show that all the key polluting sectors for the different contaminants considered are relevant because of their own emissions, except for the sector Motor vehicles and oil retail trade, which is relevant in CO2 emissions because of its pure, both backward and forward, linkages. Finally, the best policy channels for controlling and reducing GHGs emissions are identified, and compared with the National Climate Change Response Plan (NCCRP) lines of action.

O furano tem sido detectado em diversos alimentos em particular nos que são sujeitos a tratamento térmico durante o processo de preparação industrial. É considerado um composto potencialmente cancerígeno para seres humanos, pelo que a sua presença nos alimentos se tornou uma questão de segurança alimentar. Desde 2007 que a Autoridade Europeia para a Segurança Alimentar tem procurado recolher o maior número de informação possível, relativa à presença de furano nos alimentos. Neste trabalho utilizou-se a técnica de Cromatografia Gasosa de Espaço de Cabeça acoplada a um espectrómetro de massa (HS-GC/MS) para avaliar os teores de furano em feijões enlatados. Foram analisadas 10 amostras (latas) independentes, seleccionadas aleatoriamente no mercado, de três marcas comercializadas em Portugal. A concentração média obtida foi de 3,27 ng/g, numa gama que variou entre 2,61 e 4,45 ng/g. Os limites de detecção calculados foram de 0,80 ng/g para as amostras PD, 1,26 ng/g para as amostras C e de 0,58 ng/g para as amostras F. Os limites de quantificação foram, respectivamente, de 2,44, 3,82 e 1,77 ng/g. Os coeficientes de variação do método foram inferiores a 10% e a percentagem de recuperação foi de 95%. Para estudar o efeito do tratamento térmico doméstico, foram também, analisadas amostras aquecidas à temperatura de 80°C, tendo-se verificado um aumento significativo na concentração do furano detectada. Comparou-se ainda a concentração média do furano obtido nos feijões em lata com a concentração média para o mesmo tipo de feijão conservado em frascos de vidro, tendose constatado não existirem diferenças significativas.

The ongoing growth of corn-based ethanol production raises some fundamental questions about what impact continued growth will have on U.S. and world agriculture. Estimates of the long-run potential for ethanol production can be made by calculating the corn price at which the incentive to expand ethanol production disappears. Under current ethanol tax policy, if the prices of crude oil, natural gas, and distillers grains stay at current levels, then the break-even corn price is $4.05 per bushel. A multi-commodity, multi country system of integrated commodity models is used to estimate the impacts if we ever get to $4.05 corn. At this price, corn-based ethanol production would reach 31.5 billion gallons per year, or about 20% of projected U.S. fuel consumption in 2015. Supporting this level of production would require 95.6 million acres of corn to be planted. Total corn production would be approximately 15.6 billion bushels, compared to 11.0 billion bushels today. Most of the additional corn acres come from reduced soybean acreage. Wheat markets would adjust to fulfill increased demand for feed wheat. Corn exports and production of pork and poultry would all be reduced in response to higher corn prices and increased utilization of corn by ethanol plants. These results should not be viewed as a prediction of what will eventually materialize. Rather, they indicate a logical end point to the current incentives to invest in corn-based ethanol plants.

A realidade mundial é preocupante no que diz respeito ao aumento de ocorrências de perdas e fraudes em redes de distribuição de energia eléctrica. Em Cabo Verde, mas precisamente na Cidade da Praia a realidade é ainda mais preocupante devido ao número de ocorrências e a gravidade dos mesmos. Propõe-se um trabalho de investigação sobre perdas e fraudes de energia eléctrica baseado na análise dos dados relativos aos registos dos clientes na Base de Dados da Electra (Cabo Verde), com o intuito de nortear as tomadas de decisões de gestão estratégica no que diz respeito às políticas de controlo e prevenção de perdas e fraudes de energia eléctrica. O trabalho baseia-se na recolha e selecção de dados a organizar numa Data Warehouse para depois aplicar as tecnologias OLAP para a identificação de perdas nos Postos de Transformação e zonas geográficas da Cidade da Praia em Cabo Verde e posteriormente identificar possíveis fraudes de energia eléctrica nos clientes finais utilizando Data Mining. Os resultados principais consistiram na identificação de situações de perdas de energia eléctrica nos Postos de Transformação, a identificação de áreas críticas seleccionadas para inspecção dos seus clientes finais e a detecção de padrões de anomalias associadas ao perfil dos clientes.

The qualitative and quantitative losses caused by stored product insects are of great concern, and since there is only a few active ingredients available for their control it is very important to have a frequent insect resistance monitoring. The objective of this research is to evaluate combination of bioassays and molecular marker techniques to detect insecticide resistance in stored product beetles. The Coleoptera species used for the tests were Sitophilus oryzae (L.) (Curculionidae), Rhyzopertha dominica (F.) (Bostrichidae) and Oryzaephilus surinamensis (L.) (Silvanidae). For the bioassays it was used the impregnated filter paper technique, applying 1 mL of deltamethrin (K-Obiol 25 CE TM) using four concentrations and five replicates, including a control with solvent only. Ten adults of each species were liberated separately on each dish. The mortality was evaluated after 24 h and resistance determined by probit analysis. The samples used for the PCR-RAPD were either in vivo or preserved in 70% ethanol, kept in -18°C freezer. After extraction, quantification and DNA quality analysis, the 25 µL samples had the DNA amplified and tested with six primers. The bioassays showed a crescent mortality proportional to insecticide concentration. The resistance factor for R. dominica, S. zeamais and S. oryzae were: 2,2; 3,2 and 9,2, respectively, compared to the susceptible populations of each species. The PCR-RAPD analysis revealed bands which indicate inter and intraspecific variability in the populations, but it was not possible to correlate them to resistance. The association of bioassay and PCR-RAPD represents a precise and valuable tool for resistance management of stored product insects, but more populations and primers should be tested.

We consider an economy where the production technology has constantreturns to scale but where in the descentralized equilibrium thereare aggregate increasing returns to scale. The result follows froma positive contracting externality among firms. If a firms issurrounded by more firms, employees have more opportunitiesoutside their own firm. This improves employees' incentives toinvest in the presence of ex post renegotiation at the firm level,at not cost. Our leading result is that if a region is sparselypopulated or if the degree of development in the region is lowenough, there are multiple equilibria in the level of sectorialemployment. From the theoretical model we derive a non-linearfirst-order censored difference equation for sectoral employment.Our results are strongly consistent with the multiple equilibriahypothesis and the existence of a sectoral critical scale (belowwich the sector follows a delocation process). The scale of theregions' population and the degree of development reduce thecritical scale of the sector.

Tuta absoluta é praga minadora de folhas desenvolve-se principalmente no tomate (Lycopersicon esculentum) e não só mas também em outras espécies de Solanáceas tais como batata comum (Solanum tuberosum), beringela (Solanum melongina), Pimentos (Capsicum sp.) e no tomate silvestre (Lycopersicon hirsutum), (Solanum dulcamara), (Solanum nigrum), (Solanum elaeagnifolium), (Datura stramonium), (Datura ferox) e (Nicotiana glauca). No entretanto, esta praga ataca espécies de tomate em grande escala a nível dos trópicos, Sub-trópicos e regiões temperadas causando prejuízos económicos consideráveis (USDA, 2011). Esta praga encontra-se presente na América do Sul, (Chili, Bolívia, Brasil, Colômbia, Equador, Uruguai, Perú, Venezuela, Argentina). No continente Africano ela encontra-se na Africa Ocidental e Central designadamente no Benim, Camarões Cabo-Verde, Costa do Marfim, Congo Brazzaville, Gambia, Gabão, Ghana, Guiné-Conakry, Guiné- Bissau, Mali, Mauritânia, Niger, Nigéria, República Democrático do Congo, Serra Leoa, Senegal, Tchad e Togo. Pela primeira vez T. absoluta foi assinalada na Europa em 2006, e em Espanha na comunidade Valenciana em 2007 (Vieira, 2008). O cultivo de tomate em Cabo Verde tem aumentado nos últimos anos. Atualmente tomate é o legume mais cultivado em Cabo Verde. A sua quota parte na produção hortícola que não ultrapassavam os 1.000 t há uns anos, atinge atualmente 4200 t, o que representa 23% da produção total dos legumes. Apesar de alguns constrangimentos, nomeadamente problemas de ordem fitossanitária e escassez de água de rega a disponibilidade e a utilização generalizada das variedades locais, permitiram um escalonamento da produção durante o na, compreendendo o período quente e húmido. Um outro fator que contribui para o aumento substancial da produção, é a salinização de água de rega, em várias zonas do regadio. Os agricultores destas zonas viram nesta cultura a única saída para obterem algum rendimento (MAP/ CPDA/INIDA/ FAO GCP/CV/036/NET s/data). Em Cabo Verde a área média de um campo de produção de tomate é de 750 m2 sendo máxima de 1.400 m2. Este trabalho teve como objetivo estabelecimento instantâneo de presença ou ausência da nova praga Tuta absoluta no país que foi recentemente encontrada na Sub-região Saariana na Costa Ocidental e Central de África.
