Aquesta Declaració afegeix noves perspectives a la primera "Declaració sobre la perspectiva actual i els usos preferits per a la selecció i adquisició de la informació electrònica" de l'ICOLC ("Statement of Current Perspective and Preferred Practices for the Selection and Purchase of Electronic Information") http://www.library.yale.edu/consortiastatement.html. La declaració original ha influït en les polítiques adoptades per consorcis de biblioteques de tot el món, i encara és considerada com una expressió vàlida dels temes importants sobre el desenvolupament de l'accés a la immensa col· lecció de bases de dades electròniques, llibres i revistes disponibles actualment. Des de que la Declaració original va ser redactada el 1998, han sorgit nous desenvolupaments –particularment les que fan referència a revistes electròniques- que tenen el potencial d'estimular o bé de dificultar el creixement de l'accés. Aquesta actualització conté recomanacions en algunes de les àrees més importants d'aquests nous desenvolupaments.

Cada cop més, els editors d'avui dia actuen a nivell global per proveïr informació electrònica, i és responsabilitat de les biblioteques actuar a nivell global per expressar les seves posicions al mercat pel que fa a les polítiques de preus i altres requisits i condicions relatius a l'adquisició d'informació publicada. Aquest document actualitza les declaracions anteriors de l'ICOLC sobre el context actual de la informació electrònica, el context que desitjem per al futur, i els usos preferits per tal que els consorcis de biblioteques i les seves biblioteques membre puguin assolir els resultats desitjats. En aquesta actualització general, emfatitzem els aspectes referents a l'economia i les polítiques de preus, que han estat una preocupació destacada des de les primeres trobades de l'ICOLC el 1996 i al llarg de les Declaracions que hem fet fins ara.

Biblioteca Digital de Catalunya: 10 anys d'activitats

El Consorci de Biblioteques Universitàries de Catalunya (CBUC) va ser creat el 1996 amb l'objectiu de fer i mantenir el catàleg col·lectiu de les universitats de Catalunya (CCUC) però aviat va ampliar les seves activitats amb el préstec interbibliotecari i les compres conjuntes d'informació electrònica. Aquesta darrera activitat va iniciar-se a finals de 1997 quan el CBUC va presentar als vicerectors de recerca de les universitats públiques de Catalunya el projecte de comprar bases de dades de manera consorciada. Aquests van estar-hi d'acord i van manifestar el seu interès de que en les compres conjuntes també s'incloguessin revistes electròniques. El CBUC va decidir englobar aquestes activitats sota el nom Biblioteca Digital de Catalunya (BDC) la qual naixia amb la "finalitat de proporcionar un conjunt nuclear comú d'informació electrònica per a la totalitat dels usuaris de les biblioteques del CBUC". A finals de 1998 el projecte de la BDC es va presentar a la Generalitat de Catalunya i es va obtenir un finançament per al projecte que cobria el període 1999-2001. Des de llavors la BDC ha passat per almenys tres fases: Una de formació, 1999-2001, que es va iniciar amb un ajut del llavors Departament d'Universitats, Recerca i Societat de la Informació (DURSI) de la Generalitat de Catalunya, ajut que es va traduir en una inversió de 180.000€/any i que va permetre l'inici de subscripcions conjuntes, principalment bases de dades. Una de creixement, 2002-2004, realitzada a partir d'un increment de l'ajut del DURSI, ajut que s'usa com a "capital llavor" per subscriure de forma especial revistes. En aquest moment la BDC s'amplia a universitats no membres del CBUC. Una d'estabilització, 2005-2009, en la que s'han fet algunes compres per a una part de les universitats (i no per a totes com fins llavors) i s'han iniciat alguns intents d'estendre la BDC a altres institucions de recerca. L'article caracteritza les diferents fases i mostra les causes de la seva evolució. Finalment, s'exposen els principals assoliments de la BDC així com els reptes de futur més immediats.

Diabetes Briefing

Diabetes mellitus is a group of metabolic disorders characterised by too much glucose in the blood. The body breaks down digested food into a sugar called glucose from which it derives energy. The hormone insulin allows the body to use that sugar by helping glucose to enter the cells. When a person has diabetes, either the pancreas fails to produce enough insulin or the body cannot properly use the insulin it has. As a result there is a build-up of glucose in the blood causing the cells to be starved of energy. A lack of blood supply can damage brain cells and affect body functions. IPH has systematically estimated and forecast the prevalence of stroke on the island of Ireland.   Epidemiology Age, family history, diabetes, high blood pressure, high cholesterol, smoking, unhealthy diet, physical inactivity and alcohol are the main risk factors for stroke. The World Health Organization estimates that stroke and cerebrovascular disease is responsible for 10% of all world deaths and is the second most common cause of death worldwide. Cerebrovascular diseases (ICD 10 codes I60-I69) were responsible for 7.2% of all deaths in the Republic of Ireland in 2009 and for 8.6% of all deaths in Northern Ireland in 2010.

Análisis y diseño de un sistema de acreditación de competencias digitales a través de entidades locales

Desenvoluparem un Sistema d'Acreditació de Competències Digitals a través d'entitats locals. El sistema consisteix en una sèrie de proves que es realitzaran presencialment o a través d'una plataforma en línia, aquestes proves demostraran les competències digitals dels usuaris, es registraran de manera que es puguin explotar les dades obtingudes, conèixer la situació en què es troba la població atesa per poder emprendre iniciatives adequades i avaluar el funcionament del propi sistema. Per a registrar les dades emprarem una base de dades ja existent, aquesta base de dades registra les diferents iniciatives que es duen a terme per part de l'entitat local.

Gestió del Coneixement

A partir de l'anàlisi organitzativa de l'empresa King-eclient i la detecció de mancances relatives a la gestió de la informació i del coneixement, aquest treball vol dissenyar un sistema de gestió dels recursos d'informació per tal de gestionar i distribuir els recursos d'informació més representatius i operatius disponibles a Internet que cobreixin les necessitats d'informació a King-eclient i que puguin convertir-se en coneixement organitzatiu.

After these seven years, its achievements have placed it as the knowledge manager of Health Sciences in Andalusia. It centralizes the subscription of information resources and the acquisition of applied technologies, but it also implements the necessary services for the research community in order to provide a better management of the information which is used and generated. Nowadays, in these economic turbulence days, the Digital Library optimizes the management and the economic resources in order to suit the Andalusian Government commitment in terms of assistance and research activities.

Digital inmigrants and digital natives expectation collection in the Andalusian Public Health System Virtual Library: communication with our users

The Andalusian Public Health System Virtual Library (Biblioteca Virtual del Sistema Sanitario Público de Andalucía, BV-SSPA) provides access to health information resources and services to healthcare professionals through its Website. This virtual environment demands higher users’ knowledge in order to satisfy of the need of information of our users, as digital natives as digital immigrants, improving at the same time the communication with all of them. 1. To collect clients' views and expectations according to their nature of digital natives and immigrants. 2. To know our online reputation. A Collecting User Expectation Questionnaire will be built, taking into account the segmentation of the BV-SSPA users’ professional groups of the Andalusian Public Health System. A pilot test will be run to check the survey dimensions and items about practices, attitudes and knowledge of our users. Two Quality Function Deployment (QFD) matrices will enable the BV-SSPA services to be targeted to our digital natives or digital immigrants, according to their nature, finding the best way to satisfy their information needs. We provide feedback on BV-SSPA: users can have the opportunity to post feedback about the site via the 'Contact us' section and comment about their experience. And Web 2.0 is a shop window, providing the opportunity to show the comments; and through time, our online reputation will be built, but the BV-SSPA must manage its own personal branding. Web 2.0 tools are a driver of improvement, because they provide a key source of insight into people's attitudes. Besides, the BV-SSPA digital identity will be analyzed through indicators like major search engine referrals breakdown, top referring sites (non search engines), or top search engine referral phrases, among others. Definition of digital native and digital immigrant profiles of the BV-SSPA, and their difference, will be explained by their expectations. The design of the two QFD matrices will illustrate in just one graph the requirements of both groups for tackling digital abilities and inequalities. The BV-SSPA could deliver information and services through alternative channels. On the other hand, we are developing a strategy to identify, to measure and to manage a digital identity through communication with the user and to find out our online reputation. With the use of different tools from quantitative and qualitative methodology, and the opportunities offered by Web 2.0 tools, the BV-SSPA will know the expectations of their users as a first step to satisfy their necessities. Personalization is pivotal to the success of the Site, delivering tailored content to individuals based on their recorded preferences. The valuable user research can be used during new product development and redesign.
