In this paper we seek to put Irish poverty rates in a comparative European context. We do so in a context whereby the Irish economic boom and EU enlargement have led to increasing reservations being expressed regarding rates deriving from the EU 'at risk of poverty' indicator. Our comparative analysis reports findings for both overall levels of poverty and variation by household reference person characteristics for this indicator and a consistent poverty measure for Ireland, the UK and five smaller European countries spanning a range of welfare regimes. Our findings demonstrate that the distinctiveness of Ireland's situation lies not in the overall levels of poverty per se but in the very high penalties associated with being in a household where the household reference person is a lone parent or excluded from the labour market.

This paper reports on a design study assessing the impact of laminate manufacturing constraints on the structural performance and weight of composite stiffened panels. The study demonstrates that maximizing ply continuity results in weight penalties, while various geometric constraints related to manufacture and repair can be accommodated without significant weight penalties, potentially generating robust flexible designs.

The draft proposal envisages introduction of, inter alia, financial penalties for individuals, two-stage merger review process, important changes to the leniency program (including introduction of leniency plus), as well as such new tools as remedies and settlements.

Tackling food-related health conditions is becoming one of the most pressing issues in the policy agendas of western liberal democratic governments. In this article, I intend to illustrate what the liberal philosopher John Stuart Mill would have said about legislation on unhealthy food and I focus especially on the arguments advanced by Mill in his classic essay On Liberty ([1859] 2006). Mill is normally considered as the archetype of liberal anti-paternalism and his ideas are often invoked by those who oppose state paternalism, including those who reject legislation that restricts the consumption of unhealthy food. Furthermore, his views have been applied to related policy areas such as alcohol minimum pricing (Saunders 2013) and genetically modified food (Holtug 2001). My analysis proceeds as follows. First, I show that Mill’s account warrants some restrictions on food advertising and justifies various forms of food labelling. Second, I assess whether and to what extent Mill’s ‘harm principle’ justifies social and legal non-paternalistic penalties against unhealthy eaters who are guilty of other-regarding harm. Finally, I show that Mill’s account warrants taxing unhealthy foods, thus restricting the freedom of both responsible and irresponsible eaters and de facto justifying what I call ‘secondary paternalism’.

We use unique survey data linked to nearly a decade of administrative income support data to examine the relationship between early marijuana use (at age 14 or younger) and young people's educational outcomes. We find evidence that early marijuana use is related to educational penalties that are compounded by high-intensity use and are larger for young people living in families with a history of income support receipt. The relationships between marijuana use and both high school completion and achieving a university entrance score appear to stem from selectivity into the use of marijuana. In contrast, early marijuana use is associated with significantly lower university entrance scores for those who obtain one, and we provide evidence that this effect is unlikely to be driven by selection. Collectively, these findings point to a more nuanced view of the relationship between adolescent marijuana use and educational outcomes than is suggested by the existing literature.

Suspension from school is a commonly used, yet controversial, school disciplinary measure. This paper uses unique survey data to estimate the impact of suspension on the educational outcomes of those suspended. It finds that while suspension is strongly associated with educational outcomes, the relationship is unlikely to be causal, but rather likely stems from differences in the characteristics of those suspended compared to those not suspended. Moreover, there is no evidence that suspension is associated with larger educational penalties for young people from disadvantaged family backgrounds compared to those from more advantaged family backgrounds. These results hold regardless of whether self-reported suspension or mother-reported suspension is considered. The absence of a clear negative causal impact of suspension on educational outcomes suggests that suspension may continue to play a role in school discipline without harming the educational prospects of those sanctioned.

Low-velocity impact damage can drastically reduce the residual mechanical properties of the composite structure even when there is barely visible impact damage. The ability to computationally predict the extent of damage and compression after impact (CAI) strength of a composite structure can potentially lead to the exploration of a larger design space without incurring significant development time and cost penalties. A three-dimensional damage model, to predict both low-velocity impact damage and compression after impact CAI strength of composite laminates, has been developed and implemented as a user material subroutine in the commercial finite element package, ABAQUS/Explicit. The virtual tests were executed in two steps, one to capture the impact damage and the other to predict the CAI strength. The observed intra-laminar damage features, delamination damage area as well as residual strength are discussed. It is shown that the predicted results for impact damage and CAI strength correlated well with experimental testing.

Low-velocity impact damage can drastically reduce the residual strength of a composite structure even when the damage is barely visible. The ability to computationally predict the extent of damage and compression-after-impact (CAI) strength of a composite structure can potentially lead to the exploration of a larger design space without incurring significant time and cost penalties. A high-fidelity three-dimensional composite damage model, to predict both low-velocity impact damage and CAI strength of composite laminates, has been developed and implemented as a user material subroutine in the commercial finite element package, ABAQUS/Explicit. The intralaminar damage model component accounts for physically-based tensile and compressive failure mechanisms, of the fibres and matrix, when subjected to a three-dimensional stress state. Cohesive behaviour was employed to model the interlaminar failure between plies with a bi-linear traction–separation law for capturing damage onset and subsequent damage evolution. The virtual tests, set up in ABAQUS/Explicit, were executed in three steps, one to capture the impact damage, the second to stabilize the specimen by imposing new boundary conditions required for compression testing, and the third to predict the CAI strength. The observed intralaminar damage features, delamination damage area as well as residual strength are discussed. It is shown that the predicted results for impact damage and CAI strength correlated well with experimental testing without the need of model calibration which is often required with other damage models.

Porous solids such as zeolites and metal-organic frameworks are useful in molecular separation and in catalysis, but their solid nature can impose limitations. For example, liquid solvents, rather than porous solids, are the most mature technology for post-combustion capture of carbon dioxide because liquid circulation systems are more easily retrofitted to existing plants. Solid porous adsorbents offer major benefits, such as lower energy penalties in adsorption-desorption cycles, but they are difficult to implement in conventional flow processes. Materials that combine the properties of fluidity and permanent porosity could therefore offer technological advantages, but permanent porosity is not associated with conventional liquids. Here we report free-flowing liquids whose bulk properties are determined by their permanent porosity. To achieve this, we designed cage molecules that provide a well-defined pore space and that are highly soluble in solvents whose molecules are too large to enter the pores. The concentration of unoccupied cages can thus be around 500 times greater than in other molecular solutions that contain cavities, resulting in a marked change in bulk properties, such as an eightfold increase in the solubility of methane gas. Our results provide the basis for development of a new class of functional porous materials for chemical processes, and we present a one-step, multigram scale-up route for highly soluble 'scrambled' porous cages prepared from a mixture of commercially available reagents. The unifying design principle for these materials is the avoidance of functional groups that can penetrate into the molecular cage cavities.

Limited access to bank branches excludes over one billion people from accessing financial services in developing countries. Digital financial services offered by banks and mobile money providers through agents can solve this problem without the need for complex and costly physical banking infrastructures. Delivering digital financial services through agents requires a legal framework to regulate liability. This article analyses whether vicarious liability of the principal is a more efficient regulatory approach than personal liability of the agent. Agent liability in Kenya, Fiji, and Malawi is analysed to demonstrate that vicarious liability of the principal, coupled to an explicit agreement as to agent rewards and penalties, is the more efficient regulatory approach.

Este trabalho surge do interesse em substituir os nós de rede óptica baseados maioritariamente em electrónica por nós de rede baseados em tecnologia óptica. Espera-se que a tecnologia óptica permita maiores débitos binários na rede, maior transparência e maior eficiência através de novos paradigmas de comutação. Segundo esta visão, utilizou-se o MZI-SOA, um dispositivo semicondutor integrado hibridamente, para realizar funcionalidades de processamento óptico de sinal necessárias em nós de redes ópticas de nova geração. Nas novas redes ópticas são utilizados formatos de modulação avançados, com gestão da fase, pelo que foi estudado experimentalmente e por simulação o impacto da utilização destes formatos no desempenho do MZI-SOA na conversão de comprimento de onda e formato, em várias condições de operação. Foram derivadas regras de utilização para funcionamento óptimo. Foi também estudado o impacto da forma dos pulsos do sinal no desempenho do dispositivo. De seguida, o MZI-SOA foi utilizado para realizar funcionalidades temporais ao nível do bit e do pacote. Foi investigada a operação de um conversor de multiplexagem por divisão no comprimento de onda para multiplexagem por divisão temporal óptica, experimentalmente e por simulação, e de um compressor e descompressor de pacotes, por simulação. Para este último, foi investigada a operação com o MZI-SOA baseado em amplificadores ópticos de semicondutor com geometria de poço quântico e ponto quântico. Foi também realizado experimentalmente um ermutador de intervalos temporais que explora o MZI-SOA como conversor de comprimento de onda e usa um banco de linhas de atraso ópticas para introduzir no sinal um atraso seleccionável. Por fim, foi estudado analiticamente, experimentalmente e por simulação o impacto de diafonia em redes ópticas em diversas situações. Extendeu-se um modelo analítico de cálculo de desempenho para contemplar sinais distorcidos e afectados por diafonia. Estudou-se o caso de sinais muito filtrados e afectados por diafonia e mostrou-se que, para determinar correctamente as penalidades que ocorrem, ambos os efeitos devem ser considerados simultaneamente e não em separado. Foi estudada a escalabilidade limitada por diafonia de um comutador de intervalos temporais baseado em MZI-SOA a operar como comutador espacial. Mostrou-se também que sinais afectados fortemente por não-linearidades podem causar penalidades de diafonia mais elevadas do que sinais não afectados por não-linearidades. Neste trabalho foi demonstrado que o MZI-SOA permite construir vários e pertinentes circuitos ópticos, funcionando como bloco fundamental de construção, tendo sido o seu desempenho analisado, desde o nível de componente até ao nível de sistema. Tendo em conta as vantagens e desvantagens do MZI-SOA e os desenvolvimentos recentes de outras tecnologias, foram sugeridos tópicos de investigação com o intuito de evoluir para as redes ópticas de nova geração.

Nitrate and urban waste water directives have raised the need for a better understanding of coastal systems in European Union. The incorrect application of these directives can lead to important ecological or social penalties. In the paper this problem is addressed to Ria Formosa Coastal Lagoon. Ria Formosa hosts a Natural Park, important ports of the southern Portuguese coast and significant bivalve aquaculture activity. Four major urban waste water treatment plants discharging in the lagoon are considered in this study. Its treatment level must be selected, based on detailed information from a monitoring program and on a good knowledge of the processes determining the fate of the material discharged in the lagoon. In this paper the results of a monitoring program and simulations using a coupled hydrodynamic and water quality / ecological model, MOHID, are used to characterise the system and to understand the processes in Ria Formosa. It is shown that the water residence time in most of the lagoon is quite low, of the order of days, but it can be larger in the upper parts of the channels where land generated water is discharged. The main supply of nutrients to the lagoon comes from the open sea rather than from the urban discharges. For this reason the characteristics and behaviour of the general lagoon contrasts with the behaviour of the upper reaches of the channels where the influence of the waste water treatment plants are high. In this system the bottom mineralization was found to be an important mechanism, and the inclusion of that process in the model was essential to obtain good results.

Non-urgent cases represent 30-40% of all ED consults; they contribute to overcrowding of emergency departments (ED), which could be reduced if they were denied emergency care. However, no triage instrument has demonstrated a high enough degree of accuracy to safely rule out serious medical conditions: patients suffering from life-threatening emergencies have been inappropriately denied care. Insurance companies have instituted financial penalties to discourage the use of ED as a source of non-urgent care, but this practice mainly restricts access for the underprivileged. More recent data suggest that in fact most patients consult for appropriate urgent reasons, or have no alternate access to urgent care. The safe reduction of overcrowding requires a reform of the healthcare system based on patients' needs rather than access barriers.

Dans un contexte où les renseignements personnels sont aujourd’hui une « devise » commerciale importante, il importe de s’attarder à la responsabilité de leur protection. Les lois encadrant la protection des renseignements personnels imposent notamment aux entreprises du secteur privé une obligation de sécurité. Par contre, elles ne prévoient pas de sanction monétaire en cas de violation. Il faut donc se tourner vers le droit de la responsabilité civile afin de contraindre les entreprises à adopter des mesures de sécurité. Or, le régime de responsabilité civile actuel est mal adapté aux obligations associées à la sécurité des renseignements personnels. Le flou normatif entourant le contenu de l’obligation de sécurité et les difficultés d’exercice du recours rendent peu efficace le régime de responsabilité civile compensatoire. Dans un souci d’améliorer son efficacité, deux propositions méritent d’être considérées, soit : la revalorisation des dommages-intérêts punitifs et l’encadrement statutaire d’une obligation de notification des atteintes à la sécurité des renseignements personnels. Ces deux propositions sanctionnent les violations à l’obligation de sécurité là où le régime de responsabilité civile compensatoire semble échouer. Par contre, elles ne sont elles-mêmes efficaces que si leur exercice respecte les fonctions qui leur sont sous-jacentes. Au final, la responsabilité de la sécurité des renseignements personnels ne repose pas seulement sur un régime responsabilité, mais sur une culture de responsabilité.
