La intención del presente trabajo es exponer los postulados filosóficos mediante los cuales Salustio interpreta las tensiones de la vida política romana en el pasaje de la República al Imperio. Salustio reformula ciertos temas catonistas y construye con estos tópicos una filosofía de la historia, que se explicita fundamentalmente en los prólogos de Bellum Catilinae y Bellum Iugurthinum. Esta filosoffa, lejos de ofrecer una dilucidación sistemática del mundo histórico, implica una indeterminación ideológica, que se expresa especialmente en la redefínición de la idea tradicional de virtus, sintomática de la crisis de valores propia de la transición de la República al Imperio

El presente artículo tiene como objetivo analizar la dinámica que adquieren las relaciones de dominio señorial al interior del señorío de la Casa de los Velasco, Condestables hereditarios del reino de Castilla, partiendo de la forma que adopta la intrincada red de agentes y administradores señoriales a su servicio ubicados en el nivel de las aldeas y villas que forman parte de la zona oriental de Cantabria entre los siglos XIV al XVI. Para ello, estableceremos los diversos mecanismos de solidaridad, dependencia y sujeción de los cuales se vale el señor para ejercer su jurisdicción y poder de mando sobre este conjunto plural de comunidades y hombres. Es decir, nuestra intención es estudiar el proceso de construcción del poder señorial a partir de una imagen dinámica que le brinde dimensión y profundidad y que, al mismo tiempo, permita entender la constitución del dominio político señorial no sólo como una imposición de arriba hacia abajo, sino también como un espacio de negociación en permanente rearticulación que involucra tanto al señor, su parentela y clientela, como a las comunidades jerarquizadas, tanto rurales como urbanas, que se encuentran sometidas a su poder

Twenty-nine surface samples from the Portuguese shelf, recovered offshore from the mouths of the Ave, Douro, Lis and Mira rivers, were analysed using ICP-OES for selected major and trace elements, after total dissolution. Organic carbon, carbonate content and grain size were also determined. Five evaluation tools have been applied in order to compare the three study areas and to evaluate sediment geochemistry and other sediment compositional variability in the acquired samples: (1) empirical methods based on comparison with standard reference criteria, e.g. the NOAA sediment quality guidelines, (2) normalisation ratios using a grain-size proxy element, (3) "Gradient Method", plotting contaminant vs. organic matter or Al, (4) definition of a regional geochemical baseline from a compiled database, and (5) enrichment factors. The evaluation of element and component associations indicates differences related both to the onshore drainage areas and to the environmental shelf setting. Despite the considerable variability in total metal contents indicated by our results, the sediment metal composition is largely of natural origin. Metal enrichments observed in the Mira area are associated with the drainage of mineralised areas rich in Cu, Pb, Zn, Fe and Mn. The near absence of human impact on shelf sediments, despite the vicinity to urban areas with high industrialisation levels, such as the Ave-Douro and Lis areas, is attributed to effective trapping in the estuaries and coastal zones, as well dilution with less contaminated sediments shelf sediments and removal with fine fractions due to grain-size sorting. The character of the contaminated sediments transported to these shelf areas is further influenced by grain-size sorting as well as by dilution with less contaminated marine sediments. The results obtained individually by the different methods complement each other and allow more specific interpretations.

Introduction:Today, many countries, regardless of developed or developing, are trying to promote decentralization. According to Manor, as his quoting of Nickson’s argument, decentralization stems from the necessity to strengthen local governments as proxy of civil society to fill the yawning gap between the state and civil society (Manor [1999]: 30). With the end to the Cold War following the collapse of the Soviet Union rendering the cause of the “leadership of the central government to counter communism” meaningless, Manor points out, it has become increasingly difficult to respond flexibly to changes in society under the centralized system. Then, what benefits can be expected from the effectuation of decentralization? Litvack-Ahmad-Bird cited the four points: attainment of allocative efficiency in the face of different local preferences for local public goods; improvement to government competitiveness; realization of good governance; and enhancement of the legitimacy and sustainability of heterogeneous national states (Litvack, Ahmad & Bird [1998]: 5). They all contribute to reducing the economic and social costs of a central government unable to respond to changes in society and enhancing the efficiency of state administration through the delegation of authority to local governments. Why did Indonesia have a go at decentralization? As Maryanov recognizes, reasons for the implementation of decentralization in Indonesia have never been explicitly presented (Maryanov [1958]: 17). But there was strong momentum toward building a democratic state in Indonesia at the time of independence, and as indicated by provisions of Article 18 of the 1945 Constitution, there was the tendency in Indonesia from the beginning to debate decentralization in association with democratization. That said debate about democratization was fairly abstract and the main points are to ease the tensions, quiet the complaints, satisfy the political forces and thus stabilize the process of government (Maryanov [1958]: 26-27). What triggered decentralization in Indonesia in earnest, of course, was the collapse of the Soeharto regime in May 1998. The Soeharto regime, regarded as the epitome of the centralization of power, became incapable of effectively dealing with problems in administration of the state and development administration. Besides, the post-Soeharto era of “reform (reformasi)” demanded the complete wipeout of the Soeharto image. In contraposition to the centralization of power was decentralization. The Soeharto regime that ruled Indonesia for 32 years was established in 1966 under the banner of “anti-communism.” The end of the Cold War structure in the late 1980s undermined the legitimate reason the centralization of power to counter communism claimed by the Soeharto regime. The factor for decentralization cited by Manor is applicable here. Decentralization can be interpreted to mean not only the reversal of the centralized system of government due to its inability to respond to changes in society, as Manor points out, but also the participation of local governments in the process of the nation state building through the more positive transfer of power (democratic decentralization) and in the coordinated pursuit with the central government for a new shape of the state. However, it is also true that a variety of problems are gushing out in the process of implementing decentralization in Indonesia. This paper discusses the relationship between decentralization and the formation of the nation state with the awareness of the problems and issues described above. Section 1 retraces the history of decentralization by examining laws and regulations for local administration and how they were actually implemented or not. Section 2 focuses on the relationships among the central government, local governments, foreign companies and other actors in the play over the distribution of profits from exploitation of natural resources, and examines the process of the ulterior motives of these actors and the amplification of mistrust spawning intense conflicts that, in extreme cases, grew into separation and independence movements. Section 3 considers the merits and demerits at this stage of decentralization implemented since 2001 and shed light on the significance of decentralization in terms of the nation state building. Finally, Section 4 attempts to review decentralization as the “opportunity to learn by doing” for the central and local governments in the process of the nation state building. In the context of decentralization in Indonesia, deconcentration (dekonsentrasi), decentralization (desentralisasi) and support assignments (tugas pembantuan; medebewind, a Dutch word, was used previously) are defined as follows. Dekonsentrasi means that when the central government puts a local office of its own, or an outpost agency, in charge of implementing its service without delegating the administrative authority over this particular service. The outpost agency carries out the services as instructed by the central government. A head of a local government, when acting for the central government, gets involved in the process of dekonsentrasi. Desentralisasi, meanwhile, occurs when the central government cedes the administrative authority over a particular service to local governments. Under desentralisasi, local governments can undertake the particular service at their own discretion, and the central government, after the delegation of authority, cannot interfere with how local governments handle that service. Tugas pembantuan occur when the central government makes local governments or villages, or local governments make villages, undertake a particular service. In this case, the central government, or local governments, provides funding, equipment and materials necessary, and officials of local governments and villages undertake the service under the supervision and guidance of the central or local governments. Tugas pembantuan are maintained until local governments and villages become capable of undertaking that particular service on their own.

La tesis se compone de una primera parte introductoria, en la que se recogen las distintas opiniones y definiciones de la arquitectura “popular”, el estado de la cuestión, comentando los artículos y publicaciones realizados sobre la Mancha. La segunda parte profundiza en aspectos generales previos al análisis edificatorio central de la tesis, con los siguientes capítulos: -Estudio de los condicionantes físicos, históricos, socio-económicos y culturales de la comarca de la Mancha Baja. Acotando el territorio. -Una visión general sobre la arquitectura tradicional de la provincia de Ciudad Real, por comarcas. -Un estudio de las distintas tipologías edificatorias tradicionales, con ejemplos en la comarca manchega. -El análisis de materiales constructivos, elementos y sistemas utilizados en las construcciones tradicionales en la Mancha Baja. La tercera parte, desde la premisa de la representación gráfica, apoyado en un anexo con dibujos de ciento treinta y siete edificios populares de Manzanares y comarca, estudia: El trazado urbano y las casas de Manzanares; desde los levantamientos de plantas, alzados y secciones, emplazamiento en la manzana y fotografías, se realiza una descripción completa, con noventa y seis ejemplos. Además de llegar a las conclusiones derivadas del análisis de estas edificaciones, los objetivos pretendidos con este estudio serían también: Realizar un primer trabajo aproximativo, desde la visión arquitectónica, de la arquitectura tradicional manchega. Recopilar toda la información existente que pueda relacionarse con la arquitectura popular en la comarca, y citar los escritos y publicaciones de referencia para posteriores estudios. Se estudia la geomorfología, el clima, el territorio, la economía, la sociología, etc…, para obtener una información clave, además de los materiales, técnicas constructivas y morfología de las edificaciones. Se destaca el apartado de los edificios preindustriales tradicionales, como molinos de viento, de agua, palomares, pósitos y bodegas con el análisis de varios ejemplos, por su importante presencia en las poblaciones. Por último se desarrolla un amplio bloque sobre bibliografía de arquitectura popular, la consultada y la general. La arquitectura popular de la mancha baja es tapial cubierto de teja árabe, cerrada al exterior, pero abierta a grandes patios, de planta baja y cámaras altas, con elementos auxiliares de protección y acceso, que revisten la aparente simplicidad volumétrica de estos complejos, viviendas-almacén. Con un complejo programa tanto agrícola como doméstico. De gran protección frente al clima, con escasa decoración, esquemas espaciales primitivos y con mayor envergadura estructural en las dependencias agropecuarias. Una arquitectura que mezcla el uso doméstico y el productivo, pero que al evolucionar aumenta su diferenciación. Edificios que mantienen las mismas cualidades estéticas, repitiendo formas y volúmenes, pero de peculiares configuraciones espaciales, se repiten los materiales y técnicas constructivas, así como elementos arquitectónicos con pocas variaciones, pero no existen dos conjuntos similares. No podemos utilizar un ejemplo como modelo de casa manchega. Evoluciona de la casa bloque, básica y primitiva, con ejemplos escasos en las poblaciones más deprimidas, a la casa compleja, donde se separan con claridad las dependencias agropecuarias de las vivideras. Evoluciona de una casa rural, con los mismos esquemas, ya se ubique en el campo o en núcleos de población, a la casa urbana, entre medianerías, en la que se puede encontrar una transformación paralela, desarrollándose programas domésticos, más especializados, mezclados con arquitecturas cultas, con programas que reflejan las nuevas necesidades de la sociedad urbana del siglo XX. ABSTRACT The thesis is composed of a first part that is collected as introducing different views and definitions of popular architecture, the state of affairs, commenting on articles and publications carried out at the Mancha. The second part explores general issues before the main urban analysis of the thesis, with the following chapters: -A study of the geographic, historical, socio-economic and cultural conditions of the region of the Mancha Baja. Delimiting the territory -A tour with an overview of the province of Ciudad Real by regions. -A study of the different traditional building types, with examples in the region from the Mancha. -The Analysis of building materials, components and systems used in traditional buildings in the Mancha Lower The third part studies from the premise of the drawing: The urban planning of the towns to study and houses of Manzanares, from the execution of plans, elevations and sections, sites in the blocks, old photographs, a full description is made, covering a wide range of examples, highlighting the “evolution during the twentieth century, in its last quarter, buildings of popular character “, which is the ultimate aim of the thesis. In addition to reaching the conclusions drawn from the analysis cards of these buildings, the objectives pursued with this study would be also: This paper is the realization of a first rough work from the architectural vision of traditional architecture from the Mancha. To Search a work method for approaching the popular architecture, other than those made so far by other studies of historians, engineers and sociologists, with the graphical representation and the buildings would be studied like living organisms that evolve over time. To collect all the current information that It can be able to connect itself with the popular architecture in the region, and cite the writings and publications of reference for future studies. Geomorphology, climate, topography of the place is studied to obtain a key information about materials, construction techniques and morphology of the buildings. A section is opened to study the case of traditional industrial buildings like windmills, flour mill, pigeon lofts, public granary, threshing floor and cellars with the analysis of several examples; its importance is highlighted in the urban plan of the town. Finally a large block of popular literature on architecture is developed, consulted for work is distinct from the general existing on the subject. The popular architecture from the Mancha is built of rammed earth and roofs inclined of Arabic tiles, the buildings are closed to the outside, but they are open around large courtyards, and ground floor and camera high, with additional elements of protection, they are opened to patios. The manor has a complex program on agricultural and domestic activity. Large climate protection, poor decoration, quite primitive in shaping living spaces, and more structural scale in storage and processing units of agriculture-related products, mainly wine, cereal and to a lesser extent oil. These architecture combines the domestic and productive use, but which will evolve and they are distinguishing, both enclosed spaces such as courtyards. The buildings keep the same aesthetic qualities because they repeat shapes and volumes, but they maintain their spatial configuration individually; the materials, building techniques and architectural elements are repeated with slight variations, but there aren´t two identical houses. This architecture evolved from the block, basic and primitive house, with few examples in the most deprived towns, to the complex house, where agricultural units are clearly separated of domestic rooms. It developed from a country house (with the same patterns) whether it is located in the countryside or in the towns, to an urban house, in which we can find a parallel transformation, developing domestic programs, more specialized, mixed with cultivated architectures, with programs that reflect the changing needs of urban society of the twentieth century.

Este trabalho investiga uma das formas pelas quais a condição contemporânea, assim chamada pós-moderna, exerce significativo impacto sobre a vontade humana. Numa perspectiva fenomenológica e existencial, apoiada primordialmente no pensamento de Paul Ricoeur e Paul Tillich, esta abordagem busca identificar a relação entre a condição pós-moderna e a crise contemporânea da vontade que, como hipótese de tese, encontra-se vinculada à forma pela qual é estabelecida a relação entre vontade e desejo. A pós-modernidade é analisada a partir de seu desenvolvimento sócio-cultural desde a década de 1930 e em interlocução com os pensamentos de Jean-François Lyotard e Jean Baudrillard de forma a evidenciar o desenvolvimento desta relação. Algumas perspectivas filosófico-teológicas são exploradas a partir da situação de impacto aqui em questão. São tentativas de contribuir para que a vontade redescubra seu caráter integralizador e possa considerá-lo tão imprescindível quanto seu ímpeto expansionista e dissipador, uma vez que ambos os movimentos são partes integrantes da coragem e do poder-de-ser que a fundamentam.(AU)

O tema desta dissertação é a Avaliação Institucional da Educação Básica. Para tal, faz-se a análise do processo de avaliação, com ênfase no instrumento utilizado pelas Escolas Adventistas de nível básico do estado de São Paulo, considerando que a educação adventista se tornou uma parte consistente dentro da estrutura da Igreja Adventista do Sétimo Dia. Procurou-se, neste trabalho, como objetivo geral, compreender como se configura a prática da avaliação institucional das escolas da Rede Adventista de Educação. O método da investigação incluiu análise bibliográfica dos principais teóricos da área de políticas públicas e do sistema privado bem como da avaliação institucional, seguido de exame documental do instrumento utilizado no processo de avaliação institucional. O estudo resgata a contextualização histórica do desenvolvimento da escola privada, destacando aspectos relevantes de sua relação com o Estado. Também apresenta brevemente a história da Igreja Adventista do Sétimo Dia (IASD) nos Estados Unidos (EUA) e no Brasil, de modo a situar o surgimento do sistema educacional adventista, bem como a sua filosofia de ensino, buscando conhecer as origens desse grupo religioso que há mais de um século atua no cenário educacional brasileiro. Em seguida, aborda aspectos da Avaliação Institucional. Finalmente, apresenta-se uma síntese do processo e uma descrição analítica do instrumento de avaliação institucional das escolas de nível básico da Educação Adventista. Na conclusão do trabalho, não se encontraram indícios de que o conceito adventista de avaliação educacional seja diferente do das abordagens tradicionais. Entretanto, na concepção adventista de avaliação, existe mais fortemente a preocupação de se manter um processo de avaliação contínuo e sistemático.
