In this paper a Hierarchical Analytical Network Process (HANP) model is demonstrated for evaluating alternative technologies for generating electricity from MSW in India. The technological alternatives and evaluation criteria for the HANP study are characterised by reviewing the literature and consulting experts in the field of waste management. Technologies reviewed in the context of India include landfill, anaerobic digestion, incineration, pelletisation and gasification. To investigate the sensitivity of the result, we examine variations in expert opinions and carry out an Analytical Hierarchy Process (AHP) analysis for comparison. We find that anaerobic digestion is the preferred technology for generating electricity from MSW in India. Gasification is indicated as the preferred technology in an AHP model due to the exclusion of criteria dependencies and in an HANP analysis when placing a high priority on net output and retention time. We conclude that HANP successfully provides a structured framework for recommending which technologies to pursue in India, and the adoption of such tools is critical at a time when key investments in infrastructure are being made. Therefore the presented methodology is thought to have a wider potential for investors, policy makers, researchers and plant developers in India and elsewhere. © 2013 Elsevier Ltd. Successful supply chain management requires the management of a complex, multi-stakeholder, multi-criteria system. Stakeholder inclusion in the supply chain design and decision making processes is an area of growing interest for companies looking to design sustainable supply chains or produce sustainable products. This paper demonstrates the use of the integrated quality function deployment and analytic hierarchy process (QFD-AHP) method for the inclusion of a wide group of stakeholder requirements into the supplier selection process. The method provides a weighted ranked list of evaluating criteria which can be used to assess potential suppliers in the UK renewable bioenergy industry. The bioenergy industry is suitable as there are many stakeholders placing various requirements upon potential biomass suppliers. The paper uses a mixture of literature review and semi-structured industry interviews to answer three research questions: which stakeholder groups are important when selecting biomass suppliers for the UK? What requirements are made by these stakeholders on the supply of biomass fuels and feedstocks? Which evaluating criteria are most important? © 2013 Elsevier B.V.

Integrated supplier selection and order allocation is an important decision for both designing and operating supply chains. This decision is often influenced by the concerned stakeholders, suppliers, plant operators and customers in different tiers. As firms continue to seek competitive advantage through supply chain design and operations they aim to create optimized supply chains. This calls for on one hand consideration of multiple conflicting criteria and on the other hand consideration of uncertainties of demand and supply. Although there are studies on supplier selection using advanced mathematical models to cover a stochastic approach, multiple criteria decision making techniques and multiple stakeholder requirements separately, according to authors' knowledge there is no work that integrates these three aspects in a common framework. This paper proposes an integrated method for dealing with such problems using a combined Analytic Hierarchy Process-Quality Function Deployment (AHP-QFD) and chance constrained optimization algorithm approach that selects appropriate suppliers and allocates orders optimally between them. The effectiveness of the proposed decision support system has been demonstrated through application and validation in the bioenergy industry.

The enormous potential of cloud computing for improved and cost-effective service has generated unprecedented interest in its adoption. However, a potential cloud user faces numerous risks regarding service requirements, cost implications of failure and uncertainty about cloud providers' ability to meet service level agreements. These risks hinder the adoption of cloud. We extend the work on goal-oriented requirements engineering (GORE) and obstacles for informing the adoption process. We argue that obstacles prioritisation and their resolution is core to mitigating risks in the adoption process. We propose a novel systematic method for prioritising obstacles and their resolution tactics using Analytical Hierarchy Process (AHP). We provide an example to demonstrate the applicability and effectiveness of the approach. To assess the AHP choice of the resolution tactics we support the method by stability and sensitivity analysis. Copyright 2014 ACM.

Local Government Authorities (LGAs) are mainly characterised as information-intensive organisations. To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems. The research reported herein should be of interest to both academics and practitioners who are involved in IOIS, in general, and collaborative e-Government, in particular. © 2013 Elsevier Ltd. Brazil is internationally acknowledged for its renewable sources, most notably, hydroelectric power plant projects which correspond to 65% of electricity production supply to the National Interconnected System. The main question behind this research is: what are the weights and the relative importance of the variables which have influence on the decision making process for the expansion of hydroelectric generation projects in Parana? The main objective is to propose a multi-criteria decision procedure, in association with water sources options that take into consideration the weight and relative importance of the alternatives having influence on the decision by enterprises in the generation of electricity in the state of Paraná. As far as the approach to the problem is concerned, this research can be classified as having mixed methodologies, applying Content Analysis, Delphi technique and the Analytic Hierarchy Process. Following Delphi methodology, a group of 21 was selected for data collection, all of those linked to Paranaense hydroelectricity market. And the main result was the construction of a decision tree in which it was possible to identify the importance and relative weight of the elements associated with the four dimensions of energy. In environmental dimension, the highest relative weight was placed on the loading capacity of Parana system; the economic dimension, the amortization of investment; in social dimension, the generation of direct work places and in institutional dimension, the availability of suitable sources of financing. Policy makers and business managers make their decisions based on specific criteria related to the organization segment, market information, economic and political behavior among other indicators that guide them in dealing with the typical tradeoffs of projects in hydropower area. The results obtained in the decision tree show that the economic bias is still the main factor in making investment decisions. However, environmental impacts on the State loading capacity, income generation, providing opportunities for direct as well as indirect jobs. And at an institutional level, the absence of funding sources show that the perception of experts is focused on other issues beyond the logic behind development per se. The order of priority of variables in this study indicates that in the current environment of uncertainty in the Brazilian economy as many variables must be analyzed and compared in order to optimize the scarce resources available to expand local development in relation to Paranaense water matrix.

O presente relatório, inserido no Mestrado em Gestão do Território, Área de Especialização em Deteção Remota e Sistemas de Informação Geográfica, lecionado pelo Departamento de Geografia e Planeamento Regional da Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa, pretende descrever o trabalho desenvolvido pelo mestrando enquanto estagiário no Observatório do Tráfico de Seres Humanos (OTSH). O relatório está estruturado em três capítulos distintos. No primeiro capítulo é realizada uma abordagem teórica sobre o Tráfico de Seres Humanos e a distinção entre o mesmo com o Auxílio à Imigração Ilegal. Neste, é também feita uma pequena referência à problemática dos novos fluxos de refugiados/migrantes que, no momento da realização do mesmo, constituem uma questão bastante complexa sobretudo ao nível europeu. No segundo capítulo é realizada uma caracterização da área de estudo, assim como a descrição dos dados utilizados e a metodologia aplicada no mesmo. No terceiro capítulo são apresentados os resultados finais do estudo e a cartografia de síntese que sustenta os mesmos. Para a realização deste estudo recorreu-se a uma análise multicritério em SIG para prever a localização de áreas de maior suscetibilidade de ocorrência de novos casos relativos ao crime do tráfico de seres humanos para exploração laboral na agricultura, na região do Alentejo (distritos de Beja, Évora e Portalegre), através do recurso a dados estatísticos disponibilizados tanto pelo OTSH, como por outras entidades. A metodologia apresentada integra um SIG baseado num modelo raster com o Analytical Hierarchy Process (AHP). Através da realização deste estudo, a importância dos SIG como ferramenta no auxílio ao processo de tomada de decisão, pôde ser testada, conjuntamente com o processo metodológico AHP, através dos resultados apresentados. Com um possível desenvolvimento deste modelo analítico, pretende-se que o mesmo seja adaptável a outras regiões e em última instância, outros tipos de exploração e/ou tráfico.

Di fronte alla concorrenza globale, la sopravvivenza di un'azienda manifatturiera dipende sempre più da come essa può progettare, gestire e strutturare al meglio il proprio sistema di produzione per far fronte alla diversità dei prodotti, per migliorare l'affidabilità di consegna e anche per ridurre i costi. In questo contesto, le aziende manifatturiere utilizzano spesso sistemi di produzione diversi, in base a ciò che richiede il mercato. Molto in generale, i sistemi produttivi possono essere classificati in due categorie principali: make-to-stock (MTS) e make-to-order (MTO), in base alla politica di risposta alla domanda del mercato. Nel nuovo contesto competitivo le aziende si sono trovate a dover produrre costantemente prodotti specifici e di alta qualità con costi unitari bassi e livelli di servizio elevati (ossia, tempi di consegna brevi). È chiaro, dunque, che una delle principali decisioni strategiche da prendere da parte delle aziende sia quella relativa alla ripartizione dei prodotti in MTS/MTO, ovvero quale prodotto o famiglia di prodotti può essere fabbricato per essere stoccato a magazzino (MTS), quale può essere prodotto su ordinazione (MTO) e quale dovrebbe essere fabbricato in base alla politica di produzione ibrida MTS/MTO. Gli ultimi anni hanno mostrato una serie di cambiamenti nella politica di produzione delle aziende, che si stanno gradualmente spostando sempre più verso la modalità̀ di produzione ibrida MTS/MTO. In particolare, questo elaborato si concentrerà sul delayed product differentiation (DPD), una particolare strategia produttiva ibrida, e ne verrà proposto un modello decisionale basato sul funzionamento dell’Analytic Network Process (ANP) implementato attraverso il software Superdecisions.

In the last decades considerations about equipments' availability became an important issue, as well as its dependence on components characteristics such as reliability and maintainability. This is particularly of outstanding importance if one is dealing with high risk industrial equipments, where these factors play an important and fundamental role in risk management when safety or huge economic values are in discussion. As availability is a function of reliability, maintainability, and maintenance support activities, the main goal is to improve one or more of these factors. This paper intends to show how maintainability can influence availability and present a methodology to select the most important attributes for maintainability using a partial Multi Criteria Decision Making (pMCDM). Improvements in maintainability can be analyzed assuming it as a probability related with a restore probability density function [g(t)].

This paper starts with the analysis of the unusual inherence mechanism, from two aspects: accumulating and human error. We put forward twelve factors affected the decision of the emergency treatment plan in practice and summarized the evaluation index system combining with literature data. Then we screened out eighteen representative indicators by used the FDM expert questionnaire in the first phase. Hereafter, we calculated the weight of evaluation index and sorted them by the FAHP expert questionnaire, and came up with the frame of the evaluation rule by combined with the experience. In the end, the evaluation principles are concluded.

O processo de negociação tem ganho relevância como uma das formas de gestão de conflitos. Verifica-se que nas organizações a negociação é um processo omnipresente, que tem sido alvo de muito estudo e investigação, e as capacidades de negociação são consideradas determinantes para o sucesso. Em consequência dessas tendências, surgem propostas de modelos de negociação bastantes flexíveis e que visam colaboração entre as partes interessadas, modelos que se adequam aos contextos organizacionais em que predominam relações estáveis e de longo prazo. Estas propostas procuram a solução óptima para as partes interessadas. No entanto, faltam frequentemente os mecanismos e procedimentos que garantam um processo estruturado para elaborar e analisar os diversos cenários na negociação, considerando um conjunto de aspectos relevantes para ambas as partes. No presente trabalho de dissertação formula-se uma proposta baseada no modelo de negociação Win Win Quantitativa, em que foi utilizada uma abordagem do método multicritério Analitic Hierarchy Process (AHP) para seleccionar a melhor opção de serviço para uma determinada empresa. Para o caso de estudo, num contexto real, foi necessário desenvolver uma aplicação Excel que permitisse analisar, de uma forma clara, as diversas alternativas perante os critérios mencionados. A aplicação do método AHP permite aos clientes tomar uma decisão potencialmente mais acertada. A aplicação informática procura optimizar os custos inerentes à prestação de serviços, oferecendo aos clientes um custo reduzido e assim tornando a empresa mais competitiva e atractiva para os potenciais clientes.
