Preface This study was prepared for the Government of Jamaica following the significant physical damage and economic losses that the country sustained as a result of flood rains associated with the development of Hurricane Michelle. The Planning Institute of Jamaica (PIOJ) submitted a request for assistance in undertaking a social, environmental and economic impact assessment to the Economic Commission for Latin America and the Caribbean (ECLAC) on 14 November 2001. ECLAC responded with haste and modified its work plan to accommodate the request. A request for training in the use of the ECLAC Methodology to be delivered to personnel in Jamaica was deferred until the first quarter of 2002, as it was impossible to mount such an initiative at such short notice. This appraisal considers the consequences of the three instances of heavy rainfall that brought on the severe flooding and loss of property and livelihoods. The study was prepared by three members of the ECLAC Natural Disaster Damage Assessment Team over a period of one week in order to comply with the request that it be presented to the Prime Minister on 3 December 2001. The team has endeavoured to complete a workload that would take two weeks with a team of 15 members working assiduously with data already prepared in preliminary form by the national emergency stakeholders. There is need for training in disaster assessment as evidenced by the data collected by the Jamaican officials engaged in the exercise. Their efforts in the future will be more focused and productive after they have received training in the use of the ECLAC Methodology. This study undertakes a sectoral analysis leading to an overall assessment of the damage. It appraises the macroeconomic and social effects and proposes some guidelines for action including mitigating actions subsequent to the devastation caused by the weather system. The team is grateful for the efforts of the Office of Disaster Preparedness and Emergency Management (ODPEM), the associated government ministries and agencies, the Statistical Institute of Jamaica (STATIN), the Planning Institute of Jamaica and the Inter American Development Bank (IDB) for assistance rendered to the team. Indeed, it is the recommendation of the team that STATIN is poised to play a pivotal role in any disaster damage assessment and should be taken on board in that regard. The direct and indirect damages have been assessed in accordance with the methodology developed by ECLAC (1). The results presented are based on the mission's estimates. The study incorporates the information made available to the team and evidence collected in interviews and visits to affected locations. It is estimated that the magnitude of the losses exceeds the country's capacity to address reparations and mitigation without serious dislocation of its development trajectory. The government may wish to approach the international community for assistance in this regard. This appraisal is therefore designed to provide the government and the international community with guidelines for setting national and regional priorities in rehabilitation and reconstruction or resettlement programmes. A purely economic conception of the problem would be limited. A more integrated approach would have a human face and consider the alleviation of human suffering in the affected areas while attending to the economic and fiscal fallout of the disaster. Questions of improved physical planning, watershed management, early warning, emergency response and structural preparedness for evacuation and sheltering the vulnerable population are seen as important considerations for the post disaster phase. Special attention and priority should be placed on including sustainability and increased governance criteria in making social and productive investments, and on allocating resources to the reinforcing and retrofitting of vulnerable infrastructure, basic lifelines and services as part of the reconstruction and rehabilitation strategy. The Jamaican society and government face the opportunity of undertaking action with the benefit of revised paradigms, embarking on institutional, legal and structural reforms to reduce economic, social and environmental vulnerability. The history of flood devastation in the very areas of Portland and St. Mary shows a recurrence of flooding. Accounts of flooding from the earliest recorded accounts pertaining to 1837 are available. Recurrences in 1937, 1940, 1943 and 2001 indicate an ever-present probability of recurrence of similar events. The Government may wish to consider the probable consequences of a part of its population living in flood plains and address its position vis-à¶is land use and the probability of yet another recurrence of flood rains. The present report assesses the economic and social impacts of climate change on the energy sector in Antigua and Barbuda, the Bahamas, Barbados, Belize, Cuba, Dominica, the Dominican Republic, Haiti, Grenada, Guyana, Jamaica, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Saint Lucia, Suriname, and Trinidad and Tobago. In the study, the Artificial Neural Network methodology was employed to model the relationship between climate change and energy demand. The viability of the actions proposed were assessed using cost benefit analyses based on models from the National Renewable Energy Laboratory (NREL) of the United States of America.

Climate change affects the fundamental bases of good human health, which are clean air, safe drinking water, sufficient food, and secure shelter. Climate change is known to impact health through three climate dimensions: extreme heat, natural disasters, and infections and diseases. The temporal and spatial climatic changes that will affect the biology and ecology of vectors and intermediate hosts are likely to increase the risks of disease transmission. The greatest effect of climate change on disease transmission is likely to be observed at the extremes of the range of temperatures at which transmission typically occurs. Caribbean countries are marked by unique geographical and geological features. When combined with their physical, infrastructural development, these features make them relatively more prone to negative impacts from changes in climatic conditions. The increased variability of climate associated with slow-moving tropical depressions has implications for water quality through flooding as well as hurricanes. Caribbean countries often have problems with water and sanitation. These problems are exacerbated whenever there is excess rainfall, or no rainfall. The current report aims to prepare the Caribbean to respond better to the anticipated impact of climate change on the health sector, while fostering a subregional Caribbean approach to reducing carbon emissions by 2050. It provides a major advance on the analytical and contextual issues surrounding the impact of climate change on health in the Caribbean by focusing on the vector-borne and waterborne diseases that are anticipated to be impacted directly by climate change. The ultimate goal is to quantify both the direct and indirect costs associated with each disease, and to present adaptation strategies that can address these health concerns effectively to benefit the populations of the Caribbean.

Esta pesquisa tem como objetivo determinar as vantagens socioeconômicas para produção de chapas de compensados de madeira na construção civil substituindo a farinha de trigo por farinha de raspa de mandioca na formulação da cola de compensado de madeira. Abordou-se acerca da estrutura anatômica da madeira e suas propriedades, os tratamentos e processos industriais, a estrutura e o processo de produção de compensado além da substituição do insumo na formulação da cola de uréia-formoaldeído desenvolvendo-se então uma avaliação econômica de benefício-custo do compensado de madeira utilizado em fundação e estrutura em uma obra de edificação através da análise de preços dos insumos da cola de mandioca em substituição a cola de trigo. A análise mostra que em nível de composição de insumo principal de produção houve uma redução de 7,3% no custo da cola. Para a construção civil a chapa de compensado de madeira com adesivo de mandioca utilizada em fundação e estrutura não representa um percentual significativo de redução de custos, sendo o percentual do custo do compensado de madeira em uma obra padrão é de apenas 0,84% para economia. Em nível social o governo criou o Programa Nacional para o Fortalecimento da Agricultura Familiar para apoiar o desenvolvimento das indústrias de base da economia como a indústria da construção civil.

O objetivo desse trabalho é analisar a gestão municipal sobre o Benefício de Prestação Continuada (BPC), programa assistencial previsto pela Constituição Federal de 1988 e que consiste no pagamento de 01 (um) salário mínimo mensal à pessoas com 65 anos ou mais de idade e à pessoas com deficiência incapacitante para a vida independente e para o trabalho, em que a renda per capita familiar deve ser inferior a ¼ do salário mínimo. A pesquisa empírica teve como lócus o município de Castanhal. A motivação para realização deste trabalho surgiu do fato do BPC estar inscrito na CF/ 1988 e por demandar um grande volume de recursos financeiros, mas ainda assim ser desconhecido de grande parte da população e pouco divulgado por parte do Poder Executivo. A partir de pesquisa bibliográfica, pesquisa documental e pesquisa de campo. Desta forma, o trabalho parte da discussão sobre a Política de Assistência Social no Brasil, seguido do debate sobre o Benefício de Prestação Continuada, para por fim, apresentar como o município organiza sua política de assistência social, como é realizada a gestão do BPC pelo Poder Executivo e a atuação do Conselho Municipal de Assistência Social. Ao longo deste trabalho é possível observar o baixo nível de acompanhamento dos beneficiários do BPC pela rede de Proteção Social Básica e a ausência de controle social.

Este trabalho é produto de um estudo que contempla a dimensão não contributiva da proteção social brasileira. Nesta perspectiva, privilegiamos o Benefício de Prestação Continuada - BPC, o benefício componente da proteção social não contributiva da política de assistência social, considerado desta forma, como um importante mecanismo capaz de garantir a sobrevivência das pessoas em situação de vulnerabilidade social e econômica, embora não se dedique somente a esse aspecto, conforme apontam as leis que regem sua operacionalização. No desenvolvimento da pesquisa buscamos conhecer melhor a população idosa beneficiária, a inserção desses sujeitos em outras formas de proteção social. Questiona-se ainda, se o BPC tem sido capaz de promover autonomia, melhorando sua sociabilidade, o acesso aos serviços de saúde e se tem promovido segurança alimentar aos idosos beneficiários. Também procuramos conhecer o olhar - a percepção - dos idosos beneficiários sobre o benefício, destacando como eles consideram o recebimento deste provento. Nosso objetivo está concentrado em conhecer os resultados sociais, os reflexos que o recebimento do BPC é capaz de gerar na vida dos beneficiários idosos em Belém-Pará, e a partir desta perspectiva investigar e conhecer, nesta vertente, as formas de efetivação da proteção social destinadas aos idosos neste município. O alcance da proteção social na dimensão não contributiva efetivada pela política de assistência social a partir do BPC/idoso em Belém se mostra como um dos pontos que ancora nossas discussões a fim de desenvolver um diálogo entre a ampliação da proteção social não contributiva, e a efetivação deste benefício assistencial na capital paraense.

This analysis sought to study the social history of women, education and practice of cyber-activism, which consists of the struggle for causes that benefit society as a manner of social engagement. Through thorough theoretical study it was possible to analyze the campaign, 10X10, and relate the importance of the practice of personal commitment to support causes of global interest. Thus, it is possible to ascertain the relevance of actions via the Internet, its reach, its effectiveness and method of operation, providing voice and force to altruistic causes
