A partir dos anos 90, a política de gestão de florestas no Brasil passa a se pautar pelo discurso hegemônico do desenvolvimento sustentável. Pressionadas por ambientalistas e outros agentes sociais, as empresas são orientadas, via mecanismos de mercado, a praticarem ações menos predatórias ao meio ambiente. Com isso, as ONGs associam-se ao setor madeireiro para o desenvolvimento de um esquema de certificação florestal conhecido como Forest Stewardship Council FSC, ou Conselho de Manejo Florestal, destinado a melhorar as práticas florestais em todo o mundo. Nesse contexto, empresas com áreas certificadas passam a preconizar o aspecto diferenciado de suas atividades, adotando o marketing verde como estratégia comunicacional na busca pela construção de uma imagem sustentável e, paralelamente, pela cooptação de um novo mercado consumidor. Este trabalho tem o objetivo de analisar como se processa a comunicação em empresas que declaram adotar práticas de Manejo Florestal Sustentável (MFS) na Amazônia. Sob o recorte do estudo de caso único, é analisada a atuação da Cikel Brasil Verde Madeira LTDA., empresa que vem sendo apontada em diversos enunciados como verdadeiro exemplo a ser seguido. Pareceu-nos, pois, pertinente analisar algumas das operações vigentes, investigando as elaborações ideológicas acerca do discurso em torno do é possível preservar, produzindo. A escolha pelo Grupo Cikel deve-se por ser esta a maior e mais antiga empresa madeireira em atividade da Amazônia e também por ser uma das pioneiras no Brasil a ter suas florestas certificadas pelo FSC. Amparado pelo arcabouço teórico-metodológico da Análise do Discurso, o trabalho busca compreender o discurso formulado e propagado pelo Grupo Cikel, delineando sua identidade institucional. Na interdiscursividade materializada nos enunciados, identifica-se como se posicionam os diferentes sujeitos atuantes e como se relacionam as componentes políticas, econômicas e ideológicas que instituem e mantêm as parcerias institucionais da empresa. Ao final, é feita uma reflexão crítica em torno da visão naturalizada de que a certificação florestal seria a forma mais legítima de se alcançar o uso sustentável da floresta, revelando a debilidade do aspecto social nas políticas do FSC e das empresas como a Cikel.

Este trabalho aborda o tema da participação social em projetos urbanísticos, pois entende-se que é através da participação da sociedade civil na elaboração das políticas urbanas que se alcançará a efetiva gestão democrática das cidades. Diante disso, este trabalho realiza um estudo sobre a participação social dos moradores das áreas Jaderlândia e Maguariaçú no Projeto “Sanear Ananindeua”, objetivando identificar em que medida a participação social está sendo contemplada no referido projeto e se a Caixa Econômica Federal (CAIXA) como operadora desse projeto fomenta de fato uma participação que esteja em consonância com o modelo de gestão democrática das cidades, sendo que o recorte temporal da pesquisa foi do ano de 2006 ao ano de 2010. A participação social é o tema central desse estudo devido o projeto em foco estar recebendo recursos do Programa de Aceleração do Crescimento (PAC) e porque atualmente a participação social em projetos urbanísticos é uma exigência do Ministério das Cidades (MCIDADES). Para atingir os objetivos propostos priorizou-se a pesquisa qualitativa, bem como as modalidades de pesquisa: bibliográfica, documental e de campo. Como resultado identificou-se que a gestão municipal de Ananindeua está distante de ser caracterizada como uma gestão democrática, na medida em que não garante uma participação real dos beneficiários no projeto, mas apenas uma participação simbólica, onde os usuários têm influência mínima nas decisões e nas operações do projeto, no entanto são mantidos na ilusão de que exercem o poder.

This article is about the democratic theoretical conceptions reformulated in face of the new social rules in which actors showed up claiming repressed social repressed from the second half of the XX century. In this article an approach of the main contributions of the dimensions of the conception of democracy. As a result, we present that the institutional innovations that came from a process of institutionalism of democracy have built a participative and inclusive ideal of social groups that so far were apart from the decision process in politics.

Mrs. Marguerite Dawson King (1901-1979) was a very active and civic minded woman and the collection of her papers attests to the valuable contributions which can be made by women and by senior citizens. The King Papers are a valuable source of information on women in politics and on the American Association of Retired Persons (AARP). The collection consists of correspondence, minutes, bylaws, reports, agendas, yearbooks, handbooks, newsletters, brochures, speeches, legislative bills, program notes, newspaper clippings, awards, and certificates concerning Mrs. King’s activities as chapter chairman and assistant state director of the AARP; as district chairman of the United Daughters of the Confederacy; as the first woman County Chairman of the democratic party in S.C. and as a member of the Democratic Women’s Council of S.C., the York County Democratic Women’s Club, Partners of the Americas, and the Order of the Eastern Star. Also included in the collection is information on the development of the city of Rock Hill, S.C.

In recent years evaluation has become a very important element in the public administration. The Swedish state administration to a significant extent both evaluates and is evaluated. This means that the evaluating state is at the same time the evaluated state. In this dissertation the institutionalization of evaluation is studied in a field within which this development has been particularly lively and interesting, namely the field of higher education. The dissertation focuses on evaluation activity that has been carried out in conjunction with central public authorities within higher education: the Office of the Chancellor of the Universities and Colleges in Sweden, the National Swedish Board of Universities and Colleges, and the Office of the University Chancellor, and encompasses the period 1964-1995. A newly revived research tradition within political science – historical institutionalism – is used as a perspective and a methodology. Since the application of this tradition has not yet been fully tested, another purpose is to examine the practical utility of this analytical tool and the kind of knowledge that it produces. The dissertation thereby combines the fields of education policy, evaluation research and institutional theory. The beginning of the institution has been dated to the end of the 1960s and beginning of the 1970s. In the dissertation the forces behind the initiation of the institution are taken up. Events and developments in the field that have influenced the further development of the institution have been identified and analyzed. Developments reveal that the institution has been stable during the entire period of time under study, despite some changes. The use of historical institutionalism as a perspective and methodology has proven satisfactory on a general level. However, special solutions have been required as problems and ambiguities have arisen. The dissertation concludes with reflections on the practical utility of historical institutionalism in political science research.

The purpose of this thesis is to investigate whether some positions in democratic theory should be adjusted or abandoned in view of internationalisation; and if adjusted, how. More specifically it pursues three different aims: to evaluate various attempts to explain levels of democracy as consequences of internationalisation; to investigate whether the taking into account of internationalisation reveals any reason to reconsider what democracy is or means; and to suggest normative interpretations that cohere with the adjustments of conceptual and explanatory democratic theory made in the course of meeting the other two aims. When empirical methods are used, the scope of the study is restricted to West European parliamentary democracies and their international affairs. More particularly, the focus is on the making of budget policy in Britain, France, and Sweden after the Second World War, and recent budget policy in the European Union. The aspects of democracy empirically analysed are political autonomy, participation, and deliberation. The material considered includes parliamentary debates, official statistics, economic forecasts, elections manifestos, shadow budgets, general election turnouts, regulations of budget decision-making, and staff numbers in government and parliament budgetary divisions. The study reaches the following conclusions among others. (i) The fact that internationalisation increases the divergence between those who make and those who are affected by decisions is not by itself a democratic problem that calls for political reform. (ii) That international organisations may have authorities delegated to them from democratic states is not sufficient to justify them democratically. Democratisation still needs to be undertaken. (iii) The fear that internationalisation dissolves a social trust necessary for political deliberation within nations seems to be unwarranted. If anything, views argued by others in domestic budgetary debate are taken increasingly serious during internationalisation. (iv) The major difficulty with deliberation seems to be its inability to transcend national boundaries. International deliberation at state level has not evolved in response to internationalisation and it is undeveloped in international institutions. (v) Democratic political autonomy diminishes during internationalisation with regard to income redistribution and policy areas taken over by international organisations, but it seems to increase in public spending. (vi) In the area of budget policy-making there are no signs that governments gain power at the expense of parliaments during internationalisation. (vii) To identify crucial democratic issues in a time of internationalisation and to make room for theoretical virtues like general applicability and normative fruitfulness, democracy may be defined as a kind of politics where as many as possible decide as much as possible.

The aim of this PhD thesis is to study accurately and in depth the figure and the literary production of the intellectual Jacopo Aconcio. This minor author of the 16th century has long been considered a sort of “enigmatic character”, a profile which results from the work of those who, for many centuries, have left his writing to its fate: a story of constant re-readings and equally incessant oversights. This is why it is necessary to re-read Aconcio’s production in its entirety and to devote to it a monographic study. Previous scholars’ interpretations will obviously be considered, but at the same time an effort will be made to go beyond them through the analysis of both published and manuscript sources, in the attempt to attain a deeper understanding of the figure of this man, who was a Christian, a military and hydraulic engineer and a political philosopher,. The title of the thesis was chosen to emphasise how, throughout the three years of the doctorate, my research concentrated in equal measure and with the same degree of importance on all the reflections and activities of Jacopo Aconcio. My object, in fact, was to establish how and to what extent the methodological thinking of the intellectual found application in, and at the same time guided, his theoretical and practical production. I did not mention in the title the author’s religious thinking, which has always been considered by everyone the most original and interesting element of his production, because religion, from the Reformation onwards, was primarily a political question and thus it was treated by almost all the authors involved in the Protestant movement - Aconcio in the first place. Even the remarks concerning the private, intimate sphere of faith have therefore been analysed in this light: only by acknowledging the centrality of the “problem of politicsin Aconcio’s theories, in fact, is it possible to interpret them correctly. This approach proves the truth of the theoretical premise to my research, that is to say the unity and orderliness of the author’s thought: in every field of knowledge, Aconcio applies the rules of the methodus resolutiva, as a means to achieve knowledge and elaborate models of pacific cohabitation in society. Aconcio’s continuous references to method can make his writing pedant and rather complex, but at the same time they allow for a consistent and valid analysis of different disciplines. I have not considered the fact that most of his reflections appear to our eyes as strongly conditioned by the time in which he lived as a limit. To see in him, as some have done, the forerunner of Descartes’ methodological discourse or, conversely, to judge his religious theories as not very modern, is to force the thought of an author who was first and foremost a Christian man of his own time. Aconcio repeats this himself several times in his writings: he wants to provide individuals with the necessary tools to reach a full-fledged scientific knowledge in the various fields, and also to enable them to seek truth incessantly in the religious domain, which is the duty of every human being. The will to find rules, instruments, effective solutions characterizes the whole of the author’s corpus: Aconcio feels he must look for truth in all the arts, aware as he is that anything can become science as long as it is analysed with method. Nevertheless, he remains a man of his own time, a Christian convinced of the existence of God, creator and governor of the world, to whom people must account for their own actions. To neglect this fact in order to construct a “character”, a generic forerunner, but not participant, of whatever philosophical current, is a dangerous and sidetracking operation. In this study, I have highlighted how Aconcio’s arguments only reveal their full meaning when read in the context in which they were born, without depriving them of their originality but also without charging them with meanings they do not possess. Through a historical-doctrinal approach, I have tried to analyse the complex web of theories and events which constitute the substratum of Aconcio’s reflection, in order to trace the correct relations between texts and contexts. The thesis is therefore organised in six chapters, dedicated respectively to Aconcio’s biography, to the methodological question, to the author’s engineering activity, to his historical knowledge and to his religious thinking, followed by a last section concerning his fortune throughout the centuries. The above-mentioned complexity is determined by the special historical moment in which the author lived. On the one hand, thanks to the new union between science and technique, the 16th century produces discoveries and inventions which make available a previously unthinkable number of notions and lead to a “revolution” in the way of studying and teaching the different subjects, which, by producing a new form of intellectual, involved in politics but also aware of scientific-technological issues, will contribute to the subsequent birth of modern science. On the other, the 16th century is ravaged by religious conflicts, which shatter the unity of the Christian world and generate theological-political disputes which will inform the history of European states for many decades. My aim is to show how Aconcio’s multifarious activity is the conscious fruit of this historical and religious situation, as well as the attempt of an answer to the request of a new kind of engagement on the intellectual’s behalf. Plunged in the discussions around methodus, employed in the most important European courts, involved in the abrupt acceleration of technical-scientific activities, and especially concerned by the radical religious reformation brought on by the Protestant movement, Jacopo Aconcio reflects this complex conjunction in his writings, without lacking in order and consistency, differently from what many scholars assume. The object of this work, therefore, is to highlight the unity of the author’s thought, in which science, technique, faith and politics are woven into a combination which, although it may appear illogical and confused, is actually tidy and methodical, and therefore in agreement with Aconcio’s own intentions and with the specific characters of European culture in the Renaissance. This theory is confirmed by the reading of the Ars muniendorum oppidorum, Aconcio’s only work which had been up till now unavailable. I am persuaded that only a methodical reading of Aconcio’s works, without forgetting nor glorifying any single one, respects the author’s will. From De methodo (1558) onwards, all his writings are summae, guides for the reader who wishes to approach the study of the various disciplines. Undoubtedly, Satan’s Stratagems (1565) is something more, not only because of its length, but because it deals with the author’s main interest: the celebration of doubt and debate as bases on which to build religious tolerance, which is the best method for pacific cohabitation in society. This, however, does not justify the total centrality which the Stratagems have enjoyed for centuries, at the expense of a proper understanding of the author’s will to offer examples of methodological rigour in all sciences. Maybe it is precisely because of the reforming power of Aconcio’s thought that, albeit often forgotten throughout the centuries, he has never ceased to reappear and continues to draw attention, both as a man and as an author. His ideas never stop stimulating the reader’s curiosity and this may ultimately be the best demonstration of their worth, independently from the historical moment in which they come back to the surface.

Das Ehrenamt hat sowohl in der Forschung als auch in der Politik seit Ende der 1980er Jahre zunehmend an Bedeutung gewonnen. Durch ökonomische und soziale Veränderungen, insbesondere die Reduktion staatlicher Leistungen, rückten Wohlfahrts- und Interessenverbände, Bürger- und Umweltinitiativen, Stiftungen und nichtstaatliche Organisationen verstärkt ins öffentliche Interesse. Damit einher ging die Diskussion um freiwillige, unentgeltliche Tätigkeit und die Personen, die diese Tätigkeiten ausüben. Offensichtlich sind nicht alle Menschen bereit, sich ehrenamtlich zu engagieren. Je nach Datenmaterial wird von einer bürgerschaftlichen Beteiligung am ehrenamtlichen Engagement zwischen 13% und 38% ausgegangen (vgl. Rauschenbach 1999: 400). Deshalb stellt sich neben Fragen nach der Funktion des Ehrenamts für die Ausgestaltung der modernen Gesellschaft und der Stabilisationsfunktion für Non-Profit-Organisationen u.a. auch die Frage danach, wie Bürgerinnen und Bürger für ehrenamtliche Dienste rekrutiert werden können. Es interessieren die Gründe dafür, dass sich manche Menschen freiwillig engagieren, während dies andere nicht tun. In der vorliegenden Arbeit soll das Augenmerk auf Personen gerichtet werden, die bereits freiwillig und unentgeltlich tätig sind. Dies schließt auch jene ein, die sich als Freigestellte in den entsprechenden Organisationen engagieren. Gefragt wird nach der Bedingung für die Motivation freiwillig tätiger Menschen, ihr Engagement aufrechtzuerhalten. Die langfristige Bindung Ehrenamtlicher an die Organisation steht damit im Vordergrund. Hiermit wird ein Beitrag zur Diskussion um die Aufrechterhaltung der Effizienzfähigkeit von Freiwilligenorganisationen geleistet, deren Ziel- und Zweckerreichung, so die These, durch die Motivation der Mitglieder maßgeblich getragen wird. Arbeits- und organisationstheoretische Arbeiten messen der Zufriedenheit von Personen dabei entscheidende Bedeutung zu. Die Besonderheit dieser Arbeit liegt in der Auseinandersetzung damit, Ansätze, die in der Forschung auf die Motivation von Angestellten in Unternehmen angewendet werden, auf die Motivation ehrenamtlich Tätiger theoretisch zu übertragen und diese Übertragung empirisch zu überprüfen. Am Beispiel des THW soll untersucht werden, ob die Motivation ehrenamtlicher Mitglieder von der Zufriedenheit mit dem Engagement abhängt.
