African freshwater fisheries: what needs to be managed?

The management of African freshwater fisheries in Southern African Development Coordination (SADC) countries is discussed. Changes in catch and fishing effort in the SADC freshwater fisheries in the past 50 years, the main causes behind the patterns of change in fishing effort, the effects of fishing effort and environment on the regeneration of fish stocks, as well as existing and proposed fisheries management regulations are investigated.

Surveys were carried, out on the Rivers Wolf, Thrushel, Lew and Lumburn, which are likely to be affected directly and indirectly by the construction and use of Roadford Reservoir. Of the upper reaches of three rivers to be affected directly by water releases, two were found to support abundant stocks of salmon and trout, and the third was found to contain abundant stocks of trout and eels. The River Thrushel will be affected indirectly and in this river salmon and trout stocks were present in slightly lower abundance than in others. Population estimates, densities, mean lengths and approximate biomass values were calculated. Other species were present in all rivers, usually in great abundance.

Private sector to invest in off-shore fishing and to encourage the financial incentives to be introduced for deep-sea fishing in Sri Lanka

The author discusses the financial aspects of private sector investment in off-shore fishing, with particular attention to tax incentives, such as those offered to tourist hotels, which are considered applicable to the current case of fishing vessel purchase, and the operation of the vessels themselves, hiring, publicity and profitability. Tax incentives which were introduced to encourage investment in the tourist industry should be introduced to encourage investment in the fishing industry on the lines presented. It is essential that wide publicity be given for the incentives introduced so as to achieve the desired results.
