Aquest document se centra en els casos dels dos principals partits espanyols (PP i PSOE) i catalans (PSC i CDC) en el període immediatament després de les eleccions generals espanyoles de maig de 2008, quan aquests celebraren els seus congressos. En general, es poden distingir tres tipus d'actors: en primer lloc, els ciberactivistes que tracten d'obtenir el reconeixement formal de la seva activitat en els seus partits. Així com, els líders del partit que poden intentar promoure la presència del partit en el ciberespai, però que també poden romandre indecisos perquè no és clar l'impacte electoral a la xarxa del ciberactivisme. Finalment, alguns militants tradicionals (off-line) solen ser reticents al reconeixement del ciberactivisme perquè amenaça les recompenses previstes dins del partit. Aquest article mostra com els nostres partits varen respondre al desafiament del ciberactivisme i arriba a la conclusió que la seva situació electoral, mediada per la seva ideologia, estructura organitzativa i el tipus de militància, poden ajudar-nos a comprendre el grau diferent d'institucionalització en l'organització del partit.

El desenvolupament de les tecnologies de la informació i la comunicació (TIC) durant els darrers quaranta anys del segle XX i la seva incorporació en els diferents àmbits de l'activitat humana ens porten a plantejar-nos, al començament del segle XXI, quines són les transformacions profundes que acompanyen aquests fets i quines són les conseqüències que, com a mínim a curt termini, comporten. El focus d'aquest projecte és l'anàlisi dels processos de transformació de la vida acadèmica universitària en l'àmbit català, la seva vinculació amb la realitat actual i les repercussions que els processos esmentats tenen en la societat en general. De manera més específica, l'objectiu és, en primer lloc, explorar amb una perspectiva global la incorporació d'Internet a les universitats catalanes i, en segon lloc, analitzar els processos de canvi que aquest fet comporta en els processos de formació i recerca de la Universitat Rovira i Virgili (URV). Aquest informe presenta els resultats de tres estudis concrets, cadascun dels quals té uns objectius, una metodologia i una discussió particulars: Configuració de la xarxa d'universitats catalanes: connexió física i projectes compartits, Presència de les universitats catalanes a Internet, i Estudi de cas: la URV.

Human Immunodeficiency Virus continues to be a pandemic. Spain is one of the European countries with the highest incidence of HIV. Within Catalonia, Spain many projects have been implemented with the intention of improving HIV knowledge and lowering the incidence. HIV knowledge is also known to have a positive effect on lowering stigma and discrimination of the people living with HIV. However, few studies study the distribution of HIV knowledge and its association to HIV status, age, sex, geographical zone of origin and level of education within the same study. Objectives: To identify if HIV knowledge is associated with HIV status, age, sex, geographical zone of origin and level of education. Method: Quantitative, cross-sectional, centre-based study comprising of people receiving an HIV test in Catalonia, Spain. Data will be collected from the 11 HIV Non-Governmental Organisations in Catalonia, Spain. The Brief HIV Knowledge Scale will be used to assess HIV knowledge; information from the HIV test session will be used to assess HIV status, age, sex, geographic zone of origin and level of education. The association between HIV knowledge and the afore mentioned variables will then be calculated.

Este Proyecto Final de Carrera (PFC) consiste en la realización de un estudio sobre la importancia que tiene la competencia comunicativa escrita en el ámbito profesional de las organizaciones del sector TIC ( Tecnología de la Información y Comunicaciones). En este estudio se recoge la valoración de expertos sobre la competencia de la comunicación escrita tanto desde el ámbito laboral como desde el académico ( fundamentalmente debido a la adaptación al EEES en los planes de estudio de las universidades con titulaciones TIC) a través de diferentes artículos y otros documentos. Además también se muestra la valoración que otorgan tanto egresados en empresas del sector como estudiantes de ingeniería informática en la UOC sobre dicha competencia mediante los datos recogidos en cuestionarios.

HypatiaSalud will be the freely accessible institutional repository for the Public Health System in Andalucía, Spain. Open access and new technologies have changed dramatically the environment in which research is being conducted and disseminated. Traditionally University has been the universal research provider, but at present time there are Government Organizations, as Public Health Systems, which are large-producers of research. Meanwhile most universities are running institutional repositories or have plans of setting up institutional repositories in the short-term, there are not many Government Organizations working on that direction. In this sense, HypatiaSalud represents an innovative initiative. Objectives: - Enhancing institutional efficiency, effectiveness and opportunities for knowledge exchange. -Expanding access and greater use of research findings to a much wider range of users increasing the visibility and reputation of Andalusian Public Health System. - Providing the foundation for effective gathering and long-term preservation of research output. Methodology. Phase I: Researching and learning from other institutional repositories. Phase II: Designing and planning the financial, organizational, legal and technical underlying issues. Phase III: Launching the service. Phase IV: Running the service. Outcomes. Bibliometrics: catalog of the research output of the Institution, in order to determine the conditions to include this scientific output in the Institutional Repository: direct deposit, deposit after a period of embargo, or closed access when publisher will not grant permission. Promote a mandate for the deposit of all peer-reviewed final drafts (postprints) for institutional record-keeping purposes. Access to that immediate postprint deposit in HypatiaSalud may be set immediately as ‘Open Access’ if copyright conditions allows; otherwise access can be set as ‘Closed Access’. International Standards application: HypatiaSalud will support OAI-PMH and DRIVER, to allow that central repositories could harvest its content or metadata. Development of human resources strategies in order to foster self-archiving through merit acknowledge and accreditation. Conclusions. It seems likely that setting up an Institutional Repository for the Public Health System in Andalucía would have substantial net benefits in the longer term for the Institution, despite the lag between the costs and realisation of benefits.

After decades of management reforms in the public sector, questions on the impact of leader-ship behavior in public organizations have been attracting increasing attention. This paper investigates the relationship between transformational leadership behavior and organizational citizenship behavior as one major extra-role outcome of transformational leadership. Refer-ring to a growing body of research that shows the importance of public service values and employee identification in public administration research, we include public service motiva-tion and organizational goal clarification as mediating variables in our analysis. Structural equation modeling is applied as the method of analysis for a sample of 569 public managers at the local level of Switzerland. The findings of our study support the assumed indirect relation-ship between leadership and employee behavior and emphasize the relevance of public ser-vice values when analyzing leadership behavior in public sector organizations.

The Andalusian eHealth Library (Biblioteca Virtual del Sistema Sanitario Público de Andalucía, BV-SSPA), created in June 2006 as a strategic action of the Andalusian Government with the aim of becoming the engine for the knowledge management of the health system in the region, has meant a radical change of mind in the way libraries can be managed: - As a regional library, it coordinates the 42 document library centers of the hospital network. - It is an organization in charge of its own budget and management. - It is the only intermediary for contracting health science resources. These factors have empowered the library in its dealings with other organizations such as stakeholders, suppliers, universities, etc. The centralization of the purchasing and the librarian network has made this library strong enough to deal with the economic recession and budgetary problems.

ABSTRACT This paper addresses the changes in university-industry relations in Brazil regarding innovation activities. It is based on a survey of articles published in major national journals or presented at the most relevant Brazilian and regional conferences, between 1980 and 2012. The year 1980 was chosen due to the creation of the Technological Innovation Offices (NITs), which was the first government initiative to encourage knowledge transfer from universities to companies; the second was the Innovation Act of 2004. Our assumption was that after the Act the number of academic papers on this subject would increase, bringing new ideas and propositions of models to enhance this relationship. The methodology employed a qualitative, exploratory approach, using bibliographical research and a bibliometric analysis of 247 papers. Literature review of international studies shows the discussion of problems and suggestions for improvements, while in Brazil there is still a debate on whether this collaboration should occur, and if this is a legitimate role for the university. Despite the numerical growth, the content analysis showed few papers on new configurations and procedures for partnership management. We conclude that university-industry relations are not a regular and totally accepted process in Brazilian public universities, which reflect an ideological bias against cooperation with firms.

We consider electroencephalograms (EEGs) of healthy individuals and compare the properties of the brain functional networks found through two methods: unpartialized and partialized cross-correlations. The networks obtained by partial correlations are fundamentally different from those constructed through unpartial correlations in terms of graph metrics. In particular, they have completely different connection efficiency, clustering coefficient, assortativity, degree variability, and synchronization properties. Unpartial correlations are simple to compute and they can be easily applied to large-scale systems, yet they cannot prevent the prediction of non-direct edges. In contrast, partial correlations, which are often expensive to compute, reduce predicting such edges. We suggest combining these alternative methods in order to have complementary information on brain functional networks.

Immigrant and refugee newcomers have an important role in Iowa. These newcomers have revitalized many Iowa communities, workplaces and faith-based institutions. The arrival of immigrants and refugees poses challenges as well as rewards; understanding and addressing these issues is vital to welcoming and accommodating new Iowans and assuring their part in the long-term economic and social health of our state. This handbook represents a unique collaboration between the University of Northern Iowa (UNI) and Ecumenical Ministries of Iowa (EMI). The goal of this collaboration is to create a guidebook for Iowans to learn more about Iowa’s growing immigrant and refugee population and discover ways to welcome these newcomers and accommodate them in our communities and churches. The unique nature of this joint publication between a public university and Christian churches acknowledges that both institutions have a stake in accommodating immigrants in Iowa. UNI and all institutions of higher education need to support population growth to assure future enrollments. Churches and many other community institutions need immigrants and other newcomers to help maintain their viability. Universities and churches also need healthy local economies. Newcomers can provide much needed skills and labor to make this happen. In short, His collaboration recognizes that making immigration in Iowa work has important long-term implications for us all. This book was written and compiled by two university faculty members, but it is not an official university endorsement of Christianity as the only religion practiced and accepted by Iowans, and no university funds were used to print or distribute this handbook. This handbook is written for Iowa’s Christian community and is based on the Biblical mandate to welcome newcomers, but we acknowledge Iowa’s other religious groups and their role in accommodating newcomers as well. We readily acknowledge that other faith-based organizations also welcome newcomers and have a stake in making immigration a positive experience. In order to accommodate the perspectives and needs of these groups, the UNI New Iowans Program is planning to develop similar handbooks for Iowa’s Jewish and Muslim communities. This handbook includes a number of resource lists for individuals, newcomers, churches and others. Of course, as soon as these lists are printed, they may become out-of-date. In line with the rights and incentives provided by the Bayh-Dole Act of 1980, U.S. universities have increased their involvement in patenting and licensing activities through their own technology transfer offices. Only a few U.S. universities are obtaining large returns, however, whereas others are continuing with these activities despite negligible or negative returns. We assess the U.S. universities’ potential to generate returns from licensing activities by modeling and estimating quantiles of the distribution of net licensing returns conditional on some of their structural characteristics. We find limited prospects for public universities without a medical school everywhere in their distribution. Other groups of universities (private, and public with a medical school) can expect significant but still fairly modest returns only beyond the 0.9th quantile. These findings call into question the appropriateness of the revenue-generating motive for the aggressive rate of patenting and licensing by U.S. universities.

We present a new method for constructing exact distribution-free tests (and confidence intervals) for variables that can generate more than two possible outcomes.This method separates the search for an exact test from the goal to create a non-randomized test. Randomization is used to extend any exact test relating to meansof variables with finitely many outcomes to variables with outcomes belonging to agiven bounded set. Tests in terms of variance and covariance are reduced to testsrelating to means. Randomness is then eliminated in a separate step.This method is used to create confidence intervals for the difference between twomeans (or variances) and tests of stochastic inequality and correlation.
