We compute the E-polynomials of the moduli spaces of representations of the fundamental group of a complex curve of genus g = 3 into SL(2, C), and also of the moduli space of twisted representations. The case of genus g = 1, 2 has already been done in [12]. We follow the geometric technique introduced in [12], based on stratifying the space of representations, and on the analysis of the behaviour of the E-polynomial under fibrations.

We pursue a comparative analysis of employers’ age management practices in Britain and Germany, asking how valid ‘convergence’ and ‘Varieties of Capitalism’ theories are. After rejecting the convergence verdict, we proceed to ask how far ‘path dependence’ helps explain inter-country differences. Through 19 interviews with British and German experts, we find that firms have reacted in different ways to promptings from the EU and the two states. Change has been modest and a rhetoric-reality gap exists in firms as they seek to hedge. We point to continuities in German institutional methods of developing new initiatives, and the emerging role of British NGOs in helping firms and the state develop new options. We argue that ‘path dependence’ offers insight into the national comparison, but also advance the idea of national modes of firm optionexploration as an important way of conceptualizing the processes involved.

Ageing workforces are placing conflicting pressures on European trade unions in order to, on the one hand, protect pensions and early retirement routes, and, on the other, promote human resource management (HRM) policies geared towards enabling their older members to extend working life. Using interviews from German and United Kingdom (UK) trade unions, we discuss how unions are both constrained and enabled by pre-existing institutional structures in advocating approaches to age management. In Germany, some unions use their strong institutional role to affect public policy and industrial change at national and sectoral levels. UK unions have taken a more defensive approach, focused on protecting pension rights. The contrasting varieties of capitalism, welfare systems and trade unions’ own orientations are creating different pressures and
mechanisms to which unions need to respond. While the German inclusive system is providing unions with mechanisms for negotiating collectively at the national level, UK unions’ activism remains localized.

This paper engages with the varieties of capitalism literature to investigate the employee representation and consultation approaches of liberal market economy multinational companies (MNCs), specifically Australian, British and US MNCs operating in Australia. While the literature would suggest commonality amongst these MNCs, the paper considers whether the evidence points to similarity or variation amongst liberal market headquartered MNCs. The findings contribute to filling a recognized empirical gap on MNC employment relations practice in Australia and to a better understanding of within category varieties of capitalism similarity and variation. Drawing on survey data from MNCs operating in Australia, the results demonstrated that UK-owned MNCs were the least likely to report collective structures of employee representation. Moreover, it was found that Australian MNCs were the most likely to engage in collective forms of employee representation and made less use of direct consultative mechanisms relative to their British and US counterparts. In spite of the concerted individualization of the employment relations domain over previous decades, Australian MNCs appear to have upheld more long-standing national institutional arrangements with respect to engaging with employees on a collective basis. This varies from British and US MNC approaches which denotes that our results display within category deviation in the variety of capitalism liberal market economy typology. Just as Hall and Soskice described their seminal work on liberal market economy (LME) and coordinated market economy (CME) categories as a “work-in-progress” (2001: 2), we too suggest that Australia’s evolution in the LME category, and more specifically its industrial relations system development, and the consequences for employment relations practices of its domestic MNCs, may be a work-in-progress.

L'intégration européenne occasionne de multiples dilemmes pour les organisations syndicales, habitués à exercer leurs répertoires d'action dans un espace d'État-nation. Parmi les dilemmes spécifiquement liés à la gouvernance multiniveaux européenne, nous comptons la mobilité de la main-d'œuvre et la création d'un marché unique pour les services. Cette thèse examine les stratégies des organisations syndicales danoises et suédoises de trois secteurs pour s'attaquer à ces deux dilemmes. Des approches néo-institutionnalistes, notamment celle concernant les « variétés du capitalisme », s'attendraient à des réponses relativement uniformes, axées sur les fortes complémentarités institutionnelles nationales, tenant compte de la nature coordonnée des relations industrielles scandinaves. Notre thèse confirme que les institutions nationales jouent un rôle important pour atténuer les impacts de l'intégration économique, au fur et à mesure que l'intégration progresse. L'analyse de nos cas, basée sur plus de soixante entretiens semi-dirigés effectués en Europe, nous permet cependant d'affirmer un rôle également important pour des facteurs endogènes, notamment l'entrepreneuriat institutionnel et les capacités stratégiques.

Cette thèse s’inscrit au cœur du chantier de réflexion sur l’interaction entre les États et les entreprises multinationales qui s’impose dans le contexte de l’accélération actuelle du processus de mondialisation de l’économie capitaliste. Nous l’abordons sous l’angle plus particulier des multinationales et de leur engagement institutionnel au sein des organisations, associations, forums ou réseaux qui contribuent à la définition et parfois même à la gestion des différentes politiques publiques orientées vers le développement économique, l’innovation et le marché du travail. Quelles sont les différentes facettes de l’engagement institutionnel des filiales de multinationales au Canada ? Comment ces comportements peuvent-ils être influencés par les différentes caractéristiques et stratégies de ces entreprises ? Un modèle théorique large, empruntant des hypothèses aux nombreuses approches théoriques s’intéressant aux comportements généraux des multinationales, est testé à l’aide d’analyses quantitatives de données obtenues dans le cadre d’une enquête auprès des multinationales au Canada associée au projet international INTREPID. D’abord, cette thèse permet une opérationnalisation plus précise du concept d’« imbrication de la firme » à travers la notion d’engagement institutionnel. Elle met en évidence les différentes dimensions de ce phénomène et remet en question la vision « essentiellement » positive qui l’entoure. Les résultats de cette thèse viennent questionner de la centralité des approches macro-institutionnalistes, particulièrement celle associée aux Variétés du capitalisme, dans les études sur les multinationales. Ils réaffirment par contre l’importance des différentes approches économiques et démontrent plus particulièrement la pertinence de la théorie de la dépendance aux ressources et l’impact de la présence d’un acteur structuré venant faire le contrepoids aux gestionnaires. Malgré nos efforts de théorisation, nous sommes incapable d’observer un effet modérateur des facteurs stratégiques sur l’impact du pays d’origine dans la détermination de l’engagement institutionnel. Cette thèse offre des indications permettant de cibler les interventions institutionnelles qui cherchent à « attacher » les multinationales à l’économie canadienne. Elle met aussi en évidence la contribution d’acteurs indirects dans la consolidation des relations d’engagement institutionnel et plus particulièrement le rôle positif que peuvent jouer les syndicats dans certains forums ou réseaux.

Ce mémoire cherche à comprendre un paradoxe : les États-providence les plus généreux, façonnés par des partis sociaux-démocrates, sont financés par des taxes beaucoup plus régressives que les États-providence les moins généreux où les partis de droite, plus souvent au pouvoir, mettent en place une taxation plus progressive. Pour comprendre ce paradoxe, ce mémoire débute en analysant les pressions induites par la mondialisation des capitaux sur la taxation. Ensuite, le mémoire explore les causes institutionnelles des régimes fiscaux en effectuant une revue de la littérature analytique. Ces contraintes institutionnelles et fonctionnelles sur le comportement et les préférences des acteurs politiques permettent de définir trois idéaux-types de régimes fiscaux. Ces idéaux-types cadrent avec la typologie des régimes d’État-providence d’Esping-Andersen. En regroupant des typologies sur les régimes fiscaux et les régimes d’État-providence, ce mémoire souligne que le financement des politiques publiques représente une composante cruciale de l’économie politique de l’État-providence.

This paper uses the large-scale Cranet data to explore the extent of non-standard working time (NSWT) across Europe and to highlight the contrasts and similarities between two different varieties of capitalism (coordinated market economies and liberal market economies). We explore variations in the extent of different forms of NSWT (overtime, shift working and weekend working) within these two different forms of capitalism, controlling for firm size, sector and the extent of employee voice. Overall, there was no strong link between the variety of capitalism and the use of overtime and weekend working though shift working showed a clear distinction between the two varieties of capitalism. Usage of NSWT in some service sectors was particularly high under both forms of capitalism and service sector activities had a particularly marked influence on the use of overtime in liberal market economies. Surprisingly, strong employee voice was associated with greater use of NSWT.

This paper brings a comparative aspect to the analysis of direct involvement as the foundation for partnership. It considers how various forms of direct involvement can represent components of a broader partnership paradigm of people management, or a limited shallow partnership concession to facilitate the diffusion of top-down human resource management policies. Through the use of survey evidence, we explore the settings in which involvement is more likely to be encountered. Contrary to predictions in much of the literature as to their universal applicability, we found that they tended to be concentrated in specific locales, organisational types and sectors, as part and parcel of wider cooperative production paradigms; in practical terms, if involvement is a prerequisite for meaningful partnership, then the latter is more likely to be encountered in more coordinated varieties of capitalism. This does not suggest, however, that ‘shallow’ or instrumentalist partnerships do not occur, or that in infertile ground genuine partnerships are not possible. On one hand, national variations encountered were broadly on the lines of the literature on comparative capitalism. On the other hand, there was much diversity within national settings; we identify the contexts in which such engagement is more or less likely and consider the implications.

This study critically evaluates industrial relations (IR) in South-Eastern Europe and points towards future practical and research-oriented opportunities in the region. A survey of organizational policies and practices has been used to explore the state of IR in both private and public organizations in this region. Specifically, the data, collected in 2009–2010 (including the latest changes due to the economic crisis), cover 840 different organizations located in Slovenia, Serbia, Bulgaria, Greece and Cyprus. We discuss the development of ‘regional-specific’ IR policies, the ‘importing’ of varieties of capitalism models, the diffusion of the European Union social model and the role of foreign MNCs in changing IR in the region.

Preferences and interests of SN and LO about labour migration in the early 2000s The article uses a political economy approach to analyze the preferences of the social partners SN and LO and to identify the coincided and disparate interests which the two organizations tried to defend in relation to labour migration in the debate prior to the Swedish labour migration policy reform in 2008. In contrast to presumptions by Varieties of Capitalism (VoC) scholars,the results of this article reveal that SN has preferred a market-liberal labour migration policy regime at odds with institutional traditions of the Swedish labour market model. However, LO has instead preferred a state-coordinated and regulated labour migration policy regime. In contrast to SN, LO’s preferences reflected basic trade union interests to limit the supply of labour and to minimize potential negative effects for the functioning of the Swedish labour market model. Moreover, the article suggests the importance of changed power relations between the social partners and a shift of Swedish government to explain SN’s influence in the debate prior to the labour migration policy change 2008 in a market-liberal direction.

Besides analyzing capitalist societies historically and think them in terms of phases or stages, we may compare different models or varieties of capitalism. In this work I make a survey of the literature on this subject, distinguish the classification that have a production or business approach to the ones that use mainly a political criterion. And present my own view on the matter that views five forms of capitalism. Among the rich countries, I see the “liberal-democratic or Anglo-Saxon model, the social or European model, and endogenous social integration or Japanese model; among developing countries, I distinguish the Asian developmental model from the liberal-dependent model that characterizes most other developing countries including Brazil.

Esta dissertação tem o objetivo de estudar, entre diferentes modelos de organização econômica, aspectos da feição do arranjo financeiro brasileiro, com ênfase sobre os bancos públicos agentes de mercado no Brasil. A pesquisa está divida em uma etapa eminentemente jurídica, de sistematização e análise de normas e decisões judiciais; e uma leitura de economia política do contexto em que essas variáveis jurídicas estão inseridas. As normas pesquisadas analisam a constituição e o funcionamento do arranjo financeiro brasileiro, identificando elementos que constituem um maior protagonismo dos bancos oficiais no Sistema Financeiro Nacional, como, por exemplo, as funções de política econômica e mecanismos de poupança e depósito compulsórios. Entre outras normas, merecem destaque a Lei 4.595/64 e a Constituição Federal de 1988. A pesquisa de decisões judiciais, por sua vez, estuda o contexto e os principais argumentos de ações que envolveram um aspecto sensível na coexistência de bancos públicos e privados: a possibilidade de bancos oficiais depositarem e gerirem recursos em caráter de exclusividade. A leitura de economia política feita no segundo capítulo consiste em ampliar a lente de análise sobre o arranjo financeiro baseado em bancos públicos. Para tanto, serão analisados alguns modelos de organização econômica, divididos pela literatura de variedades de capitalismo em economias de mercado liberais e coordenadas. Ao interpretar esses modelos para o contexto econômico brasileiro, nota-se que o Brasil se valeu de mecanismos de coordenação distintos dos demais apresentados na literatura: uma coordenação pública da economia de mercado, enquanto alternativa para superar gargalos específicos do desenvolvimento econômico nacional. O Brasil, portanto, valendo-se de mecanismos de coordenação próprios, desenha o seu arranjo financeiro a partir de uma singularidade institucional: a possibilidade dos bancos oficiais poderem operar, exclusivamente, determinados recursos mesmo em uma economia de mercado; conta com mecanismos de coordenação eminentemente públicos, mas, ao mesmo tempo, deixando claro que existem mecanismos de mercado e concorrenciais estabelecidos e que devem ser observados. Essa dicotomia, entre bancos oficiais e privados, com um maior protagonismo dos bancos públicos em uma economia de mercado é que constitui, principalmente, essa singularidade institucional.

A abordagem da Variedades de Capitalismo (VoC) tem se mostrado uma poderosa e influente lente de análise da literatura mais antiga do capitalismo comparativo. Inicialmente concebida para aplicação imediata em economias capitalistas desenvolvidas do Norte, tem sido manejada para explicar aspectos econômicos e institucionais em contextos diversos. O presente trabalho traz como questão a adequação e suficiência dessa abordagem para compreensão de economias em desenvolvimento na América Latina. Partindo de uma aplicação teórica dessa abordagem para analisar as economias políticas da região e procedendo à uma avaliação crítica do sucesso dessa aplicação, a hipótese do presente trabalho é a de que, embora útil para explicar muitos aspectos dessas economias em desenvolvimento, ela é insuficiente e falha na compreensão completa desses capitalismos, sobretudo por não captar o papel preponderante do estado em suas conformações.
