The Obama administration's recurring policy emphasis on high-performing charter schools begs the obvious question: how do you identify a high-performing charter school? That is a crucially important policy question because any evaluation strategy that incorrectly identifies charter school performance could have negative effects on the economically and/or academically disadvantaged students who frequently attend charter schools. If low-performing schools are mislabeled and allowed to persist or encouraged to expand, then students may be harmed directly. If high-performing schools are driven from the market by misinformation, then students will lose access to programs and services that can make a difference in their lives. Most of the scholarly analysis to date has focused on comparing the performance of students in charter schools to that of similar students in traditional public schools (TPS). By design, that research measures charter school performance only in relative terms. Charter schools that outperform similarly situated, but low performing, TPSs have positive effects, even if the charter schools are mediocre in an absolute sense. This analysis describes strategies for identifying high-performing charter schools by comparing charter schools with one another. We begin by describing salient characteristics of Texas charter schools. We follow that discussion with a look at how other researchers across the country have compared charter school effectiveness with TPS effectiveness. We then present several metrics that can be used to identify high-performing charter schools. Those metrics are not mutually exclusive—one could easily justify using multiple measures to evaluate school effectiveness—but they are also not equally informative. If the goal is to measure the contributions that schools are making to student knowledge and skills, then a value-added approach like the ones highlighted in this report is clearly superior to a levels-based approach like that taken under the current accountability system.

With most clinical trials, missing data presents a statistical problem in evaluating a treatment's efficacy. There are many methods commonly used to assess missing data; however, these methods leave room for bias to enter the study. This thesis was a secondary analysis on data taken from TIME, a phase 2 randomized clinical trial conducted to evaluate the safety and effect of the administration timing of bone marrow mononuclear cells (BMMNC) for subjects with acute myocardial infarction (AMI).^ We evaluated the effect of missing data by comparing the variance inflation factor (VIF) of the effect of therapy between all subjects and only subjects with complete data. Through the general linear model, an unbiased solution was made for the VIF of the treatment's efficacy using the weighted least squares method to incorporate missing data. Two groups were identified from the TIME data: 1) all subjects and 2) subjects with complete data (baseline and follow-up measurements). After the general solution was found for the VIF, it was migrated Excel 2010 to evaluate data from TIME. The resulting numerical value from the two groups was compared to assess the effect of missing data.^ The VIF values from the TIME study were considerably less in the group with missing data. By design, we varied the correlation factor in order to evaluate the VIFs of both groups. As the correlation factor increased, the VIF values increased at a faster rate in the group with only complete data. Furthermore, while varying the correlation factor, the number of subjects with missing data was also varied to see how missing data affects the VIF. When subjects with only baseline data was increased, we saw a significant rate increase in VIF values in the group with only complete data while the group with missing data saw a steady and consistent increase in the VIF. The same was seen when we varied the group with follow-up only data. This essentially showed that the VIFs steadily increased when missing data is not ignored. When missing data is ignored as with our comparison group, the VIF values sharply increase as correlation increases.^

This paper presents a high-power high efficiency PA design method using load pull technique. Harmonic impedance control at the virtual drain is accomplished through the use of tunable pre-matching circuits and modeling of package parasitics. A 0.5 µm GaN high electron mobility transistor (HEMT) is characterized using the method, and loadpull measurements are simulated illustrating the impact of varying 2nd and 3rd harmonic termination. These harmonic terminations are added to satisfy conditions for class-F load pull. The method is verified by design and simulation of a 40-W class-F PA prototype at 1.64 GHz with 76% drain efficiency and 10 dB gain (70% PAE).

We present a tutorial overview of Ciaopp, the Ciao system preprocessor. Ciao is a public-domain, next-generation logic programming system, which subsumes ISO-Prolog and is specifically designed to a) be highly extensible via librarles and b) support modular program analysis, debugging, and optimization. The latter tasks are performed in an integrated fashion by Ciaopp. Ciaopp uses modular, incremental abstract interpretation to infer properties of program predicates and literals, including types, variable instantiation properties (including modes), non-failure, determinacy, bounds on computational cost, bounds on sizes of terms in the program, etc. Using such analysis information, Ciaopp can find errors at compile-time in programs and/or perform partial verification. Ciaopp checks how programs cali system librarles and also any assertions present in the program or in other modules used by the program. These assertions are also used to genérate documentation automatically. Ciaopp also uses analysis information to perform program transformations and optimizations such as múltiple abstract specialization, parallelization (including granularity control), and optimization of run-time tests for properties which cannot be checked completely at compile-time. We illustrate "hands-on" the use of Ciaopp in all these tasks. By design, Ciaopp is a generic tool, which can be easily tailored to perform these and other tasks for different LP and CLP dialects.

The growth of the Internet has increased the need for scalable congestion control mechanisms in high speed networks. In this context, we propose a rate-based explicit congestion control mechanism with which the sources are provided with the rate at which they can transmit. These rates are computed with a distributed max-min fair algorithm, SLBN. The novelty of SLBN is that it combines two interesting features not simultaneously present in existing proposals: scalability and fast convergence to the max-min fair rates, even under high session churn. SLBN is scalable because routers only maintain a constant amount of state information (only three integer variables per link) and only incur a constant amount of computation per protocol packet, independently of the number of sessions that cross the router. Additionally, SLBN does not require processing any data packet, and it converges independently of sessions' RTT. Finally, by design, the protocol is conservative when assigning rates, even in the presence of high churn, which helps preventing link overshoots in transient periods. We claim that, with all these features, our mechanism is a good candidate to be used in real deployments.

This article presents a mathematical method for producing hard-chine ship hulls based on a set of numerical parameters that are directly related to the geometric features of the hull and uniquely define a hull form for this type of ship. The term planing hull is used generically to describe the majority of hard-chine boats being built today. This article is focused on unstepped, single-chine hulls. B-spline curves and surfaces were combined with constraints on the significant ship curves to produce the final hull design. The hard-chine hull geometry was modeled by decomposing the surface geometry into boundary curves, which were defined by design constraints or parameters. In planing hull design, these control curves are the center, chine, and sheer lines as well as their geometric features including position, slope, and, in the case of the chine, enclosed area and centroid. These geometric parameters have physical, hydrodynamic, and stability implications from the design point of view. The proposed method uses two-dimensional orthogonal projections of the control curves and then produces three-dimensional (3-D) definitions using B-spline fitting of the 3-D data points. The fitting considers maximum deviation from the curve to the data points and is based on an original selection of the parameterization. A net of B-spline curves (stations) is then created to match the previously defined 3-D boundaries. A final set of lofting surfaces of the previous B-spline curves produces the hull surface.

The Privacy by Design approach to systems engineering introduces privacy requirements in the early stages of development, instead of patching up a built system afterwards. However, 'vague', 'disconnected from technology', or 'aspirational' are some terms employed nowadays to refer to the privacy principles which must lead the development process. Although privacy has become a first-class citizen in the realm of non-functional requirements and some methodological frameworks help developers by providing design guidance, software engineers often miss a solid reference detailing which specific, technical requirements they must abide by, and a systematic methodology to follow. In this position paper, we look into a domain that has already successfully tackled these problems -web accessibility-, and propose translating their findings into the realm of privacy requirements engineering, analyzing as well the gaps not yet covered by current privacy initiatives.

It is shown that the sequence-ordering tendencies induced by design into different fast-folding, thermally stable native structures interfere. This interference results in a type of quasiorthogonality between optimal native structures, which divides sequence space into fast-folding, thermally stable families surrounded by slow-folding, low stability shells. A concrete example of this effect is provided by using a simple α carbon type model in which a complete correspondence is established between sequence and structure. It is speculated that gaps can occur in the space of protein-like sequences separating the sequence families and resulting in a mechanism for stability and diversity of protein sequence information.

The central structural feature of natural proteins is a tightly packed and highly ordered hydrophobic core. If some measure of exquisite, native-like core packing is necessary for enzymatic function, this would constitute a significant obstacle to the development of novel enzymes, either by design or by natural or experimental evolution. To test the minimum requirements for a core to provide sufficient structural integrity for enzymatic activity, we have produced mutants of the ribonuclease barnase in which 12 of the 13 core residues have together been randomly replaced by hydrophobic alternatives. Using a sensitive biological screen, we find that a strikingly high proportion of these mutants (23%) retain enzymatic activity in vivo. Further substitution at the 13th core position shows that a similar proportion of completely random hydrophobic cores supports enzyme function. Of the active mutants produced, several have no wild-type core residues. These results imply that hydrophobicity is nearly a sufficient criterion for the construction of a functional core and, in conjunction with previous studies, that refinement of a crudely functional core entails more stringent sequence constraints than does the initial attainment of crude core function. Since attainment of crude function is the critical initial step in evolutionary innovation, the relatively scant requirements contributed by the hydrophobic core would greatly reduce the initial hurdle on the evolutionary pathway to novel enzymes. Similarly, experimental development of novel functional proteins might be simplified by limiting core design to mere specification of hydrophobicity and using iterative mutation-selection to optimize core structure.

Site-specific recombination offers a potential way to alter a living genome by design in a precise and stable manner. This potential requires strategies which can be used to regulate the recombination event. We describe a strategy to regulate FLP recombinase activity which relies on expressing FLP as a fusion protein with steroid hormone receptor ligand binding domains (LBDs). In the absence of a ligand cognate to the LBD, the recombinase activity of the fusion protein is extremely low. Upon ligand administration, recombinase activity is rapidly induced. These results outline the basis for inducible expression or disruption strategies based on inducible recombination. Additionally, we have exploited the conditional nature of FLP-LBD fusion proteins to direct integration of a plasmid into a specific genomic site at frequencies approaching the frequency of random integration.

O projeto é uma etapa importante do empreendimento do subsetor Edificações, pois é o momento em que muitas decisões sobre o seu desempenho e a execução podem ser tomadas. Por essa razão, essa etapa é estratégica em relação à sustentabilidade ambiental. O objetivo geral da presente tese é propor diretrizes de gestão para empresas de projeto com foco no atendimento a requisitos ambientais em projetos de edificações. Para atingir o objetivo proposto, três etapas de pesquisa foram realizadas. A Etapa 1 tem foco no diagnóstico das práticas de algumas empresas que atuam no mercado: empresas de projeto de edificações e de consultoria em sustentabilidade ambiental. Os métodos utilizados nessa etapa são pesquisa-ação, questionário e pesquisa exploratória. Na Etapa 2 da pesquisa, três estudos de caso envolvendo empresas de projeto da cidade de São Paulo foram realizados, a fim de analisar a sua gestão com foco em sustentabilidade ambiental. Na Etapa 3, uma pesquisa survey foi realizada buscando investigar, de modo mais abrangente, se a sustentabilidade ambiental é considerada nos processos gerenciais das empresas. Os principais resultados dos estudos mostram que há fatores externos e internos à empresa que influenciam em sua reação frente às demandas de mercado ou da sociedade; a consideração da sustentabilidade ambiental pela empresa de projeto trouxe mudanças aos seus processos gerenciais. Esses resultados e a literatura fundamentaram a proposição de diretrizes de orientação de gestão para empresas de projeto com foco no atendimento a requisitos ambientais. A gestão propicia um ambiente mais favorável aos conceitos de sustentabilidade, durabilidade e desempenho.

Throughout the twenty-first century the United States (U.S.) has attempted to balance its traditional national security interests, whilst also seeking to promote the long-term transformation of the Middle East and North Africa (MENA) towards democracy based on liberal values. With the September 11, 2001 terrorist attacks providing a catalyst for policy change, the U.S. has moved away from its twentieth-century policy of pursuing a regional status quo and instinctively balking at political change. Yet, the U.S. has not abandoned its reliance on autocratic regimes that cooperate on more immediate national security interests such as counter-terrorism, counter-proliferation, and the free-flow energy sources into the global market. Rather, U.S. democracy promotion in the MENA has become incremental by design and is characterized by its gradualist and often collaborative nature. U.S. foreign policy in the MENA is, therefore, depicted by a cautious evolutionary stance rather than supporting revolutionary shifts in power.
