La corrupción sigue siendo uno de los principales problemas del Estado de Derecho en el siglo XXI. Su incidencia reduce la eficacia de la inversión, aumenta el valor de los bienes y servicios, reduce la competitividad de las empresas, vulnera la confianza de los ciudadanos en el ordenamiento jurídico y sobre todo condena a la miseria a quienes deben ser destinatarios de las políticas públicas.Sin embrago, la lucha que han realizado muchos gobiernos y funcionarios judiciales contra este fenómeno ha modificado sus formas de aparición, pues es cada vez menos frecuente la apropiación directa de los caudales públicos o la entrega de sobornos a los funcionarios, prefiriéndose métodos mucho más sutiles como los sobrecostos, la subcontratación masiva o la constitución de complicadas sociedades, en las cuales tienen participación los funcionarios públicos o sus familias.Este libro constituye un esfuerzo por el estudio jurídico y criminológico de la corrupción y los delitos contra la administración pública en Europa y Latinoamérica y reúne la selección de los temas penales más relevantes de la tesis doctoral del profesor Carlos Guillermo Castro Cuenca, denominada Aproximación a la Corrupción en la contratación pública y defendida en la universidad de Salamanca en febrero de 2008, con lo cual obtuvo la calificación de sobresaliente por unanimidad.

Estudiar el ideario de Jacques Maritain a través del análisis y coordinación de dos áreas: la antropológica y la pedagógica. Primeramente, se analiza el área antropológica por medio de un estudio de la noción de Hombre en la concepción personalista maritainiana, para llegar al análisis del área pedagógica, en la cual se hace referencia a los mismos aspectos antropológicos desde un enfoque especializado, es decir, el modelo de educación liberal en el humanismo integral. El hombre debe realizar, mediante su voluntad, aquello que en su naturaleza existe en proyecto. Es la voluntad la superior facultad humana en el orden de la acción y, en consecuencia, de la tarea educativa. El fin primario de la educación radica en el logro de la libertad. La preeminencia de la persona es, en el pensamiento pedagógico maritaniano, el fundamento del fin primario de la educación y éste lo es, a su vez, de un modelo educativo liberal en el que la persona no se subordina al bien común.

Presentar la educación como actividad 'alternativa' de la personalidad por medio de valores. Examinar el efecto modelador de la personalidad que los valores realizan. Mostrar que son valores educativos los que producen rendimientos madurativos. El proceso educativo. La persona como sujeto autorregulado en un sistema de valores. El aprendizaje de los patrones de conducta. Reflexiona sobre hechos. Realiza un estudio tomando los datos de la experiencia razonablemente observable, evitando el escepticismo. Prescinde de los tópicos dominantes. Discurre apoyándose en la reflexión de los autores que le convencen por su nivel especulativo o pragmático. Bibliografía. La educación adquiere sentido completo cuando supone finalidad autoimpuesta que se concluye. La teoría del sentido de la educación pivota sobre la teoría cibernética. Es factible el aprendizaje deliberado y la asimilación autoconsciente de modelos previamente seleccionados. Una educación eficaz tendra en cuenta que los valores que conviene despertar son aquellos que tienen rendimientos madurativos. Sobre el modo de despertar los valores demuestra que el trabajo y la rectificación provocan la unidad existencial.

Dietary nitrate is metabolized to nitrite by bacterial flora on the posterior surface of the tongue leading to increased salivary nitrite concentrations. In the acidic environment of the stomach, nitrite forms nitrous acid, a potent nitrating/nitrosating agent. The aim of this study was to examine the pharmacokinetics of dietary nitrate in relation to the formation of salivary, plasma, and urinary nitrite and nitrate in healthy subjects. A secondary aim was to determine whether dietary nitrate increases the formation of protein-bound 3-nitrotyrosine in plasma, and if dietary nitrate improves platelet function. The pharmacokinetic profile of urinary nitrate excretion indicates total clearance of consumed nitrate in a 24 h period. While urinary, salivary, and plasma nitrate concentrations increased between 4- and 7-fold, a significant increase in nitrite was only detected in saliva (7-fold). High dietary nitrate consumption does not cause a significant acute change in plasma concentrations of 3-nitrotyrosine or in platelet function.

Morphine is one of the most prescribed and effective drugs used for the treatment of acute and chronic pain conditions. In addition to its central effects, morphine can also produce peripheral analgesia. However, the mechanisms underlying this peripheral action of morphine have not yet been fully elucidated. Here, we show that the peripheral antinociceptive effect of morphine is lost in neuronal nitric-oxide synthase null mice and that morphine induces the production of nitric oxide in primary nociceptive neurons. The activation of the nitric-oxide pathway by morphine was dependent on an initial stimulation of PI3K gamma/AKT protein kinase B (AKT) and culminated in increasedactivation of K(ATP) channels. In the latter, this intracellular signaling pathway might cause a hyperpolarization of nociceptive neurons, and it is fundamental for the direct blockade of inflammatory pain by morphine. This understanding offers new targets for analgesic drug development.

A formação dos docentes para o magistério superior é uma das funções dos Cursos de Mestrado. Na pesquisa das condições em que se desenvolve a formação do professor de Ensino Superior nos Cursos de Mestrado em Educação, identificam-se. entre outras disciplinas básicas, algumas especificamente didáticas: a Metodologia do Ensino Superior no IESAE/cMEd, a Didática do Ensino Superior na UFRJ/CMEd e a Metodologia Didática na PUC/CMEd. Verifica-se não serem obrigatórias essas disciplinas para todos os mestrandos, fato que leva a supor serem suas funções insuficientemente definidas na estrutura curricular desses Cursos, no tocante ã formação do docente. Julgando-se desempenharem essas disciplinas uma mesma função na formação do professor, precisamente daquele que se destina ao magistério superior, supõe-se que a falta de definição do papel por ela desempenhado no currículo dos mestrandos em Educação resulta da imprecisão dos termos Metodologia do Ensino Superior, Didática do Ensino Superior e Metodologia Didática. Esta imprecisão é constatada ao examinar-se a literatura especializada e ao analisar-se as respostas dos mestrandos que cursaram estas disciplinas e que as lecionaram. Os resultados das reflexões dos professores feitas conduziram a opção da Metodologia do Ensino Superior como disciplina eminentemente formativa do docente para este nível de ensino, por considerá-la mais abrangente do que as demais. Pelo mesmo motivo, defende-se sua obrigatoriedade de no currículo de todos os mestrandos em Educação. Caracteriza-se a MES pela interdisciplinar idade, definindo-a como método de trabalho reflexivo, tico e elaborativo que possibilita ao professor de Ensino Superior conduzir adequadamente o processo ensino-aprendizagem. o trabalho consta de duas etapas: a fundamentação teórica e a pesquisa de campo. Na primeira foram feitas: a revisão da literatura, a definição da função da Metodologia do Ensino Superior na formação dos professores e o estudo analítico dos programas das disciplinas Metodologia do Ensino Superior, Didática do Ensino Superior e Metodologia Didática. A pesquisa de campo consiste em aplicação de questionários e entrevistas. o universo da pesquisa compõe-se de todos os mestrandos que cursaram as disciplinas Metodologia de Ensino Superior, Didática do Ensino Superior e Metodologia Didática, dos professores destas disciplinas e dos Coordenadores dos Cursos de Mestrado em Educação do IESAE, da UFRJ e da PUC, respectivamente(1976). Os pressupostos e questionamentos que orientam a pesquisa referem-se à imprecisão conceitual da Metodologia do Ensino Superior e a seu papel indefinido na formação do professor de Ensino Superior.

Background: Diet compounds may influence obesity-related cardiac oxidative stress and metabolic sifting. Carbohydrate-rich diet may be disadvantageous from fat-rich diet to cardiac tissue and glycemic index rather than lipid profile may predict the obesity-related cardiac effects.Materials and methods: Male Wistar rats were divided into three groups (n=8/group): (C) receiving standard chow (3.0 kcal/g); (CRD) receiving carbohydrate-rich diet (4.0 kcal/g), and (FRD) receiving fat-rich diet (4.0 kcal/g). Rats were sacrificed after the oral glucose tolerance test (OGTT) at 60 days of dietary treatments. Lipid profile and oxidative stress parameters were determined in serum. Myocardial samples were used to determine oxidative stress, metabolic enzymes, glycogen and triacylglycerol.Results: FRD rats showed higher final body weight and body mass index than CRD and C. Serum cholesterol and low-density lipoprotein were higher in FRD than in CRD, while triacylglycerol and oxidized low-density lipoprotein cholesterol were higher in CRD than in FRD. CRD rats had the highest myocardial lipid hydroperoxide and diminished superoxide dismutase and catalase activities. Myocardial glycogen was lower and triacylglycerol was higher in CRD than in C and FRD rats. Although FRD rats had depressed myocardial-reducing power, no significant changes were observed in myocardial energy metabolism. Myocardial beta-hydroxyacyl coenzyme-A dehydrogenase and citrate synthase, as well as the enhanced lactate debydrogenase/citrate synthase ratio indicated that fatty acid degradation was decreased in CRD rats. Glycemic index was positively correlated with obesity-related cardiac effects.Conclusions: Isoenergetic carbohydrate-rich and fat-rich diets induced different degree of obesity and differently affected lipid profile. Carbohydrate-rich diet was deleterious relative to fat-rich diet in the heart enhancing lipoperoxidation and shifting the metabolic pathway for energy production. Glycemic index rather than dyslipidemic profile may predict the obesity effects on cardiac tissue. (C) 2007 Elsevier B.V. All rights reserved.

Propolis is a resinous substance produced by honeybees that possesses many biological activities, such as antitumor, antioxidant, antimicrobial, anti-inflammatory, and immunomodulatory, among others. The purpose of the present study was to investigate the biochemical profile of propolis-treated rats to observe whether propolis might lead to side effects after administration. Three different treatments were analyzed: (1) rats were treated with different concentrations of propolis (1, 3 and 6 mg/kg/day) during 30 days; (2) rats were treated with I mg/kg/day of ethanolic or water extracts of propolis (EEP, WEP) during 30 days; (3) rats were treated with I mg/kg/day of ethanolic extract of propolis during 90 and 150 days. Our results demonstrated no alterations in the seric levels of cholesterol, HDL-cholesterol, total lipids, triglycerides and in the specific activity of aminotransferases (AST) and lactic dehydrogenase (LDH) of propolis-treated groups when compared to controls. on the basis of our findings, since propolis does not induce any significant change in seric parameters, it is claimed that long-term administration of propolis might not have any cardiac injury. Pristine, W and Mn 1% doped Ba(0.6)Sr(0.4)TiO(3) epitaxial thin films grown on the LaAlO(3) substrate were deposited by pulsed laser deposition (PLD). Dielectric and ferroelectric properties were determined by the capacitance measurements and X-ray diffraction was used to determine both residual elastic strains and defect-related inhomogeneous strains-by analyzing diffraction line shifts and line broadening, respectively. We found that both elastic and inhomogeneous strains are affected by doping. This strain correlates with the change in Curie-Weiss temperature and can qualitatively explain changes in dielectric loss. To explain the experimental findings, we model the dielectric and ferroelectric properties of interest in the framework of the Landau-Ginzburg-Devonshire thermodynamic theory. As expected, an, elastic-strain contribution due to the epilayer-substrate misfit has an important influence on the free-energy. However, additional terms that correspond to the defect-related inhomogeneous strain had to be introduced to fully explain the measurements.

The present study was undertaken to determine anthropometrical parameters in male adult Wistar rats. We tested the hypothesis that the anthropometrical index may identify obesity and may predict its adverse effects on lipid profile and oxidative stress in rats. Two experimental protocols were performed. in the first experiment, 50 male Wistar rats, 21 days old and fed a control chow were studied up to 150 days of age. in the second experiment, male Wistar rats, 60 days old, were divided into three groups (n = 8): control (C) given free access to a control chow; (S) receiving the control chow and drinking 30% sucrose ad libitum and (HQ fed a high-carbohydrate diet ad libitum. The first experiment showed that food consumption, energy intake and body weight increased with increasing age, while specific rate of body mass gain was significantly decreased. There were no significant differences in body length and thoracic circumference of rats from 60 days of age. The abdominal circumference (AC) and body mass index (BMI) significantly increased with enhancing age in rats up to 90 days of age and remained constant thereafter. In the second experiment, after 30 days of dietary treatment, the final body weight, body mass gain, carcass fat and BMI were higher in S and HC rats than in C. There were no significant alterations in body length and carcass protein among the groups. Triacylglycerol (TG), total cholesterol (CT), low-density lipoprotein cholesterol (LDL-C) and lipid hydroperoxide (LH) were higher in S and HC rats than in C. High-density lipoprotein cholesterol (HDL-C) decreased in HC rats and total antioxidant substances (TAS) decreased in S and HC rats. There were positive correlations between BMI with carcass fat, BMI with LH and BMI and serum TG concentration. In conclusion, the BMI for male adult Wistar rats ranged between 0.45 and 0.68 g/cm(2). Obesity may be easily estimated from the BMI in rats. Alterations in BMI were associated with dyslipidemic profile and oxidative stress in serum of rats and BMI may predict these adverse consequences of the obesity in rats.

The present study examines the effects of a hypercaloric diet on hepatic glucose metabolism of young rats, with and without monosodium glutamate (MSG) administration, and the association of these treatments with evaluating markers of oxidative stress. Male weaned Wistar rats (21 days old) from mothers fed with a hypercaloric diet or a normal diet, were divided into four groups (n=6): control (C) fed with control diet; (MSG) treated with MSG (4 mg/g) and control diet; (HD) fed with hypercaloric diet and (MSG-HD) treated with MSG and HD. Rats were sacrificed after the oral glucose tolerance test (OGTT), at 45 days of treatments. Serum was used for insulin determination. Glycogen, hexokinase(HK), glucose-6-phosphatase(G6PH), lipid hydroperoxide, superoxide dismutase(SOD) and glutathione peroxidase(GSH-Px) were determined in liver. HD rats showed hypoglycemia, hyperinsulinemia, and high hepatic glycogen, HK and decreased G6PH. MSG and MSG-HD had hyperinsulinemia, hyperglycemia, decreased HK and increased G6PH in hepatic tissue. These animals had impaired OGTT. HD, MSG and MSG-HD groups had increased lipid hydroperoxide and decreased SOD in hepatic tissue. Hypercaloric diet and monosodium glutamate administration induced alterations in metabolic rate of glucose utilization and decreased antioxidant defenses. Therefore, the hepatic glucose metabolic shifting induced by HD intake and MSG administration were associated with oxidative stress in hepatic tissue.
