This document provides an overview of topical issues in Asian aquaculture for 2003, including a review of its status, progress in research and development, major issues and experiences, together with suggestions on actions for addressing opportunities and constraints. The document has been prepared by NACA and FAO to facilitate discussions at the 15th NACA Governing Council meeting, hosted by the Government of Sri Lanka on 21st-25th April 2004. The final version will be widely circulated as the editors hope it will prove a useful document for all involved in aquaculture, and related fishery development in the Asia-Pacific region. Pending feedback on this 2003 document, further reviews may be considered by NACA and FAO as a way of bringing together regularly in one publication relevant and key issues facing development of aquaculture in the Asia-Pacific region. Acomprehensive description of the Massachusetts coastal lobster (Homarus americanus) resou,rce was obtained by sampling commercial catches coastwide at sea and at dealerships between 1981 and 1986. Acommercial lobster sea-sampling program, wherein six coastal regions were sampled monthly, with an areal and temporal data weighting design, was the primary source of data. An improved index of catch per trap haul/set-over-day was generated by modeling the relationship between catch and immersion time and standardizing effort. This 6-year time-series of mean annual catch rates tracked closely the landings trend for territorial waters. During the study period there was a gradual increase in indices of exploitation and total annual mortality which corresponded to a gradual decline in mean carapace length of marketable lobster. The frequency of culls escalated from 10.0% in 1981 to 20.9% in 1986, while the percentage of lobster found dead in traps was consistently less than 1%. The sex ratio (%F:%M) was significantly different from 50:50 and approximated a 60:40 relationship during the study period. Male and female weight-length relationships were significantly different. Females weighed more than males at smaller sizes and less than males at larger sizes. A north-south clinal trend was evident wherein lobster north of Cape Cod weighed less at length than those from regions south of Cape Cod. Functional size-maturity relationships were developed for female lobster by staging cement gland development. Proportions mature at size represent more realistic values than those obtained by analyses of percent of females ovigerous. Regional variation occurred in most of the parameters studied. Three lobster groups, differing in major population descriptors, are defined by our data.(PDF file contains 28 pages.)

During this years’ International Bottom Trawl Survey (IBTS) of ICES, a total of 407 half hour tows were made in the North Sea including Skagerrak in January/ February, 1998. Results indicate except for sprat no outstanding incoming yearclasses for cod, haddock, saithe, Norway pout, whiting, herring, and mackerel. Most of the adult cod and saithe investigated did not show normal gonad development for this time of the year. The abundance of skates and sharks was still low. Results of 68 hydrographical stations of R.V. “Walter Herwig III” showed in contrast to four preceeding IBTS-surveys a warming of the northern North Sea of approx. 1 K.

Lake Chad is a very large, shallow eutrophic lake shared by Chad, Nigeria, Niger and Cameroun. It supplies approximately 13% of Nigeria's inland fish. It however lies in an unstable ecological environment characterised by intermittent period of rainfall and drought. This creates a very large draw down area. Consequently, the fisheries are affected by the oscillation in the size of lake due to the drought. Other factors affecting the volume of water are the numerous dams on the inflow rivers. The fishery is also subjected to intense overfishing and may be affected by pollution and other land use practices. The paper discusses changes that took place over the years as a result of the factors of drought, effect of dams on the inflow rivers. Previous records of fish production, species composition and distribution, the status of the fish stocks, their sizes are compared with more recent data. The status of the fishery before and after the contraction of the lake is discussed. Suggestion for a national exploitation of the lake based on habitat improvement, increasing the volume of the water in the lake through controlled use of the influent rivers as well as reduction in overfishing are made

Trawl surveys to assess the stocks of Lake Victoria (Tanzania) for estimates of biomass and yield, together with the establishment of exploitation patterns, are being undertaken under the Lake Victoria Fisheries Research Project. Preliminary surveys to establish the sampling stations and strategy were carried out between October 1997 and February 1998. Three cruises to cover the whole of Tanzanian waters were undertaken with 133 sampling stations. Data on each rates, species composition, and distribution were collected. Three sampling areas were designated: area A, B and C. In each area, almost the same distribution pattern over depth was found. Lates niloticus (L) formed over 90% of the total catch. Most L. niloticus were from 5-40 cm TL. Abundance decreased with depth, few fish were found deeper than 40m and most fish were caught at <20 m deep. Catch rates varied considerably between stations and areas. Area A had the highest catch rates with little variation over the stations. There is an indication of recovery of species diversity compared with the surveys of RV Kiboko(1985 and 1989)

In July 1994 an internationally coordinated and EU financed multidisciplinary research project about Baltic cod recruitment was started. The primary goals are to identify and describe dominant biotic and abiotic processes affecting the developmental success of early stages and the maturation of cod in the Central Baltic, to incorporate these processes into recruitment models in order to enhance prediction of future stock fluctuations due to environmental pertubations, species interactions and fisheries management directives as a prerequisite for an integrated fish stock assessment in the Central Baltic and to evaluate the feasibility and possible effects of stock enhancement programs on stock and recruitment and providing the biological basis for assessing their economic value.

Catch trends from Fisheries Department reports from the last eleven years (1985-1995) were analyzed. These showed a shift in the fishery from a cichlid-based system to one dominated by Nile perch and tilapias. In recent years, catches have declined from a peak in the early 1990s. Catch per unit effort appears to have remained stable except for a drop in 1995, however, this is considered dubious because the effort showed a doubling in that year. Limitations of the fisheries data collection system for the Tanzanian sector of Lake Victoria are highlighted and discussed.

A baseline study of the limnological integrity of Ebonyi River, a tropical lotic system in south-eastern Nigeria was conducted between September 2006 and February 2008 to assess its potential in enhancing fisheries production for the benefit of the rural poor, who depend on the resources of the river for survival. The parameters measured were nitrate-nitrogen, nitrite-nitrogen and phosphate-phosphorus. Results show that nitrate varied between 40.43mg/L in September 2006 and 1.73mg/L in December 2007, Showing significant difference (P<0.01) among months. The values recorded for nitrites varied between 0.2mg/L in September 2006 and 0.4mg/L in February 2008, showing significant (P<0.01) variation among months. Values recorded for phosphorus was highest (0.05mg/L) in the month of October 2006 while the least mean value (0.32mg/L) was recorded in the month of May 2007 and showed significant (p<0.01) variation in monthly means. It was concluded that the values of the measured parameters falls within tolerable range for enhanced fisheries development in the area. KEYWORDS: Limnology, Tropical, River, Monthly, Mean, Variation
