The content of this article is the natural continuation of both FAL Bulletin No. 167 and FAL Bulletin No. 171. FAL Bulletin No. 167 advanced conceptually in the definition of the term trade facilitation and a general explanation of how some international bodies and the FTAA process itself deal with this issue. This month's article expands on the information regarding trade facilitation within the FTAA, which brings together the sizeable number of 34 countries from the Western Hemisphere.Similarly, taking into account that FAL Bulletin No. 171 reported on some progress toward trade facilitation regulations within the framework of the Southern Common Market (Mercosur), the current article takes a complementary approach, reporting on developments favourable to trade facilitation in another agreement for economic integration, which basically proposes the creation of a free trade area.

An international seminar-workshop entitled "Facilitation of trade and transport in Latin America: situation and outlook" was held at the headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) on 29 and 30 November 2005, organized jointly by the ECLAC Division of International Trade and Integration and the United Nations Conference on Trade and Development (UNCTAD). The event was attended by about 50 persons involved in customs modernization and/or the implementation of single window systems for foreign trade in 20 Ibero-American countries.The main purpose of the seminar-workshop was to exchange ideas, opinions and proposals concerning the efficient implementation of trade facilitation instruments. The conclusions reached at this event point to the need to seek convergence among the existing trade agreements associated with trade facilitation in Latin America. Customs modernization requires the re-design of processes and procedures in order to achieve interoperability among the systems, and single window systems for foreign trade can only be implemented successfully if clear political leadership is established with broad participation from both public and private organizations.

New compounds with the general formulae [(NH3)(L)ZnFE(CO4] (L = ethylenediamine, N-methylethylenediamine, N,N′-dimethylethylenediamine and 1,3-propanediamine) were prepared and studied by vibrational spectroscopy. The data suggest that they may be formulated as monomers with a trigonal bipyramidal configuration around the iron atom. © 1984.

Results of photoluminescence measurements for natural and synthetic alexandrite (BeAl2O4:Cr3+) are presented, where the samples are excited by the 488 nm line of an Ar+ laser, at different temperatures. The main issue is the analysis of the Cr3+ transition in the chrysoberyl matrix (BeAl2O4), with major technological application as active media for laser action. Results indicate anomalous behavior of Cr3+ transition depending on the measurement temperature. A simple model to explain the phenomena is suggested.

In this work we report results of continuous wave (CW) electron paramagnetic resonance (EPR) spectroscopy of vanadium oxide nanotubes. The observed EPR spectra are composed of a weak well-resolved spectrum of isolated V4+ ions on top of an intense and broad structure-less line shape, attributed to spin-spin exchanged V4+ clusters. With the purpose to deconvolute the structured weak spectrum from the composed broad line, a new approach based on the Krylov basis diagonalization method (KBDM) is introduced. It is based on the discrimination between broad and sharp components with respect to a selectable threshold and can be executed with few adjustable parameters, without the need of a priori information on the shape and structure of the lines. This makes the method advantageous with respect to other procedures and suitable for fast and routine spectral analysis, which, in conjunction with simulation techniques based on the spin Hamiltonian parameters, can provide a full characterization of the EPR spectrum. Results demonstrate and characterize the coexistence of two V4+ species in the nanotubes and show good progress toward the goal of obtaining high fidelity deconvoluted spectra from complex signals with overlapping broader line shapes. Let k and l be positive integers. With a graph G, we associate the quantity c(k,l)(G), the number of k-colourings of the edge set of G with no monochromatic matching of size l. Consider the function c(k,l) : N --> N given by c(k,l)(n) = max {c(k,l)(G): vertical bar V(G)vertical bar = n}, the maximum of c(k,l)(G) over all graphs G on n vertices. In this paper, we determine c(k,l)(n) and the corresponding extremal graphs for all large n and all fixed values of k and l.
