Se recoge el documento de resolución adoptado por el Comité de Ministros en el que se afirma que: la cooperación cultural es uno de los fundamentos de la acción del Consejo de Europa; constituye un marco particularmente cualificado para la promoción de la identidad europea de la cual la diversidad cultural es un componente importante; reconoce la interacción entre la cultura y la educación; considera que la definición de las orientaciones políticas de la cooperación cultural pertenecen al Comité de Ministros; desea que los trabajos de las Conferencias de ministros europeos responsables de la cultura y de la educación se inscriban más estrechamente en el marco de las actividades del Consejo de Europa; subraya la importancia de reforzar el impacto de la acción cultural del Consejo de Europa en los estados miembros; debe disponer de recursos correspondientes a su importancia; estima que la cooperación cultural constituye uno de los dominios de acción que se prestan mejor a poner en marcha la Resolución (85)5 sobre la cooperación entre el Consejo de Europa y la Comunidad Europea; y recuerda la Resolución (85)6 sobre la identidad cultural europea. Por último, pide a los Delegados examinar las posibilidades de una colaboración en el dominio cultural con las regiones fuera de Europa pero sin olvidar que la prioridad debe ser acordada a la cooperación entre países europeos.

The field of Molecular Spectroscopy was surveyed in order to determine a set of conventions and symbols which are in common use in the spectroscopic literature. This document, which is Part 3 in a series, deals with symmetry notation referring to groups that involve nuclear permutations and the inversion operation. Further parts will follow, dealing inter alia with vibration-rotation spectroscopy and electronic spectroscopy.

This paper considers left-invariant control systems defined on the Lie groups SU(2) and SO(3). Such systems have a number of applications in both classical and quantum control problems. The purpose of this paper is two-fold. Firstly, the optimal control problem for a system varying on these Lie Groups, with cost that is quadratic in control is lifted to their Hamiltonian vector fields through the Maximum principle of optimal control and explicitly solved. Secondly, the control systems are integrated down to the level of the group to give the solutions for the optimal paths corresponding to the optimal controls. In addition it is shown here that integrating these equations on the Lie algebra su(2) gives simpler solutions than when these are integrated on the Lie algebra so(3).

Asystematic study on the surface-enhanced Raman scattering (SERS) for 3,6-bi-2-pyridyl-1,2,4,5-tetrazine (bptz) adsorbed onto citrate-modified gold nanoparticles (cit-AuNps) was carried out based on electronic and vibrational spectroscopy and density functional methods. The citrate/bptz exchange was carefully controlled by the stepwise addition of bptz to the cit-AuNps, inducing flocculation and leading to the rise of a characteristic plasmon coupling band in the visible region. Such stepwise procedure led to a uniform decrease of the citrate SERS signals and to the rise of characteristic peaks of bptz, consistent with surface binding via the N heterocyclic atoms. In contrast, single addition of a large amount of bptz promoted complete aggregation of the nanoparticles, leading to a strong enhancement of the SERS signals. In this case, from the distinct Raman profiles involved, the formation of a new SERS environment became apparent, conjugating the influence of the local hot spots and charge-transfer (CT) effects. The most strongly enhanced vibrations belong to a(1) and b(2) representations, and were interpreted in terms of the electromagnetic and the CT mechanisms: the latter involving significant contribution of vibronic coupling in the system. AbstractThe objective of the thesis is to find what kind of mistakes a certain group of Swedish students make when studying Spanish as a modern language, specifically when using qualitative adjectives in their singular form. The result is based on the cases of twelve students who study Spanish Level 3, institute level. Four of them were interviewed afterwards.The methods used in this report were the quantitative method which helped quantifying the incidence of these mistakes made by the students through a data sheet, and the qualitative method by analyzing each mistake and the results of the interviews.The conclusion shows that the errors in the use of qualitative adjectives in their singular form occur when the adjectives are feminine, with great higher frequency in feminine abstract adjectives.Key wordsAdjectives, quantitative method, qualitative method, interlanguage, errors and error analysis

We propose a scheme in which the masses of the heavier leptons obey seesaw type relations. The light lepton masses, except the electron and the electron neutrino ones, are generated by one loop level radiative corrections. We work in a version of the 3-3-1 electroweak model that predicts singlets (charged and neutral) of heavy leptons beyond the known ones. An extra U(1)(Omega) symmetry is introduced in order to avoid the light leptons getting masses at the tree level. The electron mass induces an explicit symmetry breaking at U(1)(Omega). We discuss also the mixing matrix among four neutrinos. The new energy scale required is not higher than a few TeV.

We show that Peccei-Quinn and lepton number symmetries can be a natural outcome in a 3-3-1 model with right-handed neutrinos after imposing a Z(11)circle timesZ(2) symmetry. This symmetry is suitably accommodated in this model when we augment its spectrum by including merely one singlet scalar field. We work out the breaking of the Peccei-Quinn symmetry, yielding the axion, and study the phenomenological consequences. The main result of this work is that the solution to the strong CP problem can be implemented in a natural way, implying an invisible axion phenomenologically unconstrained, free of domain wall formation, and constituting a good candidate for the cold dark matter.

We show that by imposing local Z(13)circle timesZ(3) symmetries in an SU(2)circle timesU(1) electroweak model we can implement an invisible axion in such a way that (i) the Peccei-Quinn symmetry is an automatic symmetry of the classical Lagrangian, and (ii) the axion is protected from semiclassical gravitational effects. In order to be able to implement such a large discrete symmetry, and at the same time allow a general mixing in each charge sector, we introduce right-handed neutrinos and enlarge the scalar sector of the model. The domain wall problem is briefly considered.

In a 3-3-1 model in which the lepton masses arise from a scalar sextet it is possible to break spontaneously a global symmetry which implies in a pseudoscalar Majoron-like Goldstone boson. This Majoron does not mix with any other scalar fields and for this reason it does not couple, at the tree level, to either the charged leptons or to the quarks. Moreover, its interaction with neutrinos is diagonal. We also argue that there is a set of parameters in which the model can be consistent with the invisible Z0 width and that heavy neutrinos can decay sufficiently rapid by Majoron emission, having a lifetime shorter than the age of the universe. ©1999 The American Physical Society.
