Today's programming languages are supported by powerful third-party APIs. For a given application domain, it is common to have many competing APIs that provide similar functionality. Programmer productivity therefore depends heavily on the programmer's ability to discover suitable APIs both during an initial coding phase, as well as during software maintenance. The aim of this work is to support the discovery and migration of math APIs. Math APIs are at the heart of many application domains ranging from machine learning to scientific computations. Our approach, called MATHFINDER, combines executable specifications of mathematical computations with unit tests (operational specifications) of API methods. Given a math expression, MATHFINDER synthesizes pseudo-code comprised of API methods to compute the expression by mining unit tests of the API methods. We present a sequential version of our unit test mining algorithm and also design a more scalable data-parallel version. We perform extensive evaluation of MATHFINDER (1) for API discovery, where math algorithms are to be implemented from scratch and (2) for API migration, where client programs utilizing a math API are to be migrated to another API. We evaluated the precision and recall of MATHFINDER on a diverse collection of math expressions, culled from algorithms used in a wide range of application areas such as control systems and structural dynamics. In a user study to evaluate the productivity gains obtained by using MATHFINDER for API discovery, the programmers who used MATHFINDER finished their programming tasks twice as fast as their counterparts who used the usual techniques like web and code search, IDE code completion, and manual inspection of library documentation. For the problem of API migration, as a case study, we used MATHFINDER to migrate Weka, a popular machine learning library. Overall, our evaluation shows that MATHFINDER is easy to use, provides highly precise results across several math APIs and application domains even with a small number of unit tests per method, and scales to large collections of unit tests.

The efforts involved in developing a small satellite for scientific purposes in China in recent years are introduced in the present paper. The project is arranged on a case to case principle depending upon requirements and financial support. The space technology of a satellite and rockets, which have been developed over a relatively longer period in China, have been transferred to the scientific research of small satellites for improvement of the quality requirements. The surplus payloads of the rocket and satellite are used as the payloads of the small satellite and scientific experiments at a low cost. As an example, the project of balloon satellites for atmospheric research was successfully completed in 1991. The experience of the project management is of great benefit for further organization and arrangement of other projects. Opportunities exist for surplus payloads to be used in the future, and a small satellite for magnetospheric research will be launched in 1993.

A filosofia do acesso livre ao conhecimento científico surgiu da dificuldade das bibliotecas universitárias de todo mundo em manter atualizadas as assinaturas das coleções de periódicos científicos. Os repositórios institucionais são uma das ferramentas que se mostram como alternativa para a comunicação da Ciência livre de barreiras de acesso. A pesquisa tem por objetivo verificar quais são as perspectivas futuras das atuais políticas de implementação de repositórios institucionais de acesso livre no Brasil na opinião de especialistas na área, tendo como base a análise do estado da arte das implementações de Repositórios Institucionais no Brasil. Neste trabalho, a pesquisa é dividida em três etapas: a primeira consiste na coleta de dados descritivos dos repositórios institucionais da Universidade de Brasília (RIUnB) e do Superior Tribunal de Justiça (BDJur-STJ); já na segunda etapa de pesquisa, procede-se à consulta aos especialistas indagando-os acerca da situação atual das implementações de repositórios institucionais no Brasil; e, por fim, na terceira etapa de pesquisa consultamos estes mesmos especialistas sobre os desdobramentos futuros destas políticas no País. Utilizamos da técnica Delfos de pesquisa, onde os especialistas são consultados através de questionários constituídos de perguntas abertas, possibilitando assim chegar a um consenso das opiniões no final da pesquisa. Como resultado da pesquisa, é elaborado um quadro com a tabulação das respostas dos especialistas consultados revelando o panorama das perspectivas futuras das implementações de repositórios institucionais no Brasil na opinião dos especialistas que fazem parte da nossa amostra de pesquisa.

Between 1981 and 1995, we published five bibliographic lists (López et al., 1981, 1982,1987, 1989 y 1995) that included the publications referred to Argentine freshwater fishes and related general information published since Ringuelet et al. (1967). We included Uruguayan papers until 1989, when it became apparent that our access to those materials was not complete. Other bibliographic collections were published on several subjects (López et al., 1991, 1993, y Ferriz et al., 1998). In the foreword to the 1995 list, López stated that it was difficult to assess the actual usefulness of the lists, since they were seldom quoted in research papers. This consideration, along with the wide success of electronic databases, caused us to discontinue the series, since its only goal had been to increase the knowledge and access to local research papers and foreign publications of interest to local researchers. Regrettably, our experience indicates that access to scientific literature is still, if not difficult, somewhat arbitrary. Apart from that, the continuous work on diverse research lines at División Zoología Vertebrados of Museo de La Plata leads to the accumulation of a multiplicity of information which may be sorted out for the use of others without much difficulty. At present, electronically-supported databases appear as the simplest way to do this. The future will show if this method is more efficient than the preceding one. In this issue we have included papers published between 1996 and 2002; and it is our purpose to update the list on a yearly basis. Papers included cover Argentine fish fauna and some related subjects of more general interest. Naturally, it is hardly surprising that some involuntary omissions will occur when addressing this subject. Any corrections and/or additions will be incorporated in following versions; and all information is most welcome.

Dr. Charles M. Breder participated on the 1934 expedition of the Atlantis from Woods Hole, Massachusetts to Panama and back and kept a field diary of daily activities. The Atlantis expedition of 1934, led by Prof. A. E. Parr, was a milestone in the history of scientific discovery in the Sargasso Sea and the West Indies. Although naturalists had visited the Sargasso Sea for many years, the Atlantis voyage was the first attempt to investigate in detailed quantitative manner biological problems about this varying, intermittent ‘false’ bottom of living, floating plants and associated fauna. In addition to Dr. Breder, the party also consisted of Dr. Alexander Forbes, Harvard University and Trustee of the Woods Hole Oceanographic Institution (WHOI); T. S. Greenwood, WHOI hydrographer; M. D. Burkenroad, Yale University’s Bingham Laboratory, carcinology and Sargasso epizoa; M. Bishop, Peabody Museum of Natural History, Zoology Dept., collections and preparations and H. Sears, WHOI ichthyologist. The itinerary included the following waypoints: Woods Hole, the Bermudas, Turks Islands, Kingston, Colon, along the Mosquito Bank off of Nicaragua, off the north coast of Jamaica, along the south coast of Cuba, Bartlett Deep, to off the Isle of Pines, through the Yucatan Channel, off Havana, off Key West, to Miami, to New York City, and then the return to Woods Hole. During the expedition, Breder collected rare and little-known flying fish species and developed a method for hatching and growing flying fish larvae. (PDF contains 48 pages)

The Scientific Forum on the Gulf of Mexico: The Islands in the Stream Concept took place in January 2008 in Sarasota, Florida. The purpose of the meeting was to bring together scientists and managers from around the Gulf of Mexico to discuss a range of topics on our knowledge of the Gulf of Mexico, from its geology to larger-scale connectivity to the Caribbean region, and their applications to the concept of a more integrated approach to area-based management. The forum included six panels of invited experts who spoke on the oceanographic and biological features in the Gulf of Mexico, including connections with Mexico and the Mesoamerican barrier reef system, and the legal and regulatory structure currently in place. The charge to the group was to share information, identify gaps in our knowledge, identify additional potential areas for protection, and discuss available science about connectivity and the potential value of establishing a marine protected area network in the Gulf of Mexico. Marine reserves, often referred to as no-take MPAs, are defined as areas within which human activities that can result in the removal or alteration of biotic and abiotic components of an ecosystem are prohibited or greatly restricted (NRC 2001). Activities typically curtailed within a marine reserve are extraction of organisms (e.g., commercial and recreational fishing, kelp harvesting, commercial collecting), mariculture, and those activities that can alter oceanographic or geologic attributes of the habitat (e.g., mining, shore-based industrial-related intake and discharges of seawater and effluent). Usually, marine reserves are established to conserve biodiversity or enhance nearby fishery resources. Thus, goals and objectives of marine reserves can be inferred, even if they are not specifically articulated at the time of reserve formation. In this report, we review information about the effectiveness of the three marine reserves in the Monterey Bay National Marine Sanctuary (Hopkins Marine Life Refuge, Point Lobos Ecological Reserve, Big Creek Ecological Reserve), and the one in the Channel Islands National Marine Sanctuary (the natural area on the north side of East Anacapa Island). Our efforts to objectively evaluate reserves in Central California relative to reserve theory were greatly hampered for four primary reasons; (1) few of the existing marine reserves were created with clearly articulated goals or objectives, (2) relatively few studies of the ecological consequences of existing reserves have been conducted, (3) no studies to date encompass the spatial and temporal scope needed to identify ecosystem-wide effects of reserve protection, and (4) there are almost no studies that describe the social and economic consequences of existing reserves. To overcome these obstacles, we used several methods to evaluate the effectiveness of subtidal marine reserves in Central California. We first conducted a literature review to find out what research has been conducted in all marine reserves in Central California (Appendix 1). We then reviewed the scientific literature that relates to marine reserve theory to help define criteria to use as benchmarks for evaluation. A recent National Research Council (2001) report summarized expected reserve benefits and provided the criteria we used for evaluation of effectiveness. The next step was to identify the research projects in this region that collected information in a way that enabled us to evaluate reserve theory relative to marine reserves in Central California. Chapters 1-4 in this report provide summaries of those research projects. Contained within these chapters are evaluations of reserve effectiveness for meeting specific objectives. As few studies exist that pertain to reserve theory in Central California, we reviewed studies of marine reserves in other temperate and tropical ecosystems to determine if there were lessons to be learned from other parts of the world (Chapter 5). We also included a discussion of social and economic considerations germane to the public policy decision-making processes associated with marine reserves (Chapter 6). After reviewing all of these resources, we provided a summary of the ecological benefits that could be expected from existing reserves in Central California. This study was undertaken by UKOLN on behalf of the Joint Information Systems Committee (JISC) in the period April to September 2008. Application profiles are metadata schemata which consist of data elements drawn from one or more namespaces, optimized for a particular local application. They offer a way for particular communities to base the interoperability specifications they create and use for their digital material on established open standards. This offers the potential for digital materials to be accessed, used and curated effectively both within and beyond the communities in which they were created. The JISC recognized the need to undertake a scoping study to investigate metadata application profile requirements for scientific data in relation to digital repositories, and specifically concerning descriptive metadata to support resource discovery and other functions such as preservation. This followed on from the development of the Scholarly Works Application Profile (SWAP) undertaken within the JISC Digital Repositories Programme and led by Andy Powell (Eduserv Foundation) and Julie Allinson (RRT UKOLN) on behalf of the JISC. Aims and Objectives 1.To assess whether a single metadata AP for research data, or a small number thereof, would improve resource discovery or discovery-to-delivery in any useful or significant way. 2.If so, then to:a.assess whether the development of such AP(s) is practical and if so, how much effort it would take; b.scope a community uptake strategy that is likely to be successful, identifying the main barriers and key stakeholders. 3.Otherwise, to investigate how best to improve cross-discipline, cross-community discovery-to-delivery for research data, and make recommendations to the JISC and others as appropriate. Approach The Study used a broad conception of what constitutes scientific data, namely data gathered, collated, structured and analysed using a recognizably scientific method, with a bias towards quantitative methods. The approach taken was to map out the landscape of existing data centres, repositories and associated projects, and conduct a survey of the discovery-to-delivery metadata they use or have defined, alongside any insights they have gained from working with this metadata. This was followed up by a series of unstructured interviews, discussing use cases for a Scientific Data Application Profile, and how widely a single profile might be applied. On the latter point, matters of granularity, the experimental/measurement contrast, the quantitative/qualitative contrast, the raw/derived data contrast, and the homogeneous/heterogeneous data collection contrast were discussed. The Study report was loosely structured according to the Singapore Framework for Dublin Core Application Profiles, and in turn considered: the possible use cases for a Scientific Data Application Profile; existing domain models that could either be used or adapted for use within such a profile; and a comparison existing metadata profiles and standards to identify candidate elements for inclusion in the description set profile for scientific data. The report also considered how the application profile might be implemented, its relationship to other application profiles, the alternatives to constructing a Scientific Data Application Profile, the development effort required, and what could be done to encourage uptake in the community. The conclusions of the Study were validated through a reference group of stakeholders.

The report provides recommendations to policy makers in science and scholarly research regarding IPR policy to increase the impact of research and make the outcomes more available. The report argues that the impact of publicly-funded research outputs can be increased through a fairer balance between private and public interest in copyright legislation. This will allow for wider access to and easier re-use of published research reports. The common practice of authors being required to assign all rights to a publisher restricts the impact of research outputs and should be replaced by wider use of a non-exclusive licence. Full access and re-use rights to research data should be encouraged through use of a research-friendly licence.
