The research explores how community participation can address affordable housing problems of the poor in Dhaka. The research, based on extensive interviews, community focus groups and household surveys in different Dhaka slums, identifies the limiting factors to promote community participation in affordable housing creation. In Dhaka housing options for poor are currently limited to affordable shelters in informal settlements. Public housing programs have failed to reach the poor and meet affordability levels due to a number of factors including lack of beneficiary participation. Beneficiary participation, though widely recognized for success in housing initiatives, often deteriorates in process of implementation into mere involvement, not reflecting community needs and aspirations and thus failing to meet its core objectives. This research identified the most significant impediments as well as opportunities to advance participation in their own housing provisions in Dhaka city.

Chromolaena odorata (L.) King and Robinson (Asteraceae) is a significant agricultural weed in Papua New Guinea (PNG), affecting plantations, food gardens and grazing lands. It was the focus of a collaborative biocontrol program funded by the Australian Government between 1998 and 2007. Chromolaena was recorded at 680 sites in 13 provinces of PNG through surveys, field releases of biocontrol agents and feedback from public awareness programs. Three biocontrol agents, the moth Pareuchaetes pseudoinsulata Rego Barros (Lepidoptera: Arctiidae), the stemgalling fly Cecidochares connexa (Macquart) (Diptera: Tephritidae) and the leaf mining fly Calycomyza eupatorivora Spencer (Diptera: Agromyzidae), were introduced to control chromolaena. Cecidochares connexa was found to be the most effective of the agents introduced as it quickly established at over 300 sites where it was released and spread up to 100km in five years from some sites. Experimental field plots established to determine the impact of the agents on chromolaena, showed that the size of chromolaena infestations decreased with the presence of C. connexa. A survey was conducted to quantify the social and economic benefits of biocontrol of chromolaena to landholders. Chromolaena is considered to be under substantial/significant control in nine provinces in PNG, with about 50% of respondents stating that there is less than 50% of chromolaena remaining following the release of the gall fly. This has resulted in landholders spending less time clearing chromolaena and the re-establishment of small-scale subsistence farms and the regeneration of natural vegetation. Crop yield and income generated from the sale of agricultural produce have increased by at least 50% since chromolaena was brought under biocontrol. It is anticipated that the gall fly will continue to spread and control chromolaena in areas where it has not yet reached, thereby further reducing the impact of the weed in PNG.

Market microstructure is “the study of the trading mechanisms used for financial securities” (Hasbrouck (2007)). It seeks to understand the sources of value and reasons for trade, in a setting with different types of traders, and different private and public information sets. The actual mechanisms of trade are a continually changing object of study. These include continuous markets, auctions, limit order books, dealer markets, or combinations of these operating as a hybrid market. Microstructure also has to allow for the possibility of multiple prices. At any given time an investor may be faced with a multitude of different prices, depending on whether he or she is buying or selling, the quantity he or she wishes to trade, and the required speed for the trade. The price may also depend on the relationship that the trader has with potential counterparties. In this research, I touch upon all of the above issues. I do this by studying three specific areas, all of which have both practical and policy implications. First, I study the role of information in trading and pricing securities in markets with a heterogeneous population of traders, some of whom are informed and some not, and who trade for different private or public reasons. Second, I study the price discovery of stocks in a setting where they are simultaneously traded in more than one market. Third, I make a contribution to the ongoing discussion about market design, i.e. the question of which trading systems and ways of organizing trading are most efficient. A common characteristic throughout my thesis is the use of high frequency datasets, i.e. tick data. These datasets include all trades and quotes in a given security, rather than just the daily closing prices, as in traditional asset pricing literature. This thesis consists of four separate essays. In the first essay I study price discovery for European companies cross-listed in the United States. I also study explanatory variables for differences in price discovery. In my second essay I contribute to earlier research on two issues of broad interest in market microstructure: market transparency and informed trading. I examine the effects of a change to an anonymous market at the OMX Helsinki Stock Exchange. I broaden my focus slightly in the third essay, to include releases of macroeconomic data in the United States. I analyze the effect of these releases on European cross-listed stocks. The fourth and last essay examines the uses of standard methodologies of price discovery analysis in a novel way. Specifically, I study price discovery within one market, between local and foreign traders.

The Finnish society developed rapidly in the 1960´s and 1970´s. This was result of international trends. Development of education, urbanization and wide organization of society increased discontent towards prevailing social structure and towards the power elite. Development of technology created possibility to present radical perspectives in mass media. This caused widely spread discussions dividing opinions. The purpose of this thesis was to complement research on national defence and the Finnish Defence Forces especially between years 1965 and 1975. The task of research was to clarify how changes in society and how the significance of this change was interpreted in public discussion about national defence and development of the Defence Forces. The most essential points for this thesis turned out to be discourses structured from public discussion. Main research material consisted of approximately 35000 news, editorials, articles and opinions presented in mass media supplemented by literature, committee reports and other archival sources. Frame of reference for this thesis is based on relativistic worldview. According to this, social reality is relative and there is no single truth. Environment has significant influence on the issue how knowledge and truth are formed. Data analysis was based on critical discourse. The key objective was to clarify the effects of broad changes in society using discursive methods. One essential goal was to form order of discourse using linguistic analysis and also connect discourses to wider sociocultural custom. On this thesis I came to the conclusion that on the review period there were five significant ensembles of discourse. They consisted of several discussions focused on different themes. The discourse of official security policy aimed to define national defence and the position of the Defence Forces as parts of foreign policy. Foreign policy is often perceived as the most significant part of security policy. Historical memory, geographical position of Finland and also the state contracts, changes in international warfare, tasks of the Defence Forces and increasing critic of national defence and the difference in thinking between generations formed the discourse of security policy. In the discourse of the liability to military service, the issue was about individual responsibility to society and national defence. Resisters and unarmed defence demands, encouraged by international examples were the themes. The discourse pointed out how mass media is used to influence and forced the Defence Forces to develop the practices in public information. The discourses of democracy and politics were closer to internal development of the Defence Forces to integrate more into society. The discourse of democracy focused in changing power relationships of the Defence Forces that were known as authoritarian. Issues like conscript and personnel union activity had lot of similarities to general social development. The discourse of politics presented how the Defence Forces were pushed towards parliamentary decision making. The personnel was granted the same rights as other population. Themes related to the discourse on the will to national defence were development of mental national defence, increasing education on national defence and creation of more open public information culture. According to discourses presented above I can state, that the position of the Defence Forces in society was changed between years 1965-1975. This change was advanced by the Defence Forces reformed attitude towards mass media and public information in general. Active participation in public information important became important instead of only answering topics. This positive development created an atmosphere, that was easier for the public to understand and create own pictures of the armed forces. Due to this, I can describe that the defenders and supporters of the armed forces were stuck in their trenches, until discussions presented in discourses and themes developed the Defence Forces to be better fitting part of society. Examina a aplicação da Lei nº 12.527, de 18 de novembro de 2011 – a Lei de Acesso à Informação (LAI) – tendo como locus a Câmara dos Deputados e o seu órgão de gestão da informação, de relacionamento e de atendimento ao público usuário, o Centro de Documentação e Informação (Cedi) e, em particular, a Coordenação de Relacionamento, Pesquisa e Informação (Corpi). Analisa-se, à luz da Ciência da Informação, o impacto causado pela LAI no processo de provimento de informação e na disponibilidade da informação institucional para a sociedade, no contexto do amplo acesso às informações públicas, desejável na Câmara. A pesquisa, de caráter documental, firma-se em documentos e na legislação produzidos na esfera da Câmara dos Deputados. Para o estudo do caso, utilizou-se entrevista com servidores da Corpi, onde se colheram impressões sobre o impacto da LAI na dinâmica do trabalho de atendimento e pesquisa, identificaram-se os principais problemas percebidos e as suas sugestões de melhoria. Discorre-se, também, subsidiariamente, sobre a gestão da informação como parte do ciclo informacional e condição para o acesso à informação, tópico central desta pesquisa. Aborda-se a questão da cidadania e do controle social, bem o direito à informação e transparência governamental que subjazem à proposta de amplo acesso à informação pública preconizada pela LAI, em razão da mudança de paradigma e do regime de informação a que a LAI conduz. O estudo dos efeitos da LAI no âmbito da Câmara teve como marco temporal o período de maio a dezembro de 2012. Estima-se que os indicadores desta pesquisa possam contribuir com estudos futuros relacionados com a governança da informação na Câmara.

Currently completing its fifth year, the Coastal Waccamaw Stormwater Education Consortium (CWSEC) helps northeastern South Carolina communities meet National Pollutant Discharge Elimination System (NPDES) Phase II permit requirements for Minimum Control Measure 1 - Public Education and Outreach - and Minimum Control Measure 2 - Public Involvement. Coordinated by Coastal Carolina University, six regional organizations serve as core education providers to eight coastal localities including six towns and cities and two large counties. CWSEC recently finished a needs assessment to begin the process of strategizing for the second NPDES Phase II 5-year permit cycle in order to continue to develop and implement effective, results-oriented stormwater education and outreach programs to meet federal requirements and satisfy local environmental and economic needs. From its conception in May 2004, CWSEC set out to fulfill new federal Clean Water Act requirements associated with the NPDES Phase II Stormwater Program. Six small municipal separate storm sewer systems (MS4s) located within the Myrtle Beach Urbanized Area endorsed a coordinated approach to regional stormwater education, and participated in a needs assessment resulting in a Regional Stormwater Education Strategy and a Phased Education Work Plan. In 2005, CWSEC was formally established and the CWSEC’s Coordinator was hired. The Coordinator, who is also the Environmental Educator at Coastal Carolina University’s Waccamaw Watershed Academy, organizes six regional agencies who serve as core education providers for eight coastal communities. The six regional agencies working as core education providers to the member MS4s include Clemson Public Service and Carolina Clear Program, Coastal Carolina University’s Waccamaw Watershed Academy, Murrells Inlet 2020, North Inlet-Winyah Bay National Estuarine Research Reserve’s Coastal Training and Public Education Programs, South Carolina Sea Grant Consortium, and Winyah Rivers Foundation’s Waccamaw Riverkeeper®. CWSEC’s organizational structure results in a synergy among the education providers, achieving greater productivity than if each provider worked separately. The member small MS4s include City of Conway, City of North Myrtle Beach, City of Myrtle Beach, Georgetown County, Horry County, Town of Atlantic Beach, Town of Briarcliffe Acres, and Town of Surfside Beach. Each MS4 contributes a modest annual fee toward the salary of the Coordinator and operational costs. (PDF contains 3 pages)

[ES] Es obligatorio para las empresas cotizadas que cuenten con una página web para atender el derecho de información de los accionistas, y donde difundir información relevante y obligatoria. Por ello, se creó la normativa necesaria para regular tanto la información mínima que las empresas debían aportar en sus webs, como los requisitos técnicos y jurídicos que dichas páginas debían poseer. No obstante, todas las empresas no presentan la misma información en sus webs, ya que muchas no se limitan a presentar solo la exigida por ley, y ésta puede ser más o menos útil para los usuarios. Por eso, es imprescindible poder conocer de alguna forma la transparencia que las empresas muestran a los usuarios en sus páginas web y en particular a los accionistas, si existe asimetría informativa o no, y saber cuál es el grado de calidad de la información presentada, así como la confianza que se puede tener en la misma.

Essa dissertação objetiva oferecer uma contribuição acadêmica sobre o nível de transparência pública federal nos relatórios de gestão anuais e os incentivos (político, institucional, governamental, social e financeiro) associados à divulgação da informação. Aborda-se, a perspectiva do conflito de agência, assimetria informacional e public accountability na divulgação da informação pública, isto é, os gestores governamentais tendem a disponibilizar uma informação assimétrica ao cidadão. A pesquisa é empírico-analítica com regressão linear múltipla e análise de corte transversal nos relatórios de gestão de 2010 de 115 entes públicos federais. Para tanto foi construído um índice de transparência pública federal (total, obrigatório e voluntário) dicotômico (binário) e policotômico (ponderado), baseado em estudos anteriores e na legislação nacional, adaptado ao cenário brasileiro. Os resultados apontam um baixo nível de transparência pública federal (50%) dos itens de evidenciação, deficiência de compliance com as práticas de evidenciação obrigatória (80%) e baixa aderência às práticas de evidenciação voluntária (19%). Ademais se verificou uma uniformidade na divulgação da informação pública (total, obrigatória e voluntária) entre os entes públicos da administração indireta (autarquias 54% e fundações 55%), mas diferenças estatísticas significativas quando considerados estes e os entes da administração direta (órgãos públicos 46%), que tendem a divulgar menos informação. Relativo aos incentivos se observa uma relação positiva do tipo do ente (incentivo governamental), da acessibilidade (incentivo social) e da demografia de pessoal (incentivo institucional) com o índice de transparência pública federal, enquanto a burocracia pública (incentivo governamental) apresenta uma relação negativa. Todavia o porte (incentivo político), tamanho do núcleo de gestão (incentivo institucional), receita orçamentária e dependência federal (incentivo financeiro) não apresentaram relação com o índice. Assim, a contribuição do estudo é revelar o atual estágio da transparência pública dos entes públicos federais, bem como os incentivos associados, e estas informações, podem ser oportunidades de melhorias na evidenciação da informação pública nos relatórios de gestão anuais.

This paper explores the social dimensions of an experimental release of carbon dioxide (CO2) carried out in Ardmucknish Bay, Argyll, United Kingdom. The experiment, which aimed to understand detectability and potential effects on the marine environment should there be any leakage from a CO2 storage site, provided a rare opportunity to study the social aspects of a carbon dioxide capture and storage-related event taking place in a lived-in environment. Qualitative research was carried out in the form of observation at public information events about the release, in-depth interviews with key project staff and local stakeholders/community members, and a review of online media coverage of the experiment. Focusing mainly on the observation and interview data, we discuss three key findings: the role of experience and analogues in learning about unfamiliar concepts like CO2 storage; the challenge of addressing questions of uncertainty in public engagement; and the issue of when to commence engagement and how to frame the discussion. We conclude that whilst there are clearly slippages between a small-scale experiment and full-scale CCS, the social research carried out for this project demonstrates that issues of public and stakeholder perception are as relevant for offshore CO2 storage as they are for onshore.

Despite several decades of decline, cardiovascular diseases are still the most common causes of death in Western societies. Sedentary living and high fat diets contribute to the prevalence of cardiovascular diseases. This paper analyses the trade-offs between lifestyle choices defined in terms of diet, physical activity, cost, and risk of cardiovascular disease that a representative sample of the population of Northern Ireland aged 40-65 are willing to make. Using computer assisted personal interviews, we survey 493 individuals at their homes using a Discrete Choice Experiment (DCE) questionnaire administered between February and July 2011 in Northern Ireland. Unlike most DCE studies for valuing public health programs, this questionnaire uses a tailored exercise, based on the individuals’ baseline choices. A “fat screener” module in the questionnaire links personal cardiovascular disease risk to each specific choice set in terms of dietary constituents. Individuals are informed about their real status quo risk of a fatal cardiovascular event, based on an initial set of health questions. Thus, actual risks, real diet and exercise choices are the elements that constitute the choice task. Our results show that our respondents are willing to pay for reducing mortality risk and, more importantly, are willing to change physical exercise and dietary behaviours. In particular, we find that to improve their lifestyles, overweight and obese people would be more likely to do more physical activity than to change their diets. Therefore, public policies aimed to target obesity and its related illnesses in Northern Ireland should invest public money in promoting physical activity rather than healthier diets.

Northern Ireland has been considered a conflict-resolution success story. The 1998 Belfast/Good Friday Agreement provided a framework for managing a long-standing ethnonational conflict, and has ushered in relative political stability. The consociational features of the Northern Ireland Assembly can be seen either as necessary for managing conflict or as institutionalizing sectarianism so that politics along left–right lines cannot emerge. Although there is evidence for the development of a “Northern Irish” identity to counter competing British and Irish identities, Northern Ireland is a long way from transcending the sectarian structures that shape almost all aspects of social and political life. Northern Ireland remains segregated along religious lines and is also prone to tensions around the anniversaries of atrocities and the public use of symbols and rituals. The failure to systematically “deal with the past” through public information recovery and truth-telling mechanisms also seems to have hindered progress toward reconciliation.

For the actual existence of e-government it is necessary and crucial to provide public information and documentation, making its access simple to citizens. A portion, not necessarily small, of these documents is in an unstructured form and in natural language, and consequently outside of which the current search systems are generally able to cope and effectively handle. Thus, in thesis, it is possible to improve access to these contents using systems that process natural language and create structured information, particularly if supported in semantics. In order to put this thesis to test, this work was developed in three major phases: (1) design of a conceptual model integrating the creation of structured information and making it available to various actors, in line with the vision of e-government 2.0; (2) definition and development of a prototype instantiating the key modules of this conceptual model, including ontology based information extraction supported by examples of relevant information, knowledge management and access based on natural language; (3) assessment of the usability and acceptability of querying information as made possible by the prototype - and in consequence of the conceptual model - by users in a realistic scenario, that included comparison with existing forms of access. In addition to this evaluation, at another level more related to technology assessment and not to the model, evaluations were made on the performance of the subsystem responsible for information extraction. The evaluation results show that the proposed model was perceived as more effective and useful than the alternatives. Associated with the performance of the prototype to extract information from documents, comparable to the state of the art, results demonstrate the feasibility and advantages, with current technology, of using natural language processing and integration of semantic information to improve access to unstructured contents in natural language. The conceptual model and the prototype demonstrator intend to contribute to the future existence of more sophisticated search systems that are also more suitable for e-government. To have transparency in governance, active citizenship, greater agility in the interaction with the public administration, among others, it is necessary that citizens and businesses have quick and easy access to official information, even if it was originally created in natural language.
