This dissertation focuses on industrial policy in two developing countries: Peru and Ecuador. Informed by comparative historical analysis, it explains how the Import-Substitution Industrialization policies promoted during the 1970s by military administration unravelled in the following 30 years under the guidance of Washington Consensus policies. Positioning political economy in time, the research objectives were two-fold: understanding long-term policy reform patterns, including the variables that conditioned cyclical versus path-dependent dynamics of change and; secondly, investigating the direction and leverage of state institutions supporting the manufacturing sector at the dawn, peak and consolidation of neoliberal discourse in both countries. Three interconnected causal mechanisms explain the divergence of trajectories: institutional legacies, coordination among actors and economic distribution of power. Peru’s long tradition of a minimal state contrasts with the embedded character of Ecuador long tradition of legal protectionism dating back to the Liberal Revolution. Peru’s close policy coordination among stakeholders –state technocrats and business elites- differs from Ecuador’s “winners-take-all” approach for policy-making. Peru’s economic dynamism concentrated in Lima sharply departs from Ecuador’s competitive regional economic leaderships. This dissertation paid particular attention to methodology to understand the intersection between structure and agency in policy change. Tracing primary and secondary sources, as well as key pieces of legislation, became critical to understand key turning points and long-term patterns of change. Open-ended interviews (N=58) with two stakeholder groups (business elites and bureaucrats) compounded the effort to knit motives, discourses, and interests behind this long transition. In order to understand this amount of data, this research build an index of policy intervention as a methodological contribution to assess long patterns of policy change. These findings contribute to the current literature on State-market relations and varieties of capitalism, institutional change, and policy reform.

Megaprojects are described as large, complex and expensive construction projects. Recent studies have shown that megaprojects often result in cost overruns, time extensions and undesired outcomes. Regardless, megaprojects are common, particularly in developing countries, as they are a trigger for social and economic development (Li et al., 2010). Since 2007, the Government of Ecuador has begun an unprecedent investment in infrastructure. Through the National Water Secretary, the government has 16 projects in agenda accounting for over $ 3 billion, with 6 projects currently under construction. These projects are considered flagship infrastructure in the endeavour to enhance the country´s productivity.The Bulubulu-Naranjal-Cañar project, a $406 million multi-purpose hydraulic project for irrigation and flood control, consists of over 1,000 activities and was proposed to be completed by 2015. This novel project for Ecuador, presented as a case study, represents a challenge for project management and financing. The purpose of this preliminary study is to provide an insight to megaproject management in Ecuador, and propose improvements to megaproject management through optimization of stochastic project schedules.

In cooperation with this program, and in connection with Ecuador's adherence in 196l to the Convention for the Establishment of an Inter-American Tropical Tuna Commission, a two-and-a-half year investigation of the ecology of the Gulf of Guayaquil and adjacent waters was started by the Inter-American Tropical Tuna Commission. SPANISH: En 1961 el gobierno del Ecuador con el apoyo financiro del Fondo Especial de las Naciones Unidas y la asistencia tenica de los expertos de la FAO, inicio un programa extensivo de investigacion pesquera centralizado en el instituto de pesquerias establecido en Guayaquil. ENGLISH: The Inter-American Tropical Tuna Commission was created by a Convention between the Republic of Costa Rica and the United States of America. The Convention came into force in 1950. One of the provisions of the Convention was that other governments whose nationals participate in the fisheries covered by the Convention could adhere if they so desired and if the existing members agreed. Under this arrangement, the Republic of Panama adhered to the COl1vention in 1953. The Republic of Ecuador adhered in 1961. The Senate of the Republic of Mexico approved adherence in 1963; and the Republic of Colombia has indicated her desire to adhere. Full members during 1963 were Costa Rica, Ecuador, Panama, and the United States. SPANISH: La Comisión Interamericana del Atún Tropical fue creada en virtud de una Convención entre la República de Costa Rica y los Estados Unidos de América. La Convención entró en vigencia en 1950. Una de las estipulaciones de la Convención, permite a los gobiernos de otros países cuyos habitantes participen en las pesquerías a que dicha Convención se refiere, adherirse a ella si así lo desean y si los Gobiernos Miembros están de acuerdo. Acogiéndose a esa estipulación, la República de Panamá se adhirió a la Convención en 1953. La República del Ecuador se adhirió en 1961. El Senado de la República de México aprobó la adhesión en 1963; y la República de Colombia ha manifestado su deseo de adherirse.
