How should the 'long' eighteenth century be defined? January 1, 1700 and December 31, 1799 are quite arbitrary dates. Why should they be chosen to segment our history rather than more significant periods of time, periods which have a coherent content, or are marked, perhaps, by the working out of a theme? Students of English literature sometimes take the long eighteenth century to extend from John Milton (Paradise Lost, 1667) to the passing of the first generation of Romantics (Keats (d. 1821), Shelley (d. 1822), Byron (d. 1824), Coleridge (d. 1834)). Students of British political history often take it to start with the accession of Charles II (the Restoration) in 1660 or, alternatively, the so-called Glorious Revolution of 1688 and to end with the great Reform Act of 1832. Others might choose different book ends. In the history of science and philosophy the terminus a quo is sometimes taken as the publication of Descartes' scientific philosophy or, in more Anglophone zones, the 1687 publication of Newton's Principia with its vision of a 'clockwork universe'. 'Nature and Nature's laws' as Alexander Pope enthused, 'lay hid in Night: God said, Let Newton be! and all was light!'.

The work referred to above, in order to contribute to the legal issues, economic, political and social of the violation of social rights, performs even firmer approach to various implementation mechanisms of social rights in Brazil. Therefore, it begins the study dealing with aspects and important characters of the rights under discussion, as its normative forecast, concept, classifications; respect of social rights with the existential minimum; the principle of reservation of the possible and the need to use this principle as optimization commandment of state resources and the deficit of the realization of social rights in the country. This, in later chapters, in an interdisciplinary approach, challenges and proposals for the realization of social rights by bringing in each chapter, mechanisms for such implementation. That way, as a general objective, it has been to contribute to the discussed problems, when present proposals for the realization of social rights in the Brazilian context. As specific objectives, as well as record the key aspects of the rights in allusion, the one has to promote the perspective of economic development and taxation as posts instruments that the State must be focused on the promotion of social rights by registering in this context that nonexistent economic development without reducing poverty, misery and social inequality and adding that there should be a directly proportional relationship between the tax burden in the country and the human and social development index; analyze the achievement of budget control as essential and healthy measure for the realization of social rights; highlight the importance of society to the achievement of unavailable social interests, affirming the need for the implementation of participatory democracy and, in this line, brings knowledge of the Constitution and the constitutional sense as elements that provide the constitutional progress. Finally, it presents a study on public policies, considering that these are equivalent to the primary means of the promotion of social rights. That way it analyzes the stages that integrate public policies, ranging from the perception of social problems for evaluation and control of the policies implemented; debate about the administrative discretion in when it comes to public policies; brings the classification of essential public policies, the relationship of these with the existential minimum, control parameters and, finally, the legalization of public policy, regarded as legitimate to remedy the unconstitutional state failure and give normative effectiveness and strength to the defining constitutional rules for fundamental social rights. It uses to achieve the objectives outlined, the bibliographic and normative approach method and performs an analysis of jurisprudence related understandings to matter. In the conclusions, it rescues the most important aspects elucidated at work, with the aim of giving emphasis to the proposals and mechanisms that contribute to the solution of the discussed problems.

Pretendo explicitar algumas implicações epistemológicas do debate entre Putnam e Habermas acerca da objetividade dos valores. Inicialmente, gostaria de construir, recorrendo a reflexões em filosofia da linguagem e no neopragmatismo, o horizonte teórico no qual se possa entender de maneira menos unilateral a relação entre naturalismo e a normatividade das “formas de vida” (1). Tais considerações devem funcionar como uma explanação do contexto filosófico em que se desenvolve o debate Habermas/Putnam. Em seguida, gostaria de resumir a posição de Putnam (2). Em terceiro lugar, a partir daquilo que parece ser a direção argumentativa compartilhada, pretendo evidenciar a pertinência do debate para os atuais questionamentos em filosofia prática, delineando os contornos do “pragmatismo ético” (3). Finalmente, procuro mostrar que Habermas escapa à crítica de Putnam aderindo implicitamente à tese da vinculação da moral deontológica a uma orientação axiológica em termos de vulnerabilidade (4). ______________________________________________________________________________ ABSTRACT

A maior parte dos estudiosos da obra de Verney destacam no domínio da filosofia natural a sua defesa do experimentalismo e a adopção, dentro do eclectismo filosófico, de uma postura de adesão ao newtonianismo. Nas linhas que se seguem propomo-nos aprofundar a matriz newtoniana do pensamento de Verney ao nível das fontes (autores e livros) mencionados no Verdadeiro Método de Estudar, em particular na sua Carta X. Analisa-se as suas referências aos Principia de Newton bem como ao Cálculo Integral e Diferencial com a citação de Leibniz, os irmãos Bernoulli e o Marquês de l’ Hôpital e outros matemáticos contemporâneos. Assinala-se a ausência de qualquer alusão à segunda grande obra de Newton, a Óptica. Por último, discute-se a inclusão sistemática de autores e obras italianas, menos conhecidos da Europa culta da época, que parece terem sido importantes na formação «moderna» do jovem Verney radicado em Roma.
