Waterways have many more ties with society than as a medium for the transportation of goods alone. Waterway systems offer society many kinds of socio-economic value. Waterway authorities responsible for management and (re)development need to optimize the public benefits for the investments made. However, due to the many trade-offs in the system these agencies have multiple options for achieving this goal. Because they can invest resources in a great many different ways, they need a way to calculate the efficiency of the decisions they make. Transaction cost theory, and the analysis that goes with it, has emerged as an important means of justifying efficiency decisions in the economic arena. To improve our understanding of the value-creating and coordination problems for waterway authorities, such a framework is applied to this sector. This paper describes the findings for two cases, which reflect two common multi trade-off situations for waterway (re)development. Our first case study focuses on the Miami River, an urban revitalized waterway. The second case describes the Inner Harbour Navigation Canal in New Orleans, a canal and lock in an industrialized zone, in need of an upgrade to keep pace with market developments. The transaction cost framework appears to be useful in exposing a wide variety of value-creating opportunities and the resistances that come with it. These insights can offer infrastructure managers guidance on how to seize these opportunities.

By providing a wide literature review, post-hurricane Katrina uneven urban regeneration in New Orleans is presented here by framing it within a historical perspective in order to underline how environmental threats too often seem to be not so much “natural” but rather man-made as well as to highlight both the reasons and the ways in which, in post-disaster reconstruction, competitive growth has been valued over equity, by directly benefiting those who were already the most advantaged. The aim is to highlight how environmental disasters can be considered as socially constructed phenomena, as they cannot be seen as a single event but rather as a process made by a series of progressive steps occurring within different spheres, which do not necessarily concern the environment only.

O presente trabalho é resultado de pesquisa bibliográfica e de campo realizada no município de Orleans, estado de Santa Catarina – Brasil. Tendo como principal referencial teórico o pensamento de Milton Santos, examina o significado e o papel que as comunidades rurais do interior do município assumiram na região Sul de Santa Catarina tendo em vista a penetração e expansão dos sistemas de produção integrada, especialmente de frangos. Resgata os conceitos de região, território e lugar para analisar os processos de formação territorial e a importância da técnica para o estabelecimento das relações do homem com o meio.As comunidades rurais são tomadas como lugares, caracterizados em dois momentos históricos: o início de sua formação, época dos primeiros imigrantes e o tempo atual, após as transformações sofridas pela penetração da fumicultura, da suinocultura e da avicultura integrada. O objetivo é revelar um novo lugar, um lugar ressignificado, seja pelo papel que exercem estas comunidades nas atuais redes de produção e comércio, seja pelas novas relações que seus moradores estabelecem com o meio.
