The electronic structure and magnetism of eskolaite are studied by using first-principles calculations where the on-site Coulomb interaction and the exchange interaction are taken into account and the LSDA+U method is used.The calculated energies of magnetic configurations are very well fitted by the Heisenberg Hamiltonian with interactions in five neighbour shells; interaction with two nearest neighbours is found to be dominant. The Neel temperature is calculated in the spin-3/2 pair-cluster approximation. It is found that the measurements are in good agreement with for the values of U and J that are close to those obtained within the constrained occupation method.The band gap is of the Mott-Hubbard type.

This paper introduces an algorithm that uses boosting to learn a distance measure for multiclass k-nearest neighbor classification. Given a family of distance measures as input, AdaBoost is used to learn a weighted distance measure, that is a linear combination of the input measures. The proposed method can be seen both as a novel way to learn a distance measure from data, and as a novel way to apply boosting to multiclass recognition problems, that does not require output codes. In our approach, multiclass recognition of objects is reduced into a single binary recognition task, defined on triples of objects. Preliminary experiments with eight UCI datasets yield no clear winner among our method, boosting using output codes, and k-nn classification using an unoptimized distance measure. Our algorithm did achieve lower error rates in some of the datasets, which indicates that, in some domains, it may lead to better results than existing methods.

Large probabilistic graphs arise in various domains spanning from social networks to biological and communication networks. An important query in these graphs is the k nearest-neighbor query, which involves finding and reporting the k closest nodes to a specific node. This query assumes the existence of a measure of the "proximity" or the "distance" between any two nodes in the graph. To that end, we propose various novel distance functions that extend well known notions of classical graph theory, such as shortest paths and random walks. We argue that many meaningful distance functions are computationally intractable to compute exactly. Thus, in order to process nearest-neighbor queries, we resort to Monte Carlo sampling and exploit novel graph-transformation ideas and pruning opportunities. In our extensive experimental analysis, we explore the trade-offs of our approximation algorithms and demonstrate that they scale well on real-world probabilistic graphs with tens of millions of edges.

Nearest neighbor classification using shape context can yield highly accurate results in a number of recognition problems. Unfortunately, the approach can be too slow for practical applications, and thus approximation strategies are needed to make shape context practical. This paper proposes a method for efficient and accurate nearest neighbor classification in non-Euclidean spaces, such as the space induced by the shape context measure. First, a method is introduced for constructing a Euclidean embedding that is optimized for nearest neighbor classification accuracy. Using that embedding, multiple approximations of the underlying non-Euclidean similarity measure are obtained, at different levels of accuracy and efficiency. The approximations are automatically combined to form a cascade classifier, which applies the slower approximations only to the hardest cases. Unlike typical cascade-of-classifiers approaches, that are applied to binary classification problems, our method constructs a cascade for a multiclass problem. Experiments with a standard shape data set indicate that a two-to-three order of magnitude speed up is gained over the standard shape context classifier, with minimal losses in classification accuracy.

Intrinsic and extrinsic speaker normalization methods are systematically compared using a neural network (fuzzy ARTMAP) and L1 and L2 K-Nearest Neighbor (K-NN) categorizers trained and tested on disjoint sets of speakers of the Peterson-Barney vowel database. Intrinsic methods include one nonscaled, four psychophysical scales (bark, bark with endcorrection, mel, ERB), and three log scales, each tested on four combinations of F0 , F1, F2, F3. Extrinsic methods include four speaker adaptation schemes, each combined with the 32 intrinsic methods: centroid subtraction across all frequencies (CS), centroid subtraction for each frequency (CSi), linear scale (LS), and linear transformation (LT). ARTMAP and KNN show similar trends, with K-NN performing better, but requiring about ten times as much memory. The optimal intrinsic normalization method is bark scale, or bark with endcorrection, using the differences between all frequencies (Diff All). The order of performance for the extrinsic methods is LT, CSi, LS, and CS, with fuzzy ARTMAP performing best using bark scale with Diff All; and K-NN choosing psychophysical measures for all except CSi.

Feature selection and feature weighting are useful techniques for improving the classification accuracy of K-nearest-neighbor (K-NN) rule. The term feature selection refers to algorithms that select the best subset of the input feature set. In feature weighting, each feature is multiplied by a weight value proportional to the ability of the feature to distinguish pattern classes. In this paper, a novel hybrid approach is proposed for simultaneous feature selection and feature weighting of K-NN rule based on Tabu Search (TS) heuristic. The proposed TS heuristic in combination with K-NN classifier is compared with several classifiers on various available data sets. The results have indicated a significant improvement in the performance in classification accuracy. The proposed TS heuristic is also compared with various feature selection algorithms. Experiments performed revealed that the proposed hybrid TS heuristic is superior to both simple TS and sequential search algorithms. We also present results for the classification of prostate cancer using multispectral images, an important problem in biomedicine.

Weakly nonlinear excitations in one-dimensional isotropic Heisenberg ferromagnetic chains with nearest- and next-nearest-neighbor exchange interactions are considered. Based on the properties of modulational stability of corresponding linear spin waves, the existence regions of bright and dark magnetic solitons of the system are discussed in the whole Brillouin zone. The antidark soliton mode which is convex soliton super-imposed with a plane wave component is obtained near the zero-dispersion points of the spin wave frequency spectrum. Despite the growing sophistication of antitrust regimes around the world, export cartels benefit from special treatment: they are almost universally tolerated, if not encouraged in the countries of origin. Economists do not offer an unambiguous policy recommendation on how to deal with them in part due to the lack of empirical data. This article discusses arguments for and against export cartels and it identifies the existing gaps in the present regulatory framework. The theoretical part is followed by an analysis of the recent case law: a US cartel challenged with different outcomes in India and South Africa, as well as Chinese export cartels pursued in the USA. The Chinese cases are particularly topical as the conduct at stake, apart from being subject to private antitrust actions before US courts, was also challenged within the WTO dispute settlement framework, pointing out to the existing interface between trade and competition. While the recent developments prove that unaddressed issues tend not to vanish, the new South-North dimension has the potential of placing export cartels again on the international agenda. Pragmatic thinking suggests looking for the solution within the WTO framework.

With the increasing complexity of current networks, it became evident the need for Self-Organizing Networks (SON), which aims to automate most of the associated radio planning and optimization tasks. Within SON, this paper aims to optimize the Neighbour Cell List (NCL) for Long Term Evolution (LTE) evolved NodeBs (eNBs). An algorithm composed by three decisions were were developed: distance-based, Radio Frequency (RF) measurement-based and Handover (HO) stats-based. The distance-based decision, proposes a new NCL taking account the eNB location and interference tiers, based in the quadrants method. The last two algorithms consider signal strength measurements and HO statistics, respectively; they also define a ranking to each eNB and neighbour relation addition/removal based on user defined constraints. The algorithms were developed and implemented over an already existent radio network optimization professional tool. Several case studies were produced using real data from a Portuguese LTE mobile operator. © 2014 IEEE.
