Marine legislation is becoming more complex and marine ecosystem-based management is specified in national and regional legislative frameworks. Shelf-seas community and ecosystem models (hereafter termed ecosystem models) are central to the delivery of ecosystem-based management, but there is limited uptake and use of model products by decision makers in Europe and the UK in comparison with other countries. In this study, the challenges to the uptake and use of ecosystem models in support of marine environmental management are assessed using the UK capability as an example. The UK has a broad capability in marine ecosystem modelling, with at least 14 different models that support management, but few examples exist of ecosystem modelling that underpin policy or management decisions. To improve understanding of policy and management issues that can be addressed using ecosystem models, a workshop was convened that brought together advisors, assessors, biologists, social scientists, economists, modellers, statisticians, policy makers, and funders. Some policy requirements were identified that can be addressed without further model development including: attribution of environmental change to underlying drivers, integration of models and observations to develop more efficient monitoring programmes, assessment of indicator performance for different management goals, and the costs and benefit of legislation. Multi-model ensembles are being developed in cases where many models exist, but model structures are very diverse making a standardised approach of combining outputs a significant challenge, and there is a need for new methodologies for describing, analysing, and visualising uncertainties. A stronger link to social and economic systems is needed to increase the range of policy-related questions that can be addressed. It is also important to improve communication between policy and modelling communities so that there is a shared understanding of the strengths and limitations of ecosystem models.

Purpose: The purpose of this paper is to examine the extent and nature of greening the supply chain (SC) in the UK manufacturing sector; and the factors that influence the breadth and depth of this activity.

Design/methodology/approach: Based on the findings from a sample of manufacturing organisations drawn from the membership of The Chartered Institute for Purchasing and Supply. Data are collected using a questionnaire, piloted and pre-tested before distribution with responses from 60 manufacturing companies.

Findings: On average manufacturers perceive the greatest pressure to improve environmental performance through legislation and internal drivers (IDs). The least influential pressures are related to societal drivers and SC pressures from individual customers. Green supply chain management (GSCM) practices amongst this “average” group of UK manufacturing organisations are focusing on internal, higher risk, descriptive activities, rather than proactive, external engagement processes. Environmental attitude (EA) is a key predictor of GSCM activity and those organisations that have a progressive attitude are also operationally very active. EA shows some relationship to legislative drivers but other factors are also influential. Operational activity may also be moderated by organisational contingencies such as risk, size, and nationality.

Research limitations/implications: The main limitation to this paper is the relatively small manufacturing sample.

Practical implications: This paper presents a series of constructs that identify GSCM operational activities companies to benchmark themselves against. It suggests which factors are driving these operational changes and how industry contingencies may be influential.

Originality/value: This paper explores what is driving environmental behaviour amongst an “average” sample of manufacturers, what specific management practices take place and the relationships between them.

Over the last two decades there has been ongoing debate about the impact of environmental practices on operational performance. In recent years, studies have started to move beyond assessing the direct impact of environmental management on different dimensions of performance to consider factors that might moderate or mediate this relationship. This study considers the extent to which environmental integration and environmental capabilities moderate the relationship between pollution prevention and environmental performance outcomes. The mediating influence of environmental performance on the relationship between pollution prevention and cost and flexibility performance is also considered. Data were collected from a sample of UK food manufacturers and analysed using multiple regression analysis. The findings indicate the existence of some moderated and mediated relationships suggesting that there is more to improving performance than implementing environmental practices.

Seafloor massive sulfides (SMS) contain commercially viable quantities of high grade ores, making them attractive prospect sites for marine mining. SMS deposits may also contain hydrothermal vent ecosystems populated by high conservation value vent-endemic species. Responsible environmental management of these resources is best achieved by the adoption of a precautionary approach. Part of this precautionary approach involves the Environmental Impact Assessment (EIA) of exploration and exploitative activities at SMS deposits. The VentBase 2012 workshop provided a forum for stakeholders and scientists to discuss issues surrounding SMS exploration and exploitation. This forum recognised the requirement for a primer which would relate concepts underpinning EIA at SMS deposits. The purpose of this primer is to inform policy makers about EIA at SMS deposits in order to aid management decisions. The primer offers a basic introduction to SMS deposits and their associated ecology, and the basic requirements for EIA at SMS deposits; including initial data and information scoping, environmental survey, and ecological risk assessment. © 2013 Elsevier Ltd.

Mining seafloor massive sulfides for metals is an emergent industry faced with environmental management challenges. These revolve largely around limits to our current understanding of biological variability in marine systems, a challenge common to all marine environmental management. VentBase was established as a forum where academic, commercial, governmental, and non-governmental stakeholders can develop a consensus regarding the management of exploitative activities in the deep-sea. Participants advocate a precautionary approach with the incorporation of lessons learned from coastal studies. This workshop report from VentBase encourages the standardization of sampling methodologies for deep-sea environmental impact assessment. VentBase stresses the need for the collation of spatial data and importance of datasets amenable to robust statistical analyses. VentBase supports the identification of set-asides to prevent the local extirpation of vent-endemic communities and for the post-extraction recolonization of mine sites. © 2013.

O presente trabalho de investigação centra-se no estudo das reclamações em matéria de ambiente submetidas às Câmaras dos municípios envolventes à Ria de Aveiro entre os anos de 2000 e 2007. Pretendeu compreender-se de que forma podem ser caracterizadas as reclamações, nomeadamente a análise temporal, os principais atores envolvidos na apresentação e na resolução das reclamações, os imputados pelos problemas ambientais levantados, as tipologias de problemas de ambiente associadas às reclamações, o padrão territorial que assumem e as resoluções aplicadas. Procurou ainda compreender-se até que ponto a existência de um ecossistema em comum aos municípios, a Ria de Aveiro, influencia os tipos de problemas ambientais que têm sido alvo de reclamações e quais são os fatores que determinam as semelhanças e as diferenças encontradas no estudo das reclamações por municípios. A metodologia do trabalho consistiu, sumariamente, na revisão da literatura da especialidade com o objetivo de identificar o que tem sido desenvolvido nesse ramo de investigação, na caracterização da área de estudo e no desenvolvimento de uma estrutura metodológica para a identificação e a análise das reclamações e para a ponderação dos resultados com as perceções dos líderes locais através da realização de entrevistas. O enquadramento teórico do estudo salientou os principais aspetos referidos no domínio dos protestos ambientais e das reclamações do público sobre o ambiente, bem como o quadro concetual relativo à governação ambiental local. Adicionalmente, descreveram-se um breve panorama dos protestos ambientais em Portugal, dos quadros legislativos Europeu e nacional assentes no direito de acesso à informação ambiental e no princípio da participação, bem como os procedimentos locais para a apresentação de reclamações ambientais. Apresentou-se também a caracterização dos municípios abrangidos, destacando-se os principais aspetos socioeconómicos, ambientais, de infraestruturação, os instrumentos de planeamento e de gestão do território e do ambiente e o enquadramento institucional relativo à gestão ambiental nos municípios, constituindo informações relevantes para o enquadramento da área de estudo e um suporte útil para a análise e a interpretação dos resultados. Os resultados obtidos permitiram evidenciar que, no geral, há um aumento do número de reclamações ao longo dos anos. Como principais atores envolvidos, foi possível destacar os munícipes como os mais participativos, tendo se revelado também como os principais responsáveis pelos problemas ambientais observados. Para além das Câmaras Municipais, as instituições policiais surgem como as principais entidades requeridas na resolução dos problemas. As reclamações refletem sobretudo problemas localizados e que interferem com o quotidiano dos cidadãos, tais como a limpeza de terrenos, os depósitos de lixo a céu aberto ou o saneamento básico. Os problemas enunciados tendem a concentrar-se nas áreas mais urbanizadas e com maior densidade populacional. A intensidade, a tipologia e a distribuição territorial das reclamações são também determinadas pelas fronteiras administrativas. Contrariamente ao esperado, a Ria não constitui um fator mobilizador de reclamações ambientais dirigidas às Câmaras Municipais. Os diferentes mecanismos de submissão de reclamações, as políticas e prioridades de gestão ambiental local, a par da perceção ambiental das populações, influenciam esses resultados. A análise da resolução das reclamações mostrou que, embora a maior parte tenha sido equacionada pelos governos locais, uma percentagem significativa permaneceu em aberto. Apesar de ter sido detetada uma relevante concordância entre os principais problemas de ambiente referidos nos planos municipais de ambiente ou das Agendas 21 Locais existentes, as reclamações informam sobre problemas que nem sempre estão considerados naqueles instrumentos e que requerem atenção por parte dos governos locais. Adicionalmente, a ponderação entre os resultados obtidos a partir do estudo as reclamações e as perceções dos líderes locais acerca das exposições do público mostra que, apesar de uma perceção consistente sobre os problemas ambientais dominantes, há ainda um caminho relevante a percorrer para consolidar os sistemas municipais de receção, tratamento e análise das reclamações. O estudo desenvolvido ressalta o potencial que as reclamações ambientais incorporam enquanto fontes de informação sobre a tipologia de problemas ambientais persistentes, a sua localização e os principais atores envolvidos. Essa informação é crucial no momento em que se desenvolvem ou reveem instrumentos locais de gestão e de planeamento ambiental. Ao destacar o potencial das reclamações em matéria de ambiente, o trabalho propõe um conjunto de recomendações que permitem às Câmaras Municipais enriquecerem o sistema de gestão da informação proporcionada pelas reclamações, a sua utilização, e, em consequência, melhorar as relações de confiança entre o público e a Autarquia e a própria a governação ambiental local.

Environmental impacts of airports are similar to those of many industries, though their operations expand over a very large area. Most international impact assessment studies and environmental management programmes have been giving less focus on the impacts to soil and groundwater than desirable. This may be the result of the large attention given to air and noise pollution, relegating other environmental descriptors to a second role, even when the first are comparatively less relevant. One reason that contributes to such ‘‘biased’’ evaluation is the lack of systematic information about impacts to soil and groundwater from airport activities, something the present study intends to help correct. Results presented here include the review of over seven hundred documents and online databases, with the objective of obtaining the following information to support environmental studies: (i) which operations are responsible for chemical releases?; (ii) where are these releases located?; (iii) which contaminants of concern are released?; (iv) what are the associated environmental risks? Results showed that the main impacts occur as a result of fuel storage, stormwater runoff and drainage systems, fuel hydrant systems, fuel transport and refuelling, atmospheric deposition, rescue and fire fighting training areas, winter operations, electrical substations, storage of chemical products by airport owners or tenants, and maintenance of green areas. A new method for ranking environmental risks of organic substances, based on chemical properties, is proposed and applied. Results show that the contaminants with the highest risks are the perfluorochemicals, benzene, trichloroethylene and CCl4.

Purpose – The purpose of this paper is to propose a generic model of Integrated Management System of Quality, Environment and Safety (IMS-QES) that can be adapted and progressively to assimilate various Management Systems, of which highlights: ISO 9001 for Quality; ISO 14001 for Environment; OHSAS 18001 for Occupational Health and Safety. Design/methodology/approach – The model was designed in the real environment of a Portuguese Organization and 160 employees were surveyed. The rate response was equal to 86 percent. The conceived model was implemented in a first phase for the integration of Quality, Environment and Safety Management Systems. Findings – Among the main findings of the survey the paper highlights: the elimination of conflicts between individual systems with resources optimization; creation of added value to the business by eliminating several types of wastes; the integrated management of sustainability components in a global market; the improvement of partnerships with suppliers of goods and services; reducing the number of internal and external audits. Originality/value – This case study is one of the first Portuguese empirical researches about IMS-QES and the paper believes that it can be useful in the creation of a Portuguese guideline for integration, namely the Quality Management Systems; Environmental Management Systems and Occupational Health and Safety Management Systems among others.

The treatment efficiency of laboratory wastewaters was evaluated and ecotoxicity tests with Chlorella vulgaris were performed on them to assess the safety of their environmental discharge. For chemical oxygen demand wastewaters, chromium (VI), mercury (II) and silver were efficiently removedby chemical treatments.Areduction of ecotoxicitywas achieved; nevertheless, an EC50 (effective concentration that causes a 50% inhibition in the algae growth) of 1.5% (v/v) indicated still high level of ecotoxicity. For chloride determination wastewaters, an efficient reduction of chromium and silver was achieved after treatment. Regarding the reduction of ecotoxicity observed, EC50 increased from 0.059% to 0.5%, only a 0.02% concentration in the aquatic environment would guarantee no effects. Wastewaters containing phenanthroline/iron (II) complex were treated by chemical oxidation. Treatmentwas satisfactory concerning chemical parameters, although an increase in ecotoxicitywas observed (EC50 reduced from 0.31% to 0.21%). The wastes from the kinetic study of persulphate and iodide reaction were treated with sodium bisulphite until colour was removed. Although they did not reveal significant ecotoxicity, only over 1% of the untreated waste produced observable effects over algae. Therefore, ecotoxicity tests could be considered a useful tool not only in laboratory effluents treatment, as shown, but also in hazardous wastewaters management.

The environmental management domain is vast and encompasses many identifiable activities: impact assessment, planning, project evaluation, etc. In particular, this paper focusses on the modelling of the project evaluation activity. The environmental decision support system under development aims to provide assistance to project developers in the selection of adequate locations, guaranteeing the compliance with the applicable regulations and the existing development plans as well as satisfying the specified project requirements. The inherent multidisciplinarity features of this activity lead to the adoption of the Multi-Agent paradigm, and, in particular, to the modelling of the involved agencies as a community of cooperative autonomous agents, where each agency contributes with its share of problem solving to the final system’s recommendation. To achieve this behaviour the many conclusions of the individual agencies have to be justifiably accommodated: not only they may differ, but can be interdependent, complementary, irreconcilable, or simply, independent. We propose different solutions (involving both local and global consistency) to support the adequate merge of the distinct perspectives that inevitably arise during this type of decision making.

This article discusses the development of an Intelligent Distributed Environmental Decision Support System, built upon the association of a Multi-agent Belief Revision System with a Geographical Information System (GIS). The inherent multidisciplinary features of the involved expertises in the field of environmental management, the need to define clear policies that allow the synthesis of divergent perspectives, its systematic application, and the reduction of the costs and time that result from this integration, are the main reasons that motivate the proposal of this project. This paper is organised in two parts: in the first part we present and discuss the developed Distributed Belief Revision Test-bed — DiBeRT; in the second part we analyse its application to the environmental decision support domain, with special emphasis on the interface with a GIS.
