Public discourses on citizenship, identity and nationality, which link geographical borders and the political boundaries of a community, are infused with tensions and contradictions. This paper illustrates how these tensions are interwoven with multilayered notions of home, belonging, migration, citizenship and individual’s ‘longing just to be’, focusing on the Dutch and the British context. The narratives of a number of Dutch and British women, who either immigrated to the respective countries or were born to immigrants, illustrate how the growing rigid integration and assimilative discourses in Europe contradict an individual anchoring in national and local communities. The narratives of women participating in these studies show multilayered angles of belonging presenting an alternative to the increasing strong argument for a fixed notion of positioning and national belonging. The female ‘new’ citizens in our study tell stories of individual choices, social mobility and a sense of multiple belonging in and across different communities.

Ao longo da última década, a crescente preocupação com as ameaças suscitadas pelas mudanças climáticas e o esgotamento dos recursos naturais tem-se tornado evidente em diversas indústrias e na população global. Além da salvaguarda do ambiente natural, espera-se, das empresas, que respeitem princípios de equidade social nas suas práticas e processos produtivos. Existe uma perceção generalizada de que as empresas e os diversos governos nacionais devem ser mais eficientes na utilização dos recursos naturais e humanos, de modo a promover um desenvolvimento ambiental, social e económico equilibrado e sustentável. Consequentemente, todas as indústrias serão desafiadas a reorganizar as suas cadeias de abastecimento, preservando o ambiente natural e respeitando as comunidades locais. É neste contexto que se insere a presente investigação, que visa contribuir para a consolidação da teoria da gestão sustentável da cadeia de abastecimento. O objetivo geral deste trabalho é o de identificar e analisar os fatores que induzem e instigam as empresas à implementação de práticas ambientais e sociais, identificar e caracterizar as práticas sustentáveis utilizadas e perceber a relação destas práticas com o desempenho económico, ambiental e social. Para responder aos propósitos fixados para o estudo fez-se uso de uma abordagem qualitativa que integrou estudos de caso múltiplos, constituídos a partir de oito empresas de diferentes setores de atividade, que operam em Portugal, destinados a analisar as estratégias de sustentabilidade desenvolvidas e implementadas por essas das organizações. Ao longo da investigação empírica, identificam-se as práticas ambientais e sociais implementadas nas empresas e nas suas cadeias de abastecimento e os diferentes indicadores que as mesmas utilizam para medição do seu desempenho. Nos casos analisados, são apresentadas evidências de que a gestão sustentável da cadeia de abastecimento requer das empresas a criação de mecanismos formais de cooperação entre os vários membros da cadeia de abastecimento e de que existe uma relação entre a aplicação de práticas sustentáveis e o desempenho económico, ambiental e social.

The neighbourhood in both the UK and Europe continues to dominate thinking about the quality of life in local communities, representation and empowerment, and how local services can be delivered most effectively. For several decades a series of centrally funded programmes in neighbour- hood governance have targeted localities suffering deprivation and social exclusion in England. From these much can be learnt about the strengths and limitations of a local approach to achieving multiple objectives.We review the findings of a case study of neighbourhood governance in the City of Westminster and draw on evaluations of two national programmes. In the conclusions we discuss the problems arising from multiple objectives and examine the prospects for neighbourhood governance as the national paradigm moves away from `big state' solutions towards the less-well-defined `big society' approach and the reinvention of `localism'. While the rationale for neighbourhood governance may change, the `neighbourhood' as a site for service delivery and planning remains as important now as in the past.

This monograph investigates the organisation, constitution and delivery of community-based organisations which are normally called community enterprises in the UK. These are organisations which emerge from local communities at the neighbourhood level, work in partnership with the public and private sectors, and provide a range of services to meet social, economic and environmental needs. The main focus of the paper is to explore how these organisations contribute to local regeneration strategies, generate social capital and contribute towards the promotion of civil society in general. The main emphasis is on organisations in England and Wales but comparisons are made with the USA and other countries where relevant literature is available. The key questions to be answered relate to the organisation and management of these bodies; the extent to which they engage with and contribute to local regeneration strategies; and the impact they have particularly in acquiring and managing assets. The diversity of the sector, and the range, scale and level of benefits it can deliver is illustrated through five detailed case studies of community enterprises established at different times, in different geographical locations and with different objectives and funding regimes. But, whilst the UK political economy is moving towards less state intervention and more community self-help, the community development corporations in the USA provide an indication of the future direction community enterprises might take in the UK as part of a broad trend towards civic capacity building.

The Localism Act 2011 created an opportunity for local communities to form Neighbourhood Forums and to prepare their own Neighbourhood Development Plans in urban and rural areas in England. Initial reactions suggested that, rather than leading to the development of more housing, these initiatives would confirm all the stereotypes of local residents blocking unwanted development in their defined neighbourhoods. However, neighbourhood plans need to be in general conformity with the Core Strategies of higher-tier plans and have to undergo an examination by an independent person appointed by government. This paper discusses the role and purpose of neighbourhood plans and the evidence base on which they are founded. It then reviews the ways in which housing strategies and evidence of need are reflected in a sample of plans which have been adopted to date. It concludes with an assessment of the broader impact of neighbourhood plans on the planning process.

However, neighbourhood plans need to be in general conformity with the core strategies of higher-tier plans and often make provision for more new homes than planned before 2011. This article discusses the role and purpose of neighbourhood plans, the evidence base on which they are founded and some of the legal challenges which have helped clarify procedures. It then identifies two types of plan based on the ways housing strategies and evidence of need are reflected in a sample of 10 plans which have been made to date. It concludes that the voluntary nature of localism to date tends to favour more rural and affluent areas and ends with an assessment of the impact of neighbourhood plans on the planning process. It suggests that the implications for spatial planning may be far-reaching.

Portugal hosted in the last thirteen years, two editions of the event European Cultural Capital; this paper intends to illustrate the coverage that Portuguese newspapers (daily newspapers Público, Diário de Notícias, Correio da Manhã and Jornal de Notícias, a weekly newsmagazine Visão and a weekly newspaper Expresso) made, through referrals in front-page and respective developments within the editions, to each of the events and that allows us to define the main moments that marked each of them, patterns of action, the major players, planning and programming types. The European Cultural Capital project elects, from year to year, cities of different EU member states with the main goal of “contributing to bring together the Europe´s people" (words of Mélina Mercouri, Greek Minister of Culture who, in 1985, proposed the launch of this initiative) and encouraging the elected urban space to present new cultural paradigms. In the genesis of this model is the cultural decentralization’s vector, a possibility to medium-sized cities of funding public works, restoring heritage and promoting themselves in touristic terms, of giving visibility to cities away from cultural and creative industries’ major distribution centers. A crucial factor to achieve this goal is media coverage. This paper outline the information that the Portuguese press ran over the two years that elapsed the latest editions of the European Cultural Capital in Portugal, namely that media coverage have deviated from the disclosure of the events’ schedule to suggest itineraries of visit and little or not even question the role that cities, promoting such initiatives, have as places of innovation in terms of cultural policies, artistic production and innovation, in urban and environmental regeneration, in economic revitalization, in training and creating new artists and new audiences and in boosting the confidence of local communities. The content analysis performed to articles shows how press is essential to the promotion of cities as cultural/touristic destinations as it stimulates consumption among residents and attracts visitors, with the possible dire consequence of turning the cultural journalist into an agent of touristic instead of cultural promotion.

The challenge of this work is to assess the importance of the municipal police in improving the safety of citizens, if gauging from this reality through contributions from the Municipal Police Guimarães. The IV Constitutional Review in 1997, enabled the Portuguese municipalities creating administrative police bodies. These services, known as Municipal Police, have gradually come up in several municipalities. Currently the Municipal Police have their fundamental legal regulations of Law No. 19/2004 of 20 May, which, according to the Portuguese Constitution provides that these must be seen as municipal services, which act in a space territorially delimited, which corresponds to the municipality that each belongs. Under Article 237, paragraph 3, of the Constitution, the Municipal Police are municipal services, which shall cooperate in the maintenance of public order and protection of local communities, acting in cooperation with the security forces, public security functions. The safety concept has been taking an increasingly significant importance within the population. Is also no doubt say that, currently, insecurity affects all of society and is a major concern of law enforcement authorities. To find suitable answers we found that there are several studies on these subjects. In order to be able to make our contribution, text looks us on this subject, having had the support of the Municipal Police Guimarães, in the preparation of this work. Thus, based on a survey, they were sounded out, as privileged actors, agents of the Municipal Police Guimarães, in order to know their perceptions with regard to security issues faced in the context of security. We understand ask them to answer in particular the following questions: What are the most facilitators situations of crime? How important is the Municipal Police Guimarães in crime prevention? What are the strategies for prevention of incivilities? What other skills that can be conferred upon the Municipal Police? The results obtained allowed us to conclude that incivilities facilitate the occurrence of crimes and that the Municipal Police may have a more active role in the security of the population. If you were given other duties, in addition to that already have, the Municipal Police could reach another level of effectiveness. However we understand that any change to the tasks of this police need a serious and profound reflection, to find complementary alternatives with the security forces, which does not conflict with current assignments of any of the parties or with the interests of citizens.

Ce travail présente une étude de cas post-catastrophe à San Cristobal, Guatemala, où un important glissement de terrain du nom «Los Chorros» (8-10 millions de m3 de roche) affecte depuis 2009 diverses communautés et une des routes principales du pays. Les gestionnaires des risques, sur la base de leur propre évaluation, ont décidé de répondre d'une manière qui ne correspond pas aux intérêts de la population affectée. Les communautés locales ont évalué le risque de catastrophe et ont établi une autre solution suivant une conception du risque différente. Les conflits sociaux et la concurrence entre les différents acteurs du territoire, pour la définition des priorités et des solutions, révèlent les aspects sous-jacents de la société, utiles pour identifier et comprendre ce qui constitue le risque de catastrophe dans un contexte donné. Ce conflit montre que le risque de catastrophe n'est pas univoque mais un concept complexe, constitué par un grand nombre de composants. En termes de gouvernance, il met également en évidence la confrontation des savoirs et la tension qui peut exister entre les différentes approches du risque. Depuis une approche où le risque de catastrophe est considéré comme une construction sociale (les vulnérabilités étant historiquement générées par des processus sociaux, politiques, économiques et culturels), ce travail évalue d'autres modes d'interprétation, de traitement et d'intervention qui peuvent aider à améliorer les méthodes d'évaluation et de gestion des risques. Enfin, la proposition de gestion qui découle de l'exemple guatémaltèque invite à une autre manière de concevoir la gestion des risques en intégrant les différentes conceptions du risque et en visant une coordination stratégique entre les acteurs des politiques publiques, les échelles d'intervention, les experts en charge des différents aléas et la société civile, afin d'obtenir une solution acceptable pour tous les acteurs impliqués dans un territoire. -- This work analyses a post-disaster case study from San Cristobal, Guatemala where a large landslide named "Los Chorros (8 millions cubic meters of rock) affects several communities and one of the country's main west-east access highways. Risk managers, starting from their own assessment, decided to respond in a way that does not correspond to the interests of the afected population. Local communities assessed the risk disaster situation and establised another solution from a different conception of risk. These social conflict and competition for priorities and solutions for risk management reveal that disaster risk is not unequivocal but a complex and holistic concept, constituted by a large set of components. From a social constructivism approach, where disaster risk is considered as the results of social, political, economic and historic process, this thesis evaluates other modes of interpreting, shaping and managing risk that can help improve methods of risk assessment and management. Studying the logic of action of actors, who mobilize to establish a solution, enables to identify as to what constitutes a disaster. For this reason, the study focus, in particular, on the analysis of practices (practical science) implemented by all actors in San Cristobal Altaverapaz. Finally, it puts into perspective the risk management in terms of an integrative approach for policy experts that find compromise between different conceptions of risk in order to obtain a solution acceptable to all those involved.

Hidden Motives: An Analysis of Online English as a Second Language (ESL) Teacher Hiring Practices in Japan and Hong Kong is a qualitative research paper examines and compares two large-scale Asian English language teaching programs: Japan’s Japan Exchange and Teaching (JET) Programme (JET Programme, 2010) and Hong Kong’s Native-speaking English Teacher (NET) Scheme (NET Scheme, 2013). Both government sponsored programs recruit internationally and invite participants to work within each country’s public schools while living amongst local communities and both programs utilize their online presence to attract, inform, and recruit individuals. The purpose of this research is to investigate whether the JET and NET websites are transparent with their governmental motives aside from improving their students’ English language abilities. While JET and NET websites were interrogated, the research questions were regularly revisited to determine if the two sites made any underlying motives clear to the candidates. The research, supported by academic literature, exposed the JET Programme website to be a branch of the Japanese government’s soft power campaign, whereby JET teachers were hired firstly as potential advocates for Japan and Japanese culture rather than English teachers. Conversely, the NET Scheme appeared to be solely commissioned for English language improvement as reflected by their website. Findings from the research can provide insight to applicants to help them decide if they want to participant in these programs. Without clearly understanding the background that motivates these programs, participants may unknowingly be used to support the host government’s agendas.

A partir de projets de conservation de la biodiversité ou de gestion intégrée des zones humides méditerranéennes, cet article montre que le développement durable de ces milieux relève avant tout d’une réflexion politique sur le maldéveloppement. Les projets de conservation de la biodiversité tentent de concilier conservation et développement avec divers succès. Parmi les obstacles, la réduction de la ressource en eau douce s’ajoute aux inégalités sociales et à la pauvreté. Favoriser et gérer les changements institutionnels, accroître le capital social des parties prenantes, apprendre et décider collectivement, constituent les éléments clés du développement durable.Il existe encore de nombreuses disparités dans les processus démocratiques aux échelles locales,régionales et nationales,mais un développement participatif est proposé. En étant davantage centré sur les besoins des populations locales que sur la croissance économique,en étant plus réflexif,en plaçant la critique de la science et la co-construction de projets au coeur du processus, le développement participatif des zones humides méditerranéennes peut offrir une alternative aux approches qui ont prévalues jusqu’à présent. Le développement durable des zones humides méditerranéennes est encore possible s’il accroît la capacité d’adaptation des systèmes sociaux et écologiques afin de repousser toute irréversibilité.
