FY09 Enrich Iowa Report State Funding for Iowa Libraries, January 20, 2010

Iowa is a state rich in libraries, with 543 public libraries; more than 80 college and university libraries; and about 1,000 school libraries. Libraries enrich Iowa and support lifelong learning. The State Library of Iowa actively champions libraries and improves library services for Iowans through its management of the Enrich Iowa program. In accordance with 2006 IOWA ACTS, Chapter 1180 (16)(6), the State Library of Iowa is pleased to submit this report on the impact of state funding on Iowans and Iowa libraries through the Enrich Iowa Program.

Issue review : state funding for libraries.

The state appropriates funds to support library services to Iowans through the State Library, the Library Service Areas, and state aid to local libraries known as Enrich Iowa. As a result of legislation enacted in 2010, the Iowa Library Association, or ILA, convened a committee to make recommendations regarding reorganization of state-funded library operations and services. The committee's recommendations have been approved by the ILA and endorsed by the State Commission of Libraries. The recommendations described involve the reorganization of the State Library and Library Service Areas.

Issue review : state funding for preschool.

The state provides funds for preschool programming through several annual and standing appropriations. The funds are received and managed by a variety of local and state entities, including local school districts, Area Education Agencies, or AEAs, the Child Development Coordinating Council, the Department of Education, and local early childhood Iowa boards. This document also provides limited information on the federally funded Head Start Program, the largest source of preschool funding in Iowa.

This report details the amount and use of Enrich Iowa funding Iowa libraries received for the Direct State Aid program. Annually, Iowa libraries are required to report on the use of this funding in set categories, but libraries are also given the opportunity to provide comments or stories on the impacts of these funds. Aquest article pretén reflectir l'experiència viscuda a la Universitat de Barcelona (UB) en el procés viscut fa poc de canvi de sistema de Catàleg Col·lectiu de les Universitats de Catalunya (CCUC) i dels catàlegs de les institucions del Consorci de Biblioteques Universitàries de Catalunya (CBUC). Es recullen les principals actuacions i fites tècniques i organitzatives que ha assolit l'equip responsable de la implementació en les diferents fases del projecte, des d'un punt de vista professional però, sobretot, des del punt de vista personal d'implicació, de repte, de satisfacció i d'esforç. Es conclou destacant, d'una banda, la rellevància del treball en equip com a factor d'èxit en el desenvolupament d'un projecte complexi, de l'altra, la necessitat d'una reflexió global sobre els processos i fluxos de treball, per tal d'explotar al màxim les possibilitats d'un sistema de gestió integral i aconseguir el màxim d'eficiència.
