This study examines the vulnerability of fish pr oduction in Uganda, particularly as it r elates to the predicted impacts from climate change, using the concept of the value chain. The value chain approach has been recommended as a useful tool to study specific challenges facing a sector resulting from various drivers of change, including climate. Critically, such analyses can reveal context-specific response strategies to enhance a sector (Jacinto and Pomer oy 2010). The specific purpose of the study was to identify curr ent and potential impacts of climate change and corresponding adaptation strategies in fish value chains. The study builds upon information fr om earlier value chain analyses on fisheries and aquaculture production in Uganda to provide a more in-depth understanding of issues facing the fish industry, in particular, those to be incorporated in the CGIAR Resear ch Program Livestock and Fish.

Esta pesquisa analisa o discurso de educação de qualidade nas políticas curriculares para a Educação Básica forjadas no Brasil, no período compreendido entre 2003 e 2011, na vigência do governo de Luís Inácio Lula da Silva e no início do governo Dilma Roussef, procurando entender os nexos estabelecidos entre currículo e qualidade. Para tanto, é investigado o contexto de produção dos textos da referida política o Ministério da Educação (MEC), por meio da leitura de cinquenta e sete documentos assinados e/ou encomendados pela Secretaria de Educação Básica (SEB), pelo Conselho Nacional de Educação (CNE) e pelo Instituto Nacional de Estudos e Pesquisas Educacionais (INEP), os quais constituíram um corpus de estudo para esta pesquisa. Tal leitura tem como ferramenta de entrada e organização dos textos o programa computacional WordSmith Tools (versão 5), a partir do qual foi possível focar em significantes identificados como condutores dos sentidos de qualidade. A análise desse corpus de estudo é relacionada ainda aos programas de governo divulgados pelo Partido dos Trabalhadores na ocasião das campanhas eleitorais de 2002, 2006 e 2010, com vistas a uma maior compreensão do contexto político partidário ao qual a política curricular se conecta. A pesquisa se fundamenta na Teoria do Discurso de Ernesto Laclau, articulada às teorias do currículo produzidas por Alice Lopes e Elizabeth Macedo e à abordagem do ciclo de políticas de Stephen Ball e colaboradores. Com essa filiação teórica entende-se as políticas de currículo como produção cultural discursiva em múltiplos contextos, marcada pela contingência do social. A tese apresentada é a de que, na política Lula/Dilma, o significante educação de qualidade é tendencialmente vazio, representando, no que se refere ao currículo, tanto demandas por um ensino voltado para a distribuição igualitária do conhecimento, visto como possibilidade de promover a justiça social, quanto demandas por um ensino voltado para resultados estipulados e mensurados por meio de sistemas de avaliação nacional que atestam sua eficiência e que representam o discurso da qualidade que se pretende total, segundo o qual a educação é um investimento que precisa dar retornos. A equivalência entre demandas, aparentemente, antagônicas, é possibilitada pelo vínculo que o significante qualidade estabelece com a demanda por justiça social, ao ser adjetivado como social, dando origem ao discurso da qualidade social. A política de qualidade social da educação, portanto, constrói um discurso de promoção da justiça social por meio do currículo comum e da centralidade do conhecimento (verificável), lançando mão do vocabulário das perspectivas críticas e ao mesmo tempo utilizando-se de ações das perspectivas instrumentais, que reduz o currículo às dimensões instrucionais. São, portanto, duas cadeias de equivalência em disputa no cenário educacional: a cadeia da qualidade social, representada pelo projeto de poder Lula/Dilma, que se justifica pela demanda da justiça social e opera a ressignificação das lógicas da centralização curricular e suas formas de avaliar, e a cadeia da qualidade que se pretende total, representada pelo projeto de poder FHC, que condiciona a educação às demandas de produtividade do mercado

This report presents the findings and recommendations of a strategic planning mission to reevaluate the feasibility of WorldFish implementing a fish value chain research program in Uganda under the CGIAR Research Program on Livestock and Fish (L&F). The over-arching goal of L&F is to increase productivity of small-scale livestock and fish systems so as to increase availability and affordability of meat, milk and fish for poor consumers and, in doing so, to reduce poverty through greater participation by the poor along animal source food value chains. This will be achieved by making a small number of carefully selected animal source food value chains function better, for example by identifying and addressing key constraints and opportunities (from production to consumption), improving institutional arrangements and capacities, and supporting the establishment of enabling pro-poor policy and institutional environments.

We demonstrate a controllable formation process of wave-like patterns in thermally unstable surface-capped polymer films on a rigid substrate. Self-ordered wave-like structures over a large area can be created by applying a small lateral tension to the film, whereupon it becomes unstable. A clear mode selection process which includes creation, decay and interference between coexisting waves at different annealing conditions has been observed, which makes it possible to restrain the patterns which are formed finally. Our results provide a clear and new evidence of spinodal behaviour in such a film due to thermal instability. Furthermore, we show that the well-controlled patterns generated in such a process can be used to fabricate nanostructures for various applications.

The Ugandan fishery, heavily influenced by the emergence of global markets, is extremely dynamic. In recent years a major export trade, principally in Nile perch fillets from Lake Victoria, has expanded markedly. The growth of this factory based processing industry has had a marked impact on the pre-existing artisanal fishery, which has become increasingly dependent on supplying the export market instead of its traditional local small-scale markets. The industrial fishery developed as a response to the liberalisation of the management of the Ugandan economy and the consequent opening up of the export markets in North America and Europe. The emergence of the export industry has resulted in the creation of a dual structure in the fisheries sector, with the Nile perch catching and processing chain operating to European standards, whilst the artisanal sub-sector still utilises traditional methods. This dual structure is a potential source of disadvantage to the artisanal fishery which has command over fewer financial assets than the export fishery.

This paper proposes a method for analysing the operational complexity in supply chains by using an entropic measure based on information theory. The proposed approach estimates the operational complexity at each stage of the supply chain and analyses the changes between stages. In this paper a stage is identified by the exchange of data and/or material. Through analysis the method identifies the stages where the operational complexity is both generated and propagated (exported, imported, generated or absorbed). Central to the method is the identification of a reference point within the supply chain. This is where the operational complexity is at a local minimum along the data transfer stages. Such a point can be thought of as a 'sink' for turbulence generated in the supply chain. Where it exists, it has the merit of stabilising the supply chain by attenuating uncertainty. However, the location of the reference point is also a matter of choice. If the preferred location is other than the current one, this is a trigger for management action. The analysis can help decide appropriate remedial action. More generally, the approach can assist logistics management by highlighting problem areas. An industrial application is presented to demonstrate the applicability of the method. © 2013 Operational Research Society Ltd. All rights reserved.
