En esta Tesis Doctoral presento un estudio sobre la irrupción del Movimiento 15-M en la vida pública española, también conocido como movimiento de los ‘indignados’. Uno de los más relevantes que han surgido en España desde los movimientos de oposición a la Dictadura Franquista y la Transición a la democracia en los años 70 del siglo pasado. Este análisis plantea, asimismo, una aproximación al proceso de modernización y democratización de la sociedad española, en particular, y de las sociedades contemporáneas, en general. Lo hago desde una perspectiva que se centra en estudiarlo desde diferentes supuestos analíticos empleados en el estudio de la participación social y de la acción colectiva y mediante una aproximación metodológica que se apoya esencialmente en cuatro técnicas de investigación social que se complementan entre sí: trabajo de campo etnográfico, entrevistas en profundidad, grupos de discusión y análisis estadístico de datos agregados. Éstas, por tanto, abarcan aproximaciones microsociológicas y macrosociológicas a dicho fenómeno. En particular establezco un dialogo entre: i) los marcos interpretativos clave en los enfoques más culturalistas y comprehensivos en el estudio de los movimientos sociales; ii) la perspectiva de la reflexividad social; iii) algunos enfoques clásicos sobre la sociedad civil, las organizaciones sociales, la democracia y el orden social; y iv) las tres aproximaciones metodológicas que empleo para analizar el significado de la irrupción de este movimiento en 2011 y su continuidad en el tiempo. Desde esta perspectiva me posiciono en una línea de diálogo entre estructura y acción (Gerth & Mills, 1964) que busca distanciarse del sesgo estructuralista (McAdam, 1994; Laraña, 1999) y del sesgo interaccionista (Laraña, 1999) en el estudio de los movimientos sociales, y que me permite analizar aspectos clave de este fenómeno social como son sus bases sociales, su poder de persuasión colectiva y potencial como agencia de significación colectiva, sus marcos de acción colectiva y los procesos de alineamiento de sus marcos, las raíces y relaciones de continuidad y discontinuidad entre este movimiento y otros episodios de movilización anteriores, así como su ‘internacionalización’ y los procesos de cambio acaecidos en sus redes desde que emergiera en la vida pública de este país en Mayo de 2011.

As administrações públicas manipulam cada vez mais, grandes quantidades de informação em suportes tecnológicos, por isso são imprescindíveis controlos de segurança cada vez mais rigorosos e abrangentes. De entre as medidas de segurança, as políticas assumem na literatura um papel central. Todavia, um estudo de 2010 aponta a existência de um reduzido número de Câmaras Municipais que têm implementadas políticas de segurança de sistemas de informação [1]. Este artigo contribui para comparar os dados desse estudo com dados de 2016 através da apresentação dos resultados de um inquérito feito à Administração Pública Local em Portugal. Os resultados são discutidos à luz da literatura e identificam-se trabalhos futuros com vista a potenciar a adoção de políticas de segurança na Administração Pública.

A globalização dos mercados e a consequente atuação das empresas a nível internacional, repercutiu-se no processo de harmonização e normalização contabilística do setor empresarial. Tal reforma ainda não ocorreu na Administração Pública, urgindo implementar um corpo de normas, aceite internacionalmente, que sejam transparentes, compreensíveis, fiáveis, consistentes e comparáveis à escala nacional e internacional. A par do sistema contabilístico surge a necessidade, legal ou opcional, de revisão às contas, no sentido de lhes conferir maior credibilidade e, em consequência, apoiar a tomada de decisões económicas por parte de todos os agentes. Neste sentido, quer na esfera empresarial, quer na esfera administrativa, o auditor acaba por assumir uma função de índole social, em virtude da sua atuação na defesa dos interesses coletivos. Na análise económico-financeira também se apresenta relevante para o processo decisório, centrando-se em torno de questões, tais como o equilíbrio financeiro, a rendibilidade dos capitais, o risco e a criação de valor. Embora, numa primeira análise, seja intuitiva a sua aplicabilidade somente ao setor empresarial; em certa medida, esta premissa deixou de se verificar com a New Public Management, orientada pela performance e contenção de custos. Numa era em que as alterações económicas, tecnológicas e sociais são constantes, definir e cumprir uma estratégia, tornou-se num dos objetivos mais importantes para os gestores empresariais, pelo que a contabilidade passou a abraçar uma vertente previsional, capaz de acrescentar valor nesse processo. Reportando-nos à realidade pública administrativa, o cenário de enquadramento difere, devido à sujeição orçamental que lhe é inerente. Neste sentido, esta dissertação tem como objetivo analisar se no âmbito da auditoria realizada quer a uma entidade pública, quer a uma empresa, os objetivos, procedimentos e pressupostos são semelhantes no que respeita à análise económico-financeira e à informação financeira prospetiva.

Nowadays the search for growth makes organizations seeking competitive advantages, project management shares this goal, through techniques that assist in the search for an improved management of the various fields of knowledge through a design methodology. The world is driven by projects and the search for ways to better manage activities such as time, cost and term towards the success of a particular project is something constant. A major contribution that IT can make to the health sector is the support for the management area. IT can integrate processes, optimize the interconnection between the various sectors, make hospitals have access to inside information of good quality, as well as support in the healthcare area, sharing pictures, uniting the various aspects of nursing and nursing service. The major challenge faced by the SESAP Information Technology sector at present is in project management in IT , which does not exist makes investments in the area are increasingly difficult due to this deficiency in management develop their own systems without cost additional to the State. This study seeks to build and strengthen the Project Management within the Department of Health through the implementation of a project office that will manage the final result of this work methodology based on PMBOK, and still show the functionality applied to development the state Hospital Management System that will later be installed on all Regional Health Units and proposing measures for the sustainability and development of the sector amid the difficulties of the current public service. Such action will result in a savings of more than R$ 107,000.00 (one hundred seven thousand) regarding spending private software currently used by the assignment of invested by the State of Rio Grande do Norte user licenses, representing more than 5 % of the total budget of the State Department of Public Health of the State

Increasingly, the Information Technology (IT) has been used to sustain the business strategies, causing increased its relevance. Therefore IT governance is seen as one of the priorities of organizations at the time. The search for strategic alignment between business and IT is debated as a factor for business success, but even with that importance, usually the main business managers are reluctant to take responsibility for decisions involving IT, mainly due to the complexity of your infrastructure. Since cloud computing is being seen as an element capable of assisting in the implementation of organizational strategies, because their characteristics enable greater efficiency and agility in IT, and is considered as a new computing paradigm. The main objective of the analyze the relationship between IT governance arrangements and strategic alignment with the infrastructure as a service (IaaS) of public cloud computing. Therefore, an exploratory, descriptive and inferential was developed, with approach to the problem of quantitatively research, with descriptive survey method and cross section. An electronic questionnaire that was applied to the ISACA chapters Associates of São Paulo and the Distrito Federal, totaling 164 respondents was used. The instrument used based on the theories of Weill and Ross (2006) for array of IT governance arrangement; Henderson and Venkatraman (1993) and Luftman (2000), for maturity of the strategic alignment model; and NIST (2011 b), ITGI (2007) and CSA (2010) for infrastructure maturity as a service (IaaS) public in its essential characteristics. As regards the main results, this research proved that with public IaaS decision-making structures have changed, with a greater participation of senior executives in all five key IT decisions (IT governance arrangement array) including more technical decisions as architecture and IT infrastructure. With increased participation of senior executives the decrease was also observed in the share of IT specialists, characterizing the decision process with the duopoly archetype (shared decision). With regard to strategic alignment, it was observed that it changes with cloud computing, and organizations with public IaaS, a maturity of strategic alignment with statistically significant and greater difference when compared to organizations without IaaS. The maturity of public IaaS is at the intermediate level (level 3 - "defined process"), with the elasticity and measurement achieved level 4 - "managed and measurable" It was also possible to infer in organizations with public IaaS, there are positive correlations between the key decisions and the maturity of IaaS, especially at the beginning, architecture and infrastructure, and the archetypes involving senior executives and IT specialists. In the correlation between the maturity and mature strategic alignment of public IaaS therefore the higher the strategic alignment, the greater the maturity of the public IaaS and vice versa.

Public communication is based on the public interest and the effective democratization of communication in publics agencies. Access to information is the base for this is materializes solidly, helping even in formation as an individual. The work of the press office is the instrument for the Public Communication and access to information is guaranteed to society , since one of the goals of the press officer is to be committed to media , providing it material quality and depth , benefiting so the citizen. The research the look exactly on reflections on the topics listed above. The purpose of this study was to analyze the news published in Fanpage and Santarem Town Hall site, in western Para, meet the demands of Public Communication and the precepts of the Access to Information Law (AIL), starting the questioning until point to Santarem Town Hall works to public communication. For this analysis, we developed a work using the techniques of bibliographic and descriptive research. Such referrals have served as a starting point for fieldwork and for exhibition on the concepts of Public Communication of Access to Information Law, Organizational Communication and Press office. The research was considered, also, because document was to identify and verify the documents with a specific purpose. This research was lifting a quantitative survey to support the qualitative analysis of the object. So considering its features is that it was monitor the Fanpage and the Town Hall site, through a specific tool and then the analysis of posts, searching to observe public communication accomplished in the Town Hall of Santarem, on the Internet, especially social media and corporate website. The methodology helped obtain indicators that allowed add knowledge about the production of the Town Hall press office, and identify if the press office productions meet AIL and Public Communication. Finally, it was suggested in this study the elaboration a strategic script of communication because it scales the actions and policies of the Santarem city, allowing citizen participation. For this, too, it suggested the training of Santarem municipal government communication team as a strategy. This training consists of speeches and wheels conversations with all the press officer of the town hall, including the secretariats.

A number of studies in the areas of Biomedical Engineering and Health Sciences have employed machine learning tools to develop methods capable of identifying patterns in different sets of data. Despite its extinction in many countries of the developed world, Hansen’s disease is still a disease that affects a huge part of the population in countries such as India and Brazil. In this context, this research proposes to develop a method that makes it possible to understand in the future how Hansen’s disease affects facial muscles. By using surface electromyography, a system was adapted so as to capture the signals from the largest possible number of facial muscles. We have first looked upon the literature to learn about the way researchers around the globe have been working with diseases that affect the peripheral neural system and how electromyography has acted to contribute to the understanding of these diseases. From these data, a protocol was proposed to collect facial surface electromyographic (sEMG) signals so that these signals presented a high signal to noise ratio. After collecting the signals, we looked for a method that would enable the visualization of this information in a way to make it possible to guarantee that the method used presented satisfactory results. After identifying the method's efficiency, we tried to understand which information could be extracted from the electromyographic signal representing the collected data. Once studies demonstrating which information could contribute to a better understanding of this pathology were not to be found in literature, parameters of amplitude, frequency and entropy were extracted from the signal and a feature selection was made in order to look for the features that better distinguish a healthy individual from a pathological one. After, we tried to identify the classifier that best discriminates distinct individuals from different groups, and also the set of parameters of this classifier that would bring the best outcome. It was identified that the protocol proposed in this study and the adaptation with disposable electrodes available in market proved their effectiveness and capability of being used in different studies whose intention is to collect data from facial electromyography. The feature selection algorithm also showed that not all of the features extracted from the signal are significant for data classification, with some more relevant than others. The classifier Support Vector Machine (SVM) proved itself efficient when the adequate Kernel function was used with the muscle from which information was to be extracted. Each investigated muscle presented different results when the classifier used linear, radial and polynomial kernel functions. Even though we have focused on Hansen’s disease, the method applied here can be used to study facial electromyography in other pathologies.
