rates in the Brazilian cities, which time there is an inexistent theoretical reflection about public policy statement adding the way of Urban Solid Waste (USW) and tailing integrated management plans in the majorly Brazilian cities. The unappropriated solid waste disposal and final pollution result in a strong socioenvironmental problems and material extravagancies that should be used to recycling and reusing waste material, besides bringing immense challenges for the thematic Strategy Urban and Environmental Management it considers the Sustainable City Model. Moreover, this labor projects a discussion about USW problematic through legally and environmentally point of view, including the public environmental policy and the social technologies as resolution tactics. At that time, it reports rights, scientific articles, documents and Environmental Law Doctrine on findings thematic studies, also the propose displays an interdisciplinary research methodology which combines bibliographic method - focusing theory aspects of the legally environmentally guiding principle, public policy and social technologies. Those are theorist features very important to create a Municipal Integrated Solid Waste Management Plan (PMGIRS) - modus operandi of the Federal Law n. 12.305/2010 (National Solid Waste Policy - PNRS). That policy is interesting to receive financial resources from federal government (Cities Ministry; idem, Federal Decree n. 7.404/2010 and Federal Law n. 10.257/2001) helping the preservation of the environment, regional development, generation of jobs and income (art. 6º), in addition broadening spreading’s private companies dedicated to waste management. Consequently, the PNRS contains a set of guidelines and general procedures; it should be an operation of this legal policy contextualized by Social Technologies theory (TS) into social issues, legal, economic and environmental aspects. Therefore, this research notes the possibility of public policy statement implementation over and done with the PNRS by the terms of development and sustainability in the urban space.

Tourism in the Northeast of Brazil was introduced as an alternative economic development for the Region by federal promoting policies that focused primarily in structuring the local geographic area. With the completion of these structuring actions, mass tourism expanding the area, as well as spread actions based on cooperation and formalization of governance institutions. This study aimed to examine the relationship between the life cycle of the tourism product 'Coastal Cities of Natal and the cooperation strategies in a historical perspective. Thus was submitted to the life cycle of the tourism product 'Coastal Cities of Natal ; the major projects of tourism development were mapped, the existing cooperation strategies were characterized, and investigated the influence of the cooperation actions for the current stage of product. The specific theoretical support to tourism was built on the perspective of the Theory of Population Ecology, System of Tourism and Touristic Product Life Cycle. Regarding to cooperation the theoretical foundation addressed issues of strategy, New Forms and Collective Efficiency. The survey consisted of a causal descriptive study, using a case study. We used the qualitative and quantitative methodological approaches, and data collected by consulting of secondary data and semistructured interviews with twelve staff working in tourism in Natal. Results showed that the life cycle graph of product 'Coastal Cities of Natal is moving from one stage of growth to a stage of maturity, with a primary upward trend and with crises that are up over the graph. They have been mapped six of tourism development projects of relevance to the product: The Politics of Mega Projects, PRODETUR/NE, Municipalization National Program of Tourism, Regionalization Program, Urbanization Project Beach do Meio and Actions for the Promotion of Destiny. They have been identified sixty-four participating players in process of tourism development, which twenty were considered relevant to the respondents. The main strategies identified for cooperation were the consortium, collective strategy and clusters. Results indicated that co-operation strategies were adopted so that the benefits were obtained at the collective level, dedicated to the strengthening of Natal Destiny and its products. The main reasons were the need of cooperative marketing, international market entry and actions inducing the state. Finally, it was concluded that strategies for cooperation related to product life cycle 'Coastal Cities of Natal' as that work in the consolidation of projects for development of tourism, when the efficiency of collective action is achieved

This dissertation focuses on the theme of urban revitalization in historical centers. It starts from a survey of international and national concepts and experiences about the subject, in special, the historical center of Ribeira, in Natal, Brazil. It gives more attention to local management and it is dedicated to the study of objectives and actions developed, basically, by two segments that manage works in the district. Companhia Docas do Rio Grande do Norte aims at the economical development of the state and it implies the enlargement of capacity of loading and unloading of the harbor of Natal and the Natal city counsil aims at urban preservation and revitalization. It was analysed speeches ans projects related to Ribeira and it was discovered that Natal has done very little to revitalize its historical center in the last two dacades. It analyses what seemed, or at least, should be a conflict of interests between incompatible projects, revealing both conciliatory proceedings and connivance between the participants in decision making. The conclusion directs attentions to the threat to historical building in the city and the importance of enhancing discussion about the future of our historical sites

According to article 182 of the Brazilian Federal Constitution, cities should perform social function, what brings the concept that the city should be a place for one to live well. For that to happen, it should be well administered by its public managers. However, so that there is a sound administration, one that really performs that social function, there must be, first, an efficient planning. We understand that such a thing occurs when the master plan is the main planning instrument of a city and serves as basis for its administration. We notice, however, that in most of the cities the master plan is formulated as a law that regulates urban planning but that both the population and the government most of the times are not aware of its importance concerning the relevant issues related to municipal administration, such as its relationship with the economy, taxation, the social issue, land use regulation, and, in summary, with all the aspects that constitute and that a municipal government should manage in the best possible way. One also knows that, in general, the attempt of city planning has always been connected to the duration of a mandate and that way public managers many times implement restricted measures aiming to just attain a political-electoral objective and publicizing their administration. That implies actions and works that in some cases have negative impacts or ones that cannot be removed from the cities. This study intends to show that the master plan should be the planning instrument guiding the municipal administration but that, however, what we note is a lack of connection between that instrument and the government guidelines of the municipal managers. In order to study what happens to the cities that have a planning which is not taken into account in its administration, we will use the city of Fortaleza, capital of the State of Ceará as a case study. Historically, in Fortaleza the public managers have seldom decided to administer the city in according to the master plans developed for it. We should emphasize that planning begins in the city quite late and until the current days it is being substituted by temporary measures. Through the analysis of the planning process and of the urban management of the city of Fortaleza, especially the master plans predicted since 1933, we explain that if such plans had been implemented, they could have been important tools for its administration to attain a social function, becoming therefore a place for one to live well

A internacionalização assume no contexto atual uma grande importância para as empresas, apresentando-se como tema central em vários estudos, nos quais este é analisado desde as mais diversas perspetivas. Deste modo, e devido a diversos fatores de origem interna e externa, as empresas optam por operar em vários mercados, para além do doméstico, procurando expandir a sua atividade internacionalmente. Escolhem assim o mercado de destino mais indicado, bem como a forma de entrada tendo, neste âmbito, ao seu dispor um conjunto de opções, de acordo com as suas caraterísticas e as do ambiente em que irão atuar. Neste contexto, o presente relatório visa descrever o estágio curricular realizado na empresa “Cidade Com Perfil – Ecologia Urbana, Lda.” durante um período de quatro meses, que se focou na temática da internacionalização. O estágio teve como objetivo estruturar e padronizar o processo de expansão internacional da empresa, tendo-se apresentado como principais tarefas a formalização de procedimentos, assim como atividades ligadas à distribuição e comunicação. Entre estas destaca-se a pesquisa e o estabelecimento de contactos com intermediários e outras entidades importantes ao processo de internacionalização, e a organização da exposição numa feira internacional.

Este relatório compreende o levantamento das características de rede rodoviária do município de Miranda do Corvo com vista à implementação de procedimentos típicos dos Sistemas de Gestão da Conservação de Pavimentos. O sistema desenvolvido utiliza processos simples de observação dos pavimentos e de avaliação da sua qualidade. Além disso, permite a programação de ações de conservação com base em modelos determinísticos e probabilísticos de previsão da evolução do estado dos pavimentos. As potencialidades do modelo são evidenciadas através da sua aplicação no estabelecimento de cenários que permitem elaborar de programas de conservação da rede rodoviária de Miranda do Corvo. O ArcGIS foi o sistema de informação geográfica utilizado como ferramenta para o manuseamento da informação produzida. No caso de estudo aplicou-se a metodologia apresentada a um conjunto de vias com 55,7 km de extensão da rede rodoviária do Município de Miranda do Corvo, de modo a demonstrar a aplicabilidade prática da metodologia, mesmo quando se dispõe de poucos recursos. Para a previsão da evolução das patologias, utilizou-se o modelo determinístico da AASHTO, para o caso de trechos com tráfego de pesados significativo, e o método das cadeias de Markov, um modelo probabilístico, para os trechos sem tráfego de pesados com significado. O caso prático possibilitou a realização de algumas análises de cenários de intervenções futuras na rede, permitindo ao decisor análises de base territorial, para o município globalmente, à freguesia e à via. Os vários cenários que a metodologia permite simular envolvem a avaliação da qualidade dos pavimentos ao longo do tempo e uma estimativa de custos para os cenários estudados. Este trabalho termina com uma breve análise dos resultados obtidos e apresenta propostas sobre trabalhos futuros.

As cidades médias brasileiras apresentam potencialidade para investimentos. Isto implica no surgimento de novas demandas e na necessidade do fortalecimento da gestão municipal. O lento avanço das políticas públicas urbanas para promover ordenamento urbano sustentável é preocupante. Entre os problemas encontrados nos grandes centros urbanos e já verificados nas cidades médias está a situação do sistema de transporte urbano. Este apresenta uma matriz de deslocamento não sustentável. O presente trabalho tem por escopos apresentar as diretrizes da Política Nacional de Mobilidade Urbana (PNMU) e diagnosticar a mobilidade de pedestres, ciclistas e usuários do transporte público da cidade de Araguari e sua forma de organização. A metodologia a ser utilizada consiste em pesquisa bibliográfica referente às temáticas da urbanização, planejamento e mobilidade urbana. Será realizado levantamento de dados primários e secundários, além do apontamento das características a serem exploradas e das fragilidades a serem combatidas através de um processo de gestão.
