This essay considers processes by which community identities are challenged by discussing the use of whiteface as an activist strategy in recent indigenous theatre in Canada and Australia. To understand whiteface, I employ Susan Gubar's notion of racechange, processes that test and even transgress racial borders. I also situate whiteface in relation to the history of blackface minstrelsy. Noting the ways these racial performances affirm the hierarchies of color and how power becomes invested in such color codings, the essay highlights indigenous employment of whiteface as a potential form of critical historiography. I then analyze how whiteface functions in two productions, Daniel David Moses's Almighty Voice and His Wife (1991) in Canada and the Queensland Theatre Company's 2000 revival of George Landen Dann's Fountains Beyond in Australia. My analysis posits that such indigenous performances of whiteface can affirm the identity of the marginalized other even as they destabilize the fixity of race and its meanings.

Este trabalho tem por objetivo discutir o surgimento de um programa de pesquisa na Ciência Econômica, no que concerne a análise das assimetrias de informação, as diferenças epistemológicas e as implicações em termos de equilíbrio ótimo de Pareto, em contraponto à abordagem neoclássica standard. Em busca de tal objetivo, foi necessário destacar o método de ambos os paradigmas; todavia, era igualmente necessário discutir a filosofia/epistemologia da ciência envolvida e que serviria de base para uma abordagem relacionada a mudanças paradigmáticas na ciência. No capítulo 1, discutimos a epistemologia da ciência, a partir de três autores: Popper, Kuhn e Lakatos. Definimos o conjunto de hipóteses que podem ser associadas ao método empregado pela Escola Neoclássica, a partir da filosofia da ciência proposta por Lakatos. Em seguida, no capítulo 2, fizemos uma longa exposição do método neoclássico, definindo os axiomas inerentes às preferências bem-comportadas, apresentando algebricamente o equilíbrio geral walrasiano, exemplificando o relaxamento de hipóteses auxiliares do modelo neoclássico a partir de Friedman e, por fim, aplicando o instrumental neoclássico ao relaxamento da hipótese auxiliar de perfeição da informação, a partir do modelo desenvolvido por Grossman & Stiglitz (1976), bem como da expansão matemática desenvolvida pelo presente trabalho. Finalmente, encerramos a presente dissertação com o capítulo 3, no qual, basicamente, expomos as principais contribuições de autores como Stiglitz, Akerlof e Arrow, no que concerne a mercados permeados por informações assimétricas e comportamentos oportunistas. Procuramos mostrar as consequências para o próprio mercado, chegando a resultados em que o mesmo era extinto. Apresentamos a segunda parte do modelo de Grossman & Stiglitz, enfatizando a natureza imperfeita do sistema de preços, sua incapacidade de transmitir todas as informações sobre os bens ao conjunto dos agentes, e, por fim, discutimos tópicos variados ligados à Economia da Informação.

This paper is the first to systematically analyze and compare the structures of city governance and administration for seven major cities in Latin America, four of which are megacities (population of over 10 million), and three others are large national capitals. U.S. and U. K. models of city administration are reviewed as baseline models against which differences in Latin American may be explored. Structures of Government in Latin America show several important features and trends: 1) the lack of metropolitan (cross jurisdictional) authority; 2) the existence of strong mayors and weak councils"; 3) high levels of partisanship; 4) overlapping rather than interlocking bureaucracies; 5) pressures towards the privatization of city services, but continuing tension over the desirability of public versus private control; 6) greater fiscal responsibility and autonomy; and 7), a continuing marginalization of public participation in megacity governance.In spite of these features, many cities throughout the region (regardless of whether they are megacity size or national capitals), are actively intensifying their efforts to develop more effective, accountable and democratic governance structures.

The study of public administration has been characterized as a strong international focus, as both governments and scholars have sought to learn from the experience of other societies. While in a perfect world, one would expect a sort of pragmatic universalism, instead, many scholars tend to bring lessons from one country, or from a single cultural reality. This modest contribution lies in showing a series of national experiences rarely brought to the discourse about public administration in Brazil: Canada, Australia, India and the Philippines. Special emphasis will be given to the following: the origins and the development of public administration; the influence of ideology; and the complex tension between global theory and local practices.

Abstract: The aim of this study was to characterize the trajectory of answerability in Brazil. In the light of studies based on the historical neo-institutionalism approach, formal institutional changes adopted at federal level between 1985 and 2014, and which favor the typical requirements of answerability - information and justification - were identified and analyzed through the content analysis technique. The conclusion is that the trajectory of answerability in contemporary Brazil can be characterized as continuous, primarily occurring through the layering strategy, and whose leitmotif, since its origin, has consisted of matters of financial and budgetary nature. Nevertheless, a recent influence of deeper democratic subjects on it has been observed.

This paper is research oriented and pretends to contribute toward giving empirical evidence about how students develop their reasoning and how they achieved to a proof construction in school context. Its main theme is epistemology. It describes the way in which four students in 9th Grade explored a task related with the discovery of symmetry axes in various geometric figures. The proof constructed by students had essentially an explaining function and it was related with the symmetry axes of regular polygons. The teacher’s role in meaning negotiation of the proof and its need is described through illustrative episodes. The paper presents part of a study which purpose is to analyse the nature of mathematical proof in classroom, its role and the nature of the relationship between the construction of a proof and the social interactions. Assuming a social perspective, attention is focussed on the social construction of knowledge and on the structuring resources that shape mathematical experience. The study’s methodology has an interpretative nature. One outcome of the study discussed here is that students develop first a practical understanding with no awareness of the reasons founding mathematical statements and after a theoretical one leading them to a proof elaboration.

Se a guerra é a continuação da política por outros meios, então certamente que nela a comunicação, em sentido lato, esteve sempre presente e desempenhou um papel chave. As guerras não implicam apenas a violência, mas também a persuasão, a contrainformação, o convencimento e o combate ideológico. Nas guerras modernas, os media têm sido um elemento fundamental para mobilizar nações moldadas por dinâmicas de desenraizamento e desterritorialização com vista a um esforço conjunto de apoio popular à ação bélica do Estado. Este artigo incide nas transformações que a própria teoria e investigação em comunicação e media sofreram no período entre as duas Guerras Mundiais do século XX. Trata-se de um contexto histórico decisivo para compreender como a institucionalização do campo da comunicação num país central como os EUA ocorreu em condições sociais e políticas que contribuíram para o seu perfil epistemológico, posições teóricas e para a configuração do poder no próprio sistema científico universitário, cujas repercussões continuam a fazer-se sentir de diversas e complexas formas.
