Background. The increasing emphasis on medical outcomes and cost containment has made it imperative to identify patient populations in which aggressive nutritional care can improve quality of care. The aim of this prospective study was to implement a standardized early jejunal feeding protocol for patients undergoing small and large bowel resection, and to evaluate its effect on patient outcome and cost.^ Methods. Treatment patients (n = 81) who met protocol inclusion criteria had a jejunal feeding tube inserted at the time of surgery. Feeding was initiated at 10 cc/hour within 12 hours after bowel resection and progressed if hemodynamically stable. The control group (n = 159) received usual care. Outcome measures included postoperative length of stay, total direct cost, nosocomial infection rate and health status (SF-36) scores.^ Results. By postoperative day 4, the use of total parenteral nutrition (TPN) was significantly greater in the control group compared to the treatment group; however, total nutritional intake was significantly less. Multiple regression analysis indicated an increased likelihood of infection with the use of TPN. A reduction of 3.5 postoperative days (p =.013) with 4.3 fewer TPN days per patient (p =.001) and a 9.6% reduction in infection rate (p =.042) was demonstrated in the treatment group. There was no difference in health status scores between groups at discharge and 3 months post-discharge.^ Conclusion. These positive outcomes and an average total cost savings of $4,145 per treatment patient indicate that the treatment protocol was effective. ^

The Personal Response System Program at Huffington Center on Aging, Baylor College of Medicine, provides emergency call systems for elderly people living independently in Houston, Texas. The goal of the project was to complete a formative evaluation of the Personal Response System Program. The specific aims of the evaluation were three-fold. One aim was to evaluate participant health status and level of disability. The second aim was to develop a health care cost estimation strategy. Finally, a preliminary cost-effectiveness analysis was completed to evaluate the program's impact on health care costs and health status among the elderly target population. ^ The evaluation was a longitudinal, randomized experimental design. After the screening of 120 volunteers for eligibility, clients were asked to complete a written questionnaire and a monthly health service contact diary. Volunteers were contacted by telephone interviewers to collect health status information from 100 eligible clients (83%) on three occasions during the six months of follow-up. ^ Initially, volunteers were randomized to two experimental groups. The two groups were found to be comparable at the beginning of the study. No significant differences were detected related to health status, level of disability, or history of physician visits at baseline. However, the group with the Personal Response System (PRS) device had more adverse health events, higher IADL scores, more frequent use of walkers, lower average health status scores, and fewer community volunteers hours than the usual care comparison group. ^ The health care costs were estimated based on an algorithm adapted from the American Medical Association guidelines. Average total health care costs for the group with the PRS device ($912) were greater than the usual care group ($464). However, median health care values for the PRS group ($263) were similar to the usual care comparison group ($234). The preliminary findings indicated that the use of the PRS device was not associated with health care cost savings. ^ In the preliminary cost-effectiveness analysis, use of the personal response system was found to be associated with increased mental health status among elderly clients. The cost-effectiveness evaluation indicated that the associated cost for six months was $710 per unit increase in mental component score when the $150 PRS subscription was included. However, clients with the PRS device were found to have a greater decline in physical health status during the six-month follow-up. The beneficial effect on mental health status was found to be in contrast to negative findings associated with changes in physical health status. The implications for future research relate to the need to identify risk factors among geriatric populations to better target groups that would most likely benefit from PRS Program enrollment. ^

The question concerning the circumstances under which it is advantageous for a company to outsource certain information systems functions has been a controversial issue for the last decade. While opponents emphasize the risks of outsourcing based on the loss of strategic potentials and increased transaction costs, proponents emphasize the strategic benefits of outsourcing and high potentials of cost-savings. This paper brings together both views by examining the conditions under which both the strategic potentials as well as savings in production and transaction costs of developing and maintaining software applications can better be achieved in-house as opposed to by an external vendor. We develop a theoretical framework from three complementary theories and test it empirically based on a mail survey of 139 German companies. The results show that insourcing is more cost efficient and advantageous in creating strategic benefits through IS if the provision of application services requires a high amount of firm specific human assets. These relationships, however, are partially moderated by differences in the trustworthiness and intrinsic motivation of internal versus external IS professionals. Moreover, capital shares with an external vendor can lower the risk of high transaction costs as well the risk of loosing the strategic opportunities of an IS.

Early Employee Assistance Programs (EAPs) had their origin in humanitarian motives, and there was little concern for their cost/benefit ratios; however, as some programs began accumulating data and analyzing it over time, even with single variables such as absenteeism, it became apparent that the humanitarian reasons for a program could be reinforced by cost savings particularly when the existence of the program was subject to justification.^ Today there is general agreement that cost/benefit analyses of EAPs are desirable, but the specific models for such analyses, particularly those making use of sophisticated but simple computer based data management systems, are few.^ The purpose of this research and development project was to develop a method, a design, and a prototype for gathering managing and presenting information about EAPS. This scheme provides information retrieval and analyses relevant to such aspects of EAP operations as: (1) EAP personnel activities, (2) Supervisory training effectiveness, (3) Client population demographics, (4) Assessment and Referral Effectiveness, (5) Treatment network efficacy, (6) Economic worth of the EAP.^ This scheme has been implemented and made operational at The University of Texas Employee Assistance Programs for more than three years.^ Application of the scheme in the various programs has defined certain variables which remained necessary in all programs. Depending on the degree of aggressiveness for data acquisition maintained by program personnel, other program specific variables are also defined. ^

Vertical integration is grounded in economic theory as a corporate strategy for reducing cost and enhancing efficiency. There were three purposes for this dissertation. The first was to describe and understand vertical integration theory. The review of the economic theory established vertical integration as a corporate cost reduction strategy in response to environmental, structural and performance dimensions of the market. The second purpose was to examine vertical integration in the context of the health care industry, which has greater complexity, higher instability, and more unstable demand than other industries, although many of the same dimensions of the market supported a vertical integration strategy. Evidence on the performance of health systems after integration revealed mixed results. Because the market continues to be turbulent, hybrid non-owned integration in the form of alliances have increased to over 40% of urban hospitals. The third purpose of the study was to examine the application of vertical integration in health care and evaluate the effects. The case studied was an alliance formed between a community hospital and a tertiary medical center to facilitate vertical integration of oncology services while maintaining effectiveness and preserving access. The economic benefits for 1934 patients were evaluated in the delivery system before and after integration with a more detailed economic analysis of breast, lung, colon/rectal, and non-malignant cases. A regression analysis confirmed the relationship between the independent variables of age, sex, location of services, race, stage of disease, and diagnosis, and the dependent variable, cost. The results of the basic regression model, as well as the regression with first-order interaction terms, were statistically significant. The study shows that vertical integration at an intermediate health care system level has economic benefits. If the pre-integration oncology group had been treated in the post-integration model, the expected cost savings from integration would be 31.5%. Quality indicators used were access to health care services and research treatment protocols, and access was preserved in the integrated model. Using survival as a direct quality outcome measure, the survival of lung cancer patients was statistically the same before and after integration. ^

Community health workers (CHWs) are volunteers or paid members of communities that perform outreach, patient assistance, health education, and assist in navigation of healthcare system amongst other duties. The utilization of CHWs in hospital and community setting provides health benefits to their communities while reducing cost to the overall healthcare system. ^ The general population of Texas lacks adequate access to primary care. An important indicator of such a crisis is excessive usage of emergency department services in Texas, especially by the large minority population within the state. Also, unmanaged chronic diseases have been shown to be correlated with the excessive usage of emergency services. According to a recent survey of 25 Houston metropolitan area hospitals, almost 54% of the ER visits could have been resolved in primary care settings. A Galveston based study also indicated that the ER usage was higher amongst African-Americans and Latinos. Meanwhile, 28.5% of the total ER visits were made by Latinos from the surrounding areas (Begley et al., 2007). There is substantial evidence present which indicates enormous cost-savings that CHWs have produced in Texas and nationwide through reduction in unnecessary ER visits along with better management of chronic diseases (Fedder et al, 2003). ^ This paper provides an analysis regarding the need and importance for sustainable and stable sources of funding for Community health workers (CHWs) in Texas utilizing Kingdon's model of Agenda Setting as framework. The policy analysis is also aimed at reporting on the policy process and actions taken by Children at Risk to address this critical issue. Children at Risk, a Houston based advocacy organization, has created a legislative proposal that calls on the Texas Health and Human Commission to apply for a Medicaid §§1115 waiver to provide sustainable sources of funding for CHWs, Rep. John Zerwas sponsored HB 2244 bill and it was filed on March 3, 2011. The bill would affect the use of CHWs in Texas in two ways: 1) through the establishment and operation of a program designed to train and educate CHWs 2) by creating a statewide training and certification advisory committee. The advisory committee is required in the bill to submit recommendations for providing sustainable funding and employment for CHWs. The HB 2244 failed to move out of the House Public Health committee. However, HB2244 was amended into HB 2610 introduced by Representative Guillen. The House Bill 2610 is geared towards establishing a community-based navigator program in order to assist individuals applying for public assistance through the Internet. The House Bill 2610 was signed by the Governor and will be effective September 1, 2011.^

Medication reconciliation, with the aim to resolve medication discrepancy, is one of the Joint Commission patient safety goals. Medication errors and adverse drug events that could result from medication discrepancy affect a large population. At least 1.5 million adverse drug events and $3.5 billion of financial burden yearly associated with medication errors could be prevented by interventions such as medication reconciliation. This research was conducted to answer the following research questions: (1a) What are the frequency range and type of measures used to report outpatient medication discrepancy? (1b) Which effective and efficient strategies for medication reconciliation in the outpatient setting have been reported? (2) What are the costs associated with medication reconciliation practice in primary care clinics? (3) What is the quality of medication reconciliation practice in primary care clinics? (4) Is medication reconciliation practice in primary care clinics cost-effective from the clinic perspective? Study designs used to answer these questions included a systematic review, cost analysis, quality assessments, and cost-effectiveness analysis. Data sources were published articles in the medical literature and data from a prospective workflow study, which included 150 patients and 1,238 medications. The systematic review confirmed that the prevalence of medication discrepancy was high in ambulatory care and higher in primary care settings. Effective strategies for medication reconciliation included the use of pharmacists, letters, a standardized practice approach, and partnership between providers and patients. Our cost analysis showed that costs associated with medication reconciliation practice were not substantially different between primary care clinics using or not using electronic medical records (EMR) ($0.95 per patient per medication in EMR clinics vs. $0.96 per patient per medication in non-EMR clinics, p=0.78). Even though medication reconciliation was frequently practiced (97-98%), the quality of such practice was poor (0-33% of process completeness measured by concordance of medication numbers and 29-33% of accuracy measured by concordance of medication names) and negatively (though not significantly) associated with medication regimen complexity. The incremental cost-effectiveness ratios for concordance of medication number per patient per medication and concordance of medication names per patient per medication were both 0.08, favoring EMR. Future studies including potential cost-savings from medication features of the EMR and potential benefits to minimize severity of harm to patients from medication discrepancy are warranted. ^

Catheter related bloodstream infections are a significant barrier to success in many inpatient healthcare facilities. The goal of this study was to analyze and determine if an evidence based methodology to reduce the number of catheter related bloodstream infections in a pediatric inpatient healthcare facility had significant impact on the infection rate. Catheter related bloodstream infection rates were compared before and after program implementation. The patient population was selected based upon a recommendation in the 2010 National Healthcare Safety Network report on device related infections. This report indicated a need for more data on pediatric populations requiring admission to a long term care facility. The study design is a retrospective cohort study. Catheter related bloodstream infection data was gathered between 2008 and 2011. In October of 2008 a program implementation began to reduce the number of catheter related bloodstream infections. The key components of this initiative were to implement a standardized catheter maintenance checklist, introduce the usage of a chlorhexadine gluconate based product for catheter maintenance and skin antisepsis, and a multidisciplinary education plan that focused on hand hygiene and aseptic technique. The catheter related bloodstream infection rate in 2008 was 21.21 infections per 1000 patient-line days. After program implementation the 2009 catheter related bloodstream infection rate dropped to 1.11 per 1000 patient-line days. The infection rates in 2010 and 2011 were 2.19 and 1.47 respectively. Additionally, this study demonstrated that there was a potential cost savings of $620,000 to $1,240,000 between 2008 and 2009. In conclusion, an evidence based program based upon CDC guidelines can have a significant impact on catheter related bloodstream infection rates. ^

An observational study was conducted in a SICU to determine the frequency of subclavian vein catheter-related infection at 72 hours, to identify the hospital cost of exchange via a guidewire and the estimated hospital cost-savings of a 72 hour vs 144 hour exchange policy.^ An overall catheter-related infection ($\geq$15 col. by Maki's technique (1977)) occurred in 3% (3/100) of the catheter tips cultured. Specific infections rates were: 9.7% (3/31) for triple lumen catheters, 0% (0/30) for Swan-Ganz catheters, 0% (0/30) for Cordes catheters, and 0% (0/9) for single lumen catheters.^ An estimated annual hospital cost-savings of $35,699.00 was identified if exchange of 72 hour policy were changed to every 144 hours.^ It was recommended that a randomized clinical trial be conducted to determine the effect of changing a subclavian vein catheter via a guidewire every 72 hours vs 144 hours. ^

Las FPAA´s son dispositivos analógicos programables. Estos dispositivos se basan en el uso de condensadores conmutados junto con amplificadores operacionales. Este tipo de tecnología presenta una serie de ventajas, ya que combinan las ventajas de dispositivos digitales, como la reprogramación en función de las variables del entorno que los rodean, con la diferencia de ser dispositivos analógicos, permitiendo la realización de una amplia gama de diseños analógicos en un solo chip. En este proyecto se ha realizado un estudio sobre el funcionamiento de los condensadores conmutados y su uso en el dispositivo AN221E04 del fabricante Anadigm. Una vez descrita la arquitectura del AN221E04 y explicadas las bases del funcionamiento de los condensadores conmutados, utilizando como ejemplo los modelos facilitados por Anadigm, se desarrolla un modelo de amplificador de instrumentación teórico y se describe la metodología para su implementación en un AN221E04 con el software Anadigm Designer 2. Una vez implementado este modelo de amplificador de instrumentación se han efectuado una serie de pruebas con el objetivo de estudiar la capacidad de estos dispositivos. Dichas pruebas ponen de manifiesto que las FPAA´s tienen una serie de ventajas a tener en cuenta a la hora de realizar diseños analógicos. La precisión obtenida por el modelo de amplificador de instrumentación realizado es más que aceptable, llegando a obtener errores de ganancia inferiores al 1% con ganancias de 200V/V sin tener la necesidad de realizar grandes ajustes. En las conclusiones de este estudio se exponen tanto ventajas como inconvenientes de la utilización de FPAA´s en diseños analógicos. La principal ventaja de este uso es el ahorro de costes, ya que una vez desarrollada una plataforma de diseño, la capacidad de reconfiguración permite utilizar dicha plataforma para un amplio abanico de aplicaciones, reduciendo el número de componentes y simplificando las etapas de diseño. Como desventaja, las FPAA´s tienen una serie de limitaciones qué hay que tener en cuenta en ciertos casos pudiendo hacer irrealizable un diseño concreto; como puede ser el valor máximo o mínimo de ganancia. The FPAA's are programmable analog devices. These devices rely on the use of switched capacitors together with operational amplifiers. This type of technology has a number of advantages, because they combine the advantages of digital devices such as the reprogramming function of the variables of the surrounding environment, with the difference being analog devices, allowing the realization of a wide range of designs analog on a single chip. This project has conducted a study on the operation of the switched capacitor and its use in the device AN221E04 from Anadigm. Having described the architecture of AN221E04 and explained the basis for the operation of the switched capacitor, using the example models provided by Anadigm is developing an instrumentation amplifier theory model and describes the methodology for implementation in a AN221E04 with the Anadigm Designer 2 software. Once implemented this instrumentation amplifier model, have made a series of tests in order to study the ability of these devices. These tests show that the FPAA's have a number of advantages to take into account when making analog designs. The accuracy obtained by the instrumentation amplifier model is made more than acceptable, earning gain errors of less than 1% with gains of 200V / V without the need for major adjustments. The conclusions of this study are presented both advantages and disadvantages of using FPAA's in analog designs. The main advantage of this application is the cost savings, because once developed a platform for design, reconfiguration capability allows you to use this platform for a wide range of applications, reducing component count and simplifying design stages. As a disadvantage, the FPAA's have a number of limitations which must be taken into account in certain cases may make impossible a specific design, such as the maximum or minimum gain, or the magnitude of the possible settings.

Underpasses are common in modern railway lines. Wildlife corridors and drainage conduits often fall into this category of partially buried structures. Their dynamic behavior has received far less attention than that of other structures such as bridges, but their large number makes their study an interesting challenge from the viewpoint of safety and cost savings. Here, we present a complete study of a culvert, including on-site measurements and numerical modeling. The studied structure belongs to the high-speed railway line linking Segovia and Valladolid in Spain. The line was opened to traffic in 2004. On-site measurements were performed for the structure by recording the dynamic response at selected points of the structure during the passage of high-speed trains at speeds ranging between 200 and 300 km/h. The measurements provide not only reference values suitable for model fitting, but also a good insight into the main features of the dynamic behavior of this structure. Finite element techniques were used to model the dynamic behavior of the structure and its key features. Special attention is paid to vertical accelerations, the values of which should be limited to avoid track instability according to Eurocode. This study furthers our understanding of the dynamic response of railway underpasses to train loads.

Cloud Computing is the latest paradigm to optimize the use of IT resources considering ?everything as a service? and receiving these services from the Cloud (Internet) instead of owning and managing hardware and software assets. The benefits from the model are clear. However, there are also concerns and issues to be solved before Cloud Computing spreads across the different industries. This model will allow a pay-per-use model for the IT services and many benefits like cost savings, agility to react when business demands changes and simplicity because there will not be any infrastructure to operate and administrate. It will be comparable to the well known utilities like electricity, water or gas companies. However, this paper underlines several risk factors of the model. El objetivo del presente trabajo es determinar la localización óptima de una planta de producción de 30.000 m3/año de bioetanol a partir de tubérculos de pataca (Helianthus tuberosus L.) cultivada en regadío, en tierras de barbecho de la Cuenca Hidrográfica del Duero (CH Duero). Inicialmente se elaboró, a partir de datos bibliográficos, un modelo de producción de pataca en base a una ecuación de regresión que relaciona datos experimentales de rendimientos de variedades tardías con variables agroclimáticas. Así se obtuvo una función de producción basada en la cantidad de agua disponible (precipitación efectiva + dosis de riego) y en la radiación global acumulada en el periodo brotación‐senescencia del cultivo. A continuación se estima la superficie potencial de cultivo de pataca en la CH Duero a partir de la superficie arable en regadío cartografiada por el Sistema de Ocupación del Suelo (SIOSE), a la cual se le aplican, en base a los requerimientos del cultivo, unas restricciones climáticas, edafológicas, topográficas y logísticas mediante el uso de Sistemas de Información Geográfica (SIG). La proporción de superficie de regadío restringida se cuantifica a escala municipal con el fin de calcular la superficie de barbecho en regadío apta para el cultivo de pataca. A partir de las bases de datos georreferenciadas de precipitación, radiación global, y la dotación de agua para el riego de cultivos no específicos establecida en el Plan Hidrológico de la Cuenca del Duero a escala comarcal, se estimó la producción potencial de tubérculos de pataca sobre la superficie de barbecho de regadío según el modelo de producción elaborado. Así, en las 53.360 ha de barbecho en regadío aptas para el cultivo de pataca se podrían producir 3,8 Mt de tubérculos al año (80 % de humedad) (761.156 t ms/año) de los que se podría obtener 304.462 m3/año de bioetanol, considerando un rendimiento en la transformación de 12,5 kg mf/l de etanol. Se estiman los costes de las labores de cultivo de pataca así como los costes de la logística de suministro a una planta de transformación considerando una distancia media de transporte de 25 km, en base a las hojas de cálculo de utilización de aperos y maquinaria agrícola oficiales del Ministerio de Agricultura, Alimentación y Medio Ambiente (MAGRAMA). Considerando el balance de costes asociados a la producción de bioetanol (costes de transformación, distribución y transporte del producto, costes estructurales de la planta, ahorro de costes por la utilización de las vinazas generadas en el proceso como fertilizante y un beneficio industrial), se ha estimado que el coste de producción de bioetanol a partir de tubérculos de pataca asciende a 61,03 c€/l. Se calculan los beneficios fiscales para el Estado por el cultivo de 5.522 ha de pataca que suministren la materia prima necesaria para una planta de bioetanol de 30.000 m3/año, en concepto de cotizaciones a la Seguridad Social de los trabajadores, impuestos sobre el valor añadido de los productos consumidos, impuesto sobre sociedades y ahorro de las prestaciones por desempleo. Se obtuvieron unos beneficios fiscales de 10,25 c€ por litro de bioetanol producido. El coste de producción de bioetanol depende del rendimiento de tubérculos por hectárea y de la distancia de transporte desde las zonas de producción de la materia prima hasta la planta. Se calculó la distancia máxima de transporte para que el precio de coste del bioetanol producido sea competitivo con el precio de mercado del bioetanol. Como resultado se determinó que el precio del bioetanol (incluido un beneficio industrial del 15%) de la planta sería igual o inferior al precio de venta en el mercado (66,35 c€/l) con una distancia máxima de transporte de 25 km y un rendimiento mínimo del cultivo de 60,1 t mf/ha. Una vez conocido el área de influencia de la planta según la distancia de transporte máxima, se determinó la localización óptima de la planta de producción de bioetanol mediante un proceso de ubicación‐asignación realizado con SIG. Para ello se analizan los puntos candidatos a la ubicación de la planta según el cumplimiento de unos requerimientos técnicos establecidos (distancia a fuentes de suministro eléctrico y de recursos hídricos, distancia a estaciones de ferrocarril, distancia a núcleos urbanos y existencia de Espacios Naturales Protegidos) que minimizan la distancia de transporte maximizando la cantidad de biomasa disponible según la producción potencial estimada anteriormente. Por último, la superficie destinada al cultivo de pataca en el área de influencia de la planta se determina en base a un patrón de distribución del cultivo alrededor de una agroindustria. Dicho patrón se ha obtenido a partir del análisis del grado de ocupación del cultivo de la remolacha en función de la distancia de transporte a la planta azucarera de Miranda de Ebro (Burgos). El patrón resultante muestra que la relación entre el grado de ocupación del suelo por el cultivo y la distancia de transporte a la planta siguen una ecuación logística. La localización óptima que se ha obtenido mediante la metodología descrita se ubica en el municipio leonés de El Burgo Ranero, donde la producción potencial de tubérculos de pataca en la superficie de barbecho situada en un radio de acción de 25 km es de 375.665 t mf/año, superando las 375.000 t mf requeridas anualmente por la planta de bioetanol. ABSTRACT Jerusalem artichoke (Helianthus tuberosus L.) is a harsh crop with a high potential for biomass production. Its main use is related to bioethanol production from the carbohydrates, inulin mainly, accumulated in its tubers at the end of the crop cycle. The aerial biomass could be used as solid biofuel to provide energy to the bioethanol production process. Therefore, Jerusalem artichoke is a promising crop as feedstock for biofuel production in order to achieve the biofuels consumption objectives established by the Government of Spain (PER 2011‐2020 and RDL 4/2013) and the European Union (Directive 2009/28/EC). This work aims at the determination of the optimal location for a 30,000 m3/year bioethanol production plant from Jerusalem artichoke tubers in the Duero river basin. With this purpose, a crop production model was developed by means of a regression equation that relates experimental yield data of late Jerusalem artichoke varieties with pedo‐climatic parameters from a bibliographic data matrix. The resulting crop production model was based on the crop water availability (including effective rainfall and irrigation water supplied) and on global radiation accumulated in the crop emergence‐senescence period. The crop potential cultivation area for Jerusalem artichoke in the Duero basin was estimated using the georeferenced irrigated arable land from the “Sistema de Ocupación del Suelo” (SIOSE) of Spain. Climatic, soil, slope and logistic restrictions were considered by means of Geographic Information Systems (GIS). The limited potential growing area was then applied to a municipality scale in order to calculate the amount of fallow land suitable for Jerusalem artichoke production. Rainfall and global radiation georeferenced layers as well as data of irrigation water supply for crop production (established within the Duero Hydrologic Plan) were use to estimate the potential production of Jerusalem artichoke tubers in the suitable fallow land according to the crop production model. As a result of this estimation, there are 53,360 ha of fallow land suitable for Jerusalem artichoke production in the Duero basin, where 3.8 M t fm/year could be produced. Considering a bioethanol processing yield of 12.5 kg mf per liter of bioethanol, the above mentioned tuber potential production could be processed in 304,462 m3/year of bioethanol. The Jerusalem crop production costs and the logistic supply costs (considering an average transport distance of 25 km) were estimated according to official agricultural machinery cost calculation sheets of the Minister of Agriculture of Spain (MAGRAMA). The bioethanol production cost from Jerusalem artichoke tubers was calculated considering bioethanol processing, transport and structural costs, industrial profits as well as plant cost savings from the use of vinasses as fertilizer. The resulting bioetanol production cost from Jerusalem artichoke tubers was 61.03 c€/l. Additionally, revenues for the state coffers regarding Social Security contributions, added value taxes of consumed raw materials, corporation tax and unemployment benefit savings due to the cultivation of 5,522 ha of Jerusalem artichoke for the 30.000 m3/year bioethanol plant supply were calculated. The calculated revenues amounted to 10.25 c€/l. Bioethanol production cost and consequently the bioethanol plant economic viability are strongly related to the crop yield as well as to road transport distance from feedstock production areas to the processing plant. The previously estimated bioethanol production cost was compared to the bioethanol market price in order to determine the maximum supply transport distance and the minimum crop yield to reach the bioethanol plant economic viability. The results showed that the proposed plant would be economically viable at a maximum transport distance of 25 km and at a crop yield not less than 60.1 t fm/ha. By means of a GIS location‐allocation analysis, the optimal bioethanol plant location was determined. Suitable candidates were detected according to several plant technical requirements (distance to power and water supply sources, distance to freight station, and distance to urban areas and to Natural Protected Areas). The optimal bioethanol plant location must minimize the supply transport distance whereas it maximizes the amount of available biomass according to the previously estimated biomass potential production. Lastly, the agricultural area around the bioethanol plant finally dedicated to Jerusalem artichoke cultivation was planned according to a crop distribution model. The crop distribution model was established from the analysis of the relation between the sugar beet (Beta vulgaris L.) cropping area and the road transport distance from the sugar processing plant of Miranda de Ebro (Burgos, North of Spain). The optimal location was situated in the municipality of ‘El Burgo Ranero’ in the province of León. The potential production of Jerusalem artichoke tubers in the fallow land within 25 km distance from the plant location was 375,665 t fm/year, which exceeds the amount of biomass yearly required by the bioethanol plant.

Cloud-based infrastructure has been increasingly adopted by the industry in distributed software development (DSD) environments. Its proponents claim that its several benefits include reduced cost, increased speed and greater productivity in software development. Empirical evaluations, however, are in the nascent stage of examining both the benefits and the risks of cloud-based infrastructure. The objective of this paper is to identify potential benefits and risks of using cloud in a DSD project conducted by teams based in Helsinki and Madrid. A cross-case qualitative analysis is performed based on focus groups conducted at the Helsinki and Madrid sites. Participants observations are used to supplement the analysis. The results of the analysis indicated that the main benefits of using cloud are rapid development, continuous integration, cost savings, code sharing, and faster ramp-up. The key risks determined by the project are dependencies, unavailability of access to the cloud, code commitment and integration, technical debt, and additional support costs. The results revealed that if such environments are not planned and set up carefully, the benefits of using cloud in DSD projects might be overshadowed by the risks associated with it.

Los pasos inferiores son muy numerosos en las líneas de ferrocarril. Su comportamiento dinámico ha recibido mucha menos atención que el de otras estructuras como los puentes, pero su elevado número hace que su estudio sea económicamente relevante con vista a optimizar su forma, manteniendo la seguridad. El proyecto de puentes según el Eurocódigo incluye comprobaciones de estados límite de tensiones bajo carga dinámica. En el caso de pasos inferiores, las comprobaciones pueden resultar tan costosas como aquellas de puentes, pese a que su coste es mucho menor. Por tanto, se impone la búsqueda de unas reglas de cálculo simplificado que pongan en consonancia el coste de la estructura con el esfuerzo necesario para su proyecto. Este artículo propone un conjunto de reglas basadas en un estudio paramétrico = Underpasses are common in modern railway lines. Wildlife corridors and drainage conduits often fall into this category of partially buried structures. Their dynamic behavior has received far less attention than that of other structures such as bridges, but their large number makes their study an interesting challenge from the viewpoint of safety and cost savings. The bridge design rules in accordance with the Eurocode involve checks on stresses according to dynamic loading. In the case of underpasses, those checks may be as much as those for bridges. Therefore, simplified design rules may align the design effort with their cost. Such a set of rules may provide estimations of response parameters based on the key parameters influencing the result. This paper contains a proposal based on a parametric study.
