For the actual existence of e-government it is necessary and crucial to provide public information and documentation, making its access simple to citizens. A portion, not necessarily small, of these documents is in an unstructured form and in natural language, and consequently outside of which the current search systems are generally able to cope and effectively handle. Thus, in thesis, it is possible to improve access to these contents using systems that process natural language and create structured information, particularly if supported in semantics. In order to put this thesis to test, this work was developed in three major phases: (1) design of a conceptual model integrating the creation of structured information and making it available to various actors, in line with the vision of e-government 2.0; (2) definition and development of a prototype instantiating the key modules of this conceptual model, including ontology based information extraction supported by examples of relevant information, knowledge management and access based on natural language; (3) assessment of the usability and acceptability of querying information as made possible by the prototype - and in consequence of the conceptual model - by users in a realistic scenario, that included comparison with existing forms of access. In addition to this evaluation, at another level more related to technology assessment and not to the model, evaluations were made on the performance of the subsystem responsible for information extraction. The evaluation results show that the proposed model was perceived as more effective and useful than the alternatives. Associated with the performance of the prototype to extract information from documents, comparable to the state of the art, results demonstrate the feasibility and advantages, with current technology, of using natural language processing and integration of semantic information to improve access to unstructured contents in natural language. The conceptual model and the prototype demonstrator intend to contribute to the future existence of more sophisticated search systems that are also more suitable for e-government. To have transparency in governance, active citizenship, greater agility in the interaction with the public administration, among others, it is necessary that citizens and businesses have quick and easy access to official information, even if it was originally created in natural language.

Dans le cadre de ce mémoire, nous nous sommes intéressée au vocabulaire utilisé par la presse francophone, à savoir française et québécoise, lorsqu'elle traite d'un fait d'actualité internationale. L'objectif de la présente étude exploratoire est de vérifier si l'information diffusée par la presse écrite quotidienne au Québec, concernant le dossier nucléaire iranien, est différente de celle diffusée par la presse écrite quotidienne française. Cette vérification a été faite à partir d'un corpus de textes publiés par deux quotidiens québécois, La Presse et Le Devoir, et deux quotidiens français, Le Monde et Le Figaro. Le but de notre recherche était de procéder à l'analyse du vocabulaire employé par ces quatre quotidiens lorsqu'ils diffusent l'information touchant le dossier nucléaire iranien. Nous nous sommes intéressée à la sélection et à la distribution des mots-clés composant le discours de ces quotidiens diffusés au Québec et en France. Nous avions posé l'hypothèse suivante : l'information internationale diffusée au public québécois est différente de celle diffusée en France, et cette différence est perceptible par le vocabulaire employé. Pour considérer cette question de recherche, nous avons constitué un corpus composé de tous les articles publiés par deux quotidiens français, Le Figaro et Le Monde, et par deux quotidiens québécois, La Presse et Le Devoir traitant du dossier nucléaire iranien, entre le 14 et le 31 janvier 2006. Ces articles ont été soumis à une analyse statistique textuelle effectuée à l'aide du logiciel Alceste. Le vocabulaire employé pour la diffusion des informations touchant le dossier nucléaire iranien s'est avéré différent dans les quotidiens français et québécois. Ces différences sont effectivement perceptibles par le degré d'importance donnée aux mots constituant ce vocabulaire et par leur distribution dans les textes de chaque quotidien étudié. Notre étude se distingue des démarches d'analyse dans lesquelles la subjectivité du chercheur n'est pas suffisamment contrôlée aux endroits névralgiques du processus de recherche. Grâce à l'analyse statistique des données textuelles appliquée à notre corpus, nous sommes en mesure d'appuyer notre interprétation des textes sur des données factuelles. L'étude de la distribution des formes (mots) dans les textes nous a permis de retracer puis de décrire les différentes tendances inscrites dans un corpus traitant d'un même fait d'actualité. En d'autres termes, cette étude de la distribution des formes nous a permis de mettre en évidence des sous thèmes, des dimensions, des pôles du discours, des tendances préférentielles dans le traitement de la même information. Ainsi, Le Figaro s'est intéressé davantage au volet économique et militaire du dossier iranien; La Presse, à la proposition russe d'enrichir l'uranium iranien sur son propre sol et à l'aspect technique et scientifique de la technologie nucléaire; Le Devoir, aux efforts diplomatiques et à la technologie nucléaire, et enfin, Le Monde, qui s'est particulièrement intéressé au discours de Chirac et à l'inflexion de la doctrine de dissuasion française, a pu rendre compte de toutes les facettes du sujet. Notre hypothèse se confirme donc : l'information, concernant le dossier nucléaire iranien, diffusée au public québécois est différente de celle diffusée en France, et cette différence est perceptible par le vocabulaire employé.

The Darwinian Particle Swarm Optimization (DPSO) is an evolutionary algorithm that extends the Particle Swarm Optimization using natural selection to enhance the ability to escape from sub-optimal solutions. An extension of the DPSO to multi-robot applications has been recently proposed and denoted as Robotic Darwinian PSO (RDPSO), benefiting from the dynamical partitioning of the whole population of robots, hence decreasing the amount of required information exchange among robots. This paper further extends the previously proposed algorithm adapting the behavior of robots based on a set of context-based evaluation metrics. Those metrics are then used as inputs of a fuzzy system so as to systematically adjust the RDPSO parameters (i.e., outputs of the fuzzy system), thus improving its convergence rate, susceptibility to obstacles and communication constraints. The adapted RDPSO is evaluated in groups of physical robots, being further explored using larger populations of simulated mobile robots within a larger scenario.

Com o crescente aumento da Teleradiologia, sentiu-se necessidade de criar mais e melhores softwares para sustentar esse crescimento. O presente trabalho pretende abordar a temática da certificação de software e a sua marcação CE, pois para dar entrada no mercado Europeu todos os Dispositivos Médicos (DM) têm de estar devidamente certificados. Para efetuar a marcação CE e a certificação serão estudadas normas e normativos adequados para marcação de DM ao nível Europeu e também dos Estados Unidos da América. A temática da segurança de dados pessoais será também estudada de forma a assegurar que o dispositivo respeite a legislação em vigor. Este estudo tem como finalidade a certificação de um software proprietário da efficientia sysPACS, um serviço online abrangente, que permite a gestão integrada do armazenamento e distribuição de imagens médicas para apoio ao diagnóstico.

En synthèse d’images, reproduire les effets complexes de la lumière sur des matériaux transluminescents, tels que la cire, le marbre ou la peau, contribue grandement au réalisme d’une image. Malheureusement, ce réalisme supplémentaire est couteux en temps de calcul. Les modèles basés sur la théorie de la diffusion visent à réduire ce coût en simulant le comportement physique du transport de la lumière sous surfacique tout en imposant des contraintes de variation sur la lumière incidente et sortante. Une composante importante de ces modèles est leur application à évaluer hiérarchiquement l’intégrale numérique de l’illumination sur la surface d’un objet. Cette thèse révise en premier lieu la littérature actuelle sur la simulation réaliste de la transluminescence, avant d’investiguer plus en profondeur leur application et les extensions des modèles de diffusion en synthèse d’images. Ainsi, nous proposons et évaluons une nouvelle technique d’intégration numérique hiérarchique utilisant une nouvelle analyse fréquentielle de la lumière sortante et incidente pour adapter efficacement le taux d’échantillonnage pendant l’intégration. Nous appliquons cette théorie à plusieurs modèles qui correspondent à l’état de l’art en diffusion, octroyant une amélioration possible à leur efficacité et précision.

El objetivo del presente estudio descriptivo fenomenológico es identificar los perfiles sociodemográficos que predominan en un grupo de mujeres directivas en Colombia, y observar las características de su liderazgo; para tal propósito se realizó un estudio cualitativo y un análisis de los determinantes de la participación laboral de las mujeres en Colombia. Se tomó como base de información encuestas realizadas a un grupo de mujeres de la alta dirección en Colombia, implementando un análisis de las categorías identificadas en el estudio para describir los perfiles sociodemográficos y del liderazgo femenino en Colombia. Los resultados sugieren que en Colombia las características que explican dichos perfiles describen a mujeres colombianas que ocupan cargos de Gerentes, Subgerentes, Presidentes, Vicepresidentes y Directoras, quienes culminaron una carrera de pregrado y tienen una completa preparación académica y trayectoria al interior de la organización. Respecto al liderazgo, la motivación por desempeñarse bien en el trabajo, el empeño en la productividad por alcanzar los logros y las metas propuestas en la actividad, el trabajo en equipo y la preocupación por contar con un buen ambiente de trabajo son las categorías que caracterizan a este grupo de mujeres.

El neurofeedback es una técnica no invasiva en la que se pretende corregir, mediante condicionamiento operante, ondas cerebrales que se encuentren alteradas en el electroencefalograma. Desde 1967, se han conducido numerosas investigaciones relacionadas con los efectos de la técnica en el tratamiento de alteraciones psicológicas. Sin embargo, a la fecha no existen revisiones sistemáticas que reúnan los temas que serán aquí tratados. El aporte de este trabajo es la revisión de 56 artículos, publicados entre los años 1995 y 2013 y la evaluación metodológica de 29 estudios incluidos en la revisión. La búsqueda fue acotada a la efectividad del neurofeedback en el tratamiento de depresión, ansiedad, trastorno obsesivo compulsivo (TOC), ira y fibromialgia. Los hallazgos demuestran que el neurofeedback ha tenido resultados positivos en el tratamiento de estos trastornos, sin embargo, es una técnica que aún está en desarrollo, con unas bases teóricas no muy bien establecidas y cuyos resultados necesitan de diseños metodológicamente más sólidos que ratifiquen su validez.

Introduction: Multiple sclerosis is a chronic recurrent inflammatory disorder of the central nervous system. The pharmacological treatment of multiple sclerosis has been evaluated with multiple controlled clinical trials that allow the clinician to count with evidence based information to decide the more indicated treatment for each patient. Methodology: A review of the scientific literature was conducted to clarify controversial issues in a clinical relevant topic. Development: The diagnostic criteria and different treatments available are reviewed, in order to consider the clinical utility of the disease modifying agents such as the immunomodulatory treatments. The three used types of interferon are well tolerated and reduce in approximately a third the number of bouts in the remitent recurrent form; there is no significant difference between the three of them.

This paper describes a case study of an electronic data management system developed in-house by the Facilities Management Directorate (FMD) of an educational institution in the UK. The FMD Maintenance and Business Services department is responsible for the maintenance of the built-estate owned by the university. The department needs to have a clear definition of the type of work undertaken and the administration that enables any maintenance work to be carried out. These include the management of resources, budget, cash flow and workflow of reactive, preventative and planned maintenance of the campus. In order to be more efficient in supporting the business process, the FMD had decided to move from a paper-based information system to an electronic system, WREN, to support the business process of the FMD. Some of the main advantages of WREN are that it is tailor-made to fit the purpose of the users; it is cost effective when it comes to modifications on the system; and the database can also be used as a knowledge management tool. There is a trade-off; as WREN is tailored to the specific requirements of the FMD, it may not be easy to implement within a different institution without extensive modifications. However, WREN is successful in not only allowing the FMD to carry out the tasks of maintaining and looking after the built-estate of the university, but also has achieved its aim to minimise costs and maximise efficiency.

The field site network (FSN) plays a central role in conducting joint research within all Assessing Large-scale Risks for biodiversity with tested Methods (ALARM) modules and provides a mechanism for integrating research on different topics in ALARM on the same site for measuring multiple impacts on biodiversity. The network covers most European climates and biogeographic regions, from Mediterranean through central European and boreal to subarctic. The project links databases with the European-wide field site network FSN, including geographic information system (GIS)-based information to characterise the test location for ALARM researchers for joint on-site research. Maps are provided in a standardised way and merged with other site-specific information. The application of GIS for these field sites and the information management promotes the use of the FSN for research and to disseminate the results. We conclude that ALARM FSN sites together with other research sites in Europe jointly could be used as a future backbone for research proposals

Genetic polymorphisms in deoxyribonucleic acid coding regions may have a phenotypic effect on the carrier, e.g. by influencing susceptibility to disease. Detection of deleterious mutations via association studies is hampered by the large number of candidate sites; therefore methods are needed to narrow down the search to the most promising sites. For this, a possible approach is to use structural and sequence-based information of the encoded protein to predict whether a mutation at a particular site is likely to disrupt the functionality of the protein itself. We propose a hierarchical Bayesian multivariate adaptive regression spline (BMARS) model for supervised learning in this context and assess its predictive performance by using data from mutagenesis experiments on lac repressor and lysozyme proteins. In these experiments, about 12 amino-acid substitutions were performed at each native amino-acid position and the effect on protein functionality was assessed. The training data thus consist of repeated observations at each position, which the hierarchical framework is needed to account for. The model is trained on the lac repressor data and tested on the lysozyme mutations and vice versa. In particular, we show that the hierarchical BMARS model, by allowing for the clustered nature of the data, yields lower out-of-sample misclassification rates compared with both a BMARS and a frequen-tist MARS model, a support vector machine classifier and an optimally pruned classification tree.

Determining rat preferences for, and behaviour towards, environmental enrichment objects allows us to provide evidence-based information about how the caged environment may be enriched. In recent years there have been many studies investigating the preferences of laboratory rodents for a wide variety of environmental enrichment objects and materials. While these have provided important information regarding the animals' perception of the items, very few studies have attempted to systematically investigate the precise attributes that constitute a preferred object and the behaviour that these objects afford. We have designed a research program to systematically study rats' motivation to interact with enrichment objects. Here we present the results from two experiments which examined the time rats spent with objects that only differed in size. This showed that rats spent longer with large objects rather than small ones, even though objects were presented individually. We also investigated the rats' behaviour with the objects in an open field and found that rats spent longer climbing on top of the large object. This behaviour continued when the large objects were laid on their sides instead of placed upright in the arena, suggesting that the rats were not simply climbing on the objects to investigate the top of the arena and thus an escape route, but instead were genuinely motivated to climb. This suggests that rat welfare could be enhanced by the addition to their cages of objects that permit climbing. (C) 2009 Elsevier B.V. All rights reserved.

A new robust neurofuzzy model construction algorithm has been introduced for the modeling of a priori unknown dynamical systems from observed finite data sets in the form of a set of fuzzy rules. Based on a Takagi-Sugeno (T-S) inference mechanism a one to one mapping between a fuzzy rule base and a model matrix feature subspace is established. This link enables rule based knowledge to be extracted from matrix subspace to enhance model transparency. In order to achieve maximized model robustness and sparsity, a new robust extended Gram-Schmidt (G-S) method has been introduced via two effective and complementary approaches of regularization and D-optimality experimental design. Model rule bases are decomposed into orthogonal subspaces, so as to enhance model transparency with the capability of interpreting the derived rule base energy level. A locally regularized orthogonal least squares algorithm, combined with a D-optimality used for subspace based rule selection, has been extended for fuzzy rule regularization and subspace based information extraction. By using a weighting for the D-optimality cost function, the entire model construction procedure becomes automatic. Numerical examples are included to demonstrate the effectiveness of the proposed new algorithm.

Left inferior frontal gyrus (IFG) is a critical neural substrate for the resolution of proactive interference (PI) in working memory. We hypothesized that left IFG achieves this by controlling the influence of familiarity- versus recollection-based information about memory probes. Consistent with this idea, we observed evidence for an early (200 msec)-peaking signal corresponding to memory probe familiarity and a late (500 msec)-resolving signal corresponding to full accrual of trial-related contextual ("recollection-based") information. Next, we applied brief trains of repetitive transcranial magnetic stimulation (rTMS) time locked to these mnemonic signals, to left IFG and to a control region. Only early rTMS of left IFG produced a modulation of the false alarm rate for high-PI probes. Additionally, the magnitude of this effect was predicted by individual differences in susceptibility to PI. These results suggest that left IFG-based control may bias the influence of familiarity- and recollection-based signals on recognition decisions.

The concepts of on-line transactional processing (OLTP) and on-line analytical processing (OLAP) are often confused with the technologies or models that are used to design transactional and analytics based information systems. This in some way has contributed to existence of gaps between the semantics in information captured during transactional processing and information stored for analytical use. In this paper, we propose the use of a unified semantics design model, as a solution to help bridge the semantic gaps between data captured by OLTP systems and the information provided by OLAP systems. The central focus of this design approach is on enabling business intelligence using not just data, but data with context.
