Mixed-ligand complexes of technetium(V) or rhenium(V) containing tridentate N-[(dialkylamino)(thiocarbonyl)]benzamidine (H(2)L(1)) and bidentate N,N-dialkyl-N`-benzoylthiourea (HL(2)) ligands were formed in high yields when (NBu(4))[MOCl(4)] (M = Tc or Re) or [ReOCl(3)(PPh(3))(2)] was treated with mixtures of the proligands. Other approaches for the synthesis of the products are reactions of [MOCl(L(1))] complexes with HL(2) or compounds of the-composition [ReOCl(2)(PPh(3))(L(2))] with H(2)L(1). The resulting air-stable [MO(L(1))(L(2))] complexes possess potential for the development of metal-based radiopharmaceuticals. [TcO(L(1))(L(2))] complexes are readily reduced by PPh3 with formation of [Tc(L(1))(L(2))(PPh(3))]. The resulting Tc(III) complexes undergo two almost-reversible oxidation steps corresponding to one-electron transfer processes. ((C) Wiley-VCH Verlag GmbH & Co. KGaA, 69451 Weinheim, Germany, 2009)

O presente documento volta-se ao PLC 89/03, em substitutivo apresentado durante o seu trâmite no Senado Federal, com o objetivo de analisar problemas relacionados à abrangência e imprecisão do texto legal, e aos efeitos colaterais de extrema gravidade por elas provocados. Tais problemas ocorrem sobremaneira com relação aos artigos 285-A, 285-B, 163-A em seu parágrafo primeiro, inciso VII do artigo 6° e inciso III do artigo 22. Ainda que a intenção do projeto seja a de criminalizar somente condutas graves como a subtração de senhas e a disseminação de vírus, conclui a análise, a redação dos artigos referidos permite que condutas triviais e cotidianas entre usuários da rede mundial de computadores encontrem-se abrangidas pelos tipos penais estabelecidos pelo projeto, com potencial criminalização de um grande número de pessoas pela prática de atos que em sua maioria são legais ou regulados como ilícitos civis em função do seu menor potencial ofensivo.

Durante o processo de privatizações na década de 90, o Brasil adotou um abrangente marco regulatório para o setor de telecomunicações. Apesar desse esforço, uma questão fundamental acabou sendo deixada de lado: a regulação da Internet. Ao contrário de outros países, que ao final dos anos 1990 e começo dos anos 2000 adotaram legislações específicas para o tema, o Brasil, passados mais de 15 anos do acesso público à rede, ainda não possui dispositivos legislativos específicos sobre a questão. Ao final da década de 90, vários projetos de lei preocuparam-se com a regulação destes temas de forma ampla, mas nenhum logrou êxito. Temas fundamentais relacionados à estrutura da rede foram sendo progressivamente abandonados e substituídos por uma agenda exclusivamente criminal. No início dos dos anos 2000, praticamente desapareceu do Congresso Nacional qualquer proposta de regulação específica que pudesse abordar elementos fundamentais de um marco regulatório da internet. Em vez disso, passou a prevalecer uma agenda exclusiva no âmbito do direito criminal, com a tipificação de condutas e criação de penas. Exemplo significativo da onda subsequente de projetos de lei que procuraram regular a Internet por via do direito penal, o PLC 84/99 (numeração da Câmara)/ PLC 89/03 (numeração do Senado), provocou intensas reações negativas em um número significativo de atores da sociedade civil devido aos seus problemas de redação e inadequações técnicas, provocadores de danos colaterais consideráveis a direitos cruciais para o funcionamento de uma sociedade democrática: privacidade, liberdade de expressão, direito à comunicação e acesso ao conhecimento. Ao mesmo tempo, os vícios de redação do projeto representam riscos consideráveis para o potencial de inovação que emerge da Internet, com sérias consequências para o desenvolvimento da tecnologia, educação e economia do Brasil. O presente estudo traça um panorama histórico da regulação da Internet no Brasil, recorrendo ao direito comparado e história legislativa, propondo uma redação alternativa para o projeto em questão.

The biodistribution of sodium pertechnetate, the most used radiopharmaceutical in nuclear medicine, has not been studied in details after bariatric surgery. The objective was to investigate the effect of Roux-en-Y gastric bypass (RYGB) on biodistribution of sodium pertechnetate (Na99mTc-) in organs and tissues of rats. Methods: Twelve rats were randomly divided into two groups of 6 animals each. The RYGB group rats were submitted to the Roux-en-Y gastric bypass and the control group rats were not operated. After 15 days, all rats were injected with 0.1mL of Na99mTc- via orbital plexus with average radioactivity of 0.66 MBq. After 30 minutes, liver, stomach, thyroid, heart, lung, kidney and femur samples were harvested, weighed and percentage of radioactivity per gram (%ATI/g) of each organ was determined by gama counter Wizard Perkin-Elmer. We applied the Student t test for statistical analysis, considering p<0.05 as significant. Results: Significant reduction in mean %ATI/g was observed in the liver, stomach and femur in the RYGB group animals, compared with the control group rats (p<0.05). In other organs no significant difference in %ATI/g was observed between the two groups. Conclusion: This work contributes to the knowledge that the bariatric surgery RYGB modifies the pattern of biodistribution of Na99mTc

This study aimed to evaluate if the splenectomy alters the biodistribution of 99mTc-DMSA and renal function in Wistar rats. The animals were separated in the groups: splenectomy (n = 6) and control (n = 6). After splenectomy (15 days), the administration of 0.1ml of 99mTc-DMSA IV (0.48 MBq) was carried out. Thirty minutes later, kidney, heart, lung, thyroid, stomach, bladder and femur and samples of blood were isolated. The organs were weighed, counted and the percentage of radioactivity -g (%ATI-g) determined. Serum urea and creatinine, hematocrit, leukocytes and platelets were measured. Statistics by t test (p<0.05) was done. There was a significant reduction in %ATI-g in kidney and blood (p<0.05) of splenectomized animals, a significant increase (p<0.05) of urea (88.8 ± 18.6 mg-dL) and creatinine (0.56 ± 0.08 mg-dL), compared to the controls (51.5±1.6, 0.37±0.02mg-dL, respectively), as well as increase in platelets and leucocytes, and hematocrit reduction. The analysis of the results indicates that in rats, splenectomy seems to alter the renal function and the uptake of 99mTc-DMSA

Drugs and surgery can interfere with the biodistribution of radiopharmaceuticals and data about the effect of splenectomy on the metabolism of phytate-Tc-99m are scarce. This study aimed at evaluating the interference of splenectomy on phytate-Tc-99m biodistribution and liver function in rats. The SP group rats (n=6) underwent splenectomy. In group C (control) the animals were not operated on. After 15 days, all rats were injected with 0.1mL of Tc-99m-phytate via orbital plexus (0.66MBq). After 30 minutes, liver samples were harvested, weighed and the percentage of radioactivity per gram (%ATI-g) was determined by a Wizard Perkin-Elme gama counter. The ATI%-g in splenectomized rats (0.99±0.02) was significantly higher than in controls (0.4±0.02), (p=0.034). ALT, AST and HDL were significantly lower in SP rats (p= 0.001) and leukocytosis was observed in SP rats. In conclusion, splenectomy in rats changed the hepatic biodistribution of Tc-99m-phytate and liver enzimatic activity

The sun mushroom is the popular name for the Agaricus blazei Murill fungus, a mushroom native to south-eastern Brazil, which has been frequently used in popular medicine mainly in the form of tea to treat various ailments (stress, diabetes, etc.). In the present study, the genotoxic and/or anti-genotoxic effects ofA. blazei on mammalian cells in culture was assessed by checking the increase or reduction of micronucleus (MN) frequency and comets. The sun mushroom (lineage 99/26) was used as aqueous extracts prepared (2.5%) at three different temperatures (60, 25 and 4°C). The in vitro micronucleus (MN) test in binucleated cells and comet assay were used in V79 cells cultivated in HAM-F10+DMEM medium (1:1), supplemented with 10% of fetal bovine serum. The experiments were divided into four treatment types: 1. Negative control; 2. Positive control with MMS; 3. Treatments with the three forms of extracts (60, 25 and 4°C); and 4. Treatments with the extracts in different associations (simultaneous, pre-treatment, post-treatment and simultaneous after pre-incubation for 1 h) with MMS. None of the A. blazei extracts show genotoxic activity. In the comet assay no protecting effect was found. The results obtained in the MN test showed that the three forms of extracts used had protective activity, suggesting that the compound or active ingredients of A. blazei are always present in these extracts. The greater protective efficiency of the simultaneous treatment and simultaneous treatment with pre-incubation mixture with MMS suggests that the extracts have an antimutagenic action of the desmutagenic type. © 2002 Elsevier Science Ltd.
