Towards the end of 2004, the members of the World Trade Organization (WTO) formally launched negotiations on trade facilitation on the basis of the modalities set out in Annex D of the July Package adopted in 2004. This mandate instructed members to clarify and improve three articles of the General Agreement on Tariffs and Trade (GATT), namely, article V on freedom of transit, article VIII on fees and formalities connected with importation and exportation, and article X on the publication and administration of trade regulations. To support these negotiations, the United Nations Conference on Trade and Development (UNCTAD) created a trust fund, with contributions from the Governments of Sweden and Spain . This fund has been used to develop a series of seminars and meetings and to produce a total of 20 technical notes on specific trade facilitation measures. These notes cover in particular facilitation measures that are topics of specific proposals that were made during WTO negotiations. This edition of the FAL Bulletin summarizes several of these technical notes, focusing mainly on customs-related issues.

Este estudo apresenta a partir do ponto de vista dos gestores da educação estadual, como a política de municipalização do ensino fundamental se (re) configurou no Pará no período de 1996 a 2010. Tem como objetivos analisar como ocorreu ao longo dos Governos estaduais, o processo de (re) formulação; identificar quais foram os discursos orientadores utilizados na tomada de decisão dessa política e apresenta as repercussões mais significativas da política de municipalização para a melhoria da qualidade do ensino fundamental no Pará. O estudo utilizou a análise de documentos e entrevistas semi-estruturadas com os gestores dos Governos estaduais que trabalharam na Secretaria de Estado de Educação do Pará. O estudo concluiu que a política de municipalização se configurou de diversas formas ao longo dos Governos do PSDB e do PT. No Governo do PSDB essa política se configura como condição imprescindível para que a gestão da educação pública alcance a qualidade desejada. No Governo do PT houve diversos tentativas de se reformular essa política, por meio de seminários e fóruns, porém a falta de clareza do Governo estadual sobre o que se desejava com essa política e a mudança de cinco Secretários de Educação acarretou o surgimento de vários discursos diferentes sobre essa política bem como a descontinuidade dos encaminhamentos que foram apresentados pelos respectivos Secretários.

A pesquisa trata da relação entre ser humano e natureza, tendo como foco a comunidade Vila Sorriso, situada a 7,5 km da sede do município de São Caetano de Odivelas no Estado do Pará. Objetiva identificar dentre os pescadores extrativistas do manguezal, os modos de vida como subsistência, seus saberes e práticas em relação ao uso do manguezal e propor ações que possam reduzir os impactos negativos no ecossistema local. O procedimento metodológico obedece três etapas, sendo a primeira o levantamento bibliográfico, a segunda uma abordagem da pesquisa de campo com entrevistas, observações dos modos de vida, a utilização do ecossistema de manguezal a partir dos conhecimentos locais e a terceira etapa a sistematização de todo conhecimento adquirido pelos pescadores extrativistas, levando em consideração os modos de vida e os saberes e práticas da comunidade pesqueira extrativista. Foi identificado que na referida comunidade são utilizadas três técnicas de captura do Ucides cordatus L.1763: a do laço, a técnica da tapagem e a técnica do soco, braço ou muque. Essas técnicas de captura foram analisadas e trabalhadas junto à comunidade com base na legislação ambiental nacional e estadual, visando a inserção da legislação com os extrativistas, fomentando o desenvolvimento local e a conservação do ecossistema de manguezal. A partir das observações, análises, interpretações e sistematizações, a pesquisa discorre sobre a sustentabilidade local e junto com os pescadores extrativistas, propõe algumas ações para a conservação do ecossistema local, como: estudar as galerias do Ucides cordatus L., 1763, para disseminação do conhecimento do sexo e do tamanho do animal antes da captura; capacitar os pescadores extrativistas, através de reuniões, cursos e oficinas, para sensibilização na técnica do laço, para liberação do crustáceo que não pode ser comercializado, e estimular a participação dos extrativistas na colônia de pescadores local na qual são filiados, para serem beneficiados com o seguro defeso.

Esta dissertação de mestrado constitui-se em um estudo de caso do processo de criação, implementação e gestão da Área de Proteção Ambiental da Ilha do Combu (APA Combu) localizada no município de Belém no estado do Pará, delimitada temporalmente a partir do ato de sua criação no ano de 1997 ao período atual, ano de 2010. Como principais objetivos pretenderam-se analisar e refletir sobre os principais desafios e possibilidades da gestão ambiental da Área de Proteção Ambiental da Ilha do Combu; identificar as principais mudanças ocorridas na Ilha do Combu após o processo de criação da APA e identificar os principais problemas existentes na APA da Ilha do Combu. Os problemas que pretendemos responder são: Quais os principais desafios colocados e as possibilidades de uma gestão ambiental na APA da Ilha do Combu no contexto atual? Como se deu processo de criação da APA da Ilha do Combu na ótica do órgão gestor e das lideranças locais? E o que significou para a população da Ilha do Combu na ótica das lideranças locais a criação da APA? A pesquisa é de cunho qualitativo e de caráter interdisciplinar por abordar o problema na ótica de várias disciplinas buscando uma visão holística. Para a sua realização foi realizado levantamento bibliográfico, consultas e análises de fontes documentais, visitas de campo, trilhas no interior da ilha, observação simples em reuniões e oficinas e entrevistas com as lideranças locais da APA, gestores e técnicos do órgão ambiental. Utilizamo-nos também da cartografia como recurso metodológico para entender a dinâmica desse território e para georreferenciar a configuração atual da APA por meio de marcação de pontos através de GPS. As principais conclusões apontam para a fragilidade da gestão em unidades de conservação. Os desafios referem-se aos aspectos relacionados às demandas, aspecto cultural, órgão gestor e conselho e uma atenta visão de futuro. As possibilidades encontram-se na manutenção de uma floresta ainda bem conservada, a existência de um significativo arranjo institucional e lideranças comprometidas com o lugar. Não partiu da população local a criação da APA e nem houve um conhecimento por todos da sua criação. A criação da APA não teve muito significado para o cotidiano da sua população porque nenhuma mudança foi percebida desde a sua criação. Mas, salienta que a partir de dois anos para cá já é sentido algumas tímidas intervenções do órgão gestor responsável, inclusive com grande expectativa na construção da sede da APA na ilha.

In the information society, the use of Technologies has been incorporated to our quotidian. The use of personal computers and internet, however, does not reach to all the individuals, creating the problem of digital exclusion. Nowadays, many inclusion politics are being developed to diminish the digital abyss in society, in a way to enable a plural access to the internet. Between these initiatives, we highlight the projects of digital inclusion among the elderly, slice of the population that grows more each day and seek quality of life, social reinclusion and health. In this context, the open universities for the elderly bring to the aged courses and workshops, in order to encourage the activity in this age group. An example of this idea is the Unati of UNESP Bauru, that develops the project “Terceira Idade Digital”. The guidelines of National Curriculum for Dental courses highlights the necessity in providing for the professional the ability to analyze and assess community’s problems and needs, and to create solutions for the society. The continuing education may be considered a useful tool for the teaching and learning because it favors the diversification of learning environments, which allows the insertion of undergraduate and graduate students into the real scenarios. This current study aimed to assess the Public Health projects and programs of the UNESP – Araçatuba Dental School, by describing the interaction experiences between faculty and health services in the professional career development. Historical, documentary and descriptive searches were performed based on the faculty archives such as official documents, reports, databases from the Pro-rector of continuing education and published papers in the period between 1964 and 2011. The following experiences were noted: the Extra-Muro Dental Service (SEMO), established in 1964, that focused in providing dental treatment to the rural population, highlighted the social inclusion of discriminated society groups since that time. In 1972, this service was expanded to several specific populations living in the urban areas. In the '60s, many educational campaigns were performed as homemade water filter and construction of wells and septic tanks which demonstrate the concern with the determinants of healthdisease process. At that time, the campaign of fluoridation of public water supplies in several counties started as Araçatuba, Birigui, Penápolis, Guararapes, Valparaíso and so on. The Campaign of “Good Teeth” from the '70s became wider over time and it was transformed in the "Oral Health Education Program" and it was continuously developed in all public schools of Araçatuba and some neighboring towns, benefiting children aged from 6 to 10 years-old. Several epidemiological studies of caries, periodontal diseases, malocclusion and fluorosis were conducted in cooperation with local governments, and counted with the participation of undergraduate and graduate students. Pereira Barreto – SP was the precursor city in Brazil to carry out fluorosis study. Currently, 12 projects of Public Health from the Institution of Higher Education in the Pro-rector of continuing education are being developed. The concern in qualifying the human resources in health is confirmed with the development of training courses and workshops for professionals, highlighting the training for people enrolled in the Family Health program; Community Health Agent training - Solidarity University, and Municipal Health Counselors training. The Graduate Program in Social and Preventive Dentistry, created in 1993, has an important role to train several professionals for the Unified Health System, and provides education to create researchers, professors and administrators, and enucleates research groups in several Brazilian states. In all activities showed herein, a dynamic participation of undergraduate and graduate students has been observed, and several books, guidelines, articles, brochures and booklets have been published as a result of the continuing education activities.. It was concluded that different projects and programs have been developed by the Public Health of UNESP –Araçatuba Dental School, which allow the exchange of experience between the university and health services, and benefit all participants enrolled in these activities.

This paper presents part of the results of a post-doctoral research project which is called "Hypermedia Design involved with the User Experience". The discussion will be undertaken in this article assumes that the use of a hypermedia environment facing the field of Design can facilitate the process of teaching and learning in an undergraduate degree in Design. The theme that guides the paper of the following question: if the education and training in design does not allow access, involvement and knowledge of the technologies in its primary base that practitioners and researchers are forming for the near future? For both this study focuses on the use of a digital environment by reporting of an experiment of using hypermedia digital book "Design, Education and Technology" as a teaching tool in undergraduate courses in design, results and notes on issues involving interactivity and user experience. The methodology has a qualitative bias, developed along the lines of exploratory research in the form of a case study, lectures, and workshops for the dynamic observation, a questionnaire and analysis of results were applied

Objective: Acute urinary retention (AUR) is expected to occur in 2% to 39% men with benign prostatic hyperplasia. To date, no study has elucidated the effect of long-term use of indwelling bladder catheter on serum prostate specific antigen (PSA) levels and on the incidence of prostate cancer (CaP). The aim of the present study is to analyze the incidence of CaP in patients with long-term use of indwelling bladder catheter and determine some practice patterns on this issue. Materials and methods: The study comprised a retrospective analysis of data from 1,651 patients who had undergone transrectal ultrasound (TRUS)-guided prostate biopsy from July 2004 to June 2009. Among these patients, 198 (12%) were using an indwelling bladder catheter during the biopsy for at least 1 month. The incidence of CaP was recorded according to total PSA levels. Other variables such patient age, free/total PSA rate, PSA density, prostate volume, and duration of catheter use was also analyzed. Men with a digital rectal examination suspicious for cancer were not considered for analysis. Results: Median patient age was 71 years (37 to 89 years). Overall, 25% of patients presented a CaP diagnosis. CaP incidence according to the PSA levels was 0%, 18.9%, 24.5%, and 40.6% for patients with PSA <= 4.0, 4.1-10.0, 10.1-20.0, and >20.0 ng/ml, respectively. When prostate volume was analyzed together, we demonstrated that only 1 (2.4%) patient with PSA below 10.0 ng/ml and prostate volume >60 g had CaP. Median total PSA, PSA density, and prostate volume were statistically different between patients with and without CaP. Conclusions: Prostate biopsy should not be indicated for all patients with diagnosis of BPH and AUR who present an elevated PSA level. Patients with PSA below 10.0 ng/ml, and prostate volume >60 g should only undergo biopsy in selected cases. Patients with PSA >20.0 ng/ml and a prostate volume <= 60 g are at higher risk of CaP diagnosis. (C) 2012 Elsevier Inc. All rights reserved.

Objective: By reason of its heterogeneous behavior, it is difficult to determine the prognosis of many prostate cancer cases. Patients with the same clinicopathologic conditions may present varying clinical findings and rates of progression. We determined the role of new genes as potential molecular markers for prostate cancer prognosis. Materials and methods: We performed a microarray analysis of two pools of patients with prostate cancer divided according to their clinicopathologic characteristics. After that, we validated these results by testing the genes with most different expressions between the two pools using the quantitative real time polymerase chain reaction method. We analyzed gene expression in 33 patients with localized prostate cancer according to prostate specific antigen (PSA), pathologic stage, Gleason score, and biochemical recurrence. For statistical analysis we used the Mann-Whitney Test. Results: The microarray analysis revealed that 4,147 genes presented a different expression between the two pools. Among them, 3 genes, TMEFF2, GREB1, and THIL,, were at least 13-times overexpressed, and 1 gene, IGH3, which was at least 5times under-expressed in pool 1 (good prognosis) compared with pool 2 (bad prognosis), were selected for analysis. After the validation tests, GREB1 was significantly more overexpressed among patients with stage T2 compared with T3 (P = 0.020). The expressions of other 3 genes did not present significant differences according to the clinicopatholoOcal variables. Conclusions: Tissue expression of GREB1 is associated with organ-confined prostate cancer and may constitute a gene associated with a favorable prognosis. (C) 2012 Elsevier Inc. All rights reserved.
