Cette étude explore le rôle occupé par la figure du Métis, en tant que symbole fondateur du nationalisme Mexicaine de la période postrévolutionnaire (1921 – 1945). La recherche s’organise en fonction de trois pôles : 1) les discours littéraires autour du Métissage et leur intégration à la sphère du discours politique, 2) La position et le rôle joué par les intellectuels et scientifiques d’État dans le processus de création, importation, nationalisation et adaptation d’un appareil des savoirs qui positionnait le Métis comme modèle de la citoyenneté mexicaine et 3) L’ensemble des moyens techniques visant au métissage (plus culturel que phénotypique) de la population en tant qu’ensemble d’êtres vivants (ce que Michel Foucault appelle le biopouvoir). Finalement, notre recherche vise à démontrer comment la démographie et les politiques de santé publique de l’époque ont servi à façonner l’idée d’une nation mexicaine peuplée par une population Métisse. Or, ce Métis était moins un phénotype particulier que l’amalgame d’une série de coutumes et des traits culturels spécifiques et associés à l’idée de la modernité et du progrès. Ainsi, à la différence du « Métis » tel que perçu par les théories postcoloniales, le « Métis » du nationalisme mexicain visait à homogénéiser la population et non pas a célébrer sa diversité.

La mesure traditionnelle de la criminalité (taux pour 100 000 habitants) pose problème dans l'analyse des variations de la criminalité dans le temps ou l'espace. Le problème est dû au fait que le taux de criminalité est essentiellement déterminé par des infractions moins graves et très fréquentes. La présente étude a permis de tester l’utilité du nouvel outil développé par Statistique Canada qui procure un index de « gravité de la criminalité » dans lequel chaque crime est pondéré par son score de gravité (basé sur les décisions sentencielles moyennes au Canada de 2002 à 2007 pour chaque forme de crime). Appliquées aux statistiques officielles du Québec de 1977 à 2008, nos analyses montrent que l’indice de gravité s’avère une mesure utile pour dresser un portrait plus juste des tendances des crimes violents d’une année à l’autre. Plus exactement, l’indice de gravité montre que le taux de crimes violents est demeuré stable de 1977 à 1992 contrairement à l'image fournie par le taux traditionnel qui montre plutôt une montée fulgurante durant cette période. L’indice de gravité peut également être utile à l’égard des crimes violents pour comparer plus adéquatement les territoires entre eux afin d’établir ceux qui présentent une criminalité plus grave. Cependant, à l’égard de la criminalité globale et des crimes sans violence, l’indice de gravité n’est d’aucune utilité et présente la même lecture de la criminalité que la mesure traditionnelle. Cela s’explique par le fait que ce sont toujours les mêmes infractions (les vols, les méfaits et les introductions par effraction) qui contribuent majoritairement à chacune des deux mesures de la criminalité.

India’s rural women are involved in various types of work and contribute considerably to the economy. However much of their work is not systematically accounted in the official statistics. India’s governmental and non-governmental data collection agencies admit that there is an under-estimation of tribal women’s contribution as rural workers. This study describes in detail a research project that focuses on the indicators for socioeconomic development in the least developed rural villages by examining the impact of floriculture on the lives of impoverished tribal women who inhabit the harsh drylands of western India.

Precision of released figures is not only an important quality feature of official statistics, it is also essential for a good understanding of the data. In this paper we show a case study of how precision could be conveyed if the multivariate nature of data has to be taken into account. In the official release of the Swiss earnings structure survey, the total salary is broken down into several wage components. We follow Aitchison's approach for the analysis of compositional data, which is based on logratios of components. We first present diferent multivariate analyses of the compositional data whereby the wage components are broken down by economic activity classes. El DANE es la institución del Estado colombiano encargada de la planeación, levantamiento, procesamiento, análisis y difusión a nivel nacional e internacional de las estadísticas oficiales, con el fin de facilitar la toma de decisiones en relación con el desarrollo socio económico del país. El intercambio de datos, actividades de conocimiento y buenas prácticas entre otros, es indispensable para mejorar ciertas instancias modificando y aplicándolas de acuerdo con las necesidades específicas del país. De acuerdo con esta necesidad y con el ánimo de la institución por cumplir con actividades de tipo internacional se creó el Grupo de Relaciones Internacionales y Cooperación Técnica del Departamento Administrativo Nacional de Estadística – DANE, oficina adscrita a la Subdirección General desde el 2006. A pesar de contar con labores determinadas para cada uno de los integrantes del grupo, y de conocerse su labor en el ámbito institucional, se han detectado ciertas fallas en el GRICT, que en ocasiones no le permiten desarrollar su ejercicio de forma clara y precisa, a las que se pretende dar una solución a través del presente estudio. Por lo anterior y revisando las funciones que ha venido desarrollando el GRICT y lo que le espera para que pueda brindar un mayor apoyo a la Dirección del DANE se presenta en éste estudio una propuesta simple pero moderna de la nueva dependencia del DANE que esté acorde a los nuevos tiempos y al devenir del país dentro del marco de los procesos de globalización.

In their second year, our undergraduate web scientists undertake a group project module (WEBS2002, led by Jonathon Hare & co-taught by Su White) in which they get to apply what they learnt in the first year to a practical web-science problem, and also learn about team-working. For the project this semester, the students were provided with a large dataset of geolocated images and associated metadata collected from the Flickr website. Using this data, they were tasked with exploring what this data could tell us about New York City. In this seminar the two groups will present the outcomes of their work. Team Alpha (Wil Muskett, Mark Cole & Jiwanjot Guron) will present their work on "An exploration of deprivation in NYC through Flickr". This work aims to explore whether social deprivation can be predicted geo-spatially through the analysis of social media by exploring correlations within the Flickr data against official statistics including poverty indices and crime rates. Team Bravo (Edward Baker, Callum Rooke & Rachel Whalley) will present their work on "Determining the Impact of the Flickr Relaunch on Usage and User Behaviour in New York City". This work explores the effect of the Flickr site relaunch in 2013 and looks at how user demographics and the types of content created by the users changed with the relaunch.

This paper describes the EU-EFIGE/Bruegel-UniCredit dataset (in short the EFIGE dataset), a database recently collected within the EFIGE project (European Firms in a Global Economy: internal policies for external competitiveness) supported by the Directorate General Research of the European Commission through its 7th Framework Programme and coordinated by Bruegel. • The database, for the first time in Europe, combines measures of firms’ international activities (eg exports, outsourcing, FDI, imports) with quantitative and qualitative information on about 150 items ranging from R&D and innovation, labour organisation, financing and organisational activities, and pricing behaviour. Data consists of a representative sample (at the country level for the manufacturing industry) of almost 15,000 surveyed firms (above 10 employees) in seven European economies (Germany, France, Italy, Spain, United Kingdom, Austria, Hungary). Data was collected in 2010, covering the years from 2007 to 2009. Special questions related to the behaviour of firms during the crisis were also included in the survey. • We illustrate the construction and usage of the dataset, capitalising on the experience of researchers who have exploited the data within the EFIGE project. Importantly, the document also reports a comprehensive set of validation measures that have been used to assess the comparability of the survey data with official statistics. A set of descriptive statistics describing the EFIGE variables within (and across) countries and industries is also provided.

The notification of the level of domestic support to the World Trade Organization (WTO) is intended to reflect compliance with obligations entered into at the time of the Uruguay Round. WTO members have often been slow to provide notification of domestic support levels. This makes the process of notification less useful as an indicator of the degree to which changes in policy have or have not benefited the trade system as a whole and exporting countries in particular. The notification of domestic support in the E.U. illustrates the value of a measure that reflects current policies and can therefore act as a basis for negotiation of further disciplines where these are necessary. The E.U. has made major changes in its Common Agricultural Policy (CAP) over the period since 1992 when the MacSharry reforms were implemented. Payments originally notified in the blue box (related to supply control) have over time been changed until in their present form they are unrelated to current production or price levels, and hence can satisfy the criteria for the green box. The E.U. has therefore much more latitude in trade talks to agree to reductions in the allowable trade-distorting support. This paper reproduced the E.U. notifications relating to 2003/04 and extends these with official statistics to the year 2006/07. It then projects forward the components of domestic support until the year 2013/14, based on forecasts of future production and estimates of policy parameters. The impact of a successful Doha Round is simulated, showing that the constraints envisaged in the WTO draft modalities document of May 19, 2008, would be binding by the year 2013, at about the time the next budget cycle in the E.U. starts. Without the Doha Round constraints, further reform might still happen for domestic reasons, but the framework provided by the WTO for domestic policy spending would be less relevant. In that case, much could hinge on the legitimacy of the Single Farm Payment system under the current rules governing the green box.

Services are very important to the UK balance of trade; a surplus has been recorded for trade in services every year since 1966. Construction professional services exports (CPS), which cover architecture, engineering and surveying (AES), have also increased, contributing over £3bn to the UK trade balance in 2007. The changing environment of construction professional services exports complicates the validity of the characteristics and definitions of services as described in the research literature and official export statistics. Through semi-structured interviews undertaken with large consulting engineers and a round-table discussion with industry and government representatives, the research found that the impact of globalisation and the changes in the construction business environment, such as increasing foreign ownership and changing forms of procurement, are not fully reflected in the official statistics. There have also been rapid changes in technology, procurement and methods of delivery which have impacted exporting AES firms and a more appropriate set of characteristics is needed to better reflect the project-specific and knowledge-intensive nature of AES firms.

Caregiving is usually associated with adults’ responsibilities. Official statistics and research have demonstrated, however, that many children and young people in the global North and South have substantial, regular caring responsibilities for family members with chronic illnesses, impairments or other care needs. This chapter conceptualises children’s roles as ‘caregivers’ and the care work they do. It then analyses the available evidence on outcomes of children’s caregiving and the factors and processes influencing their involvement. While research reveals that caregiving may have positive as well as negative outcomes for children’s well-being, formal and informal safety nets are needed, especially in resource-limited settings, to alleviate children’s care work. Children’s and families’ experiences suggest that social protection measures and support for those being cared for as well as those providing care would help to ensure that caregiving does not have long-term negative impacts on children’s personal development, education, health, family relations, peer interactions, social participation, employment opportunities and socially expected transitions to adulthood.

In the past three decades, Brazil has undergone rapid changes in major social determinants of health and in the organisation of health services. In this report, we examine how these changes have affected indicators of maternal health, child health, and child nutrition. We use data from vital statistics, population censuses, demographic and health surveys, and published reports. In the past three decades, infant mortality rates have reduced substantially, decreasing by 5.5% a year in the 1980s and 1990s, and by 4.4% a year since 2000 to reach 20 deaths per 1000 livebirths in 2008. Neonatal deaths account for 68% of infant deaths. Stunting prevalence among children younger than 5 years decreased from 37% in 1974-75 to 7% in 2006-07. Regional differences in stunting and child mortality also decreased. Access to most maternal-health and child-health interventions increased sharply to almost universal coverage, and regional and socioeconomic inequalities in access to such interventions were notably reduced. The median duration of breastfeeding increased from 2.5 months in the 1970s to 14 months by 2006-07. Official statistics show stable maternal mortality ratios during the past 10 years, but modelled data indicate a yearly decrease of 4%, a trend which might not have been noticeable in official reports because of improvements in death registration and the increased number of investigations into deaths of women of reproductive age. The reasons behind Brazil`s progress include: socioeconomic and demographic changes (economic growth, reduction in income disparities between the poorest and wealthiest populations, urbanisation, improved education of women, and decreased fertility rates), interventions outside the health sector (a conditional cash transfer programme and improvements in water and sanitation), vertical health programmes in the 1980s (promotion of breastfeeding, oral rehydration, and immunisations), creation of a tax-funded national health service in 1988 (coverage of which expanded to reach the poorest areas of the country through the Family Health Program in the mid-1990s); and implementation of many national and state-wide programmes to improve child health and child nutrition and, to a lesser extent, to promote women`s health. Nevertheless, substantial challenges remain, including overmedicalisation of childbirth (nearly 50% of babies are delivered by caesarean section), maternal deaths caused by illegal abortions, and a high frequency of preterm deliveries.

The goal of this paper is to discuss a key issue in the Democratic Rule of Law State: what are the role and main functions of the Judiciary in Brazil? Is the Judiciary mainly a public service provider, adjudicating disputes and guaranteeing individual rights? Or also as a state power, it should mainly control and guide the moral values of the society, changing the status quo and reducing social conflicts? In this sense, what are the conflicts that must be examined by the Judiciary? We will seek to answer these questions based on a discussion subsidized by courts official statistics and the results of surveys conducted with the Brazilian general population. The surveys measured how do citizens feel about their judicial system and what are the circumstances and the facts that determine the judicialization of conflicts. We work with the perceptions and attitudes of citizens relating to the Judiciary as it is today and discuss the Judiciary they want. Then, we compare how attitudes and perceptions relate to actual behavior and use of courts.

Queilite actínica é a principal lesão pré-neoplásica do lábio. O carcinoma espinocelular do lábio é incluído nas estatísticas brasileiras junto com os cânceres de boca e, em conjunto, somam 40% dos cânceres de cabeça e pescoço. Há certo desconhecimento médico e odontológico em geral quanto aos fatores relacionados à carcinogênese e à progressão de tumores de boca. Genes de supressão tumoral e proteínas regulatórias de proliferação celular exercem papel na evolução da queilite actínica para carcinoma espinocelular e no comportamento biológico deste. O conhecimento de marcadores de diagnóstico e prognóstico e sua investigação têm utilidade no acompanhamento de tais pacientes.
