This study examines the impact of Asian financial crisis on central bank independence and governance in the Asia Pacific. It applies a unique CBIG index-model for 36 countries for the period 1991 to 2005. This paper examines changes in the CBIG in the Asia Pacific before and after the Asian financial crisis in 1997. It applies a panel data pooled regression model and finds that the Asian financial crisis dummy is significantly different in the post-crisis period compared to the pre-crisis period. As a result the improved CBIG in the post-crisis period has contributed to lower the inflation in the entire region.

This paper provides survey evidence captured from a sample of 113 respondents to a 2008 questionnaire that was sent to 344 listed non-financial companies in Thailand. The study examines how Thai companies manage their exchange rate exposure post Asian Financial Crisis.

Thailand is an interesting case study because it was a country at the core of the 1997 financial meltdown and was one of the first forced by the crisis to move from a fixed to a floating exchange rate regime. It is therefore constructive to examine how businesses in Thailand have coped with a shift from a fixed to floating exchange rate and to examine how they manage their exchange rate exposure post 1997.

Findings indicate that companies that use currency derivatives do so to reduce volatile cash flows are less risky and tend to be more profitable than companies that do not use currency derivatives. This is consistent with the theory that hedging increases the value of the firm.

The type of instruments that companies in Thailand use and how they are used is similar to what other studies find in other countries. Matching and the use of forward contracts are the most common ways that companies manage transaction exposure. The study also confirms that companies with higher levels of international business engagement are more likely to use currency derivatives.

What is unique in Thailand is that Thai businesses are less rigorous in their internal control of their currency hedging activities. It is therefore recommended that companies consider a documented hedging policy and that senior management actively monitor the policy and currency hedging activity.

This thesis examines how companies in Thailand coped with exchange rate volatility post Asian Financial Crisis. Findings indicate businesses quickly adjusted to the transition from a fixed to floating regime. However, Thai businesses appear to be less rigorous in their internal control of currency hedging activities. The thesis recommends strategies to overcome this risk.

Researchers in the last decade have been investigating the interdependence of stock returns and exchange rate changes within the same economy. Kanas (2000) and Yang and Doong (2004) find that for the G-7 countries, in general, the volatility of the stock market spills over to the exchange rate market but that volatility spillovers from the exchange rate market to the stock market are insignificant. Chen, Naylor, and Lu (2004) find that NZ individual firm returns are significantly exposed to exchange rate changes. This study complements their work by investigating the volatility spillover between the stock market and the foreign exchange market within the NZ economy.

Deposit insurance schemes were an important element in policy responses to the global financial crisis (GFC). There has been considerable debate about the nature and efficacy of such policy measures in alleviating the fallout from financial crises. The GFC highlighted problems associated with deposit insurance schemes including moral hazard, coverage limits, co-insurance, cross border issues and market distortions. Despite these shortcomings, deposit insurance schemes were able to ameliorate the financial panic experienced and reduce contagion. This paper evaluates the Australian and New Zealand experience with deposit insurance introduced in response to the GFC, and compares this to the OECD experience. It reflects on the performance of deposit insurance schemes considered against the attributes of good policy design, and evaluates the specific problems and strengths encountered during the GFC.

The study examines Thai hedging practices following the Asian Financial Crisis of 1997. Thai companies, like their international counterparts, rely predominantly on matching and forward contracts to hedge transaction exposure. Thai companies, however, appear to be less rigorous when it comes to internal control and supervision of derivative activity. It is recommended that Thai companies improve their risk management practices by putting into place a documented hedging policy, which includes a requirement that senior staff be actively engaged in the risk management activities of the firm.

There have been growing debates about the legitimacy and the future of the G20 (the Group of Twenty) leaders forum despite this forum playing a prominent role in response to the 2008 Global Financial Crisis. While states within the G20 assert the legitimacy of the G20, states outside the G20 actively question this forum’s legitimacy. This article contends that while the G20 is important to contemporary global governance and efforts to create a common framework of rules for global capitalism, this ongoing debate demonstrates that the legitimacy of the G20 is fundamentally uncertain and problematic because the G20’s membership and connection to existing forms of multilateralism remain contentious. This article contends that G20 leaders need to consider these issues in light of the prevailing expectations of states in contemporary international society.

This article analyses the Korean developmental state since the late 1990s, and argues that the state has continued to play a weighty role in the economy. The state guided industrial and financial restructuring after the Asian economic crisis, and intervened to stimulate the economy during the 2008 global financial crisis. In doing so, state elites have displayed a distinctive form of economic leadership that is largely consistent with the developmental state. Rather than focusing predominantly on performance-related indicators of state strength such as growth rates, this article analyses the deeper aspects of the developmental state, specifically its internal functions and its collaboration with business. The article brings politics back into analysis of the developmental state by questioning the assumption that strong economic performance is necessary for the maintenance of close ties between the state and chaebol. Instead, economic performance is better understood as a predictor of patterns of conflict and cooperation. Longstanding ties between the state and big business have endured two significant economic crises, even if the performance of the developmental state has been degraded compared to earlier decades.

A presente dissertação procura identificar as medidas de gestão adotadas pela RFB para combater os efeitos da crise financeira global de 2008 na arrecadação federal. Para o estudo, foi realizada pesquisa de campo, por meio de entrevistas com dez dirigentes da RFB. Os dados foram tratados qualitativamente, utilizando o método de análise de conteúdo. O estudo identifica que a RFB reagiu positivamente à crise financeira global, por meio do diagnóstico da arrecadação federal, da fiscalização dos setores que apresentaram inconsistências no seu perfil de arrecadação, principalmente dos grandes contribuintes, da reestruturação das Delegacias Financeiras, da realização da operação “Ouro de Tolo”. Além disso, foi possível identificar o aprendizado de algumas lições pela RFB, por meio de algumas medidas adotadas pela organização mesmo depois da crise, mas que foram evidenciadas pela crise.

O primeiro capítulo trata do problema de pesquisa consubstanciado na pergunta: como a crise financeira mundial de 2008 atingiu o equilíbrio de poder global e quais foram os desdobramentos no sistema internacional, e a respectiva argumentação de objetivos, delimitação e relevância do estudo. O capítulo dois aborda a questão metodológica do ponto de vista dos métodos de abordagem e da coleta e tratamento das informações. O capítulo terceiro apresenta a complexidade da interação entre ordem internacional e governança global, termos difíceis de serem definidos, porém constantes nas agendas da diplomacia e política internacional. O capítulo quarto introduz o conceito de governança multinível para expressar a interação de diversos atores em diversas camadas abaixo e acima do Estado. O capítulo quinto trata das crises pré-2008, buscando verificar possíveis características comuns entre elas. O capítulo sexto trata da crise de 2008 e alargamento e prolongamento para a Europa, articulando variáveis econômicas e financeiras globais. O capítulo sete procura relacionar a política externa brasileira à arquitetura da governança global, aspirando uma participação mais ativa nos fóruns internacionais. No capítulo nono é apresentada a conclusão do estudo em termos de dilemas e obstáculos comportamentais e/ou estruturais e os campos que devem ser melhor investigados e aprofundados.
