The Third Western Hemisphere Transportation Ministerial meeting was held in New Orleans, Lousiana, United States, from 14 to 16 December 1998, under the theme Transportation in the 21st Century: A Vision for Integration. The meeting was attended by Ministers and heads of delegations from 33 countries of the Americas, representatives of various international organizations and business sector of the Continent. The content of this article is the natural continuation of both FAL Bulletin No. 167 and FAL Bulletin No. 171. FAL Bulletin No. 167 advanced conceptually in the definition of the term trade facilitation and a general explanation of how some international bodies and the FTAA process itself deal with this issue. This month's article expands on the information regarding trade facilitation within the FTAA, which brings together the sizeable number of 34 countries from the Western Hemisphere.Similarly, taking into account that FAL Bulletin No. 171 reported on some progress toward trade facilitation regulations within the framework of the Southern Common Market (Mercosur), the current article takes a complementary approach, reporting on developments favourable to trade facilitation in another agreement for economic integration, which basically proposes the creation of a free trade area.

The year 1998 is shaping up to be a year of grand regional initiatives focusing on the setting up of regional integrated transport systems. The past six months have seen intense activity in Latin America and the Caribbean. It would seem that the public and private sectors have agreed to launch converging initiatives, each from its own perspectives. In Central America, a multimodal transport project is already under way, while a new transport master plan put forward by the Permanent Secretariat of the General Treaty on Central American Economic Integration (SIECA) is being prepared; in South America, the Latin American Integration Association (LAIA) and Latin American Railways Association (ALAF) have launched a prefeasability study concerning a plan for the sustainable development of transport; the second Summit of the Americas adopted a plan of action that now takes in the work of the Executive Committee of the Western Hemisphere Transport Initiative; and the private sector also held its regional meeting in São Paulo, Brazil, with Intermodal 98, the fourth in a series. These initiatives are taking shape around similar lines of thought and action; their backgrounds are similar, and they tend towards the same goal: taking action in the immediate environment with a view to expanding linkages with the global economy. The background is the observation that after several years of growth, transport infrastructure, equipment and services appear unable to satisfy the growing demand of international trade in the region. The goal is to implement the requisite reforms in the transport sector so as to meet the challenges posed by global competition. This issue of the Bulletin is devoted to news about recent initiatives and possible future developments.

On 15 and 16 December 1998, in New Orleans, United States, the third Western Hemisphere Transportation Ministerial Meeting will take place. This is part of a work programme which has been incorporated into the Plan of Action of the Americas. The Summit of the Americas held in Santiago, Chile, in April 1998, and the adoption of negotiations mechanisms for the Free Trade Area of the Americas constitute two major landmarks of the continental integration processes this year. The current issue of the FAL Bulletin focuses on the relationship between trade and transport in the Americas, and includes a discussion of transport systems and the supporting integration progress in the continent.

United States Trade Developments 2013-2014, is an annual report prepared by the ECLAC Washington Office. It provides an overview of the most relevant trade developments in the United States trade relations with Latin America and the Caribbean and the measures that inhibit the free flow of goods among countries in the Western Hemisphere. The report presents trade figures and trends over the last few years to illustrate the nature of the U.S. engagement through trade with the world and with the Latin America and Caribbean region. Special emphasis was given to trade among the U.S., Canada, and Mexico on the 20th anniversary of the North American Free Trade Agreement, and to trade with Brazil, the second U.S .trade partner in the region, after Mexico.

Localities are documented for the milliped Abacion texense (Loomis, 1837) (Callipodida: Abacionidae) whose distribution forms both the northern and southern ordinal limits in the Western Hemisphere. The westernmost component of Abacion Rafinesque, 1820, A. texense is the only milliped species whose range spans the Mississippi and Pecos rivers and the Rio Grande. Distribution extremes are in Hennepin County (Co.), Minnesota, in the north; Terrell and Potter cos., Texas, in the west; Alcorn Co., Mississippi, in the east; and southwestern Tamaulipas, Mexico, in the south. Occurrences are projected for southeastern South Dakota, northwestern Alabama, and the southwestern periphery of Tennessee. The type series of A. texense consists solely of the male holotype, so a neotype will be needed if this individual is ever lost, because no paratypes were officially designated.

Chagas' disease, a devastating illness in the Western Hemisphere, is caused by the protozoan parasite Trypanosoma cruzi. Transmission is via bloodsucking insect vectors, congenitally, or through blood transfusion and/or organ transplantation. A significant percentage of heart-related illnesses and deaths each year are attributable to the number of persons with Chagas' disease. Currently, there is no FDA-approved routine screening of the U.S. blood supply being conducted by blood banks. The only current commercial assays available for detection of Trypanosoma cruzi are based on South American isolates, which may differ antigenically from those found in the US. In this study, the assay used intact parasites as antigen in an ELISA-type assay. Therefore, serological differences presumably reflected variations in surface antigens. The basis of differential antibody binding to these antigens is unknown. In this study, biochemical characterization and genetic polymorphism analysis will be performed on three defined surface proteins of T. cruzi epimastigotes.^
