Este texto ilustra la interacción entre violencia estructural y actores marginales para ver cómo lo primero crea lo segundo, y cómo, a su turno, la dinámica de estos actores les permite articularse y/o fugarse de sus condiciones. Si los actores de un espacio social determinado pueden llevar a cabo una acción que mínimamente los reproduce, sus condiciones y las relaciones de poder, esto es, una acción reflexionada, podría generar un cambio. Pero para no quedarse en los extremos viendo las maquinarias del poder sobre unos sujetos y sus acciones diarias, siempre condicionadas por aquellas, se puede comprobar el ámbito de autonomía de las decisiones que movilizan su acción, y medir el poder de esta tanto individual como colectiva, amarrada a unos fines: hacia la reafirmación de la identidad o en procura de lograr un cambio

Los diferentes sectores de la economía ejercen múltiples actividades que impulsan el crecimiento socio-económico de los diferentes países, sin embargo dichas actividades tienen repercusiones importantes a nivel ambiental, dentro de las que se encuentran transformaciones irreversibles del planeta, tanto físicas como químicas. Gracias a esto, en la actualidad, las empresas y organizaciones han empezado a controlar con mayor responsabilidad sus respectivos procesos y operaciones, buscando no solo mitigar los impactos negativos ocasionados al medio ambiente y a la sociedad sino la optimización en el uso de recursos tanto físicos como económicos. El presente estudio tiene como finalidad analizar las operaciones que se realizan en una obra civil, con el fin de identificar cuáles son las principales causantes de contaminación, por otro lado se hará mención de como la normatividad y legislación colombiana aplica y ejerce control en cada uno de los mismos, finalmente se plantearán diferentes soluciones y alternativas para que dicha industria pueda implementarlas en sus quehaceres diarios. Para lograr lo anterior se utilizaron diferentes herramientas que facilitaron la obtención de datos e información para el estudio tales como: entrevistas a los miembros y participantes de la obra civil, visitas de campo, recopilación de información de estudios similares, realización de la matriz de aspectos e impactos y fichas ambientales, entre otras. Los resultados obtenidos permitieron entender que es inevitable que esta industria no genere ciertas contaminaciones e impactos negativos, además de identificar que la normativa del país en cuanto control ambiental se encuentra algo atrasada, factor que fue determinante a la hora de proponer distintas alternativas que buscan tanto facilitar las prácticas que el sector de la construcción tiene en el país como minimizar al máximo los impactos ambientales negativos ocasionados.

Within the context of active vision, scant attention has been paid to the execution of motion saccades—rapid re-adjustments of the direction of gaze to attend to moving objects. In this paper we first develop a methodology for, and give real-time demonstrations of, the use of motion detection and segmentation processes to initiate capture saccades towards a moving object. The saccade is driven by both position and velocity of the moving target under the assumption of constant target velocity, using prediction to overcome the delay introduced by visual processing. We next demonstrate the use of a first order approximation to the segmented motion field to compute bounds on the time-to-contact in the presence of looming motion. If the bound falls below a safe limit, a panic saccade is fired, moving the camera away from the approaching object. We then describe the use of image motion to realize smooth pursuit, tracking using velocity information alone, where the camera is moved so as to null a single constant image motion fitted within a central image region. Finally, we glue together capture saccades with smooth pursuit, thus effecting changes in both what is being attended to and how it is being attended to. To couple the different visual activities of waiting, saccading, pursuing and panicking, we use a finite state machine which provides inherent robustness outside of visual processing and provides a means of making repeated exploration. We demonstrate in repeated trials that the transition from saccadic motion to tracking is more likely to succeed using position and velocity control, than when using position alone.

This paper investigates the relationship between capital flows, turnover and returns for the UK private real estate market. We examine a number of possible implication of capital flows and turnover on capital returns testing for evidence of a price pressure effect, ‘return chasing’ behaviour and information revelation. The main tool of analysis is a panel vector autoregressive (VAR) regression model in which institutional capital flows, turnover and returns are specified as endogenous variables in a two equation system in which we also control for macro-economic variables. Data on flows, turnover and returns are obtained for the 10 market segments covering the main UK commercial real estate sectors. Our results do not support the widely-held belief among practitioners that capital flows have a ‘price pressure’ effect. Although there is some evidence of return chasing behaviour, the short timescales involved suggest this finding may be due to delayed recording of flows relative to returns given the difficulties of market entry. We find a significant positive relationship between lagged turnover and contemporaneous capital returns, suggesting that asset turnover provides pricing information.

The assimilation of observations with a forecast is often heavily influenced by the description of the error covariances associated with the forecast. When a temperature inversion is present at the top of the boundary layer (BL), a significant part of the forecast error may be described as a vertical positional error (as opposed to amplitude error normally dealt with in data assimilation). In these cases, failing to account for positional error explicitly is shown t o r esult in an analysis for which the inversion structure is erroneously weakened and degraded. In this article, a new assimilation scheme is proposed to explicitly include the positional error associated with an inversion. This is done through the introduction of an extra control variable to allow position errors in the a priori to be treated simultaneously with the usual amplitude errors. This new scheme, referred to as the ‘floating BL scheme’, is applied to the one-dimensional (vertical) variational assimilation of temperature. The floating BL scheme is tested with a series of idealised experiments a nd with real data from radiosondes. For each idealised experiment, the floating BL scheme gives an analysis which has the inversion structure and position in agreement with the truth, and outperforms the a ssimilation which accounts only for forecast a mplitude error. When the floating BL scheme is used to assimilate a l arge sample of radiosonde data, its ability to give an analysis with an inversion height in better agreement with that observed is confirmed. However, it is found that the use of Gaussian statistics is an inappropriate description o f t he error statistics o f t he extra c ontrol variable. This problem is alleviated by incorporating a non-Gaussian description of the new control variable in the new scheme. Anticipated challenges in implementing the scheme operationally are discussed towards the end of the article.

Substantial changes in anthropogenic aerosols and precursor gas emissions have occurred over recent decades due to the implementation of air pollution control legislation and economic growth. The response of atmospheric aerosols to these changes and the impact on climate are poorly constrained, particularly in studies using detailed aerosol chemistry–climate models. Here we compare the HadGEM3-UKCA (Hadley Centre Global Environment Model-United Kingdom Chemistry and Aerosols) coupled chemistry–climate model for the period 1960–2009 against extensive ground-based observations of sulfate aerosol mass (1978–2009), total suspended particle matter (SPM, 1978–1998), PM10 (1997–2009), aerosol optical depth (AOD, 2000–2009), aerosol size distributions (2008–2009) and surface solar radiation (SSR, 1960–2009) over Europe. The model underestimates observed sulfate aerosol mass (normalised mean bias factor (NMBF) = −0.4), SPM (NMBF = −0.9), PM10 (NMBF = −0.2), aerosol number concentrations (N30 NMBF = −0.85; N50 NMBF = −0.65; and N100 NMBF = −0.96) and AOD (NMBF = −0.01) but slightly overpredicts SSR (NMBF = 0.02). Trends in aerosol over the observational period are well simulated by the model, with observed (simulated) changes in sulfate of −68 % (−78 %), SPM of −42 % (−20 %), PM10 of −9 % (−8 %) and AOD of −11 % (−14 %). Discrepancies in the magnitude of simulated aerosol mass do not affect the ability of the model to reproduce the observed SSR trends. The positive change in observed European SSR (5 %) during 1990–2009 ("brightening") is better reproduced by the model when aerosol radiative effects (ARE) are included (3 %), compared to simulations where ARE are excluded (0.2 %). The simulated top-of-the-atmosphere aerosol radiative forcing over Europe under all-sky conditions increased by > 3.0 W m−2 during the period 1970–2009 in response to changes in anthropogenic emissions and aerosol concentrations.

At the beginning of the Medieval Climate Anomaly, in the ninth and tenth century, the medieval eastern Roman empire, more usually known as Byzantium, was recovering from its early medieval crisis and experiencing favourable climatic conditions for the agricultural and demographic growth. Although in the Balkans and Anatolia such favourable climate conditions were prevalent during the eleventh century, parts of the imperial territories were facing significant challenges as a result of external political/military pressure. The apogee of medieval Byzantine socio-economic development, around AD 1150, coincides with a period of adverse climatic conditions for its economy, so it becomes obvious that the winter dryness and high climate variability at this time did not hinder Byzantine society and economy from achieving that level of expansion. Soon after this peak, towards the end of the twelfth century, the populations of the Byzantine world were experiencing unusual climatic conditions with marked dryness and cooler phases. The weakened Byzantine socio-political system must have contributed to the events leading to the fall of Constantinople in AD 1204 and the sack of the city. The final collapse of the Byzantine political control over western Anatolia took place half century later, thus contemporaneous with the strong cooling effect after a tropical volcanic eruption in AD 1257. We suggest that, regardless of a range of other influential factors, climate change was also an important contributing factor to the socio-economic changes that took place in Byzantium during the Medieval Climate Anomaly. Crucially, therefore, while the relatively sophisticated and complex Byzantine society was certainly influenced by climatic conditions, and while it nevertheless displayed a significant degree of resilience, external pressures as well as tensions within the Byzantine society more broadly contributed to an increasing vulnerability in respect of climate impacts. Our interdisciplinary analysis is based on all available sources of information on the climate and society of Byzantium, that is textual (documentary), archaeological, environmental, climate and climate model-based evidence about the nature and extent of climate variability in the eastern Mediterranean. The key challenge was, therefore, to assess the relative influence to be ascribed to climate variability and change on the one hand, and on the other to the anthropogenic factors in the evolution of Byzantine state and society (such as invasions, changes in international or regional market demand and patterns of production and consumption, etc.). What is academic quality? On the decline of academic autonomy In light of the transformations that universities currently undergo, with Bologna as a keyword, the following questions are put: What ideals lie behind the assessment of academic “excellence” and “quality”? What agents have the ability to define what is good science and education today? These questions are approached through Pierre Bourdieus concept of field. Looking at the development the last decade, traditional academic values, such as the ideal of universal knowledge as (personal and collective) enrichment and the intellectual independence “of all political authority and economic power”, as stated in the Magna Charta Universitatum, seem to have emerged into the shadow of employability, knowledge control, competitiveness, and economic benefit. In connection with the formation of concepts such as “the knowledge society” and “knowledge based economies” the university has received a somewhat different and more central role in society. The university has come to take the role more of a knowledge producing enterprise clearly directed towards the surrounding society. There are higher demands on academic knowledge to contribute to economic, regional or national development and competitiveness. When the university is regarded as a knowledge company whose task is to accoun tfor the requests of the students, the labour market, and the business world it undertakes to follow trends and short term social phases rather than to critically examine them, which has been a traditional task for the university. If the academic work is guided by the market economical principle, that the client requests decide what quality is, instead of the experts on the academic field themselves (i.e. the scientists,) it is obviously not scientific ideals that constitute the criteria for what is good science and education.

This dissertation evaluates macroeconomic management in Brazil from 1994 to the present, with particular focus on exchange rate policy. It points out that while Brazil's Real Plan succeeded in halting the hyperinflation that had reached more than 2000 percent in 1993, it also caused significant real appreciation of the exchange rate situation that was only made worse by the extremely high interest rates and ensuing bout of severe financial crises in the intemational arena. By the end of 1998, the accumulation of internai and externai imbalances led the authorities to drop foreign exchange controls and allow the currency to float. In spite of some initial scepticism, the flexible rate regime cum inflation target proved to work well. Inflation was kept under control; the current account position improved significantly, real interest rates fell and GDP growth resumed. Thus, while great challenges still lie ahead, the recent successes bestow some optimism on the well functioning of this exchange rate regime. The Brazilian case suggests that successful transition from one foreign exchange system to another, particularly during financial crisis, does not depend only on one variable be it fiscal or monetary. In reality, it depends on whole set of co-ordinated policies aimed at resuming price stability with as little exchange rate and output volatility as possible.

O presente trabalho aborda o desempenho dos sistemas municipais de saúde, tendo como foco a saúde materno-infantil. Com o objetivo de apontar as possíveis fragilidades dos sistemas de saúde, especificamente daqueles em que a Atenção Primária (AP) é a principal ou exclusiva estratégia de atuação da gestão municipal, foi criado um modelo teórico de avaliação dos indicadores de saúde, denominado de ADS. Aplicado às cidades com população entre 14 mil e 35 mil habitantes, onde o sistema de saúde se baseia exclusivamente na política de AP, esse modelo foi construído por meio da técnica de consenso, com a formação de um grupo de 12 especialistas na área de saúde coletiva para definição e validação de critérios para análise dos sistemas. Testado na cidade de Iati, localizada no Agreste Meridional e distante 282 quilômetros da capital pernambucana, o ADS apontou fatores ambientais e socioeconômicos abaixo da média, além de vulnerabilidades da assistência materno-infantil que influenciam negativamente a situação de saúde do município. A avaliação verificou ainda desempenho insatisfatório no que diz respeito ao acompanhamento das crianças e gestantes por meio de consultas médicas (efetividade); assistência à criança (continuidade); cobertura de consultas em crianças e imunização de gestantes (acesso aos serviços da Atenção Primária); produtividade das ações realizadas pelos profissionais de saúde (eficiência) e capacidade de investigação dos óbitos infantis, qualidade dos registros e controle da sífilis em gestantes (vigilância à saúde). Também foi observada baixa alocação de investimentos em saúde em combinação com a carência de recursos humanos e materiais para prestar os serviços. Ao final da pesquisa, foi possível constatar a viabilidade de aplicação do modelo para planejamento das auditorias, avaliando o desempenho dos indicadores de saúde no âmbito municipal.

Os objetivos deste trabalho compreendem a determinação: (a) dos processos de atribuição de causalidade e responsabilidade empregados, por sujeitos presos, cegos e amputados, na explicação dos eventos que os vitimaram; (b) da relação entre os processos de atribuição de causalidade e as respostas de combate a situação; (c) da eficácia das teorias de busca de controle, mundo justo e atribuição defensiva na explicação dos eventos por parte dos sujeitos: (d) da influência do sentimento de auto-estima, crença no mundo justo, “locus" de controle e sentimento de religiosidade, na atribuição de causalidade; (e) de como os observadores emparelhados aos atores atribuição da causalidade e responsabilidade aos eventos vitimadores. A parte inicial consiste em uma revisão das principais contribuições teóricas ao fenômenos da atribuição de causalidade em psicologia social e das pesquisas a ele relacionadas; sua extensão se justifica pela inexistência de textos desta natureza em nossa língua. A segunda parte compreende a análise das respostas a conjunto de questionários e escalas fornecidas por 43 sujeitos presos por homicídio ou assalto, 40 amputados de membro superior ou inferior, 35 cegos congênitos ou adquiridos, e de 138 sujeitos observadores a eles emparelhados em idade, nível sócio-econômico e escolaridade. Os resultados indicam diferenças no processo de atribuição de causalidade empregado pelos sujeitos com perdas diversas e na utilização de princípios das três teorias consideradas. O mesmo se verifica quando se comparam sujeitos atores e observadores. Os dados mostram ainda relações entre as variáveis psicológicas e o processo de atribuição de causalidade, bem como a influência destas variáveis no processo de luta contra a perda sofrida.

The identification of the factors that interfere in the decline of functional conditions is useful in the planning of actions addressing the improvement in the conditions of the lives of elderly people. The purpose of this investigation was to analyze the relationship between social demographics and health aspects of the functional condition in elderly women of low income of the Brazilian northeast. This crosssectional study involved a representative sample of 222 women with an average age of 70 years (± 7.1), belonging to coexisting groups and that were resident in the urban area of the municipal district of Jequié /Bahia. In order to achieve this objective, a battery of physical tests of functional aptitude was carried out previously tested in pilot study, anthropometric measurements collected with a comparison of the measures referred to the reported weight and height as well as the application of an interview with questions containing subjects related to social demographic variables, clinical conditions and health, physical conditions and behaviors. Descriptive statistics Proceedings (frequency, average, standard deviation and percent distribution) were used for statistic analysis, and the calculation of the respective odds ratio by binary logistics regression, for the analysis of factors hierarchically grouped; p<0.05. The prevalence of 56% (n=122) of women considered with moderated or serious type of functional limitations was found, In which from multi-varied hierarchical analysis, significant association was verified with the age group over 80 years (p=0.02), conditions of widowhood (p=0.04), presence of arterial hypertension (p=0.001), and physical inactivity during leisure time (p=0.03). On the other hand for functional incapacities the prevalence was of 46.8% (n=104) being associated to the increase of the age (p=0.01), hospitalization (p=0.02), absence of physical activities along their lives (p=0.001) and the occurrence of alterations in the cognitive function (p=0.001). The normative table for the parameters of physical fitness generated conducive to health professionals in the diagnosis of health conditions and the prescription of physical exercises. The identified characteristics that are associated with the functional limitations / functional incapacities suggest a complex causal net in the determination of the functional condition in elderly women. However, actions addressed to the incentive of the practice of physical activities in the leisure time and the preservation of the cognitive function can contribute to a life with more quality for these people. A Baía de Guanabara é um ambiente marinho-estuarino de grande relevância ecológica e sócio-econômica, e sujeita a uma ampla gama de impactos ambientais. O sedimento é o principal destino para a maioria das substâncias introduzidas nos corpos d'água, podendo fornecer uma medida integrada da qualidade ambiental, a qual pode ser avaliada por várias abordagens. Neste projeto, a qualidade de sedimentos da Baía de Guanabara foi por uma abordagem ecotoxicológica, por meio de testes de toxicidade aguda de sedimento integral, utilizando Tiburonella viscana, e testes de toxicidade crônica de água intersticial, elutriato e interface sedimento-água, utilizando embriões de Lytechinus variegatus. Os sedimentos foram coletados em 14 estações de amostragem. Nos testes crônicos houve efeitos significativos na maioria das amostras, enquanto os sedimentos coletados nas estações 1, 2, 3, 6, 8, 10, 11, 12 e 15 apresentaram também toxicidade aguda. Houve grande concordância entre os resultados dos diferentes testes, e sua integração mostrou que os sedimentos analisados encontram-se inadequados à vida aquática, indicando degradação ambiental na baía da Guanabara. Nesse contexto, o controle das fontes poluidoras e o gerenciamento dos múltiplos usos da baía devem ser implementados, no sentido da melhora da qualidade ambiental.

Avaliou-se o fornecimento de concentrado para bezerros mantidos em pastagens de Brachiaria brizantha cv. Marandu durante a época seca do ano. Utilizaram-se 16 machos não-castrados da raça Canchim, com 7 meses de idade e 250 kg, distribuídos em delineamento inteiramente ao acaso em esquema fatorial 2 × 2, no qual os fatores foram suplementos balanceados para dois potenciais de fermentação microbiana - 9,5 e 11,0 g de proteína bruta microbiana/MJ energia metabolizável fermentável e para ganhos de peso corporal (GPC) de 0,5 e 1,0 kg/dia. Os animais receberam suplementação individual diária por 168 dias, após 21 dias de adaptação. A ingestão diária de forragem foi estimada em 5,91 kg matéria seca/animal. A suplementação para ganho de peso corporal de 0,5 kg/dia proporcionou ganhos de peso e conversão alimentar de 0,94 kg/dia e 2,08 kg suplemento/kg ganho, respectivamente, resultados inferiores aos obtidos para ganho de peso corporal de 1 kg/dia (1,09 kg/dia e 3,18 kg suplemento/kg ganho, respectivamente). Não houve efeito do potencial de fermentação sobre o ganho de peso corporal, a conversão alimentar e a área de olho-de-lombo, no entanto, a espessura final de gordura de cobertura foi maior com o potencial de fermentação mais elevado. A suplementação para ganho de peso corporal de 0,5 kg/dia mostrou melhor resultado econômico, mas não permitiu obter peso apropriado para abate. A suplementação com concentrado formulado para aumentar a eficiência de síntese de proteína microbiana no rúmen, porém reduziu a rentabilidade do sistema.

This work has for objective study compared the characteristics and technological properties of ceramic bodies from the region of Seridó-RN. The region under study has identified 23 cities where they were 80 ceramics industries. To define the universe of search, there was a survey of pottery that are part of APL Seridó next to the IEL. The characteristics and operating conditions of ceramics industries of the region were identified through a socio-economic questionnaire applied locally, which addressed issues such as: profiles of companies, production process etc. The analysis of information collected from 24 companies identified in seven cities shows that the vast majority of industries is small, with family structure, obsolete equipment and labo, little qualified. Most of the pottery works with low technical knowledge, poor control of the production process and product technology. The raw collected were submitted to analysis of X ray diffraction, chemical composition, termical analysis, particle size distribution and plasticity. Then were produced five formulations and made by uniaxial pressure at 25 MPa for firing in temperatures varying from 850 to 1050 °C. The firing technological properties evaluated were: mass loss to fire, lineal shrinkage, apparent density, apparent porosity, water absorption and flexural strength (3 points). The results indicated that the raw materials from the region have significant similarities in the composition chemical and mineralogical. Furthermore, it indicates the possibility of the use of cycles of firing faster and efficient than the current, limited to some clay mass burning of certain conditions
