La Gobernanza Democrática Territorial (GDT) constituye un enfoque conceptual en torno a las formas de “organización” de los agentes locales y regionales, que se expresa en un modelo o modo de gobierno. Este enfoque emerge desde la década de los años noventa como una opción ó una alternativa frente a otros modelos de gobierno (el modelo burocrático y el modelo gerencial). La diferencia entre este concepto y otros afines – como la gobernabilidad, la gobernabilidad democrática y el buen gobierno – no es de grado sino de naturaleza. Así se deriva del análisis comparado entre estos conceptos.

La tesis doctoral "Urbanismo Ambiental y Evaluación Estratégica" investiga y propone un renovado papel del urbanismo y muy especialmente de la ordenación del territorio como instrumentos no tan sólo de valor para la protección del medio ambiente sino también para la consecución de las políticas hacia un desarrollo sostenible. Con tal fín se reflexiona y potencia la visión/función del suelo como recurso ambiental, también en su función urbanística, y de su mano las consecuencias e interacciones que tal conceptuación puede tener en la Comunidad Europea desde su competencia compartida con los Estados Miembros en materia de medio ambiente, concretamente en su capacidad para incidir, mediante técnicas normativas y no normativas en el urbanismo y la ordenación del territorio en cuanto instrumentos de regulación y ordenación del recurso ambiental suelo. En esta nueva andadura del urbanismo ambientalizado o, si se prefiere, en la carrera hacia el desarrollo urbanístico sostenible, la técnica de evaluación ambiental estratégica de determinados planes y programas se revela como fundamental, especialmente si se consigue que su transposición a los ordenamientos internos de los Estados Miembros se lleve a cabo con pleno respeto a las notas insosyalables defendidas en la tesis de técnica preventiva y no reparativa, dinámica, con capacidad de incidencia en la elección misma del modelo de plan y con miras finalistas a la sostenibilidad. Con ella podrá generalizarse el urbanismo ambiental y acelerarse el proceso de revisión que tienen pendiente las materias de urbanismo y ordenación del territorio desde la nueva concepción del suelo como recurso ambiental y mediante la recepción e integración de los principios ambientalistas.

Ao ter como base geral de pesquisa – A Europa diante do fenómeno migratório - a procura de uma nova Humanização – o objectivo deste trabalho consistiu na análise de algumas formas de manifestação e do impacto deste fenómeno nas sociedades democráticas inseridas nesse espaço. A consciência que as migrações têm seguido a história do mundo e as civilizações e que a sua análise permite avaliar o destino de seres humanos que partem em busca de soluções para as suas vidas. A convicção que a configuração das migrações tem um amplo significado social, cultural e económico e que uma política de imigração fechada, repressiva ou redutora do seu verdadeiro significado pode dividir a Humanidade. O receio que gera a continuidade de uma visão unilateral do Mundo e o esquecimento das condições existenciais difíceis de alguns países de emigração. A renúncia de alguns em escutar um discurso carecido de autenticidade e em apoiar um diálogo comprometido com alguns pressupostos ideológicos pouco claros. O desejo de participar na denúncia da propagação de atitudes facilitadoras dos sentimentos racistas e xenófobos. O repúdio pelo desnorteamento ontológico traduzido pela defesa de certas atitudes persecutórias infringidas aos imigrantes clandestinos. A adopção de uma política basicamente norteada pelo controlo das fronteiras e pela exploração económica dos imigrantes. A indignação pelo esquecimento ou negligência na vigilância e aplicação dos direitos fundamentais, em concreto, o direito ao uso da liberdade, a uma vida familiar normal, situações que lesam muitos. Foram, em suma, as razões que motivaram o trabalho. Porque, igualmente o exercício da cidadania e a inserção num espaço mundial em transformação requerem a actualização da leitura das relações dos homens entre eles e com as formas espaciais; porque o papel dos imigrantes na economia contemporânea é sentido como algo fundamental, e também a importância do seu lugar na estratégia de um desenvolvimento sustentável deve ser demonstrada e respeitada, desejou-se partilhar com outros a oportunidade de defender a participação colectiva sob princípios e premissas mais humanistas, e considerados fundamentais, para a construção de uma política de imigração digna, mais abrangente e indutora de pontes abertas e não de áreas amuralhadas.

We tested the general predictions of increased use of nest boxes and positive trends in local populations of Common Goldeneye (Bucephala clangula) and Bufflehead (Bucephala albeola) following the large-scale provision of nest boxes in a study area of central Alberta over a 16-year period. Nest boxes were rapidly occupied, primarily by Common Goldeneye and Bufflehead, but also by European Starling (Sturnus vulgaris). After 5 years of deployment, occupancy of large boxes by Common Goldeneye was 82% to 90% and occupancy of small boxes by Bufflehead was 37% to 58%. Based on a single-stage cluster design, experimental closure of nest boxes resulted in significant reductions in numbers of broods and brood sizes produced by Common Goldeneye and Bufflehead. Occurrence and densities of Common Goldeneye and Bufflehead increased significantly across years following nest box deployment at the local scale, but not at the larger regional scale. Provision of nest boxes may represent a viable strategy for increasing breeding populations of these two waterfowl species on landscapes where large trees and natural cavities are uncommon but wetland density is high.

By the turn of the twenty-first century, UNDP had embraced a new form of funding based on ‘cost-sharing’, with this source accounting for 51 per cent of the organisation’s total expenditure worldwide in 2000. Unlike the traditional donor - recipient relationship so common with development projects, the new cost-sharing modality has created a situation whereby UNDP local offices become ‘subcontractors’ and agencies of the recipient countries become ‘clients’. This paper explores this transition in the context of Brazil, focusing on how the new modality may have compromised UNDP’s ability to promote Sustainable Human Development, as established in its mandate. The great enthusiasm for this modality within the UN system and its potential application to other developing countries increase the importance of a systematic assessment of its impact and developmental consequences.

The Representative Soil Sampling Scheme of England and Wales has recorded information on the soil of agricultural land in England and Wales since 1969. It is a valuable source of information about the soil in the context of monitoring for sustainable agricultural development. Changes in soil nutrient status and pH were examined over the period 1971-2001. Several methods of statistical analysis were applied to data from the surveys during this period. The main focus here is on the data for 1971, 1981, 1991 and 2001. The results of examining change over time in general show that levels of potassium in the soil have increased, those of magnesium have remained fairly constant, those of phosphorus have declined and pH has changed little. Future sampling needs have been assessed in the context of monitoring, to determine the mean at a given level of confidence and tolerable error and to detect change in the mean over time at these same levels over periods of 5 and 10 years. The results of a non-hierarchical multivariate classification suggest that England and Wales could be stratified to optimize future sampling and analysis. To monitor soil quality and health more generally than for agriculture, more of the country should be sampled and a wider range of properties recorded.

The People's Republic of China and its 1.3 billion people have experienced a rapid economic growth in the past two decades. China's urbanisation ratio rose from around 20% in the early 1980s to 45% in 2007 [China Urban Research Committee. Green building. Beijing: Chinese Construction Industrial Publish House; 2008. ISBN 978-7-112-09925-2.]. The large volume and rapid speed of building construction rarely have been seen in global development and cause substantial pressure on resources and the environment. Government policy makers and building professionals, including architects, building engineers, project managers and property developers, should play an important role in enhancing the planning, design, construction, operation and maintenance of the building energy efficiency process in forming the sustainable urban development. This paper addresses the emerging issues relating to building energy consumption and building energy efficiency due to the fast urbanisation development in China.

Sediments from the Black Sea, a region historically dominated by forests and steppe landscapes, are a valuable source of detailed information on the changes in regional terrestrial and aquatic environments at decadal to millennial scales. Here we present multi-proxy environmental records (pollen, dinoflagellate cysts, Ca, Ti and oxygen isotope data) from the uppermost 305 cm of the core 22-GC3 (42°13.53′N, 36°29.55′E) collected from a water depth of 838 m in the southern part of the Black Sea in 2007. The records span the last ~ 18 kyr (all ages are given in cal kyr BP). The pollen data reveal the dominance of the Artemisia-steppe in the region, suggesting rather dry/cold environments ~ 18–14.5 kyr BP. Warming/humidity increase during melt-water pulses (~ 16.1–14.5 kyr BP), indicated by δ18O records from the 22-GC3 core sediment and from the Sofular Cave stalagmite, is expressed in more negative δ13C values from the Sofular Cave, usually interpreted as the spreading of C3 plants. The records representing the interstadial complex (~ 14.5–12.9 kyr BP) show an increase in temperature and moisture, indicated by forest development, increased primary productivity and reduced surface run-off, whereas the switch from primary terrigenous to primary authigenic Ca origin occurs ~ 500 yr later. The Younger Dryas cooling is clearly demonstrated by more negative δ13C values from the Sofular Cave and a reduction of pines. The early Holocene (11.7–8.5 kyr BP) interval reveals relatively dry conditions compared to the mostly moist and warm middle Holocene (8.5–5 kyr BP), which is characterized by the establishment of the species-rich warm mixed and temperate deciduous forests in the low elevation belt, temperate deciduous beech-hornbeam forests in the middle and cool conifer forest in upper mountain belt. The border between the early and middle Holocene in the vegetation records coincides with the opening of the Mediterranean corridor at ~ 8.3 kyr BP, as indicated by a marked change in the dinocyst assemblages and in the sediment lithology. Changes in the pollen assemblages indicate a reduction in forest cover after ~ 5 kyr BP, which was likely caused by increased anthropogenic pressure on the regional vegetation.

On-going human population growth and changing patterns of resource consumption are increasing global demand for ecosystem services, many of which are provided by soils. Some of these ecosystem services are linearly related to the surface area of pervious soil, whereas others show non-linear relationships, making ecosystem service optimization a complex task. As limited land availability creates conflicting demands among various types of land use, a central challenge is how to weigh these conflicting interests and how to achieve the best solutions possible from a perspective of sustainable societal development. These conflicting interests become most apparent in soils that are the most heavily used by humans for specific purposes: urban soils used for green spaces, housing, and other infrastructure and agricultural soils for producing food, fibres and biofuels. We argue that, despite their seemingly divergent uses of land, agricultural and urban soils share common features with regards to interactions between ecosystem services, and that the trade-offs associated with decision-making, while scale- and context-dependent, can be surprisingly similar between the two systems. We propose that the trade-offs within land use types and their soil-related ecosystems services are often disproportional, and quantifying these will enable ecologists and soil scientists to help policy makers optimizing management decisions when confronted with demands for multiple services under limited land availability.

Changes in landscape composition and structure may impact the conservation and management of protected areas. Species that depend on specific habitats are at risk of extinction when these habitats are degraded or lost. Designing robust methods to evaluate landscape composition will assist decision- and policy-making in emerging landscapes. This paper describes a rapid assessment methodology aimed at evaluating landcover quality for birds, plants, butterflies and bees around seven UK Natura 2000 sites. An expert panel assigned quality values to standard Coordination of Information on the Environment (CORINE) landcover classes for each taxonomic group. Quality was assessed based on historical (1950, 1990), current (2000) and future (2030) land-cover data, the last projected using three alternative scenarios: a growth applied strategy (GRAS), a business-as-might-beusual (BAMBU) scenario, and sustainable European development goal (SEDG) scenario. A quantitative quality index weighted the area of each land-cover parcel with a taxa-specific quality measure. Land parcels with high quality for all taxonomic groups were evaluated for temporal changes in area, size and adjacency. For all sites and taxonomic groups, the rate of deterioration of land-cover quality was greater between 1950 and 1990 than current rates or as modelled using the alternative future scenarios (2000– 2030). Model predictions indicated land-cover quality stabilized over time under the GRAS scenario, and was close to stable for the BAMBU scenario. The SEDG scenario suggested an ongoing loss of quality, though this was lower than the historical rate of c. 1% loss per decade. None of the future scenarios showed accelerated fragmentation, but rather increases in the area, adjacency and diversity of high quality land parcels in the landscape.

It is becoming increasingly important that we can understand and model flow processes in urban areas. Applications such as weather forecasting, air quality and sustainable urban development rely on accurate modelling of the interface between an urban surface and the atmosphere above. This review gives an overview of current understanding of turbulence generated by an urban surface up to a few building heights, the layer called the roughness sublayer (RSL). High quality datasets are also identified which can be used in the development of suitable parameterisations of the urban RSL. Datasets derived from physical and numerical modelling, and full-scale observations in urban areas now exist across a range of urban-type morphologies (e.g. street canyons, cubes, idealised and realistic building layouts). Results show that the urban RSL depth falls within 2 – 5 times mean building height and is not easily related to morphology. Systematic perturbations away from uniform layouts (e.g. varying building heights) have a significant impact on RSL structure and depth. Considerable fetch is required to develop an overlying inertial sublayer, where turbulence is more homogeneous, and some authors have suggested that the “patchiness” of urban areas may prevent inertial sublayers from developing at all. Turbulence statistics suggest similarities between vegetation and urban canopies but key differences are emerging. There is no consensus as to suitable scaling variables, e.g. friction velocity above canopy vs. square root of maximum Reynolds stress, mean vs. maximum building height. The review includes a summary of existing modelling practices and highlights research priorities.

This thesis focuses on identifying hindrances of achieving a sustainable tourism development on a base of a World Heritage Site. Using a case study of the World Heritage Site Falun Great Copper Mountain, the thesis assesses the situational context by using qualitative methods. Five semi- structured interviews with influential stakeholders were conducted to get an inside view of the current situation and to identify site-specific issues. The thesis identifies a number of factors that determine the successful implementation of measures leading towards sustainable tourism in the long-run; the most important being the lack of clear guidelines for the whole destination and no holistic planning approach within the municipality. The thesis concludes that despite the increased pressures towards establishment of sustainable tourism, the concept remains challenging to operationalize for the World Heritage Site without frameworks and tools from UNESCO.

Elementos concernentes à referida responsabilidade social e ao 'programa de normalização de áreas informais' são analisados por meio da metodologia grounded theory. Desta forma, o objetivo maior do estudo é aumentar o entendimento acerca dos valores substantivos gerados no processo estabelecido entre a organização e a comunidade, na busca pelas dimensões da responsabilidade social e seu relacionamento com desenvolvimento humano sustentável, inclusão social e cidadania

Eco-villages are considered models of intentional communities or sustainable communities and have been incorporated by the United Nations in the Sustainable Communities Development Programme (SCDP) as a human scale settlement. They are characterized by human activities being integrated in a non-damaging way into the natural world in such a way as to give support to healthy human development so as to be able to continue indefinitely into the future. This text assesses the extent to which a project to create the Eco-village for Simple Living in Itamonte - Minas Gerais" is successful, based on the concepts of sustainability and local development succeeds, by examining the indicators and attributes that are able to be measured in the planning phase, describing the stages and discussions of the project, as well as assessing the members 'perception of "the concepts of the Eco-village", "sustainability" and "local development". Subsequent analysis of the degree of sustainability (ecological, social, economic, spacial and cultural / spiritual) and local development, based on the social economy, demonstrated the presence of a number of aspects used to support, guide, discuss, plan and implement actions in the creation of the Eco-village being studied. This work could be used as a guide to Eco-villages during the planning phase, indicating the importance of the concepts studied, especially for some communities which are self-proclaimed "Eco-villages" but which in fact do not show even the slightest structural aspects which would describe them as such, like solidarity in the relations between participants, or construction oriented with a view to the precepts of environmental preservation.
