This series will include all those people who, by means of their contributions, great and small, played a part in the consolidation of ichthyology in Argentina. The general plan of this work consists of individual factsheets containing a list of works by each author, along with reference bibliography and, whenever possible, personal pictures and additional material. The datasheets will be published primarily in chronological order, although this is subject to change by the availability of materials for successive editions. This work represents another approach for the recovery and revalorization of those who set the foundations of Argentine ichthyology while in diverse historical circumstances. I expect this to be the beginning of a major work that achieves the description of such a significant part of the history of natural sciences in Argentina.

Limnology in Argentina: An historical account

This short review includes major books, articles and episodes concerned with studies on inland waters that have affected the development of limnology in Argentina. It is divided into three periods; (1) an early period of protolimnologists; (2) a period previous to the present times, subdivided into a first stage from 1900 to 1938 and a second stage from 1938 to 1962; and (3) a period of integrated research.

Fishes of the Lagunas Encadenadas (Province of Buenos Aires, Argentina), a wetland of international importance

The Lagunas Encadenadas form a large endorheic wetland. The system comprises a chain of five main lagoons (Alsina, Chochico, Del Monte, Del Venado, and Epecuen). During two recent collection trips, 13 species of fish were caught. From the collected material and available data in the literature the following points can be made: The fish fauna of this wetland comprises 18 species from 11 families and six orders. Four species (Cyprinus carpio, Hoplias malabaricus, Loricariichthys anus and Parapimelodus valenciennis) are new records for these water bodies. Fish species diversity decreases from east to west, ie from the most freshwater lagoon (Alsina, with 15 species) to the most saline (Epecuen, 1 species). A similar diversity pattern has been found in zooplankton species.

The avifauna of Laguna Llancanelo (Mendoza, Argentina), a South American wetland of international importance

Laguna Llancanelo is a large (40,000 ha), very shallow (less than 3 m deep), inland saline waterbody, located in southern Mendoza, Argentina. A survey of the avifauna was undertaken during 1983 to 1985; field trips were made mostly to the northeastern and central-western sectors of the lagoon, in the months of April, May, September, October and December. Complementary studies were made by an aerial survey and assessments of terrestrial birds in the surroundings of the lagoon. A total of 64 species in 22 families of birds usually associated with aquatic environments were recorded. The best-represented families of aquatic birds in terms of numbers of species were: Anatidae (13 swans, geese, ducks), Scolopacidae (7 sandpipers and other small waders), Ardeidae (6 herons, bitterns, egrets, Podicipedidae (4 grebes), Rallidae (4 rails, coots) and Charadriidae (4 plovers, lapwings). The most abundant nesting birds on the lagoon were: Black-necked swan Cygnus melancoryphus (824), silvery grebe Podiceps occipitalis (202) and black-crowned night heron Nycticorax nycticorax (100).

A justiça de transição no contexto latino-americano: suas características, fundamentos e uma comparação entre Brasil e Argentina

O presente trabalho se propõe a uma discussão sobre como pode ser encarada a questão da responsabilidade penal em relação às violações massivas de direitos humanos praticadas durante situações de repressão, considerando o caso brasileiro da edição da Lei n 6.683. Para tanto, apresenta-se o conceito de justiça de transição e o seu surgimento, que é acompanhado pela afirmação da proteção internacional dos direitos humanos. Este processo é dividido em três fases distintas, relacionadas ao fim da Segunda Guerra e o estabelecimento dos Tribunais de Nuremberg e Tóquio; à onda de democratização em algumas nações com o fim da Guerra-Fria e à criação dos tribunais internacionais e do TPI. Como forma de efetivação da justiça de transição, são apresentados os Princípios de Chicago, diretrizes a serem seguidas pelos Estados na transição democrática, que sugerem abordagens de diversas naturezas em relação às violações de direitos humanos. Como fundamento da justiça de transição, dando destaque à questão da responsabilização penal, são trazidos os dispositivos sobre o tema presentes em normas e tratados internacionais, enfatizando os aspectos do Sistema Interamericano de Direitos Humanos. Parte-se, em seguida, à apresentação do exemplo argentino na realização da justiça de transição sob o aspecto da declaração de inconstitucionalidade de suas leis de anistia, como meio de reflexão para o caso brasileiro. Conjugando os elementos anteriores, apresenta-se a situação brasileira no contexto da realização da justiça de transição, com o julgamento da ADPF 153 e com a condenação do Estado pela Corte Interamericana de Direitos Humanos.

O papel dos grupos de interesse no "trade policy making" brasileiro: o caso das negociações Brasil-Argentina para o setor automotivo

Desde a redemocratização do país em 1985 o MRE já vinha se posicionando à favor do diálogo com os mais diversos grupos e entidades sociais. Neste sentido, observou-se ao longo dos últimos anos um aprofundamento da interação com parlamentares, governos estaduais e municipais, empresários, sindicalistas, ONGs e imprensa. A construção de vínculos entre as organizações da sociedade civil críticas das negociações comerciais ao longo da década de 1990 permite falar na criação de um novo campo de ação coletiva transnacional, definido como um espaço de ação política formado por indivíduos e organizações da sociedade civil que participam do processo de elaboração de um conjunto comum de práticas, objetivos e crenças. O que se pode concluir é que diante de um contexto mais competitivo e globalizado, após processo de abertura comercial e intensificação da participação brasileira nas negociações internacionais, a representação dos interesses da classe empresarial teve que se adaptar criando uma nova forma de organização. Desse modo, o presente trabalho visa analisar a crescente interferência de grupos de interesse no processo de tomada de decisão, no que tange aos assuntos de política externa comercial brasileira, tais como as negociações comerciais internacionais por se tratar de um ambiente cujos interesses da classe empresarial mais podem ser afetados. As negociações comerciais internacionais é o ambiente em que a atuação empresarial mais pode ser percebida. As negociações do Mercosul e da ALCA possibilitam observar a participação ativa destes novos atores. Sendo assim, o trabalho apresenta a nova dinâmica de relacionamento entre Estado e grupos da sociedade civil (classe empresarial) para temas ligados a comércio exterior.

Los crustáceos decápodos Brachyura del litoral bonaerense (R.Argentina)

In this work the taxonomy of the Brachyura Decapod Crustacea from fthe shelfwaters of the Province of Buenos Aires, Argentina (South Atlantic Ocean) is described, with particular reference to the biology and zoogeography. The material and methods are described and various zoogeographical problems are considered. A total of 25 species were encountered, and each one is briefly described together with its ecological and biological data. In many cases the geographical distribution has been extgended. Keys are given for the identification of the more common Brachyura from Argentina, as also for the sub-divisions of the Brachyura, including ffamilies, subfamilies and genera. The so-called "cangrejal" community (community composed of semiaquatic crabs) of the river Salado was studied, which was composed of Chasmagnathus granulata crabs. The species Uca uruguayensis formed the outer limit of the "cangrejal" community.

Carácter de desove y fecundidad de la merluza argentina, Merluccius merluccius hubbsi, del sector bonaerense

The present paper deals with the spawning characteristics and the fecundity of the Argentine hake, Merluccius hubbsi from the zone in front of the Buenos Aires Province. More than 500 ovaries were studied and 168 of them were considerd in the statistical calculations.
