Expõe-se um programa de pesquisa sobre a natureza indetenninada do conhecimento científico, estendendo-o para análise da avaliação do desempenho acadêmico, e a consequente fonnulação de propostas de mudança. Considerando os diferentes níveis de abstração na tricotomia ciência pura, aplicada e arte da ciência, observa-se que a avaliação pressupõe a primeira apenas, constituindo-se, no mínimo, em exemplo de vício ricardiano. Sendo mais um transplante acrítico de ocorrências nos USA, onde a flexibilidade pennite passagens da economia aplicada e de sua arte para outros departamentos, nosso sistema de avaliação está prejudicando a universidade e o país, particularmente nas regiões mais pobres.

Este trabalho tem por objetivo comparar a gestão da carteira de convênios nos órgãos que adotaram o Sistema de Gestão de Convênios e Contratos de Repasses (Siconv), e a Financiadora de Estudos e Projetos (Finep), que não o adotou. O foco será estudar os impactos na análise dos processos de prestação de contas parciais e finais, principalmente o tempo despendido.

Vivemos em uma sociedade cada vez mais globalizada, atenta, informada e exigente com os serviços prestados pelas organizações públicas e privadas. A tecnologia disponibiliza a um número cada vez maior de pessoas, em tempo real, um conjunto enorme de informações, opiniões, possibilitando que elas interajam com diferentes culturas e, desconsiderando suas distâncias, as unem de forma nunca antes experimentada pela humanidade. A influência da tecnologia vem trazendo consequências tão profundas ao nosso estilo de vida que, a cada nova invenção, novas experiências podem ser vividas e palavras como inovação, reinvenção e mudança estão constantemente em pauta. Nesse contexto é que a gestão do conhecimento vem se tornando cada vez mais importante nos ambientes corporativos, unindo pessoas certas, desenvolvendo e compartilhando novos conhecimentos, enfim, tornando mais fácil lidar com as constantes mudanças e consequentes inseguranças geradas. Assim, este trabalho verificou qual o nível de gestão do conhecimento realizado dentro de um órgão da administração pública federal brasileira, a Marinha do Brasil, e, especificamente no seu Corpo de Intendentes, mediu em oito de suas principais organizações militares, por meio de métodos qualitativos e quantitativos, como essa ferramenta vem sendo utilizada. Ao final, de forma propositiva, com base nos resultados das avaliações realizadas e na revisão teórica, foi sugerida uma estrutura de gestão do conhecimento que possibilite melhorar os atuais níveis de gestão do conhecimento detectados, contribuindo para que ações empreendidas nesse sentido sejam mais eficazes, eficientes e efetivas, acelerando, portanto, o desenvolvimento dessas organizações.

Este trabalho teve o objetivo de apresentar um estudo de casos múltiplos sobre a realização do balanço social no Poder Executivo dos estados da Bahia, Ceará, Minas Gerais e Tocantins. Ele demonstrou a partir de categorias identificadas no balanço social desses estados, como este instrumento pode evidenciar os benefícios sociais produzidos por esses governos. A responsabilidade social que historicamente era privilégio das entidades voltadas para o mercado, se consolida na gestão pública, na busca por justiça social, igualdade, ética e sustentabilidade. O balanço social tem como objetivo divulgar as ações de responsabilidade social promovidas pelas organizações. A identificação do balanço social como um instrumento de gestão que possibilita reunir indicadores que permitem monitorar e avaliar as políticas sociais, bem como o seu desempenho e atingimento de metas, garantem à sociedade que o balanço social possa se constituir em um instrumento de transparência, accountability e controle social. O balanço social ao demonstrar o desempenho financeiro e social das ações governamentais também contribui para o estabelecimento da governança orientada para os resultados e com foco no cidadão. In the present time, public organizations are employing more and more solutions that uses information technology in order to ofer more transparency and better services for all citizens. Integrated Systems are IT which carry in their kernel features of integration and the use of a unique database. These systems bring several benefits and face some obstacles that make their adoption difficult. The conversion to a integrated system may take years and, thus, the study of the adoption of this IT in public sector organizations become very stimulant due to some peculiarities of this sector and the features of this technology. First of all, information about the particular integrated system in study and about its process of conversion are offered. Then, the researcher designs the configuration of the conversion process aim of this study the agents envolved and the moments and the tools used to support the process in order to elaborate the methodology of the conversion process understood as the set of procedures and tools used during all the conversion process. After this, the researcher points out, together with all the members of the conversion team, the negative and positive factors during the project. Finally, these factors were analysed through the Hospitality Theory lens which, in the researcher opinion, was very useful to understand the elements, events and moments that interfered in the project. The results consolidated empirically the Hospitality Theory presumptions, showing yet a limitation of this theory in the case in study

Nowadays, evaluation methods to measure thermal performance of buildings have been developed in order to improve thermal comfort in buildings and reduce the use of energy with active cooling and heating systems. However, in developed countries, the criteria used in rating systems to asses the thermal and energy performance of buildings have demonstrated some limitations when applied to naturally ventilated building in tropical climates. The present research has as its main objective to propose a method to evaluate the thermal performance of low-rise residential buildings in warm humid climates, through computational simulation. The method was developed in order to conceive a suitable rating system for the athermal performance assessment of such buildings using as criteria the indoor air temperature and a thermal comfort adaptive model. The research made use of the software VisualDOE 4.1 in two simulations runs of a base case modeled for two basic types of occupancies: living room and bedroom. In the first simulation run, sensitive analyses were made to identify the variables with the higher impact over the cases´ thermal performance. Besides that, the results also allowed the formulation of design recommendations to warm humid climates toward an improvement on the thermal performance of residential building in similar situations. The results of the second simulation run was used to identify the named Thermal Performance Spectrum (TPS) of both occupancies types, which reflect the variations on the thermal performance considering the local climate, building typology, chosen construction material and studied occupancies. This analysis generates an index named IDTR Thermal Performance Resultant Index, which was configured as a thermal performance rating system. It correlates the thermal performance with the number of hours that the indoor air temperature was on each of the six thermal comfort bands pre-defined that received weights to measure the discomfort intensity. The use of this rating system showed to be appropriated when used in one of the simulated cases, presenting advantages in relation to other evaluation methods and becoming a tool for the understanding of building thermal behavior

Increased competition in the market of urban transport, characteristic of the Brazilian cities from years 90, has required actions of the managing agencies to ensure the universality of service, enhancing efficiency and consumer welfare. It grows in the Brazilian municipalities, the need to adopt a systematic performance evaluation in terms of management system of indicators and targets appropriate to the regulatory context, which has the purpose of evaluating the accomplishment and compliance by dealers, of the services granted during the contract period, marked by increasingly long periods. The introduction of an index operational performance in permission contracts/concession in urban buses is intended to establish a regulatory performance, giving the contract a pro-competitive feature and to allow the managing agency the systematic and continuous monitoring of the performance of the delegated service to avoid major deviations from desired performance. A performance assessment model of public transportation companies by bus, and applicable to the case of Natal is proposed. Sought to add the particularities found in the transport system in order to assess the performance of enterprises, contribute to improving the service quality to the population and enable decision-makers a detailed knowledge of the behavior of the licensees

The methodology Balanced Scorecard (BSC) focuses on the major critical issues of modern organizations, whether with or without profit. The measurement of the effective performance of the latter is by evaluating the successful implementation of organizational strategy. The aim of this paper is to present the development of a system of performance measurement strategy for a nonprofit organization, whose object of study is the Associação de Apoio as Comunidades do Campo - AACC, in the context of the BSC methodology of Kaplan and Norton. The methodology of this case study is an exploratory, descriptive and qualitative, and diagnose the coherence of the Strategy Map in an organization, based strategic planning from 2010 to 2012. Initially conducted a literature review covering the main aspects of strategy maps and performance evaluation involving the translation of the BSC and strategy evaluation. The main results of the proposed approach refers to evaluation of overall scores for each dimension of the BSC methodology, financial, customer, internal processes, learning and growth. These results are able to help the organization evaluate and revise their strategy and, in general, to adopt management methods more accurately. Data collection is centered on interviews with semi-structured questionnaire. The findings highlight on balancing and alignment of strategic objectives, low causality map, strategic communication insufficient and fragmented. For interviewees organizational culture is the biggest impediment to structuring a management model based on indicators and strategic process should be initiated by non-financial indicators gradually. The performance indicators of the AACC/RN portray more meritocracy operational procedures of social projects in the context of the Strategic Map determined in a shortterm over the long term. However, there is evidence of improved performance management and strategic taken as a basis of planning as both the strategic map structured. Therefore, the nonprofits need to adopt a form of management that enables planning, setting objectives and targets that provide the continuity of its activities, and generating instruments that can measure the financial performance and non-financial, in order to develop strategic actions for growth and sustainability

This research refers to the production of green buildings, defined, mainly, based on the use of sources of alternative energies, smaller emission of pollutant, use of recyclable materials, systems of recycling of the waters, maximization of the natural illumination, preservation of green areas or native, and appropriate quality of the internal air. From the conception of those buildings, it appears the needs of evaluating them, creating the methodologies for the evaluation of environmental performance of buildings. In that way, this work can be divided in two moments: the first one when it identifies the methodologies for the evaluation of environmental performance for buildings existents in the literature, defining their categories, criteria and sub-criteria to be appropriate to the reality of the Brazilian Northeast; and the second one when starting from the analysis of the systems of existent evaluation. It defines a methodological base and it generates a new evaluation system, denominated MEDACNE (Methodology of Evaluation of Environmental Acting for Construction in the Northeast). In that moment, the process of framing of the section of the building site is verified under the maintainable optics, stimulated mainly by the pressures of the society - conferences, protocols and agreements. Finally, the proposed methodology was applied in a case study, a residential building, called Maria José Gurgel , located in Natal-RN, Brazil, for its validation. This methodological proposition should increase the patterns environmental places for the production of new buildings, and it will be a reference guide for architects, engineers and planners to develop their constructions considering the criteria of the sustainability. This study made use of bibliographical research in books and specialized magazines and the analysis of the data was realized in an interpretative way

Activities that use Global Navigation Satellite System (GNSS) are countless and the most used one is the Global Positioning System (GPS) developed by the United States. In precision agriculture there are demands for static and cinematic positioning with distinct levels of accuracy for different applications; nevertheless cinematic performance data are not available as manufacturers of GPS receivers present only static performance information. For this reason it was developed an instrumented vehicle to test a methodology of performance evaluation of GPS receivers in kinematic conditions, which is representative to agricultural operations. A set of instrumentation was composed and used for collecting data under variable speed and rotation direction. Tests were conducted showing that the methodology allows to measure accuracy and precision, but improvements have to be implemented on the instrumentation equipment for long term tests.

This study analyzes the perceptions of technical and administrative UFPA, in relation to the insertion of the components and assumptions of DBP in evaluation practice. Addresses the history, concepts, meanings, about AD methods, skills, evaluation skills, the APF and AD UFPA and Programme itself. The research is characterized as a hypothetical-deductive, descriptive and applied, using the case study. Data were analyzed using a quantitative approach, using the descriptive and inferential statistics. Data were collected through the application of questionnaires to 222 technical and administrative searched IFES, not occupants of FG and CD. The results indicate that the factors perceived in relation to the constituent elements such as: evaluation practice, measurement of competence, program management, timing, individual skills and fundamentals of the program and those related to assumptions such as: democratic process, integrative perspective, character development and pedagogical continuous evaluation practices are perceived in the evaluation process. The study concludes that comparing the results of the constituent elements and assumptions of the PAD of thechnical-administrative UFPA, it can be said about a tendency to change, though subtle, compared to the traditional model of AD, directed only to the granting of career progression for a new logic based on the results, showing an early effectiveness of the program evaluation practice by law and by the Institution. The results are confirmatory of advance evaluation practice in the institution, more so than has previously been expected, which demonstrates the value of scientific criteria of scientific research
