The term commercial management has been used for some time, similarly the job title commercial manager. However, as of yet, little emphasis has been placed on defining. This paper presents the findings from a two-year research initiative that has compared and contrasted the role of commercial managers from a range of organisations and across industry sectors, as a first step in developing a body of knowledge for commercial. It is argued that there are compelling arguments for considering commercial management, not solely as atask undertaken by commercial managers, but as a discipline in itself: a discipline that, arguably, bridges traditional project management and organisational theories. While the study has established differences in approach and application both between and within industry sectors, it has established sufficient similarity and synergy in practice to identify a specific role of commercial management in project-based organisations. These similarities encompass contract management and dispute resolution; the divergences include a greater involvement in financial and value management in construction and in bid management in defence/aerospace.

This paper aims to bring more information related to the critical question "how IT areas of insurance companies are defining and delivering their strategic initiatives Portfolios?" and make conclusions based on the collected data. To reach these interpretations, it is composed of a theoretical investigation on the theme, a strategy delineation for the research methodology and a conclusion presentation based on the findings. In this last part, this study concluded that explored organization does not applied a sufficient number of best practices answering the critical question as "the company is not mature on this subject".

Neste trabalho, o objetivo é identificar, a partir da análise de um estudo de caso, quais são as principais divergências encontradas quando se compara o que a teoria preconiza como o escopo e a abordagem dos Project Management Offices - PMOs e o que acontece na prática, no que diz respeito à real atuação destas estruturas. O tema pode ser considerado relevante devido ao fato de fornecer uma melhor compreensão sobre como as estruturas de PMO realmente atuam, principalmente no que diz respeito ao escopo, isto é, se o PMO é um Programa-Projeto, um PMO Departamental ou um PMO Corporativo e relativamente a sua amplitude, ou seja, se sua atuação é operacional, tática ou estratégica. Para este estudo foi utilizada a metodologia qualitativa, por meio da abordagem de estudo de caso. Foi selecionada uma empresa de grande porte do setor de manufatura não estruturada por projeto para avaliação. A empresa do estudo de caso possui uma estrutura organizacional complexa que possibilita um estudo abrangente. A atuação dos PMOs do estudo de caso foi discutida à luz da revisão de literatura e levando-se em conta, também, as informações colhidas a partir da observação participante. Os resultados deste trabalho permitem concluir que o pressuposto defendido, que é a existência de divergências entre o que a teoria preconiza como escopo e abordagem do PMO e a real atuação dos PMOs, foi confirmado através do estudo de caso; além disso, não existe relação de causalidade clara entre o escopo de atuação dos PMOs e sua posição hierárquica dentro da empresa; e não existe uma atuação padrão destas estruturas, quando comparadas às funções que elas exercem. Por fim, são apresentadas recomendações relativas ao estudo de caso realizado, ou seja, é importante realizar um estudo multicasos entre ao menos uma empresa não estruturada por projeto e outra estruturada por projeto e comparar a atuação dos seus PMOs para melhor compreensão do tema, incluir mais stakeholders no grupo de entrevistados dentro do estudo de caso, realizar um survey com várias empresas de vários segmentos dentro do território nacional e um possível estudo onde seja verificado se tipologias diferentes de estruturas organizacionais podem afetar a atuação práticas dos PMOs.

The challenges posed by global climate change are motivating the investigation of strategies that can reduce the life cycle greenhouse gas (GHG) emissions of products and processes. While new construction materials and technologies have received significant attention, there has been limited emphasis on understanding how construction processes can be best managed to reduce GHG emissions. Unexpected disruptive events tend to adversely impact construction costs and delay project completion. They also tend to increase project GHG emissions. The objective of this paper is to investigate ways in which project GHG emissions can be reduced by appropriate management of disruptive events. First, an empirical analysis of construction data from a specific highway construction project is used to illustrate the impact of unexpected schedule delays in increasing project GHG emissions. Next, a simulation based methodology is described to assess the effectiveness of alternative project management strategies in reducing GHG emissions. The contribution of this paper is that it explicitly considers projects emissions, in addition to cost and project duration, in developing project management strategies. Practical application of the method discussed in this paper will help construction firms reduce their project emissions through strategic project management, and without significant investment in new technology. In effect, this paper lays the foundation for best practices in construction management that will optimize project cost and duration, while minimizing GHG emissions.

This paper reports a learning experience related to the acquisition of project management competences. Students from three different universities and backgrounds, cooperate in a common project that drives the learning-teaching process. Previous related works on this initiative have already evaluated the goodness of this multidisciplinary, project-based learning approach in the context of a new educative paradigm. Yet the innovative experience has allowed the authors to define a rubric in order to measure specific competences in project management. The study shows the rubric’s main aspects as well as competence acquisition evaluation alternatives, based in the metrics defined. Key indicators and specific reports obtained from data base fields in the web tool will support this work. As a result, new competences can be assessed, such ones like teamwork, problem solving, communication and leadership. Final goal is to provide an overall competence map to the students at the same time they improve their skills.

Time, cost and quality achievements on large-scale construction projects are uncertain because of technological constraints, involvement of many stakeholders, long durations, large capital requirements and improper scope definitions. Projects that are exposed to such an uncertain environment can effectively be managed with the application of risk management throughout the project life cycle. Risk is by nature subjective. However, managing risk subjectively poses the danger of non-achievement of project goals. Moreover, risk analysis of the overall project also poses the danger of developing inappropriate responses. This article demonstrates a quantitative approach to construction risk management through an analytic hierarchy process (AHP) and decision tree analysis. The entire project is classified to form a few work packages. With the involvement of project stakeholders, risky work packages are identified. As all the risk factors are identified, their effects are quantified by determining probability (using AHP) and severity (guess estimate). Various alternative responses are generated, listing the cost implications of mitigating the quantified risks. The expected monetary values are derived for each alternative in a decision tree framework and subsequent probability analysis helps to make the right decision in managing risks. In this article, the entire methodology is explained by using a case application of a cross-country petroleum pipeline project in India. The case study demonstrates the project management effectiveness of using AHP and DTA.

This study proposes an integrated analytical framework for effective management of project risks using combined multiple criteria decision-making technique and decision tree analysis. First, a conceptual risk management model was developed through thorough literature review. The model was then applied through action research on a petroleum oil refinery construction project in the Central part of India in order to demonstrate its effectiveness. Oil refinery construction projects are risky because of technical complexity, resource unavailability, involvement of many stakeholders and strict environmental requirements. Although project risk management has been researched extensively, practical and easily adoptable framework is missing. In the proposed framework, risks are identified using cause and effect diagram, analysed using the analytic hierarchy process and responses are developed using the risk map. Additionally, decision tree analysis allows modelling various options for risk response development and optimises selection of risk mitigating strategy. The proposed risk management framework could be easily adopted and applied in any project and integrated with other project management knowledge areas.

En cualquier empresa, en cualquier sector, en su día a día se generan iniciativas con el fin de garantizar su permanencia en el mercado -- Ya sea diversificando su portafolio de productos o servicios con nuevas líneas de negocio, reestructurando la organización, implementando nuevas herramientas que colaborarán al desarrollo de la operación de la compañía, son estrategias que permanentemente protagonizan la actualidad de una empresa -- Sin embargo, el convertir estas iniciativas no solo en una realidad sino en un éxito requiere de una administración juiciosa y detallada durante su puesta en marcha -- La implementación de una metodología única y centralizada para la administración de proyectos es un camino que incrementa la probabilidad de éxito de estas iniciativas, y es precisamente ésta la función de una Oficina de Dirección de Proyectos (PMO) dentro de una organización -- El sector de la Vigilancia y Seguridad Privada está reflejando en éste momento un importante crecimiento tanto a nivel latinoamericano, como colombiano -- Así mismo, la empresa SERACIS LTDA, que es objeto de éste trabajo, está mostrando un importante crecimiento durante los últimos años -- Todos estos factores demuestran la importancia y necesidad de la implementación de una Oficina de Dirección de Proyectos dentro de la organización y justifican el presente estudio

El presente documento contiene el diseño de una oficina de proyectos tipo básica para la empresa Inverconst S. A. S., como respuesta a la necesidad que tiene la empresa de articular sus proyectos con la estrategia organizacional, a través de proyectos administrados y gestionados de manera ordenada, con procesos de gestión repetibles y estandarizados, facilitando compartir recursos, metodologías, herramientas y técnicas en pro de proyectos exitosos -- El anterior propósito no implica una oficina de proyectos que deteriore la estructura financiera o la gestión de proyectos actual de la empresa -- Para el diseño de esta PMO fue necesario conocer cómo Inverconst S. A. S. gestiona sus proyectos actualmente, evaluando su nivel de madurez por medio del modelo OPM3® -- Esta información permitió definir y seleccionar el tipo de PMO más conveniente acorde con la situación actual – Así mismo, después de analizar diferentes metodologías en gestión de proyectos se diseñó una PMO que gestionara sus proyectos bajo los lineamientos del Project Management Institute (PMI®)

A major challenge in successfully implementing transit-oriented development (TOD) is having a robust process that ensures effective appraisal, initiation and delivery of multi-stakeholder TOD projects. A step-by step project development process can assist in the methodic design, evaluation, and initiation of TOD projects. Successful TOD requires attention to transit, mixed-use development and public space. Brisbane, Australia provides a case-study where recent planning policies and infrastructure documents have laid a foundation for TOD, but where barriers lie in precinct level planning and project implementation. In this context and perhaps in others, the research effort needs to shift toward identification of appropriate project processes and strategies. This paper presents the outcomes of research conducted to date. Drawing on the mainstream approach to project development and financial evaluation for property projects, key steps for potential use in successful delivery of TOD projects have been identified, including: establish the framework; location selection; precinct context review; preliminary precinct design; the initial financial viability study; the decision stage; establishment of project structure; land acquisition; development application; and project delivery. The appropriateness of this mainstream development and appraisal process will be tested through stakeholder research, and the proposed process will then be refined for adoption in TOD projects. It is suggested that the criteria for successful TOD should be broadened beyond financial concerns in order to deliver public sector support for project initiation.

We describe administrative reform involving management innovation undertaken at the Superior Tribunal of Justice, Brazil`s highest appellate court for infra-constitutional cases. The innovation is the introduction of a new management model based on strategic planning and a process management approach to work processes. Introduction of the new model has been supported by the use of information technology and project management techniques. Qualitative methods were used for data collection and analysis. Findings reveal that the innovation is contributing to the development of a systemic overview of key processes, reducing the fragmenting effects of the division of work activities within the Tribunal. At least three new organizational routines or capabilities have been developed as a result of the innovation studied: Electronic Court Management, Project Management, and Process Management. The paper contributes to knowledge about court management, a field that has received little research attention in the public administration literature.

A construction project is a group of discernible tasks or activities that are conduct-ed in a coordinated effort to accomplish one or more objectives. Construction projects re-quire varying levels of cost, time and other resources. To plan and schedule a construction project, activities must be defined sufficiently. The level of detail determines the number of activities contained within the project plan and schedule. So, finding feasible schedules which efficiently use scarce resources is a challenging task within project management. In this context, the well-known Resource Constrained Project Scheduling Problem (RCPSP) has been studied during the last decades. In the RCPSP the activities of a project have to be scheduled such that the makespan of the project is minimized. So, the technological precedence constraints have to be observed as well as limitations of the renewable resources required to accomplish the activities. Once started, an activity may not be interrupted. This problem has been extended to a more realistic model, the multi-mode resource con-strained project scheduling problem (MRCPSP), where each activity can be performed in one out of several modes. Each mode of an activity represents an alternative way of combining different levels of resource requirements with a related duration. Each renewable resource has a limited availability for the entire project such as manpower and machines. This paper presents a hybrid genetic algorithm for the multi-mode resource-constrained pro-ject scheduling problem, in which multiple execution modes are available for each of the ac-tivities of the project. The objective function is the minimization of the construction project completion time. To solve the problem, is applied a two-level genetic algorithm, which makes use of two separate levels and extend the parameterized schedule generation scheme. It is evaluated the quality of the schedules and presents detailed comparative computational re-sults for the MRCPSP, which reveal that this approach is a competitive algorithm.

This paper presents a genetic algorithm for the resource constrained multi-project scheduling problem. The chromosome representation of the problem is based on random keys. The schedules are constructed using a heuristic that builds parameterized active schedules based on priorities, delay times, and release dates defined by the genetic algorithm. The approach is tested on a set of randomly generated problems. The computational results validate the effectiveness of the proposed algorithm.
