Information reconciliation is a crucial procedure in the classical post-processing of quantum key distribution (QKD). Poor reconciliation e?ciency, revealing more information than strictly needed, may compromise the maximum attainable distance, while poor performance of the algorithm limits the practical throughput in a QKD device. Historically, reconciliation has been mainly done using close to minimal information disclosure but heavily interactive procedures, like Cascade, or using less e?cient but also less interactive ?just one message is exchanged? procedures, like the ones based in low-density parity-check (LDPC) codes. The price to pay in the LDPC case is that good e?ciency is only attained for very long codes and in a very narrow range centered around the quantum bit error rate (QBER) that the code was designed to reconcile, thus forcing to have several codes if a broad range of QBER needs to be catered for. Real world implementations of these methods are thus very demanding, either on computational or communication resources or both, to the extent that the last generation of GHz clocked QKD systems are ?nding a bottleneck in the classical part. In order to produce compact, high performance and reliable QKD systems it would be highly desirable to remove these problems. Here we analyse the use of short-length LDPC codes in the information reconciliation context using a low interactivity, blind, protocol that avoids an a priori error rate estimation. We demonstrate that 2×103 bits length LDPC codes are suitable for blind reconciliation. Such codes are of high interest in practice, since they can be used for hardware implementations with very high throughput.

Hybrid Stepper Motors are widely used in open-loop position applications. They are the choice of actuation for the collimators in the Large Hadron Collider, the largest particle accelerator at CERN. In this case the positioning requirements and the highly radioactive operating environment are unique. The latter forces both the use of long cables to connect the motors to the drives which act as transmission lines and also prevents the use of standard position sensors. However, reliable and precise operation of the collimators is critical for the machine, requiring the prevention of step loss in the motors and maintenance to be foreseen in case of mechanical degradation. In order to make the above possible, an approach is proposed for the application of an Extended Kalman Filter to a sensorless stepper motor drive, when the motor is separated from its drive by long cables. When the long cables and high frequency pulse width modulated control voltage signals are used together, the electrical signals difer greatly between the motor and drive-side of the cable. Since in the considered case only drive-side data is available, it is therefore necessary to estimate the motor-side signals. Modelling the entire cable and motor system in an Extended Kalman Filter is too computationally intensive for standard embedded real-time platforms. It is, in consequence, proposed to divide the problem into an Extended Kalman Filter, based only on the motor model, and separated motor-side signal estimators, the combination of which is less demanding computationally. The efectiveness of this approach is shown in simulation. Then its validity is experimentally demonstrated via implementation in a DSP based drive. A testbench to test its performance when driving an axis of a Large Hadron Collider collimator is presented along with the results achieved. It is shown that the proposed method is capable of achieving position and load torque estimates which allow step loss to be detected and mechanical degradation to be evaluated without the need for physical sensors. These estimation algorithms often require a precise model of the motor, but the standard electrical model used for hybrid stepper motors is limited when currents, which are high enough to produce saturation of the magnetic circuit, are present. New model extensions are proposed in order to have a more precise model of the motor independently of the current level, whilst maintaining a low computational cost. It is shown that a significant improvement in the model It is achieved with these extensions, and their computational performance is compared to study the cost of model improvement versus computation cost. The applicability of the proposed model extensions is demonstrated via their use in an Extended Kalman Filter running in real-time for closed-loop current control and mechanical state estimation. An additional problem arises from the use of stepper motors. The mechanics of the collimators can wear due to the abrupt motion and torque profiles that are applied by them when used in the standard way, i.e. stepping in open-loop. Closed-loop position control, more specifically Field Oriented Control, would allow smoother profiles, more respectful to the mechanics, to be applied but requires position feedback. As mentioned already, the use of sensors in radioactive environments is very limited for reliability reasons. Sensorless control is a known option but when the speed is very low or zero, as is the case most of the time for the motors used in the LHC collimator, the loss of observability prevents its use. In order to allow the use of position sensors without reducing the long term reliability of the whole system, the possibility to switch from closed to open loop is proposed and validated, allowing the use of closed-loop control when the position sensors function correctly and open-loop when there is a sensor failure. A different approach to deal with the switched drive working with long cables is also presented. Switched mode stepper motor drives tend to have poor performance or even fail completely when the motor is fed through a long cable due to the high oscillations in the drive-side current. The design of a stepper motor output fillter which solves this problem is thus proposed. A two stage filter, one devoted to dealing with the diferential mode and the other with the common mode, is designed and validated experimentally. With this ?lter the drive performance is greatly improved, achieving a positioning repeatability even better than with the drive working without a long cable, the radiated emissions are reduced and the overvoltages at the motor terminals are eliminated.

Pumped storage hydro plants (PSHP) can provide adequate energy storage and frequency regulation capacities in isolated power systems having significant renewable energy resources. Due to its high wind and solar potential, several plans have been developed for La Palma Island in the Canary archipelago, aimed at increasing the penetration of these energy sources. In this paper, the performance of the frequency control of La Palma power system is assessed, when the demand is supplied by the available wind and solar generation with the support of a PSHP which has been predesigned for this purpose. The frequency regulation is provided exclusively by the PSHP. Due to topographic and environmental constraints, this plant has a long tail-race tunnel without a surge tank. In this configuration, the effects of pressure waves cannot be neglected and, therefore, usual recommendations for PID governor tuning provide poor performance. A PI governor tuning criterion is proposed for the hydro plant and compared with other criteria according to several performance indices. Several scenarios considering solar and wind energy penetration have been simulated to check the plant response using the proposed criterion. This tuning of the PI governor maintains La Palma system frequency within grid code requirements.

Desordens da ansiedade, especialmente a agorafobia e a desordem do pânico foram associadas a anormalidades das funções vestibulares. Evidências de que o controle do equilíbrio pode exigir habilidades atencionais também foram relatadas. Utilizando o medo de altura como modelo clínico onde sintomas ansiosos coexistem com anormalidades com a percepção espacial e controle do equilíbrio, este estudo investigou o desempenho em testes de atenção visual em voluntários normais com altos e baixos escores obtidos do Questionário de Acrofobia. O teste de rastreio visual foi realizado em 30 indivíduos (15 em cada grupo) enquanto ouviam dois tipos diferentes de estímulos auditivos. Na condição volume um som de 900 Hz era apresentado em ambos ouvidos durante 2 segundos seguidos de mais 2 segundos de silêncio. Na condição balanço , o mesmo som era apresentado durante 2 segundos ao ouvido direito seguido por 2 segundos ao ouvido esquerdo. Estímulos auditivos de movimento provocaram maior desconforto em ambos os grupos, mas nos indivíduos com maiores escores de acrofobia estes estímulos foram associados a um pior desempenho no teste visual. Embora muito limitado pela amostra experimental, este estudo sugere que o medo de altura pode estar associado à dependência visual para manutenção do equilíbrio e que poderia piorar o desempenho nos testes visuais devido à competição dos recursos neuro-cognitivos. Implicações experimentais e clínicas destes achados preliminares exigem outras pesquisas.

Event-related functional MRI and a version of the Stroop color naming task were used to test two conflicting theories of anterior cingulate cortex (ACC) function during executive processes of cognition. A response-related increase in ACC activity was present when strategic processes were less engaged, and conflict high, but not when strategic processes were engaged and conflict reduced. This is inconsistent with the widely held view that the ACC implements strategic processes to reduce cognitive conflicts, such as response competition. Instead, it suggests that the ACC serves an evaluative function, detecting cognitive states such as response competition, which may lead to poor performance, and representing the knowledge that strategic processes need to be engaged.

INTRODUÇÃO: Os marcadores clínicos de desenvolvimento possibilitam aos profissionais se familiarizarem com a sequência do desenvolvimento das habilidades auditivas e de linguagem e sinalizarem para a família quando há algum padrão desviante do esperado para o desenvolvimento da criança. O objetivo da presente pesquisa foi determinar os marcadores clínicos de desenvolvimento das habilidades auditivas e de linguagem falada, a partir da análise dos primeiros cinco anos de uso do IC de crianças implantadas antes dos 36 meses; e investigar a influência da idade de implantação no desenvolvimento das habilidades citadas. MÉTODOS: Estudo longitudinal retrospectivo realizado na Seção de Implante Coclear - Centro de Pesquisas Audiológicas (CPA-HRAC/USP). Fizeram parte da amostra 230 crianças que, para análise comparativa, foram dividas em três grupos: operadas e ativadas antes dos 18 meses, entre 19 e 24 meses e entre 25 e 36 meses de idade. Os procedimentos analisados foram: a Infant-Toddler: Meaningful Auditory Integration Scale (IT-MAIS), a Meaningful Use of Speech Scale (MUSS) e as Categorias de Audição e de Linguagem. Os dados coletados foram analisados por meio das estatísticas descritiva e indutiva. RESULTADOS: Durante os primeiros cinco anos de uso do IC foram analisados nove retornos das crianças ao Centro. A partir da análise da mediana, até os 30 ± 3 meses de uso do dispositivo eletrônico grande parte da amostra atingiu 100% na IT-MAIS, quando as habilidades de atenção e de atribuição dos significados aos sons já estavam superadas. Até os 68 ± 6 meses a maioria das crianças alcançou a porcentagem máxima na MUSS e a pontuação máxima nas Categorias de Audição e de Linguagem, ou seja, as crianças já utilizavam a fala espontânea e as estratégias de comunicação em sua rotina, bem como apresentavam as habilidades de reconhecimento auditivo em conjunto aberto e a fluência da linguagem oral, respectivamente. Quando comparados os desempenhos dos grupos, nas avaliações auditivas não houve um padrão de significância estatística e nas avaliações da linguagem os resultados foram significativamente melhores para as crianças implantadas após os 18 meses nos primeiros retornos. Houve fortes correlações entre os resultados das Escalas e Categorias. CONCLUSÕES: As crianças da amostra desenvolveram progressivamente as habilidades auditivas e de linguagem falada ao longo dos primeiros cinco anos de uso do IC. Foi possível determinar os marcadores clínicos de desenvolvimento para as Escalas e Categorias estudadas. A partir deles os profissionais que acompanham a criança no processo de habilitação auditiva, poderão nortear a família, bem como os demais profissionais que atuam com a criança, quanto aos resultados esperados na IT-MAIS, na MUSS e nas Categorias de Audição e Linguagem. Também, foi possível identificar que, mesmo havendo uma restrição quanto as possíveis variáveis que podem interferir na determinação dos marcadores clínicos, houve pacientes com resultados desviantes, sugerindo a importância da definição dos marcadores para, juntamente com a família, o profissional discutir e encontrar outras variáveis que possam influenciar no baixo desempenho da criança. A implantação dentro do período sensível do desenvolvimento pode explicar comportamento auditivo dos grupos quando comparados. Já, quando analisada a linguagem falada, acredita-se que houve a influência de outras variáveis no processo de habilitação auditiva e não apenas a implantação durante o período crítico

A Fissura Labiopalatina (FLP) é uma das malformações mais comuns da infância, apontada por alguns estudos como um risco para o desenvolvimento global, de fala e linguagem. O objetivo desse estudo foi caracterizar as habilidades do desenvolvimento infantil, enfocando a linguagem de crianças de 3 ano a 3 anos e 11 meses com fissura labiopalatina. A amostra foi dividida em grupo amostral (GA) com 30 crianças entre 3 anos a 3 anos e 11 meses com FLP e o grupo comparativo (GC) com 30 crianças sem FLP de 3 anos a 3 anos e 11 meses provenientes de um Banco de dados. Os grupos foram submetidos a avaliação de três instrumentos: Teste de Triagem de Desenvolvimento de Denver II; Escala ELM - Early language Milestone Scale e o Inventário MacArthur de Desenvolvimento Comunicativo (CDI´s). Houve relação entre a alteração no DNPM e nas habilidades de linguagem e a presença da FLP. Alteração nas habilidades Motor Grosso e de Linguagem, nas áreas Auditivo Expressivo (AE) e Auditivo Receptivo (AR), com prejuízo maior na AE, e no vocabulário expressivo, ambos relacionados a linguagem expressiva. Observou-se desempenho abaixo do esperado, com indicadores de risco para o desenvolvimento das habilidades comunicativas e globais, considerando a amostra estudada.

The selection process is arguably the most important part of the employee life cycle in an organization, but a process often underdeveloped in many organizations. Successful selection processes can put the right people into critical positions, whereas failure to focus on selection can result in poor performance, turnover, and loss of productivity critical to the continuing success of organizations. This paper creates a model for a hiring manager training that focuses on a strategic selection process to maximize chances for successful hires. Utilizing leadership and selection models, human resources can engage hiring managers in a strategic applicant selection process as well as give tools for screening, interviewing, and selecting the best candidates for employment throughout all levels of their organization.

5% copper catalysts with Ce0.8M0.2Oδ supports (M = Zr, La, Ce, Pr or Nd) have been studied by rapid-scan operando DRIFTS for NOx Storage and Reduction (NSR) with high frequency (30 s) CO, H2 and 50%CO + 50%H2 micropulses. In the absence of reductant pulses, below 200–250 °C NOx was stored on the catalysts as nitrite and nitro groups, and above this temperature nitrates were the main species identified. The thermal stability of the NOx species stored on the catalysts depended on the acid/basic character of the dopant (M more acidic = NOx stored less stable ⇒ Zr4+ < none < Nd3+ < Pr3+ < La3+ ⇐ M more basic = NOx stored more stable). Catalysts regeneration was more efficient with H2 than with CO, and the CO + H2 mixture presented an intermediate behavior, but with smaller differences among the series of catalyst than observed using CO alone. N2 is the main NOx reduction product upon H2 regeneration. The highest NOx removal in NSR experiments performed at 400 °C with CO + H2 pulses was achieved with the catalyst with the most basic dopant (CuO/Ce0.8La0.2Oδ) while the poorest performing catalyst was that with the most acidic dopant (CuO/Ce0.8Zr0.2Oδ). The poor performance of CuO/Ce0.8Zr0.2Oδ in NSR experiments with CO pulses was attributed to its lower oxidation capacity compared to the other catalysts.

After coming to power in September 2009, the Alliance for European Integration (AIE)1 coalition began implementing a wide-ranging programme of reforms, with a view to bringing Moldova closer to the European Union, and ultimately to ensure the country’s full membership of the EU. Today, Moldova is considered a clear leader in European integration among the members of the EU’s Eastern Partnership programme. This, however, has less to do with the concrete reforms introduced by the Moldovan government, and more to do with, on the one hand, Chișinău’s excellent public relations with Brussels, achieved through effective diplomacy; and on the other hand, the growing disillusionment with the lack of progress in other Eastern Partnership countries, particularly in Ukraine. Attempts to evaluate Moldova’s reforms have proven rather problematic. On the one hand, the ruling coalition has managed to make significant progress in the areas of civil liberties, human rights and electoral reform. The government has also successfully implemented regulations which have brought Moldova closer to signing a Deep and Comprehensive Free Trade Agreement (DCFTA) with the EU, and it has made headway in talks on visa liberalisation with Brussels. On the other hand, Chișinău has still not carried out the structural and economic reforms without which real change in the country will be impossible. No reforms have been introduced in the Ministry of the Interior, the Moldovan police force, or the judiciary. The AIE has also failed to decentralise governance and has had no real success in reducing corruption; its attempts to rebuild the country’s financial institutions have proved equally unsuccessful. The main reasons for this poor performance include mutual mistrust and conflicting interests among the coalition members, a shortage of financial resources, strong resistance to change by public administration staff, and significant pressure from those political and business groups whose interests could suffer as a result of the proposed reforms. It should also be noted that since the AIE took power, the international context of the reform efforts has undergone significant changes. On the one hand, the EU has been facing an economic crisis, which has had a negative impact on Moldovan exports and contributed to the worsening of the economic situation in the country; and on the other hand, Moldova has been offered membership of the Customs Union as a viable alternative to EU membership.

The government debt crisis, erupted in the Eurozone in 2009, nearly led to the collapse of European monetary union. Now that this has been averted, the question is what should be done to make the Eurozone sustainable in the long run. The survival of the Eurozone hinges on the capacity of its leaders to improve the eurozone's governance. With the exception of Greece, the root cause of the government debt crisis has little to do with the poor performance of the SGP, rather, with unsustainable debt accumulation by private actors. Also, the method of convergence implicit in the SGP has not worked well – macroeconomic divergences have stubbornly remained for nearly a decade and several countries experienced boom and bust dynamics. Although strong declines in real interest rates may explain part of the story (but e.g. Italy did not experience boom & bust), self-fulfilling waves of optimism and pessimism which might be called 'animal spirits' and are of mainly national origin, seem a good candidate for explanation. These national animal spirits endogenously trigger credit expansion and contraction. It follows that (national) movements of credit ought to be under much firmer control and this is up to the monetary authorities, including the ECB. Critical recommendations for better governance of the Eurozone should therefore combine credible measures to maintain fiscal discipline over the medium term with such instruments as minimum reserve requirements to control the growth of bank credit as well as minimum reserve requirements in different national banking systems. Finally, the idea of adding more sanctions to the SGP may be ill-conceived since, in future, it might pre-empt national governments to come to the rescue of banks (under credible threats of contagion) and/or prevent a downward spiral in economic activity.

The gap in labour market participation between natives and people with an immigrant background is significant in Belgium, one of the largest in the OECD. In this Policy Brief, we present research1 that investigated one of the possible causes of this poor performance, and we propose three main policy recommendations. The research project studied whether Belgium’s complex federal state structure, and the subsequent division of responsibilities and lack of intergovernmental cooperation helps to explain this poor performance. The study concluded that governance complexity does not appear to be a main cause for Belgium’s poor results. However, more policy coordination would improve policy efficiency.

This commentary finds that after four to five years of poor performance, final consumption of households is expected to recover significantly in 2015 and 2016. This is all the more important since final consumption of households was the main driver of economic growth during the 12 years preceding the financial crisis. Some obstacles still stand in the way, however, preventing a sustainable recovery in private consumption.

Chimpanzees (Pan troglodytes) and young children (Homo sapiens) have difficulty with double invisible displacements in which an object is hidden in two nonadjacent boxes in a linear array. Experiment 1 eliminated the possibility that chimpanzees' previous poor performance was due to the hiding direction of the displacement device. As in Call (2001), subjects failed double nonadjacent displacements, showing a tendency to select adjacent boxes. In Experiments 2 and 3, chimpanzees and 24-month-old children were tested on a new adaptation of the task in which four hiding boxes were presented in a diamond-shaped array on a vertical plane. Both species performed above chance on double invisible displacements using this format, suggesting that previous poor performance was due to a response bias or inhibition problem rather than a fundamental limitation in representational capacity.
