The paper intends to give an insight into the relations of the economic and political systems of the Central Asian republics using the theoretical framework of the "rentier economy" and "rentier state" approach. The main findings of the paper are that two (Kazakhstan and Turkmenistan) of the five states examined are commodity export dependent full-scale rentier states. The two political systems are of a stable neo-patrimonial regime character, while the Kyrgyz Republic and Tajikistan, poor in natural resources but dependent on external rents, may be described as "semi-rentier" states or "rentier economies". They are politically more instable, but have an altogether authoritarian, oligarchical clan-based character. Uzbekistan with its closed economy, showing tendencies of economic autarchy, is also a potentially politically unstable clan-based regime. Thus, in the Central Asian context, the rentier state or rentier economy character affects the political stability of the actual regimes rather than having a direct impact on whether power is exercised in an autocratic or democratic way.

This dissertation is the formulation of an argument for the incorporation of a liberated federalism perspective as the foundational theoretical construct for the teaching and study of American government and civics at the secondary level. The argument asserts that the history of the nation, in terms of its basic view of government, has developed from a traditional federalist view to a natural rights view. Instruction of government and politics has paralleled that development. The argument further asserts that the current dependence on the natural rights perspective has contributed and helped legitimize, however unintentionally, the excessive levels of individualism, self-absorption, and uncivil behavior that is being experienced in our society today.^ The argumentation follows the dialectic form presented by Hegel of thesis, antithesis, and synthesis. That is, the thesis argues that the traditional federalist perspective would serve as a viable construct for the teaching of government and civics. In this portion of the argument, the republican model of political reality is presented. The antithesis promotes the natural rights perspective and relies on the political systems model for its theoretical approach. Finally, the synthesis argues that a liberated federalism perspective should be the foundational construct. Here, the argument presents its own model as a theoretical construct that is designed to assist teachers and curriculum materials writers in the development of American government and civics lessons and materials. ^

Why and under what conditions have the Kurds become agents of change in the Middle East in terms of democratization? Why did the Kurds' role as democratic agents become particularly visible in the 1990s? How does the Kurdish movement's turn to democratic discourse affect the political systems of Turkey, Iran, Iraq and Syria? What are the implications of the Kurds' adoption of "democratic discourse" for the transnational aspect of the Kurdish movement? Since the early 1990s, Kurdish national movements in Turkey, Iran, Iraq and Syria have undergone important political and ideological transformations. As a result of the Kurds' growing role in shaping the debates on human rights and democratization in these four countries, the Kurdish national movement has acquired a dual character: an ethno-cultural struggle for the recognition of Kurdish identity, and a democratization movement that seeks to redefine the concepts of governance and citizenship in Turkey, Iran, Iraq and Syria. The process transformation has affected relations between the Kurdish movements and their respective central governments in significant ways. On the basis of face-to-face interviews and archival research conducted in Turkey, Iraq and parts of Europe, the present work challenges the current narrative of Kurdish nationalism, which is predominantly drawn from a statist interpretation of Kurdish nationalist goals, and argues instead that the Kurdish question is no longer a problem of statelessness but a problem of democracy in Turkey, Iran, Iraq and Syria. The main contributions of this work are three fold. First, the research unfolds the reasons behind the growing emphasis of the Kurdish movement on the concepts of democracy, human rights, and political participation, which started in the early 1990s. Second, the findings challenge the existing scholarship that explains Kurdish nationalism as a problem of statelessness and shifts the focus to the transformative potentials of the Kurdish national movement in Turkey, Iran, Iraq and Syria through a comparative lens. Third, this work explores the complex transnational coordination and negotiations between the Kurdish movements across borders and explains the regional repercussions of this process.

The field of justice policy is, of course, a critical one for state activity indeed, arguably it is the most important field of activity, as the state exercises its ability to develop and enforce its rules, including by depriving individuals of their liberty. Notwithstanding this, scholarship in the field was, for many years, dominated by experts coming from different perspectives of legal studies, rather than political science. Nowadays, that has shifted somewhat, as interest in the activity of constitutional courts in political systems has grown, inspired, for instance, by the work of Martin Shapiro, Alec Stone Sweet, R. Daniel Kelemen and many others (e. g. Shapiro 1988; Shapiro and Stone 1994; Stone Sweet 2000; Shapiro and Stone Sweet 2002; Kelemen 2006).

Noncitizenship, if it is considered at all, is generally seen only as the negation or deprivation of citizenship. It is rarely examined in its own right, whether in relation to States, to noncitizens, or citizens. This means that it is difficult to examine successfully the status of noncitizens, obligations towards them, and the nature of their role in political systems. As a result, not only are there theoretical black holes, but also the real world difficulties created as a result of noncitizenship are not currently successfully addressed. In response, Theorising Noncitizenship seeks to define the theoretical challenge that noncitizenship presents and to consider why it should be seen as a foundational concept in social science. The contributions, from leading scholars in the field and across disciplinary backgrounds, capture a diversity of perspectives on the meaning, position and lived experience of noncitizenship. They demonstrate that, we need to look beyond citizenship in order to take noncitizenship seriously and to capture fully the lived realities of the contemporary State system. This book was previously published as a special issue of Citizenship Studies.

The turn of the twenty-first century witnessed a surprising reversal of the long-observed trend towards the disappearance of second chambers in unitary states, with 28 countries all but one of them unitary adopting the bicameral system. This article explores this development by first setting it in the context of the historical evolution of second chambers and the arguments that support bicameralism, and then exploring the characteristics that distinguish todays second chambers from first chambers. A census of second chambers in 2014 is used to provide data on second chambers in federal and unitary states, to facilitate comparison with earlier data, and to distinguish between new and longer-established second chambers. The article concludes that newly established second chambers are concentrated predominantly in political systems where liberal democratic principles are not established, suggesting that the debate over their role in democratic states is set to continue.

El objetivo de este trabajo consiste en oponer dos modos de fundamentar los sistemas polticos: el primero se basa en apelar a la historia y a la identidad nacional; mientras que el segundo pone el acento en los mecanismos institucionales. Vamos a tratar estas dos maneras de entender la poltica a partir del ejemplo de la Holanda de los siglos XVI y XVII, con la utilizacin que en esta poca se hizo del mito Btavo y del mito de Venecia. Mientras que el mito btavo es slo histrico, el mito de Venecia tiene un componente histrico y un aspecto poltico y constitucional, que representa Espinosa.

The present doctoral thesis studies the association between pre-colonial institutions and long-run development in Latin America. The thesis is organised as follows: Chapter 1 places the motivation of the thesis by underlying relevant contributions in the literature on long-run development. I then set out the main objective of the thesis, followed by a brief outline of it. In Chapter 2, I study the effects of pre-colonial institutions on present-day socioeconomic outcomes for Latin America. The main thesis of this chapter is that more advanced pre-colonial institutions relate to better socioeconomic outcomes today - principally, but not only, through their effects on the Amerindian population. I test such hypothesis with a dataset of 324 sub-national administrative units covering all mainland Latin American countries. The extensive range of controls covers factors such as climate, location, natural resources, colonial activities and pre-colonial characteristics - plus country fixed effects. Results strongly support the main thesis. In Chapter 3, I further analyse the association between pre-colonial institutions and present-day economic development in Latin America by using the historical ethnic homelands as my main unit of analysis. The main hypothesis is that ethnic homelands inhabited by more advanced ethnic groups -as measured by their levels of institutional complexity- relate to better economic development today. To track these long-run effects, I construct a new dataset by digitising historiographical maps allowing me to pinpoint the geospatial location of ethnic homelands as of the XVI century. As a result, 375 ethnic homelands are created. I then capture the levels of economic development at the ethnic homeland level by making use of alternative economic measures --satellite light density data. After controlling for country-specific characteristics and applying a large battery of geographical, locational, and historical factors, I found that the effects of pre-colonial institutions relate to a higher light density --as a proxy for economic activity- in ethnic homelands where more advanced ethnic groups lived. In Chapter 4, I explore a mechanism linking the persistence of pre-colonial institutions in Latin America over the long-run: Colonial and post-colonial strategies along with the ethnic political capacity worked in tandem allowing larger Amerindian groups to "support" the new political systems in ways that would benefit their respective ethnic groups as well as the population at large. This mechanism may have allowed the effects of pre-colonial institutions to influence socioeconomic development outcomes up to today. To shed lights on this mechanism, I combine the index of pre-colonial institutions prepared for the second chapter of the present thesis with individual-level survey data on people's attitudes. By controlling for key observable and unobservable country-specific characteristics, the main empirical results show that areas with a history of more advanced pre-colonial institutions increase the probability of individuals supporting present-day political institutions. Finally, in Chapter 5, I summarise the main findings of the thesis, and emphasise the key weaknesses of the study as well as potential avenues for future research.

Este trabajo exploratorio estudia al movimiento poltico Mesa de la Unidad Democrtica (MUD), creada con el fin de oponerse la Gobierno socialista existente en venezuela. La crtica que este documento realiza, parte desde el punto de vista de la Ciencia de la Complejidad. Algunos conceptos clave de sistemas complejos han sido utilizados para explicar el funcionamiento y organizacin de la MUD, esto con el objetivo de generar un diagnstico integral de los problemas que enfrenta, y evidenciar las nuevas percepciones sobre comportamientos perjudiciales que el partido tiene actualmente. Con el enfoque de la complejidad se pretende ayudar a comprender mejor el contexto que enmarca al partido y, para, finalmente aportar una serie de soluciones a los problemas de cohesin que presen

An emergent form of political economy, facilitated by information and communication technologies (ICTs), is widely propagated as the apotheosis of unmitigated social, economic, and technological progress. Meanwhile, throughout the world, social degradation and economic inequality are increasing logarithmically. Valued categories of thought are, axiomatically, the basic commodities of the knowledge economy. Language is its means of exchange. This paper proposes a sociolinguistic method with which to critically engage the hyperbole of the Information Age. The method is grounded in a systemic social theory that synthesises aspects of autopoiesis and Marxist political economy. A trade policy statement is analysed to exemplify the sociolinguistically created aberrations that are today most often construed as social and political determinants.

Protocorporatist West European countries in which economic interests were collectively organized adopted PR in the first quarter of the twentieth century, whereas liberal countries in which economic interests were not collectively organized did not. Political parties, as Marcus Kreuzer points out, choose electoral systems. So how do economic interests translate into party political incentives to adopt electoral reform? We argue that parties in protocorporatist countries were representative of and closely linked to economic interests. As electoral competition in single member districts increased sharply up to World War I, great difficulties resulted for the representative parties whose leaders were seen as interest committed. They could not credibly compete for votes outside their interest without leadership changes or reductions in interest influence. Proportional representation offered an obvious solution, allowing parties to target their own voters and their organized interest to continue effective influence in the legislature. In each respect, the opposite was true of liberal countries. Data on party preferences strongly confirm this model. Voters try to avoid wasting their votes even in PR systems. In this paper we make a case that this type of strategic voting can be observed and predicted even in PR systems. Contrary to the literature we do not see weak institutional incentive structures as indicative of a hopeless endeavor for studying strategic voting. The crucial question for strategic voting is how institutional incentives constrain an individuals decision-making process. Based on expected utility maximization we put forward a micro-logic of an individuals expectation formation process driven by institutional and dispositional incentives. All well-known institutional incentives to vote strategically that get channelled through the district magnitude are moderated by dispositional factors in order to become relevant for voting decisions. Employing data from Finland because of its electoral system a particularly hard testing ground - we find considerable evidence for observable implications of our theory.
