In this work, seek to reflect, primarily, the Brazilian cultural interfaces, starting with a conceptual definition, symbolic and anthropological Culture and Identity. From this, the main strengthen public communication: individuals, groups and societies. O Estado do Acre, território mais recentemente incorporado ao Brasil, até meados do século XIX apresentava em seu território apenas povos tribais ameríndios, que lá habitavam desde milênios. O histórico de povoamento mais recente do estado (a partir da segunda metade do século XIX) está atrelado com o mercado internacional da borracha, a região foi o destino de milhares de pessoas em busca de fazer a vida explorando as seringueiras. A partir de então uma série de disputas fundiárias ocorreram na região, o que foi um dos fatores que influenciaram na conformação da sociedade acreana. O movimento ambientalista surgiu no estado como resultado dessas disputas fundiárias na segunda metade do século XX. No final da década 90 o governo estadual, assimilando o discurso ambientalista, assume o governo com a Frente Popular do Acre, composta por uma série de partidos, com o autodenominado “Governo da Floresta” e usando o neologismo “florestania” como símbolo do projeto do governo. Apesar de utilizar amplamente em seu discurso temáticas ambientais e dos povos da floresta, acabou ao longo dos anos tendo atitudes com um cunho mais doutrinador do que emancipador. A discrepância entre a prática e o discurso do “Governo da Floresta” é então analisada a partir de conceitos como “Ecologia dos Saberes” e “Biopoder”, conceitos que auxiliam na identificação das atitudes de cunho doutrinador postas em prática pelo governo. Considerando como “ecologia dos saberes” aquela forma de conhecimento que tem a premissa um reconhecimento da pluralidade de conhecimentos heterogêneos que em interações sustentáveis e dinâmicas entre eles não comprometem suas autonomias e “biopoder” como aquela forma de poder que exerce a sua dominação sobre a própria vida da população, estabelecendo como é que esses devem viver

The present work aims to analyze how the Programa de Desenvolvimento de Rio Claro (PRODERC) as a public policy generating and jobs for industries located in the city, promoting local development, using as selection criterion to expand the number of employees in a period of three years. We are going to analyzed different factors such as increase in the number of workers in the period analyzed, the impact of PRODERC industries and the government’s relationship with the industries covered, and the location there of on the territory according to industrial size

This work analyzes the importance of public policies in the process of urban-environmental preservation of the Alvares Machado city at state of Sao Paulo in Brazil, where priority was given to questions related to cultural heritage. Adopting the concept of territory as base to understand the complexities in the city, this work clarifies and contextualizes the historical heritage legislation through the Master Plan and the City Statute. The work also focuses on the contribution of the geographer toward studies related to urban-environmental planning.

This work aims at presenting the historical and social path traversed in Brazil since slavery until the implementation of affirmative public policies to promote racial equality, at the local level, in the municipality of Presidente Prudente-SP. Therefore, the starting point was the equal rights guaranteed by the Constitution. As a result, there was a brief historical path of national trajectory, starting from slavery to the so-called cordial racism, seeking to demonstrate the route of racial discrimination in the country. Later, we made notes about the necessity and debate on public policy statements of various fields, were made explicit in the text and the articles of the Constitution which prescribe the crime of racism and some of the situations that were highlighted in the national media. The focus in the city of Presidente Prudente was through historical research, interviews, photographic records and documents that informed about the presence of black people in the city. From these data, based on previous research, it was possible to trace the formation and development of the Black Movement in the city and thus point the way to the formation of this City Council for Racial Equality and the need for application of affirmative action policies for the municipality by hereby. Data from the 2000 Census and 2010 indicate the demand of Presidente Prudente as the percentage of blacks self-declared grew this decade. The main demands are paring the areas of Health since the rate of black women Administrative Region (RA) of Presidente Prudente who die in puerperium and high; Education through enhanced, by the Municipal Education Law No. 10,639, and due attention to african-Brazilian culture by respecting the religious manifestations of African origin among others... In recent literature, the concept of policy subsystem has occupied a central place in many theoretical models, it is considered prime unit of analysis in recent approaches to the policy process. Subject of intense theoretical discussion, when compared to related concepts such as policy communities, policy networks and policy issues, these concepts can contribute to the analysis of political participation process, characteristic of democratic governments. This present study aims to present a critical review of the literature on subsystems, policy issues, policy networks and policy communities, as well as discuss these concepts emphasizing the participatory potential of the actors who make up these spaces, seeking to contribute to the dialogue of studies in public policy and participation policy in Brazil.
