In 1924 the Cumann na nGaedheal government introduced the first Military Service Pensions Act to provide monetary compensation for those who fought for Irish independence between 1916 and 1923. Pensioners who were in receipt of remuneration from the state as civil and public servants had a portion of their pension deducted commensurate with their state income. This controversial provision was criticised by all political parties as representing a mean-spirited attitude towards veterans of the independence campaign and treating civil and public servants differently from those in private employment. It was eventually modified in the 1940s and abolished in the 1950s. This article provides a case study that highlights the parsimonious attitude of Irish governments towards veterans of the independence campaign and shows how the treatment of public and civil servants reflected tensions between the government and the civil service in the early years of the state.

Territorial politics and the statewide party, Regional Studies. The literature on political parties has been affected by a national bias. However, the multilevel nature of party organizations deserves one's attention because parties have responded as well as contributed to the rise in regional authority across most Western democracies. This paper considers statewide parties from a double perspective: as organizations subject to a range of pressures in a multilevel environment, and as actors influencing multilevel political systems. It concludes with a call for stronger links between traditional areas of party and policy research and multilevel party research and for more comparative data collection on multilevel parties and policy positions.

This article investigates the link between regionalization of the structure of government, regional elections and regionalism on the one hand, and the organization of state-wide political parties in Spain and the UK on the other. It particularly looks at two aspects of the relations between the central and regional levels of party organization: integration of the regional branches in central decision making and autonomy of the regional branches. It argues that the party factors are the most crucial elements explaining party change and that party leaders mediate between environmental changes and party organization. The parties' history and beliefs and the strength of the central leadership condition their ability or willingness to facilitate the emergence of meso-level elites. The institutional and electoral factors are facilitating factors that constitute additional motives for or against internal party decentralization.

The premise for finding common ground between unionism and nationalism in Northern Ireland in the 1998 Agreement centred on an accepted compromise regarding what the future of the province might be: continued union within the UK was assured but could be changed if unity with the Republic of Ireland was the will of the majority. In this way, Northern Ireland was suspended as if on a see-saw between the ‘two traditions’. As a consequence, the very success of power-sharing has made it difficult for parties to articulate a shared vision of Northern Ireland’s future. This paper identifies a ‘negative silence’ regarding the outlook for Northern Ireland and seeks to uncover some of its implications by analysing three of its constitutive elements. First, how the aspirational discourse of the four largest political parties has remained largely entrenched in oppositional gullies. Second, how the debate around the Shared Future framework and Cohesion, Sharing and Integration programme ironically embodies deep differences in political visions of a ‘shared’ future for Northern Ireland. Finally, interview-based reflections on how an inability to articulate a future for Northern Ireland affects the young ‘Agreement generation’ and their (dis)empowerment as citizens. In the large body of literature concerning John Rawls’s Political Liberalism (1993) and his conception of public reason, little attention has been paid to the implications that the constraints of public reason have for partisans, i.e. citizens who participate in politics through political parties. This paper argues that even on the basis of a ‘mild’ understanding of Rawls’s conception of the constraints of public reason, which takes into account the various stipulations Rawls provided throughout his later work, when applied to partisans the constraints of public reason lose none or little of their hindering force. This seriously undermines the contribution that parties and partisans can provide to the change and the varieties of public reason that Rawls himself advocates as a response to social change and, therefore, to political justification and legitimacy. Parties articulate, coordinate and enhance societal demands which, without their support, may remain unheard and fail to change the acceptable terms of public reason and political justification. If the political speech of partisans is restrained, this potential for change (and, therefore, its contribution to political legitimacy) is seriously undermined.

Whether or not a legislature is uni- or bi-cameral has been found to have important consequences. Ireland's 1937 constitution provided for a directly elected lower chamber (Dáil Éireann) and an indirectly elected upper chamber (Seanad Éireann). With the appointment to government in 2011 of two political parties with a common electoral commitment to abolish bicameralism, the subsequent coalition agreement included a promise to hold a referendum offering voters the option to move to a unicameral parliamentary system. On 4 October 2013, the electorate voted to retain the upper chamber, albeit by a narrow majority of 51.7 per cent, on a turnout of 39.17 per cent. The outcome was arguably surprising, given that opinion polls signalled a plurality of voters favoured abolition, and there was a general public antipathy towards political institutions in the midst of a major economic crisis. Public opinion research suggests that a combination of factors explained voting behaviour, including a lack of interest amongst those who did not vote. A cost savings argument was a significant factor for those favouring abolition, while concerns over government control of the legislative process appear to have been most prominent in the minds of those who voted to retain the upper chamber.

Until now, scholars have argued that, unlike other Latin American countries with sizable indigenous populations, indigenous politics are largely unimportant in Peru because indigenous-based parties or national-level movements are absent. Rather than focusing solely on the emergence of indigenous parties or movements, which ignores the larger consequence of individuals' indigenous identifications for electoral politics, we argue that it is more important to examine the emergence of indigenous political divisions and their effects on indigenous representation. Using data from the World Values Survey across the presidential elections of 1995, 2001, and 2006, we show that, as indigenous identity has become more carefully defined, indigenous voting divisions have emerged in Peru, and concomitantly, parties have begun to recognize and respond to these divisions.

In trying to understand the effects of political parties on shaping the voting behaviour of legislators, research has attempted the difficult task of separating the effects of preferences from rules used by party leaders to enforce discipline. However, little research has explored the prospect that party labels also reflect a social identity that is independent of legislators’ preferences and the rules used by party leaders to enforce discipline. In this study we examine that possibility, employing a data set that permits us to control both for leadership-based effects and legislator preferences on a 2000 free vote dealing with stem cell research. Using the British Representation Studies 1997 – which interviewed Members of Parliament regarding their preferences on several key issues related to the bill – we find significant evidence that party-as-identification plays a role in shaping how legislators vote, even after preferences and discipline are accounted for.

The historic significance of the Good Friday Agreement and its role in ending organized political violence is acknowledged at the outset. The article then goes on to probe the roots of the political paralysis built into the architecture of the Agreement that are predicated on a misplaced political and cultural symmetry between the “two communities.” It is suggested that the institutionalized relationship between Northern Ireland and the rest of the U.K. facilitates a cross-party, populist, socio-economic consensus among the nationalist and unionist political parties on the welfare state, taxation and maintaining the massive British subvention to the region. This in turn allows them to concentrate on a divisive culturalist politics, i.e., on antagonistic forms of cultural and identity politics over such issues as flags, parades, and the legacy of the “Troubles” which spills over into gridlock into many areas of regional administration. The article argues for a much broader understanding of culture and identity rooted in the different, if overlapping and interdependent, material realities of both communities while challenging the idea of two cultures/identities as fixed, mutually exclusive, non-negotiable and mutually antagonistic. It then focuses on the importance of Belfast as a key arena which will determine the long-term prospects of an alternative and more constructive form of politics, and enable a fuller recognition of the fundamental asymmetries and inter-dependence between the “two communities.” In the long run, this involves re-defining and reconstructing what is meant by the “Union” and a “United Ireland.”

In an attempt to account for the exceptionally low levels of female representation in Northern Ireland, this paper provides an analysis of the contemporary candidate selection procedures of the region's five main political parties. Drawing on evidence gathered from 29 elite interviews, plus official internal party documents, the study finds that the localised nature of the parties' selection procedures may disadvantage women aspirants. Also important are ‘supply-side’ factors influencing legislative recruitment and female participation rates, namely the strongly embedded social norm of female domestic responsibility, a masculinised political culture and the lack of confidence of potential female candidates.

Face aos princípios orientadores do New Public Management a política orçamental, continuando a ser primordial na avaliação do desempenho do gestor público, deixou de ser o seu único meio de avaliação, constituindo a informação proporcionada pela contabilidade financeira uma ferramenta essencial para aferir a racionalidade, a economia, a eficiência e a eficácia da aplicação dos recursos na satisfação das necessidades dos cidadãos/eleitores. O presente trabalho de investigação tem como objectivo proporcionar conhecimento acerca dos incentivos que podem motivar o gestor autárquico à prática da gestão dos resultados bem como identificar os procedimentos contabilísticos utilizados para essa gestão. O trabalho desenvolvido assentou em pressupostos das teorias da agência e da escolha pública que permitiram formular as hipóteses a testar no estudo empírico. Os resultados obtidos confirmam o pressuposto fundamental de ambas as teorias: na presença de uma relação de agência em que existem conflitos de interesse entre o gestor e o principal, o gestor procura actuar oportunisticamente no seu interesse próprio, maximizando o seu bem-estar. Confirmam, igualmente, que numa perspectiva de sinalização de desempenho e competência, com vista à reeleição, o autarca procede à gestão dos resultados tendo como objectivo evitar divulgar resultados negativos e procurar divulgar resultados positivos próximos de zero num nível que não seja considerado excessivo por parte, nomeadamente, do cidadão, dos grupos de interesse e dos partidos políticos.

A patronagem tem sido considerada uma importante dimensão do modelo de governos partidários. Contudo, a concepção convencional da utilização da patronagem remete para a distribuição de cargos na administração pública a ocorrer para efeitos de recompensa por serviços prestados ao partido no governo, ou como mecanismo de compensação relativamente à incapacidade do partido no governo de converter as preferências em políticas públicas. Esta perspectiva não é inteiramente satisfatória. A crescente complexificação e fragmentação dos processos de governação, juntamente com o poder das estruturas administrativas no processo de políticas públicas parece impelir os governos partidários a procurarem novas formas de controlar a máquina administrativa do Estado. Através do controlo político da administração, os partidos no governo procuram obter uma máquina administrativa responsiva e accountable, o que pode ter consequências para a prossecução dos objectivos de controlo de políticas públicas dos partidos no governo. Deste modo, a patronagem – definida como a distribuição de cargos na cúpula dirigente da administração pública e semi-pública – pode converter-se num recurso chave para os partidos ao nível do controlo do processo de políticas públicas, permitindo-lhes assegurar um papel na governação democrática moderna. Este estudo permite confirmar, em primeiro lugar, a incapacidade de, durante o período democrático, institucionalizar mecanismos legais que possam promover a profissionalização da administração pública. Tal decorre da acentuada tendência para a revisão do enquadramento legal, que acompanha a alternância partidária no governo, sem contudo, permitir configurar um quadro legal capaz de restringir a discricionariedade política formal sobre a máquina administrativa do Estado. Em segundo lugar Portugal surge, no contexto dos 19 países europeus analisados, entre os países com maior amplitude na discricionariedade política formal. Tal como os seus congéneres do Sul da Europa, Portugal tem sido considerado como um país onde a patronagem pode penetrar os níveis hierárquicos mais baixos, motivada por questões de recompensa partidária. Esta narrativa negligencia, contudo, as consideráveis diferenças que existem entre níveis hierárquico, ignorando as diferentes motivações para a patronagem. Além disso, a perspectiva de políticos, dirigentes e outros observadores, sugere que a utilização efectiva dos mecanismos de controlo ex ante é limitada em Portugal, quando comparado com outras democracias europeias, apontando para o limitado poder explicativo da legislação em relação ao recurso à patronagem. Esta investigação pretende, assim, reanalisar a narrativa relativa à influência partidária e ao papel da patronagem para os governos partidários em Portugal. Desta forma, o estudo da importância da patronagem para os governos partidários foi baseado na análise dos padrões de patronagem em Portugal, através da análise empírica de 10482 nomeações para a cúpula da estrutura dirigente. Esta análise quantitativa foi complementada por entrevistas a 51 dirigentes, ministros e observadores privilegiados, que especificam a operacionalização da patronagem e as estratégias utilizadas pelos partidos políticos. A análise destas duas fontes permitiu confirmar, em primeiro lugar, a existência de influências partidárias nas nomeações para a cúpula dirigente. Em segundo lugar, este estudo permite confirmar a coexistência das duas motivações da patronagem. Com efeito, a lógica das nomeações enquanto recompensa pode subsistir, ao mesmo tempo que tende a emergir um valor instrumental das nomeações, com estas a serem utilizadas (também) para reforçar o controlo político e reduzir os riscos associados ao processo de delegação. Contudo, as diferentes motivações da patronagem podem variar consoante o nível hierárquico e a fase do ciclo governativo. Enquanto instrumento de poder, a patronagem pode ser identificada nos níveis hierárquicos mais elevados. Pelo contrário, as motivações de recompensa emergem nas posições hierárquicas mais baixas, menos sujeitas ao controlo dos partidos da oposição e dos eleitores. A patronagem de poder tende, ainda, a ser mais saliente nas etapas iniciais dos mandatos governativos, com as motivações de recompensa a poderem ser identificadas no final dos mandatos. Em terceiro lugar, os resultados sugerem que a utilização da patronagem depende da competição partidária, com a acção fiscalizadora dos partidos da oposição a poder limitar as nomeações para cargos na cúpula da estrutura administrativa sem, contudo, poder impedir as nomeações para os níveis hierárquicos menos visíveis (estruturas intermédias, serviços periféricos e gabinetes ministeriais). Em quarto lugar, a politização estrutural emerge como uma estratégia que permite aos governos partidários contornarem a indiferença da administração pública face a novas prioridades políticas, ao mesmo tempo que parece emergir como um instrumento que permite legitimar as opções políticas dos governos partidários ou adiar decisões nas áreas sectoriais menos importantes para os governos partidários. De uma forma geral, os governos partidários parecem recorrer a velhos instrumentos como a patronagem, com uma solução para os novos dilemas que se colocam ao controlo partidário do processo de políticas públicas.

Legislative party discipline and cohesion are important phenomena in the study of political systems. Unless assumptions are made that parties are cohesive and act as unified collectivities with reasonably well-defined goals, it is really difficult, if not impossible, to consider their electoral and legislative roles usefully. But levels of legislative party cohesiveness are also important because they provide us with crucial information about how legislatures/ parliaments function and how they interact with executives/governments. Without cohesive (or disciplined) parties,1 government survival in parliamentary systems is threatened because executive and legislative powers are fused while in separated systems presidents' bases of legislative support become less stable. How do we explain varying levels of legislative party cohesion? The first part of this article draws on the purposive literature to explore the benefits and costs to legislators in democratic legislatures of joining and acting collectively and individualistically within political parties. This leads on to a discussion of various conceptual and empirical problems encountered in analysing intra-party cohesion and discipline in democratic legislatures on plenary votes. Finally, the article reviews the extant empirical evidence on how a multiplicity of systemic, party-levels and situational factors supposedly impact cohesion/discipline levels. The article ends with a discussion of the possibilities and limitations of building comparative models of cohesion/discipline.
