In February 2006, an Alternative Platform Observer Program (APP) was implemented in North Carolina (NC) to observe commercial gillnet trips by small vessels [<24 ft (7.2 m)] in nearshore waters out to three nm (5.6 km). Efforts began with outreach to the fishing industry while simultaneously gathering information to be incorporated in a Database of Fishermen. From 30 March 2006 through 31 March 2007, 36 trips were observed. Observed trips of the NC nearshore gillnet fishery targeted seven species: kingfish (Menticirrhus spp.), Spanish mackerel (Scomberomorus maculatus), spiny dogfish (Squalus acanthias), spot (Leiostomus xanthurus), spotted seatrout (Cynoscion nebulosus), striped bass (Morone saxatilis), and weakfish (Cynoscion regalis). Of the 36 trips, 20 (55.6%) were with vessels that were new to the Northeast Fisheries Observer Program (NEFOP), having never carried an observer. Based on the landings data for small vessels from North Carolina Division of Marine Fisheries (NCDMF), the APP has achieved 10.1% coverage by number of trips and 4.0% by pounds landed. No incidental takes of bottlenose dolphins were observed by the APP, although bottlenose dolphins were sighted during 19 (52.8%) observed trips. The APP has drastically increased the number of observed trips of small vessels in the nearshore waters of NC. When combined with trips observed by NEFOP (n=205), the APP resulted in a 15.6% increase in the number of observed gillnet trips. (PDF contains 34 pages)

Tension leg platform (TLP) is an important kind of working station for deep water exploration and development in ocean, whose dynamic responses deserve a serious thought. It is shown that for severe sea state, the effects of nonlinearities induced by large displacements of TLP may be noteworthy, and then employment of small displacements model should be restrained. In such situation, large amplitude motion model may be an appropriate alternative. The numerical experiments are performed to study the differences of dynamic responses between the two models. It is shown that for most cases, differences between results of the two models are significant. The variances of the differences vs. the wave period are the most remarkable, and that of the differences vs. wave heading angle are also apparent.

From July 1965 to June 1964 the Natural Resources Institute's Research Vessel ORION took 16 minute tows with a forty (40) foot otter trawl net at 38 selected locations in Chesapeake Bay from the south of the Potomac River to Turkey Point at the head of the Bay and including some tributaries. Shallow and deep hauls were taken at most stations with depths ranging from 5 to 140 feet. A schematic summary of the 54 different species caught was compared with "Fishes of the Chesapeake Bay" by S. F. Hildebrand and W. C. Schroeder. Sixteen species including five not contained in the above references were selected for discussion. (PDF contains 21 pages)

Each year, more than 500 motorized vessel groundings cause widespread damage to seagrasses in Florida Keys National Marine Sanctuary (FKNMS). Under Section 312 of the National Marine Sanctuaries Act (NMSA), any party responsible for the loss, injury, or destruction of any Sanctuary resource, including seagrass, is liable to the United States for response costs and resulting damages. As part of the damage assessment process, a cellular automata model is utilized to forecast seagrass recovery rates. Field validation of these forecasts was accomplished by comparing model-predicted percent recovery to that which was observed to be occurring naturally for 30 documented vessel grounding sites. Model recovery forecasts for both Thalassia testudinum and Syringodium filiforme exceeded natural recovery estimates for 93.1% and 89.5% of the sites, respectively. For Halodule wrightii, the number of over- and under-predictions by the model was similar. However, where under-estimation occurred, it was often severe, reflecting the well-known extraordinary growth potential of this opportunistic species. These preliminary findings indicate that the recovery model is consistently generous to Responsible Parties in that the model forecasts a much faster recovery than was observed to occur naturally, particularly for T. testudinum, the dominant seagrass species in the region and the species most often affected. Environmental setting (i.e., location, wave exposure) influences local seagrass landscape pattern and may also play a role in the recovery dynamics for a particular injury site. An examination of the relationship between selected environmental factors and injury recovery dynamics is currently underway. (PDF file contains 20 pages.)

ENGLISH: The Inter-American Tropical Tuna Commission is engaged in scientific studies of the tuna resources of the Eastern Tropical Pacific Ocean. One of the most important aspects of these investigations is the evaluation of the effects of fishing upon the populations of yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) of this region, based upon the analysis of quantitative records of fishing effort and catch. The systematic collection and compilation of statistical information on the operations and production of the tuna fishing Beet have, therefore, been essential parts of the research program since its inception in 1951. SPANISH: La Comisión Interamericana del Atún Tropical está dedicada al estudio cientifico de los recursos de atún del Océano Pacifico Oriental Tropical. Uno de los aspectos más importantes de las investigaciones es la evaluación de los efectos de la pesca sobre las poblaciones de atún aleta amarilla (Neothunnus macropterus) y barrilete (Katsuwonus pelamis) de esta región, sobre la base del análisis de los registros cuantitativos del esfuerzo de pesca y captura respectiva. La recolección sistemática y la compilación de informaciones estadisticas sobre las operaciones y producción de la flota pesquera de atún han sido, consecuentemente, de esencial importancia dentro de nuestro programa de trabajo desde su comienzo en 1951. Scientists from the Institute with the collaboration of Food and Agricultural Organisation (FAO), Rome designed and built a 10-m (LOA) shallow draft vessel. The prototype vessel was tried at Uta-Ewa, Ikot Abasi, Cross River State. The paper deals with the preliminary economic analysis of the performance of prototype vessel. An analysis of the annual return has shown that 43.66% of the annual gross income was paid to labour; 15.91% was spent on repairs and replacements; 7.76% on fuel and lubricants; 24.38% on maintenance costs and the return of investment, 6.2%. This low return of investment is attributable to high percentage of labour costs as well as low fishing intensity

Jacket platform is the most widely used offshore platform. Steel rubber vibration isolator and damping isolation system are often used to reduce or isolate the ice-induced and seismic-induced vibrations. The previous experimental and theoretical studies concern mostly with dynamic properties, vibration isolation schemes and vibration-reduction effectiveness analysis. In this paper, the experiments on steel rubber vibration isolator were carried out to investigate the compressive properties and fatigue properties in different low temperature conditions. The results may provide some guidelines for design of steel rubber vibration isolator for offshore platform in a cold environment, and for maintenance and replacement of steel rubber vibration isolator, and also for fatigue life assessment of the steel rubber vibration isolator. The slack-taut state of tether is a particular Averse circumstance, which may influence the normal operation stale of tension leg platform (TLP). The dynamic responses of TLP with slack-taut tether are studied with consideration of several nonlinear factors introduced by large amplitude motions. The time histories of stresses of tethers of a typical TLP in slack-taut state are given. In addition, the sensitivities of slack to stiffness and mass are investigated by varying file stiffness of tether and mass of TLP. It is found that slack is sensitive to the mass of TLP. The critical culled surfaces (over which indicates the slack) for the increase of mass are obtained.

Spintronics, or spin electronics, is aimed at efficient control and manipulation of spin degrees of freedom in electron systems. To comply with demands of nowaday spintronics, the studies of electron systems hosting giant spin-orbit-split electron states have become one of the most important problems providing us with a basis for desirable spintronics devices. In construction of such devices, it is also tempting to involve graphene, which has attracted great attention because of its unique and remarkable electronic properties and was recognized as a viable replacement for silicon in electronics. In this case, a challenging goal is to lift spin degeneracy of graphene Dirac states. Here, we propose a novel pathway to achieve this goal by means of coupling of graphene and polar-substrate surface states with giant Rashba-type spin-splitting. We theoretically demonstrate it by constructing the graphene@BiTeCl system, which appears to possess spin-helical graphene Dirac states caused by the strong interaction of Dirac and Rashba electrons. We anticipate that our findings will stimulate rapid growth in theoretical and experimental investigations of graphene Dirac states with real spin-momentum locking, which can revolutionize the graphene spintronics and become a reliable base for prospective spintronics applications.
