Multi-level governance and social cohesion in the European Union: the assessment of local agents, a study case inside Galicia

Implementing multi-level governance has been a key priority in EU cohesion policy. This study assesses the perceived achievements and shortcomings in implementing European Social Fund by analyzing the deficits and weaknesses as well as the poor participation of local agents who are in direct contact with the beneficiaries in order to design and implement this fund, which is the main financial instrument of EU social policy.

China's proposing behavior in Global Governance: the cases of the WTO Doha Round negotiation and G-20 process

This article examines China's proposals on the reform of global governance, and discusses the main features of China's proposing behavior in the cases of the WTO Doha Round negotiation and G-20 Process. The main findings are: (1) in the critical junctures of global governance reform, China engaged the reform of the global governance institutions proactively, and put forward a series of reform proposals; (2) in proposing behavior, China argued the global governance institutions should be properly adjusted without intention to change the basic principles, refrained from playing a leadership role while proposing jointly with other countries, and upheld the principled idea of pro-development.

Chinese engagement for Global Governance: aiming for a better room at the table?

The text defends the thesis that China is aware that its process of modernization is still recent and needs more growth, maturation and consolidation to assume the role and responsibilities of a regional or even a global leader. This text pursues an understanding about the Chinese stance in relation to the negotiations for the redefinitions of the International Order and the International System (and, hence, Global Governance) and, secondly, seeks to perceive the reactions of non-developed and developed countries in relation to Chinese strategies.

The 1623 Plan for Global Governance: the obscure history of its reception

Abstract In the present article we analyze the characteristics and the reception of the first plan for global governance, the New Cyneas by Émeric Crucé. With this goal in mind, we examine the history of its readings and the possible influence on the Duke of Sully's project for European confederation, the case most often cited by historians of ideas. Our analysis takes into consideration the 17th century reception, the scant dissemination of the work and the possible causes of its limited impact. Our conclusions support, on the one hand, the novelty of Crucé's principal ideas, and on the other, their limited impact over the time with the exception of the period surrounding the creation of the League of Nations.

Fundos de pensão, mercados de capitais e Corporate Governance: lições para os mercados ermegentes

Nos seus vinte anos de existência, o sistema brasileiro de previdência complementar acumulou ativos de mais de 70 bilhões de reais. Existe um crescente debate sobre o papel que os fundos de pensão podem desempenhar na economia brasileira. Alimenta-se uma esperança de que eles possam contribuir em três áreas fundamentais: (a) financiamento do desenvolvimento, (b) expansão dos mercados de capitais e (c) democratização do capital (desconcentração da estrutura de propriedade corporativa). Este trabalho procura extrair da experiência dos países industrializados algumas perspectivas que possam contribuir para o debate em torno do crescimento e atuação de fundos de pensão nos mercados emergentes.

Observations on the Brazilian presidency, democracy, and governance

This article presents the first results of research on the organization and administration of the Brazilian presidency and problems of democratic governance in Brazil. Biases of Euro-centrism in current views of presidentialism, democracy, governance, and representation are criticized and new comparative analysis of political experiences in the Americas called for. Initial analysis of the Brazilian presidency reveals a unique combination of executive-led electoral representation and muddling through governance since the transition from military rule.

Understanding local governance: an international perspective

Enormous change and innovation in governmental practices are occurring throughout the world. Local governance, in particular, has become a concern in many countries. Processes such as redemocratization and decentralization and imperatives of international lending agencies have focused attention on developing good governance practices. Improvement in local government remains a high priority in most countries, but unless the relationship between citizens and government is more fully developed the actions of local government will not necessarily lead to improvement in the conditions of people's lives. This paper will explore the concept of governance and propose an analytical framework for the study of local governance in an international context. The article concludes with recommendations on strategies to improve governance systems and government performance.

A pirataria do nome de domínio na internet

Este artigo é parte de um projeto mais amplo: a influência da Internet na legislação brasileira. O rápido desenvolvimento da Internet, que abrange a troca de mercadorias e serviços, pode ser comparado à Revolução Industrial. A ausência total de fronteiras gera admiração e receio. A Internet é "independente". Entretanto, ela não pode susbsitir sem a influência de um sistema jurídico. Leis internas de vários países podem ser aplicadas, pois a Internet não tem uma legislação específica.Tais leis, porém, não podem ser aplicadas imediatamente. É fundamental uma certa adaptação aos novos padrões legais utilizados na Internet. Neste estudo, atenção especial é dada ao registro de marcas e de nome de domínio.

Estratégia nas empresas de internet: lições da informalidade

Pesquisas realizadas sobre o tema de formação de estratégias em pequenas empresas indicam que estas não usam abordagens formais para o apoio ao processo de planejamento estratégico. Elas tendem a utilizar uma abordagem informal e oportunista na criação de estratégias. Os resultados deste artigo mostram que pequenas firmas de prestação de serviços para a Internet não adotam ferramentas do tipo tool-kit. Elas aplicam um conjunto de atividades influenciadas por três dimensões características na formação de estratégias: "incrementalismo", informalidade e networking. Este estudo revela, ainda, que as empresas não empregam, de forma sistemática, as ferramentas acadêmicas concebidas para apoiar o processo de desenvolvimento de estratégias. Essas ferramentas foram percebidas como consumidoras de tempo e impróprias para a adoção pelas empresas analisadas.

Educação a distância via Internet em grandes empresas brasileiras

O presente trabalho tem o objetivo de identificar as características das iniciativas de Educação a Distância via Internet em grandes empresas privadas brasileiras. Para isso, foram entrevistados 12 profissionais de Recursos Humanos de grandes empresas envolvidos em programas de EADI. Os resultados da pesquisa consistem numa descrição das características dessas iniciativas, tais como a estrutura dos cursos, seus respectivos públicos-alvo, tecnologias empregadas, métodos para avaliação, entre outros aspectos.
