1-Resumo: A iniciativa privada é um Direito humano fundamental que está consagrado nos ordenamentos jurídicos modernos. No caso português, na Constituição portuguesa. A Declaração Universal dos Direitos Humanos consagra o Direito à propriedade. E, por conseguinte, também a iniciativa privada. A iniciativa privada é tanto mais eficaz na sociedade, quanto mais democrático e livre for o Estado respectivo. A iniciativa privada está ligada ao financiamento público, mas também ao financiamento privado. Seja o financiamento de pessoas singulares, seja o financiamento de pessoas colectivas, organizações. O terrorismo pode ser financiado por outrem, assim como o terrorismo pode financiar actividades lícitas. Por acção ou por omissão. Assim, a isto tudo, está associado o ilícito de branqueamento de capitais. O crime de branqueamento pode ter por origem o crime de terrorismo e/ou o crime de organização terrorista. O branqueamento de capitais também pode servir para financiar o terrorismo. Neste contexto, se desenham zonas de contraste entre Direitos Humanos e Segurança. Entre crime e paz pública. Assim como se geram zonas de confluência entre Segurança e Direitos Humanos. O Direito Humano Fundamental à iniciativa privada e ao financiamento – passivo ou activo – pode sofrer restrições. As restrições podem existir desde que sejam proporcionais, adequadas, necessárias. Ou seja, as restrições têm que respeitar uma intervenção mínima. Assim, em nome da segurança, a prevenção do crime de terrorismo e do crime de branqueamento provoca novas dificuldades também ao próprio sistema económico capitalista. Provoca novas dificuldades ao Direito fundamental da iniciativa privada. Uma vez que o branqueamento de capitais, ou o próprio financiamento, podem estar associados ao crime de terrorismo.§ 1.1-Abstract: The private sector is a fundamental human right that is enshrined in modern legal systems. In the Portuguese case, in the Portuguese Constitution. The Universal Declaration of Human Rights enshrines the right to property. And therefore also the private sector. The private sector is much more effective in society, if the state is more democratic and free. Private initiative is linked to the public funding, but also to private funding. It could be the financing of individual persons, but also the financing of legal persons, organizations. Terrorism can be financed by others, as well as terrorism can finance legal activities. By act or omission. Thus, all this is associated with money laundering. Money laundering may have been originated in the crime of terrorism and / or in the crime of terrorist organization. Money laundering may also be used to finance terrorism. In this context, we have conflict zones between human rights and security. Between crime and public peace. So in the name of security, the prevention of the crime of terrorism and the Money laundering causes new difficulties also to the capitalist economic system. Causes new problems to the fundamental right of private enterprise. Money laundering or the financing itself may be associated with terrorist crime. The question is also: what could do the criminal lawmaker?

El presente artículo, presenta un análisis de las decisiones de estructuración de capital de la compañía Merck Sharp & Dome S.A.S, desde la perspectiva de las finanzas comportamentales, comparando los métodos utilizados actualmente por la compañía seleccionada con la teoría tradicional de las finanzas, para así poder evaluar el desempeño teórico y real. Incorporar elementos comportamentales dentro del estudio permite profundizar más sobre de las decisiones corporativas en un contexto más cercano a los avances investigativos de las finanzas del comportamiento, lo cual lleva a que el análisis de este artículo se enfoque en la identificación y entendimiento de los sesgos de exceso de confianza y statu quo, pero sobre todo su implicación en las decisiones de financiación. Según la teoría tradicional el proceso de estructuración de capital se guía por los costos, pero este estudio de caso permitió observar que en la práctica esta relación de costo-decisión está en un segundo lugar, después de la relación riesgo-decisión a la hora del proceso de estructuración de capital.

Este artículo aborda la temática de la ocupación del suelo y el paisaje durante los últimos veinte años en la Reserva Indígena de Talamanca. La investigación se basa en información acerca del uso del suelo obtenida en la fotointerpretación del área de estudio durante los años 1976,1985, 1991, 1992 y 1997. Además, el análisis de la estructuración del uso del suelo y su relación con el paisaje es abordado desde la perspectiva de la dinámica poblacional, condiciones biofísicas y tenencia de la tierra. Se concluye que el capital es el elemento fundamental que determina las transformaciones en el uso del suelo durante el período de estudio en la Reserva Indígena de Talamanca, lo que ha incrementado la dependencia de agentes económicos externos y erosionado la estructura productiva autosuficiente que predominaba en el área. Lo anterior se ilustra con la expansión del monocultivo del plátano en las áreas del valle del río Telire y con el fuerte crecimiento de la población sobre estos sitios que se ha presentado durante los últimos veinte años, lo que ha provocado fuertes cambios en la estructuración del paisaje.ABSTRACT: This article analyzed the land-use patrón and the landscape at the Talamanca Indian Reservation, located in the Caribbean coast of Costa Rica. The land-use information is based in aerial photos from 1976,1985,1991,1992 y 1997 that were studied and compared the different results. In addition to it, the land-use and landscape analysis is complemented with data about population, environmental conditions y land tenure from the study area that were collected in the field. This research found that capital factor is the basic element that explain the land-use changes during the studied period. There is an increase in the depending of external economic factors that has been eroded the traditional economic system. One example of it is the expansión of the banana plantain agriculture and increase of the population in the Telire Valley.

El presente trabajo es un intento de análisis de las características geográficas de sector de Valle del General. Para delimitar el área se tomó la confluencia del río Buena Vista con el Chirripó; o sea, a partir de donde se origina el río General, hasta confluencia de éste con el río Peñas Blancas, esto es, la margen izquierda del río General, entre las cotas 500 m hacia el sur del área y la de 100m al norte. El área de estudio tiene una superficie de 87.8 km² 3.251 habitantes (mapa nº 1). Se expande por la izquierda del río General y tiene como centro de atracción al antiguo pueblo de General Viejo, entre Rivas y las Juntas de Pacuar; en general, coincide con los limites político-administrativos de del distrito segundo del cantón de Pérez Zeledón. Se pretende, también, aplicar el método de trabajo de la geografía regional. Por eso, el plan de trabajo elaborado contempla el aspecto físico y humano. En el conjunto de la estructura productiva, se toma como base los cambios ocurridos en el uso del suelo entre 1973-1979; en este sentido, se pretende dar una explicación global de los elementos que intervinieron para que operaran dichos cambios y la explicación de ello en función del sistema económico imperante. SUMMARY This article intent to analyze the geographic characteristics of sector of the General Valley. The junction of Buena Vista and Chirripó rivers was chosen in order to delimit the area; or in other words, starting from the origin of the General river to its junction with the Peñas Blancas river, that corresponds to the left margin of the General river, between the benchmarks 500 meters to the south of the area and 1000 meters to the north. The area being studied has a surface area of 87.7 square kilometers and a total of 3.251 habitants (map nº 1). Expansion occurs on the left side of the General River whose center of attraction is the old town of General Viejo, located between Rivas and the Juntas Pacuar; in general, it coincides with the political-administrative limits of the second district of Perez Zeledon canton. The application of the work method used in regional geography is also contemplated. As such, the elaborated work plan takes into account the human and physical aspects. In the combined total of the production structure, the changes that occurred in the land use between the years 1973-1979, was chosen as a base; in this sense, a global explanation is given of the elements that intervened in order to make possible such changes and of the functions of the current economic system. RESUME Ce travail concerne seulement un secteur de la Vallée de El General, délimité comme suit : de la confluence du Rio Buena Vista et du Rio Chirripó, dont l’union donne naissance au Rio General, jusqu’i au confluence de ce Dornier avec son affluent le Rio Peñas Blancas. Il correspond à la rive gauche du General, entre les côtes 1.000 au nord, prés de Rivas, et 500 au sud (Juntas de Pacuar) courne 87.8 km² et compte 3.251 hab (carte nº 1). Il s’étend autour de l’ancien petit centre rural, El General Viejo, et coïncide plus ou moins, avec le district Nº 2 du Canton de Pérez Zeledón. On y applique la méthode d’analyse de la géographique régionale, à la fois sur les plans humain et physique, pour définir son organisation de production et son évolution entre 1973-1979, surtout pour ce qui concerne l’utilisation des terres; évolution à laquelle on présente une explication globale en fonction du système ecónomique.

This work is part of a project promoted by Emilia-Romagna that aims at encouraging research activities in order to support the innovation strategies of the regional economic system through the exploitation of new data sources. To gain this scope, a database containing administrative data is provided by the Municipality of Bologna. This is achieved by linking data from the Register Office of the Municipality and fiscal data coming from the tax returns submitted to the Revenue Agency and released by the Ministry of Economy and Finance for the period 2002-2017. The main purpose of the project is the analysis of the medium term financial and distributional trends of income of the citizens residing in the Municipality of Bologna. Exploiting this innovative source of data allow us to analyse the dynamics of income at municipal level, overcoming the lack of information in official survey-based statistic. We investigate these trends by building inequality indicators and by examining the persistence of in-work poverty. Our results represent an important informative element to improve the effectiveness and equity of welfare policies at the local level, and to guide the distribution of economic and social support and urban redevelopment interventions in different areas of the Municipality.

The climate crisis is the greatest challenge humanity has ever faced, and in 2023 the average global temperature reached new records, prompting the UN Secretary General to declare that 'the era of global warming is over, and the era of global boiling has arrived'. In this context, urban areas play a key role, and can be considered a bottleneck of the climate crisis. The European Commission is investing billions of euros in research and innovation projects in urban areas, while the European Green Deal strategy has the ambition of making Europe the first carbon-neutral continent on the planet by 2050. However, studies and research show that the causes of the climate crisis are rooted in an economic system that produces profound inequalities, and the very solutions to address the consequences of global warming risk deepening them. In this context, the role of cities is not only to decarbonise their urban fabric, but to build solutions to the social challenge posed by the climate crisis, promoting paradigm shifts capable of producing trajectories towards so-called 'climate justice'. This research analyses, through a holistic view, European policies in these fields, and delves into the actions and projects of four European cities - Amsterdam, Bilbao, Freiburg, and Lisbon - through a qualitative approach aimed at identifying strengths and contradictions of strategies to tackle the climate crisis. Delving into the collective dynamics and social impacts of the actions promoted, the research proposes a comprehensive view of the role that urban areas can play not only in decarbonising society, but in promoting a paradigm shift capable of addressing the economic causes and social consequences of the climate crisis.

Riparian vegetation can be an effective measure for preventing degradation of streambanks and riparian areas. However, riparian revegetation imposes large costs on landholders associated with tree establishment and removal of land from cropping, while providing benefits to downstream landholders, fishers, the local community and environmentalists. Appropriate policy instruments are required to promote sustainable and balanced use of riparian zones. This article analyses the capacity of existing legislation and other instruments to promote restoration of degraded riparian zones on private land. The role of legislation. economic instruments, community engagement and extension programs, in persuading landholders to revegetate riparian areas and improve riparian vegetation cover; is examined in the context ofa small degraded catchment in an intensive farming area in tropical north Queensland. It is found that while legislation and regulations can control undesirable modification of riparian areas, in general they are unable to make a useful contribution to restoration of these areas; incentives and assistance measures appear to offer greater potential.

The importance of the rate of change of the pollution stock in determining the damage to the environment has been an issue of increasing concern in the literature. This paper uses a three-sector (economy, population and environment), non-linear, discrete time, calibrated model to examine pollution control. The model explicitly links economic growth to the health of the environment. The stock of natural resources is affected by the rate of pollution flows, through their impact on the regenerative capacity of the natural resource stock. This can shed useful insights into pollution control strategies, particularly in developing countries where environmental resources are crucial for production in many sectors of the economy. Simulation exercises suggested that, under plausible assumptions, it is possible to reverse undesirable transient dynamics through pollution control expenditure, but this is dependent upon the strategies used for control. The best strategy is to spend money fostering the development of production technologies that reduce pollution rather than spending money dealing with the effects of the pollution flow into the environment. The objective of this paper is to analyse the economic impacts of alternative water policies implemented in the Spanish production system. The methodology uses two versions of the input-output price model: a competitive formulation and a mark-up formulation. The input-output framework evaluates the impact of water policy measures on production prices, consumption prices, intermediate water demand and private welfare. Our results show that a tax on the water used by sectors considerably reduces the intermediate water demand, and increases the production and consumption prices. On the other hand, according to Jevons' paradox, an improvement in technical efficiency, which leads to a reduction in the water requirements of all sectors and an increase in water production, increases the amount of water consumed. The combination of a tax on water and improved technical efficiency takes the pressure off prices and significantly reduces intermediate water demand. JEL Classification: C67 ; D57 ; Q25. The aim of the paper is to analyse the economic impact of alternative policies implemented on the energy activities of the Catalan production system. Specifically, we analyse the effects of a tax on intermediate energy uses, a reduction in the final production of energy, and a reduction in intermediate energy uses. The methodology involves two versions of the input-output price model: a competitive price formulation and a mark-up price formulation. The input-output price framework will make it possible to evaluate how the alternative measures modify production prices, consumption prices, private welfare, and intermediate energy uses. The empirical application is for the Catalan economy and uses economic data for the year 2001.

Financial contributions to the EU budget depend basically on official GDP. This means that countries with higher shadow economic activity contribute less than they should contribute in a system based on actual GDP and therefore could reduce their incentive to fight against such activities. In this paper we investigate if the EU financing system really has an influence on the intensity with which governments in EU member states fight against shadow economic activity. We find that the EU net contributors significantly fight more intensively against shadow economic activity while EU net receivers significantly fight less. As a result, shadow economic activity is higher in net receiver and lower in net contributor countries than it were in comparison with a scenario of nationally balanced EU funding. Quantitatively and averaged over the time period 2001-2007, the diagnosed effect amounts to a stimulation of hidden economic activity by almost 10% for particular economies. The objective of this work was to evaluate the economic viability of an agrosilvipastoral system developed for Zona da Mata mountainous areas in Minas Gerais state, Brazil, as well as to compare different options for wood (Eucalyptus grandis and Acacia mangium) commercialization of the second thinning. The data were obtained from a 10 year-old agrosilvipastoral system established in four hectares at Embrapa Gado de Leite station in Coronel Pacheco, MG, Brazil. As evaluation criteria for the economic viability analysis, the adopted methods were the net present value (NPV) and the internal rate of return (IRR), both calculated at 6% interest rate. Despite the small difference, adding value to forest products increased the attractiveness of the proposed system. Considered separately, the agricultural activity was impracticable, whereas the forestry and livestock activities were independently viable. The studied system seems to be equally tolerant to price variations for forest and livestock products, as well as strongly tolerant to variations in production costs.

To compare the cost and effectiveness of the levonorgestrel-releasing intrauterine system (LNG-IUS) versus combined oral contraception (COC) and progestogens (PROG) in first-line treatment of dysfunctional uterine bleeding (DUB) in Spain. STUDY DESIGN: A cost-effectiveness and cost-utility analysis of LNG-IUS, COC and PROG was carried out using a Markov model based on clinical data from the literature and expert opinion. The population studied were women with a previous diagnosis of idiopathic heavy menstrual bleeding. The analysis was performed from the National Health System perspective, discounting both costs and future effects at 3%. In addition, a sensitivity analysis (univariate and probabilistic) was conducted. RESULTS: The results show that the greater efficacy of LNG-IUS translates into a gain of 1.92 and 3.89 symptom-free months (SFM) after six months of treatment versus COC and PROG, respectively (which represents an increase of 33% and 60% of symptom-free time). Regarding costs, LNG-IUS produces savings of 174.2-309.95 and 230.54-577.61 versus COC and PROG, respectively, after 6 months-5 years. Apart from cost savings and gains in SFM, quality-adjusted life months (QALM) are also favourable to LNG-IUS in all scenarios, with a range of gains between 1 and 2 QALM compared to COC and PROG. CONCLUSIONS: The results indicate that first-line use of the LNG-IUS is the dominant therapeutic option (less costly and more effective) in comparison with first-line use of COC or PROG for the treatment of DUB in Spain. LNG-IUS as first line is also the option that provides greatest health-related quality of life to patients.
